Run as a Programme with funding agreed at board level, enabling
the team to manage the overall objective across the projects
Safety on Site
• Circa 5 million cumulative manhours
worked across 10 sites
• Only 2 reportable incidents since
construction began in 2011
• An outstanding safety performance
for a complex project in a constrained
location

Key Learning from the Programme
• T3IB was not initially recognised as a
technology programme.
• The programme was set up to be
managed in the standard way (risk
provision)
• T3IB was constrained by real estate
availability so had to be built
vertically
• The baggage system supplier had
not built a baggage system like this
before
• New technology meant new work
practices so new skills were required
Key Learning from the Programme
• The T3IB programme was not just a
construction programme but a major
business change programme too
• Effective stakeholder management and
collaboration between all teams was
absolutely pivotal to the success
• T3IB has brought people, processes,
infrastructure and technology together to
• keep baggage flowing smoothly
• improve baggage performance
• enhance the baggage experience for
passengers
