The Health JPG: What we work for
• Each subgroup worked on their own technical areas but observed common areas:
• Health service delivery
• Health systems areas: planning, human resources, information
Lessons learnt: on the mission
• The mission was an excellent opportunity to learn how the local governments contextualize health in the over-all context of local development
• It was an excellent opportunity to understand health service delivery and health system at the local level
• The mission helped the Health JPG and the government to jointly find ways to redesign health service delivery at the local level
Lessons learnt: from the local level• The grassroots healthcare system has
successfully provided essential healthcare to most communities
• There are good facilities and well trained health staff
• The new well-equipped provincial hospital can provide the appropriate curative care at the local level.
• The local department of health is strong with a public health structure that covers key preventive programmes
Lessons learnt: Key challenges
• The health system needs to be redesigned to meet the future health needs of Viet Nam
• Planning needs to be focused to the needs of the local communities, focused on vulnerable populations and hard-to-reach areas
• Human resources planning needs to be long term
• Information has been gathered and reported through many layers- there is a need to establish basic essential information that is reflective of the local health needs
• Information is important for better planning.
Way Forward
• The One UN will continue to discuss with MOH on strategies to improve health service delivery to local levels;
• The Health JPG will develop recommendations to the MOH on specific support for improving planning mechanisms at the local level;
• Results will be reported back to the Health Partnership Group (HPG) and to the wider donor community
