and 3-year re-inspection reports to

• Each owner or operator of a
renovation or demolition activity
must comply with NESHAP
• All submittals sent to HHCU unless in
jurisdiction of local air quality
programs (Buncombe, Forsyth, and
Mecklenburg counties)

Lead-based Paint Hazard Management Program (LHMP)
• Abatement is the permanent elimination of a lead-based paint hazard.
• Certify individuals and firms conducting inspections, risk assessments, abatement, and clearance activities
• Accredit training providers and training courses and audit training
• Permit and inspect lead-based paint abatement projects

Lead-based Paint Hazard Management Program for Renovation, Repair, and Painting
(LHMP-RRP)
• Covers renovations being conducted for
compensation in Target Housing and Child-
occupied Facilities built prior to 1978; and
• More than 6 square feet interior (in any room) or
20 square feet exterior of surfaces painted with
lead-based paint or coatings are disturbed.
• Assumes that lead-based paint or other coatings
are present unless testing is done to show that
no lead is present.

Lead-based Paint Hazard Management Program for Renovation, Repair, and Painting
(LHMP-RRP)
• Certify firms, renovators, and dust sampling
technicians working on renovation projects
– Certified renovator required on each project
– Certified renovators must work for a certified firm
• Accredit training providers and training courses
and audit training courses
• Establish requirements for renovation firms
– Notify owners and occupants of lead-based paint
hazards prior to beginning work
– Use proper work practices
– Maintain required project documentation
