“Deliberate pause" in FY13 MILCON investment
Force structure adjustments under review - awaiting final
decisions
Continued investment at minimum levels
Prevents mission stoppage
Places highest priority on new mission bed down (e.g., F-35, F-22, MQ-9)
Maintains incrementally funded projects supporting COCOM priorities
(e.g., STRATCOM, PACOM)
Planning and Design scaled appropriately
Mitigation measures
Sustainment maintained at 80% of FSM in FY13
Impacts to R&M accounts minimized

AFCEC Contract Toolbox Acquisition Thoughts
Competition is still king
We have increased emphasis on cost as a driving factor
We have more focus on Low-priced Technically-Acceptable end
of Best Value continuum
Don’t low-ball offers in anticipation of making it up on Change
Orders and REAs
We want your input on ways to reduce risk for all parties
Schedule growth and closeout actions are our two primary post-
award challenges

‘Comprehensive Planning’
Comprehensive …the highest, most complex, most difficult form of
installation planning, encompassing conceptually and analytically the
principle elements of the installation that determine its current missions
and future development.
It is planning for the base as a whole, rather than for one or several of its
constituent functions i.e. water supply, vehicle circulation, unaccompanied
housing, airfield criteria or any one of the many particular activities of base
operating support

Contextual Reference GEOINT Responsibilities
Within the Air Force, Intel “owns” GEOINT and GI&S
HQ USAF/A2 GEOINT Capabilities Division (AF/A2CG) is the Air
Force functional manager for all GEOINT, including geopositioning
(point mensuration), GI&S and advanced geospatial intelligence (AGI).
(Source: AFI 14-117, Air Force Targeting)
However, the following are not within AF/A2CG functional
purview: DoD Flight Information Publications (FLIP), Digital
Aeronautical Flight Information File (DAFIF), and other materials for
which Air Force Flight Standards Agency (AFFSA) has functional
responsibility; or Evasion Charts for which Joint Personnel Recovery
Activity (JPRA) is responsible, and the USAF Installation GI&S
(IGI&S) program, for which AF/A7C has policy authority.

Pursuing new, single, AF GeoBase enterprise architecture (EA)
Current State: 14 architectures across MAJCOMs/FOAs
Redundant, w/inefficient enterprise
systems management/development
Inconsistent growth across enterprise
$7.8M annual manpower cost
$3.3M annual hardware/software cost
Future State: 1 standardized Architecture
Expanded accessibility, w/single-point data discoverability
Support to other AF enterprise solutions (e.g., NexGen IT)
Lower costs

Strategy
58
Aligns with CE Strategic Plan and NexGen IT
Goal 1: A Standard Yet Agile Program - Provide a standard yet agile
program to support the warfighters’ unique, emerging needs in both the
expeditionary and garrison environments (Process)
Goal 2: Data Quality - Create, enforce, and maintain geospatial data
standards through quality assurance (Data)
Goal 3: Enterprise Architecture - Develop a geospatial enterprise
architecture that achieves increased utility and savings (Architecture)
Goal 4: Adequate Resources - Obtain adequate resources to sustain and
improve geospatial capabilities (Resources)
Goal 5: Awareness and Collaboration - Ensure our customers and
stakeholders recognize our value and leverage our capabilities to achieve
seamless mission integration (Communication)
Mission: Provide geospatial capabilities for efficient decision making
across the full mission spectrum
Vision: A widely accepted accessible program providing structured
geospatial capabilities for a full range of mission applications

Data Standard: SDSFIE 3.0
Implementing new DoD standard for geospatial data
Version 3.0 of Spatial Data Standards for Facilities, Infrastructure
& Environment (SDSFIE) is simpler and more flexible than
predecessor
Consolidates geospatial information from previous version
Merged 1,407 feature classes into 344 (76% reduction)
Also reduced attributes per feature; cut ratio from 85:1
to 15:1
Separates business data from geospatial databases; links to
authoritative business data, rather than data duplication
SDSFIE 3.0 was released in Nov 10
A7CRT is leading the AF implementation effort

How Can Industry Help?
Job #1 – High-Performance Project Delivery:
At fair cost….at the right quality…and on time
The chief concerns: (1) schedule growth; and (2) project closeout
Share best practices – we want to leverage your expertise in technology,
construction, maintenance and ops to be more efficient
Get “Back to Basics” while developing new strategies & capitalizing on
new technologies that help us build sustainable facilities/infrastructure
Use less energy…facility, process, mission, and operational
Require less manpower…use asset mgt principles, risk-based analysis
Lower life-cycle costs
More efficient…yet effective (not more with less but less with less)
Help Us Find Efficient Ways to Build Sustainable Installations
