and awarding Operatives in recog-

The SFSO Leadership from the

Team Leader to the SFSO Director

are responsible to implement the

SFSO Awards Program and to rec-

ognize all deserving SFSO Opera-

tives.

Applicability. This manual applies to

all units and operatives assigned to

the STARFLEET Special Operations,

unless otherwise stated.

Chapter 1 — Introduction

Section I — Overview

1–1. Purpose

This manual prescribes SFSO policy, criteria, and administrative instructions concerning individual and unit awards.

The goal of the SFSO awards program is to foster mission accomplishment by recognizing excellence of SFSO op-

eratives and motivating them to high levels of performance and service.

Section II — Responsibilities

1–2. Director, STARFLEET Special Operations

The Director, STARFLEET Special Operations will—

a. Serve as the Headquarters, STARFLEET Special Operations policy proponent of the SFSO awards program.

b. Establish policy, procedures, and standards for matters concerning awards and may make exceptions to this

regulation and further delegate authority to make exceptions in accordance with the "Proponent and Exception

Authority statement" in this manual.

c. Exercise SFSO responsibility on matters concerning SFSO awards.

d. Serve as the senior uniformed SFSO official on matters concerning SFSO awards.

1–3. Awards Director, STARFLEET Special Operations

The Awards Director, STARFLEET Special Operations will-

a. conduct and supervise all military awards functions prescribed in this manual. The Awards Director, SFSO will

act on behalf of the Director, SFSO when so delegated and directed.

b. ensure that all Team Branches implements this manual.

Section III — Principles and Standards

1–4. Principles of support

The SFSO Awards Program will direct a function to—

a. Enable award authorities to recognize operatives for valor, meritorious service, and achievement; and to docu-

ment and record that recognition for historical purposes.

b. Support the SFSO personnel life-cycle function of sustainment.

1–5. Standards of service

a. Awards are a SFSO personnel function.

b. Recommended awards will be expeditiously processed, and recorded in the SFIDB and award certificates by

the final approving authority within 60 days.

c. Typed and emailed recommendations will be the norm.

d. A final record of each recommendation and the resulting decision will be maintained for historical purposes.

e. Recipients of awards should receive at presentation an award certificate (Ribbons are purchased by the indi-

vidual from the SFSO QM).

f. Award authorities may use Award and Decoration Boards to advise them on appropriate levels of recognition.

Use of these boards is optional.

Section IV — Manpower

1–6. Levels of work

a. Most personnel work in the field is performed at three primary levels: unit, battalion, and installation (or some

equivalent in the tactical force). The focus of the guidance in this manual is on those levels.

(1) Unit- and Sector-level work is straightforward as to where it is performed.

(2) Installation-level work is subdivided into work centers. This manual identifies the work center required to

perform the work for manpower purposes.

b. This manual will typically address the following levels of work:

(1) Operatives. This level of work begins with an Operative.

(2) Unit. This level of work is executed at unit level.

(3) Sector/Quadrant. This level of work is executed at Sector and Quadrant level.

(4) Command and Staff. This level of work is executed in the chain of command (other than Sector/

Quadrant). The specific Command and Staff (C&S) work center covered by this manual is the SFSO

Awards Program.

(5) Personnel support. This level of work is executed in a personnel support organization. The specific per-

sonnel support work centers covered by this manual is the SFI Database.

Section V — Policy, Precedence, and Information

1–7. Objective and implementation

a. The objective of the SFSO Awards Program is to provide tangible recognition for acts of valor, exceptional

service or achievement and qualifications badges.

b. Implementation of the provisions of this manual is a command responsibility. Administrative procedures will

ensure the prompt recognition of deserving Operatives.

1–8. Categories of individual awards

Individual awards are grouped into the following categories: Annual Awards, Training Awards, Service Awards, Unit

Awards and Qualification Badges.

1–9. Time limitation

a. Annual awards must be submitted on time in accordance with the Annual Awards submission dates that will

coincide with the SFI International Conference. These dates will be announced at least 90 days prior to award

submission deadlines.

b. All other awards must be submitted no later than 90 days from the qualifying date for said award and no earli-

er then 30 days from the qualifying date for said award.

1–10. Reconsideration/Appeal of disapproved or downgraded award recommendations

a. A request for reconsideration or the appeal of a disapproved or downgraded award recommendation must be

placed in official channels within 60 days from the date of the awarding authority’s decision. One time recon-

sideration by the award approval authority will be conclusive.

b. Recommendations are submitted for reconsideration or appeal only if new, substantive and material infor-

mation is furnished and the time limits specified in paragraph 1–9 above do not prevent such action. Requests

for reconsideration or appeal must be forwarded through the same official channels as the original recommen-

dation. The additional justification for reconsideration or appeal must be in letter format, not to exceed two

single-spaced typewritten pages. A copy of the original recommendation, with all endorsements, and the cita-

tion must be attached. If the original recommendation is not available, a new/reconstructed recommendation

should be submitted.

1–11. Duplication of awards

a. Only one award will be awarded to an operative or SFSO unit for the same act, achievement, or period of mer-

itorious service.

b. The award of an award ribbon in recognition of a single act of heroism or meritorious achievement does not

preclude an award for meritorious service at the termination of an assignment. Recommendations for award of

an award ribbon for meritorious service will not refer to acts of heroism or meritorious achievements which

have been previously recognized by award of an award ribbon.

c. Continuation of the same or similar type service already recognized by an award for meritorious service or

achievement will not be the basis for a second award.

d. Awards authorities may not recommend a duplicate award for the same act or service from another service

Component (ie. SFMC). That is, if an Operative is assigned to both SFSO and SFMC, he or she may not re-

ceive an award for both groups for the same act or service.

1–12. Succeeding awards

For each succeeding act or period of meritorious service or achievement that justifies the award of a ribbon that has

already been awarded previously, there are no devices used to denote additional awarding of the same award.

Chapter 2 — STARFLEET Special Operations Award Ribbons


2–1. Objective

a. This chapter explains SFSO policies and procedures on awarding SFSO Ribbon Awards. The chapter de-

scribes the various SFSO awards; the basis or eligibility requirements for the award; who is eligible to re-

ceive; and who is authorized to approve the award. It tells how to prepare, submit, and process recommen-

dations for SFSO awards.

b. The objective of the SFSO Awards Program is to ensure operatives of the SFSO receive tangible recognition

for acts of valor, exceptional service or achievement.

2–2. Order of precedence

SFSO awards are categorized as SFSO award ribbons. The order of precedence can be found in this manual above

1-13 and the SFSO Guide to the Wear and Appearance of STARFLEET Special Operations Uniforms and Insignia

Manual.

Section II — STARFLEET Special Operations Awards

2-3. STARFLEET Special Operations Award Ribbons

a. The following awards are officially recognized by The Starfleet Special Operations. These awards recognize

Starfleet Special Operations Operatives and Units for outstanding and significant duty, deeds, accomplish-

ments, and achievements. Awards that are issued by other commands from with in the Starfleet Special

Operations are listed in the Annexes of this manual.

b. Carefully read the award criteria in order to determine the appropriate award for recommendation. All

awards are listed in descending order of precedence. An explanation of the ribbons and any devices are de-

scribed later in the manual.

2-4 Archer Award

Criteria - For the most active and efficient Operative in SFSO. This award recognizes the Operative who through

their positive efforts enhances the SFSO program through exemplary works and example or enhances a SFSO unit

for the betterment of the overall organization (ONLY 1 awardee per year).

Issuing Authority: Director, SFSO

Ribbon Description: Black and Gold Stripes

2-5 Gannet Brooks Award (Doctorate)

Criteria - This award is for those operatives that completes the SFA Doctorate of Special Operations, SFA Doctorate

of Intelligence Operations, and at least SFA Masters in Military Studies.

First Class - Earning “separate” (meaning no dual degree) Starfleet Academy Doctorate Degree’s in the following

three studies; Special Operations, Intelligence Operations and Military Studies.


Ribbon Description: Blue with Red Stripes

Second Class - Earning “separate” (meaning no dual degree) Starfleet Academy Doctorate Degree’s in Special

Operations and Intelligence Operations while also earning a separate” (meaning no dual degree) Starfleet Academy

Masters Degree in Military Studies.

Ribbon Description: Red with Light Blue Stripes

Note: ONLY 1 ribbon is worn. Example: If an Operative is awarded both the 1st Class and 2nd Class, then the Oper-

ative can only wear the 1st Class.

2-6 Admiral Forrest Award (Leadership)

Criteria - This award is for the Service in the Command staff of SFSO for a minimum of 1 year. If the staff member

moves up to a higher position then they are eligible to wear the previous position ribbon until the staff member com-

pletes the 1 year requirement for the next Ribbon. If the Staff member moves out all together from the Staff or takes

a lower position, the Staff member is eligible to continue the highest class ribbon earned.

First Class - Director

Second Class - Assistant Director

Third Class - Deputy Directors

Fourth Class - HQ Staff

Fifth Class - Sector/Quadrant Chiefs (Currently not in use)

Sixth Class - Currently not in use


Ribbon Description: Grey with Red Stripes (First Class)

Black, Grey with Red Stripes (Stripes will determine the Class level 2-5)

Note: ONLY 1 ribbon is worn. Example: If an Operative is awarded both the 1st Class and 2nd Class, then the Oper-

ative can only wear the 1st Class.

2-7 SFSO Commendation Ribbon

Criteria - This award is given to recognize operatives who have rendered exceptional service to the SFSO by

demonstrating consistently outstanding performance over time. Such accomplishment should be of national or inter-

national significance and affect or reflect favorably on the SFSO as a whole (one award per operative per year maxi-

mum).

Ribbon description: Light Blue with Gold Stripe on each end

2-8 SFSO ACHIEVEMENT RIBBON

Criteria - This award is given to recognize operatives who have rendered exceptional service to the SFSO by per-

forming a particular task or service to a high standard of excellence.


Ribbon description: Gold with Black Stripes

2-9 MERITORIOUS UNIT COMMENDATION

Criteria - This award is given to an SFSO unit which exemplifies meritorious service either by demonstrating consist-

ently outstanding performance over time, or by performing a particular task or service to a high standard of excel-

lence (one award per unit per year maximum).

Issuing Authority: Director, SFSO (One per year awarded to each Command ie RANGER, SEAL, RECON, INTEL,

and MACO)

Ribbon description: Red, White and Blue

2-10 SFSO ANNUAL MUSTER RIBBON

Criteria - This award is given once per year to any operative who attends an International Starfleet Special Opera-

tions Muster.

Issuing authority: SFSO Director

Ribbon description: Red and Khaki

2-11 General Martok Service Award

Service award based on 1 August 2013. Only 1 ribbon is worn.

Criteria - Awarded at the completion of 1 yr, 3 yr, 5 yr and 7+ years of service while assigned to the STARFLEET

Special Operations.

Ribbon Description: Green with Yellow Stripes.

2-12 CURZON AWARD

Criteria - Awarded to an operative that completes at least 50 hours of Community Service.


Ribbon Description: Gray with Black Stripes

Note: Community service completed by Operatives must be listed in the SFSO unit’s monthly report for credit to be

counted towards this award.

2-13 RECRUITING RIBBON

Criteria - Recruiting is very much a part of the STARFLEET Special Operations. It is how the SFSO grows, and

therefore special recognition is bestowed upon those who take time to grow the SFSO's membership. The SFSO

Recruiting Ribbon is awarded to an Operative who successfully recruits Ten members into the SFSO.

If an Operative has been particularly successful in recruiting and has successfully recruited 30 individuals into the

SFSO, they are authorized the Master Recruiting Ribbon.

To be eligible for this award, an Operative must submit a list of the members that they have successfully recruited

(see below for criteria) to their Assistant Deputy Director for their unit, who upon verification will certify to the SFSO

Director that the nominee is responsible for recruiting the names submitted, and that the required retention time has

been met. The list must include the name, SCC numbers, the date joined STARFLEET and the date on which the

individual joined the SFSO by changing their affiliation in the STARFLEET Database.

Before issuance of the award, the SFSO Director will verify that the Assistant Deputy Director has confirmed the

recruit's status, join and expiration dates as listed in the STARFLEET Database, if the recruit in question has ap-

peared on any SFSO roster prior to recruitment, and has as well contacted the members on the list to confirm that

the MACO operative nominated for the award was indeed the recruiting officer.

A recruit is considered to be successfully recruited if:

1) An individual who is not a member of both STARFLEET and the SFSO, joins STARFLEET and elects to be a

member of the SFSO by changing the affiliation option in the STARFLEET Database to either SFSO and then

subsequently renews their membership at the end of their first year. However, these individuals must not have

appeared on any SFSO unit roster prior to their selection to count toward satisfying the total number of recruits

required. Individuals who have been listed on SFSO unit rosters in the past will not be counted.

2) An individual who is currently a member of STARFLEET who changes their affiliation option in the STAR-

FLEET Database to SFSO and then subsequently renews their membership at the end of their first year. Howev-

er, these individuals must not have appeared on any SFSO unit roster prior to their selection to count toward sat-

isfying the total number of recruits required. Individuals who have been listed on SFSO unit rosters in the past will

not be counted


Ribbon description: Green with a Blue/White/Red Stripe (Recruiter)

Blue with a Green/Blue/White/Red/Green Stripe (Master Recruiter)

2-14 MAJOR HAYES AWARD

The Major Hayes Award are team awards for the Intel, Ranger, S.E.A.L.S., Reconnaissance, and MACO. Only 1

ribbon is worn and it is based on what the team the Operative is currently assigned to is. If an Operative has earned

a previous team award that is different from their current team and has not qualified for the new team, then they can

keep wearing the previous team award until such time they have earned the new team award.

Criteria:

MACO: Completion of MACO Grade 2 training and who's current unit at the time of award is a recognized MACO

unit.

Ribbon Description: Blue with a Red Stripe

SEALS: Completion of SEAL Grade 2 training and who's current unit at the time of award is a recognized SEAL unit.

Ribbon Description: Yellow, with Light Blue and White Stripes.

RANGER: completion of RANGER Grade 2 training and who's current unit at the time of award is a recognized

RANGER unit.

Ribbon Description: Coyote Tan

RECON: Completion of RECON Grade 2 training and who's current unit at the time of award is a recognized

RECON unit.

Ribbon Description: Red with a Blue Stripe

INTEL: Completion of INTEL Grade 2 training and who's current unit at the time of award is a recognized INTEL unit.

Ribbon Description: Gold with a Black Stripe

Chapter 3 — STARFLEET Special Operations Qualification/Skill Badges


3–1. Objective

a. This chapter explains SFSO policies and procedures on awarding SFSO Qualification/Skill Badges. The

chapter describes the various SFSO badges; the basis or eligibility requirements for the badge; who is eligi-

ble to receive; and who is authorized to approve the badge. The request for award of badge is via the SFSO

online awards request of by use of the SFSO Awards form.

b. Qualification and skill badges are ONLY authorized for wear on the Class D specialized Duty Uniform for that

particular branch. (i.e.. The Battle Dress Uniform or one of its variations)

3–2. Order of precedence

There is no award precedence for qualification/skill badges. It is totally at the discretion of the Operative to wear or

not to wear a specific qualification/skill badge that has been authorized to wear.

Section II — STARFLEET Special Operations Qualification/Skill Badges

3-3. Qualification/Skill Badges

a. The following qualification/skill badges are officially recognized by the STARFLEET Special Operations.

These badges recognize STARFLEET Special Operations Operatives for completion of certain requirements

for the respective badge. Badges that are issued by other commands from with in the STARFLEET Special

Operations are listed in the Annexes of this manual.

b. Carefully read the badge criteria in order to determine if the Operative qualifies for that particular badge. All

authorized badges with in SFSO is listed below excluding any badges from the separate branches awards

manuals as authorized by SFSO Director.

3-4 Special Operations Aerospace Wings

Criteria - Completion of the STARFLEET Special Operation Additional Skill Certification-Aerospace.


Description: gold with the letters SFSO

Appendix A — SFSO TWOK Ribbon Mounting

BAR ATTACHMENT

Just like the contemporary military, the bar ribbon holder attachment allows you to pin your ribbons to your uniform.

The Bar size is dependent upon the number of ribbons you are authorized to wear.

The difference between U.S. Military award placement and Starfleet Special Operations is that in the U.S. Military is

that they wear the lowest award from left to right starting on the bottom row and working your way upward from the

view point of the individual wearing the awards. In the Starfleet Special Operations, the lowest award is on the top

from right to left with the highest award being on the bottom left. (See Figure 1-1 and Figure 1-2)

* Please note that the available Ribbon Bar holders come in two basic styles. One with a 1/8” space in-between

rows and One with no spaces in-between rows. To keep is style of the TWOK award style, we use the later of the

two options.

Appendix C — SFSO TOS Ribbon Mounting

ATTACHMENT - There are several ways to attach the TOS era awards. They range from using Velcro, Stitch or

Glue. There are additional ways to securing the ribbons by using any one of the methods mentioned above but do-

ing so on a separate piece of clothing or other backing and then using Velcro, magnets or even pins to secure your

ribbons to the uniform itself. Again all have pros and cons that only the individual Operative can decide.

The order of precedence does not change. But Figures 1-4 shows one of several possible configurations of the or-

der of precedence from 1 ribbon to 24 ribbons. Figures 105 and 106 dhows possible configurations for the SFSO

ribbons for a max of 11.

The diagrams start with the highest award and as the number of awards increase, the more you can see the order of

precedence. You the Operative may be thinking that you do not have that particular ribbon, that is not a problem as

long as you understand the diagrams. Some examples. You are an Operative with only your team ribbon. Its obvi-

ous that in the diagram that shows for 1 ribbon that it would be your team ribbon. Now you have earned the Curzon

Award. This award is higher then your team ribbon. As you look at the diagram for 2 ribbons your top ribbon now

becomes the Curzon Award because it has a high precedence over your Team Ribbon. Thus the bottom ribbon

would be your Team Ribbon.

As the Operative earns more awards, the awards will begin to shift based on the order of precedence.

Spacing between ribbons

The spacing between ribbons is really up to the individual Operative. There is no real answer, however using screen

captures of canon resources, its estimated to be about 1/32 of an inch but no grater than 1/16 of an inch.
