Latest developments• Ofwat has extended the deferral of Final Settlement (RF) from December 2018 to the end of Feb 2019 and

launched consultation on post RF arrangements – this opens up a longer window for data improvements

• Ofwat letter on provision of meter reading services - No enforcement action at this point – clear Ofwat direction if wholesalers choose to offer it needs to be to all retailers and that any transitionary arrangements should not be renewed (such as the arrangement we have with )

• New connections in the Code: - Update from Ofwat at September Panel meeting, working group involving the Panel to be set up by Ofwat.

• Market Performance Operating Plan (MPOP) - all Trading Parties were requested to submit Data Improvement Plans (DIP) by 12 October – Thames DIP focuses on our Accelerated Programme (our MPOP wholesaler dashboard performance compares well with others)

• Performance Rectification Plan - we have received our first request from MOSL for a Performance Rectification Plan, relating to our performance in submitting Initial and Final meter reads (our performance has been below the median for three months).

Initiatives by Thames:

• Submission of potential change proposals to improve accuracy of the settlement (removing YVE, accelerating process for vacancy status…) – we presented our proposals at the October User Forum and there was significant push back – next stage is to issue a Request for Information to Trading Parties.

• Proposal to set up a Systems & Releases Committee under the Panel – to be reviewed again at future Panel meeting.

• Thames launched its Water Efficiency Incentive Scheme for Retailers at the Retailer Forum on 11 October –this is a market first and Ofwat are following up with us.
