32nd DNA Seminar in Montego Bay, Jamaica on “Aviation sta-
tistics and indicators”

The 32nd Developing Nations Airport (DNA) Assistance Programme seminar was held
in Montego Bay, Jamaica and accommodated by our gracious hosts MBJ Airports
from 25–26 April, 2016. This workshop was centred on “Aviation statistics and indica-
tors.”
I had the privilege of attending and assisting in moderating the seminar, which wel-
comed 27 participants from 14 countries across ACI Latin America-Caribbean’s (ACI
LAC) membership. Countries represented at the seminar included Antigua and Barbu-
da, Bahamas, Barbados, Bonaire, Chile, Columbia, Costa Rica, Curacao, Ecuador,
Jamaica, Guyana, Panama, Suriname and Trinidad and Tobago.
The objective of the seminar was to introduce participants to the nomenclature and
methods used to collect and produce aviation statistics and indicators for the purpose
of international comparability. Special attention was placed on defining, measuring
and analyzing airport traffic and financial data. Themes included techniques for accu-
rate traffic measurement; connectivity measurement; development and analysis of key
performance indicators; traffic seasonality; and the rudiments of air transport demand
forecasting.

On the first day of training, CEO of MBJ Airports, Dr. Rafael Echevarne, issued a wel-
come to all participants. Dr. Echevarne was instrumental in bringing this seminar to
the Caribbean given the need for this type of training, which he identified in his past
position as Director of Economics at Airports Council International (ACI) World.
After Dr. Echevarne’s initial statements, the seminar officially started with introductory
remarks and a presentation from the Director General ACI LAC, Javier Martinez Bota-
cio, who gave the students an overview of ACI, our mission and our services and
products for member airports.
We were very fortunate to have a very talented group of instructors from the ACI Eco-
nomics and Statistics Department, as well as the ACI Global Training faculty, includ-
ing:
Patrick Lucas, Senior Manager, Economics and Statistics, ACI World
Liying Gu, Managing Director, Finance and Research, ACI North America
Aram Karagueuzian, Manager, Airport Traffic Statistics and Forecasts, ACI World
Attilio Costaguta, ACI Instructor, ACI Global Training
During the two-day seminar, many economic subject areas were explored, with the
students participating in practical exercises developed by the instructors. From the
many sessions that were offered, the areas that generated the most interests were:
airport traffic statistics;
airport financial data and key performance indicators; and
seasonality in airport traffic data and forecasting
By the end of the seminar, participants had a good overview of the international statis-
tical system related to air transport and a strong grounding in key aspects of the air-
port industry as seen through a statistical lens.
Judging from the feedback of the instructors and attendees, there was a sustained
high level of interest throughout the seminar. It seems very likely that the topic of avia-
tion statistics, under the economics portfolio, will be a permanent feature of the ACI
DNA programme moving forward.
I feel truly fortunate to have been on site for this seminar, and to have met some of

With the accelerating growth of aviation worldwide, the need to increase airport excel-
lence in the fields of management, economics, safety, security and operations in de-
veloping countries is also growing. In order for ACI to play an even stronger role and
to increase the capacity already provided by the semi-annual ACI Fund seminars, the
World Governing Board approved the creation of the ACI DNA programme.

Meet our newest GSN Gold Diploma graduates

As the Global Safety Network (GSN) Diploma Programme reaches its 10th year, we
are proud to continuously welcome new graduates and increase the number of airport
experts dedicated to professional learning that wish to promote and implement airport
safety operations. I am pleased to introduce our latest Gold Diploma graduates, each
of whom have completed all six specialized safety courses.
Asif Masiuddin, Special Technical Support, Abu Dhabi Airports Company
“My main reason for completing the full GSN Diplo-
ma Programme was to update and acquire
knowledge of SMS and regulatory requirements for
airports.
“The videos and experiences shared by the in-
structors—presented as part of each course mod-
ule—were helpful in providing practical examples
of the course’s content.
“Successfully completing the programme will help
me to disseminate the acquired knowledge to my
team and to advance my own professional career.
I highly recommend GSN to every individual work-
ing in the airport industry, and especially to those
working in SMS, operations and compliance.”

Asif initially intended to study Aeronautical Engineering, but due to unavailability of the programme in his hometown, he completed a Mechanical Engineering degree instead. Prior to joining the Engineering Department of Abu Dhabi Airports Com-pany in August 2008, Asif worked in the planning, design, engineering and con-struction of airports and airfields. His hobbies include volunteer work with organi-zations involved in environment and sustainability; he presently works with the EWS-WWF in the United Arab Emirates and the Environment Agency in Abu Dha-bi.

Ipfi Nthakheni, Head of Department, Airside, OR Tambo International Airport
“The GSN Diploma Programme was identified as crucial and compulsory for safety
personnel such as myself. It was important to be well-trained on the legal require-
ments for the aerodrome in order to guide the team effectively. Given my background
as an Environmental Officer, GSN has helped fast track the closing of gaps in my un-
derstanding of airside operations. I am now in a better position to make informed deci-
sions and to be able to assess safety issues from both the operator and compliance
standpoint.
“The case studies, the input from the other airports and the videos that show real life
incidents on other aerodromes, including OR Tambo International Airport, were most

ing as part of her development plan, she continues to learn about the airport envi-

forming audit exercises, recording all observed non-conformances and sharing recom-
mendations via group presentations. This taught me how to go about identifying, re-
cording and rectifying non-conformances, as well as preparing our airport for an air-
side audit by our regulator.

environment safer for everyone.”

Stanley joined ACSA in February 1998 as a junior firefighter and rose up the ranks to
the position he holds today. He has an honours degree in Industrial Psychology as
likes to stay abreast with new developments in the aviation industry even if they are
not directly related to his job. Stanley also enjoys interacting with people from differ-
ent cultural, racial and ethnic backgrounds to understand their way of life.

Inaugural opening of the ACI training centre at Sangster Inter-
national Airport in Montego Bay, Jamaica

From 18–22 April 2016, I had the privilege of attending the first course, “Global Safety
Network (GSN) 1 – Safety Management Systems,” at the new ACI training centre at
the Sangster International Airport operated by Montego Bay Jamaica (MBJ) Airports in
Montego Bay, Jamaica.
At this inaugural opening, Dr. Rafael Echevarne, CEO, MBJ Airports presented the of-
ficial plaque that designated the facility as one of fifteen ACI training centres world-
wide. Dr. Echevarne reiterated his commitment to professional excellence for airports
in training. In keeping with this commitment, MBJ Airports will be hosting the full range
of GSN courses at their training centre in 2016 in addition to the joint ACI/ICAO Aero-
drome Certification course.
This initial GSN 1 course was delivered by Wally Walker, ACI Instructor to a class of
15 students from MBJ Airports and the ground handling organization, Jamaica Dis-
patch Services.

This particular course provided all attendees with a comprehensive overview of Safety
Management Systems (SMS) and an understanding on how to implement it correctly
in their airport environment.
The classroom and practical exercises conducted on the airside of Sangster Interna-
tional Airport offered essential guidance on how their respective SMS complies with
the local Civil Aviation Regulations and ICAO Standards and Recommended Practic-
es.
It was evident that the group gathered for this course had a wealth of knowledge and
experience in their respective fields, and there were several lively discussions on the
different challenges each of them faced in their own working environment.
By the end of the training, it was clear that everyone was eager to share their learn-
ings in order to encourage that the course becomes the valuable mechanism it was
intended to be—that is, enabling students with the appropriate learning tools to facili-
tate developing, implementing and operating an effective SMS at their airport.

Given the very positive feedback from our participants, it is anticipated that the re-

Airports Council International and the Online Learning Centre are delighted to an-
nounce the June 2016 release of the Certificate in Airside Safety in French.
Due to popular demand from many airports in French speaking regions across the
globe, all five online safety courses have been translated and are currently in develop-
ment.
The Certificate in Airside Safety provides participants with a broad understanding of
the key elements of airside safety and how these elements interact as part of the air-
port’s overall safety management system.
