Clabes, interimexecutive director of the Kentucky Equine EducationProject (KEEP), as part of an ongoing debate betweenproponents of expanding gambling at Kentucky tracksand those who oppose Video Lottery Terminals (VLTs),including Kentucky Republican state senator DavidWilliams, president of the Kentucky Senate.

KEEP RESPONDS TO SEN. WILLIAMS In a recent response to an editorial by Bill Farishentitled, AGambling, Not a Partisan Issue,@ Sen. DavidWilliams continued to attack Kentucky=s horse industryin a misguided attempt to divide and conquer horse-men. What Sen. Williams doesn=t understand is that hisattacks only further cement the unity among our indus-try to seek alternative gaming at racetracks. The horseindustry is more united today than at any time in ourhistory, because we understand the enormity of thethreat posed to our competitiveness. We live it everyday as we watch our racing dates eliminated, our pursemoney decline and owners and trainers ship horses tostates where purses and breeder incentives are enrichedby gaming revenue. Sen. Williams began his editorial by saying expandedgaming is Abad economic policy for the state and forthe horse industry.@ I firmly disagree. Isn=t it bad eco-nomic policy for the state to stand by while its signa-ture horse industry declines because we lack the com-petitive tools other states are using to capture whatKentucky already has? Kentucky has a horse industrythat is world-renowned for its product. It generates a$4 billion economic impact. It supports 100,000 jobsstatewide. But in the end, Kentucky=s bond with thehorse cannot be measured by mere economics. It isthat intangible that makes Kentucky unique. Let=s takeSen. Williams= points one by one. Sen. Williams says, Aexpanded gambling will floodKentucky with funds that will skew our body politic.@ Inhis response, Sen. Williams calls into question theFarish family=s affiliations and makes mention of politi-cal corruption in other states where gaming is allowed.This personal attack on the Farish family is an all-timelow point in the gaming debate and will not go unan-swered.

The Farish family has a long history of public serviceand staunch support of the Republican Party. WilliamS. Farish served as United States Ambassador to theCourt of St. James under President George W. Bush.His son, Bill, served as a personal aide to PresidentGeorge H.W. Bush. Both father and son are lifelonghorsemen who are actively involved in all aspects ofThoroughbred racing and breeding. From their develop-ment of Lane=s End Farm into one of the world=s pre-mier breeding operations, to their service with theAmerican Horse Council, the Breeders= Cup, The JockeyClub, the Kentucky Thoroughbred Association, theNational Thoroughbred Racing Association and Thor-oughbred Owners & Breeders, their commitment to thehorse industry cannot be questioned. Sen. Williams says that once slots arrive, horse own-ers and trainers will get the short end of the stick. Ifalternative gaming is not growing purse money at race-tracks in those states where it is allowed, then why areKentucky horsemen shipping to Pennsylvania, Indiana,West Virginia and Louisiana, among others? Total purses in Kentucky have been stagnant or havedeclined since 2001. In contrast, Thoroughbred andStandardbred purses in Pennsylvania jumped nearly 40percent from 2007 to 2008, the first full year of gam-ing operations. Indiana=s Hoosier Park just announcedits second purse increase of the current meet. Louisianaracetracks such as Evangeline Downs and Fair Groundsare enjoying resurgence. Gaming revenues are up 5.5percent at Florida=s Gulfstream Park compared to 2008;while Calder Race Course will open its gaming opera-tion in 2010. The horse industry=s plan to authorize video lotteryterminals (VLTs) at Kentucky racetracks was the mostcomprehensive show of support for the entire horseindustry--both racing and non-racing breeds--ever to beintroduced in the United States. Though purse supple-ments for Standardbreds, Quarter Horses and Thor-oughbreds are the most visible allocation, revenuewould be broadly distributed to enhance many Ken-tucky equine breeds and related programs. Gaming funds would expand the Kentucky Breeders=Incentive Program (KBIF), which offers economic incen-tives to encourage ownership of all Kentucky-bredhorses, even non-racing breeds. As an example, sinceits inception in 2005 the KBIF has fueled dramaticgrowth in Kentucky=s Quarter Horse industry, attracting600 new Quarter Horse stallions, more than 2,000mares and an influx of new Quarter Horse farms.Cont. p10

Our proposal also dedicates revenue to promote thehealth and welfare of horses by funding new equinefacilities and riding trails; it will enable improvements tothe backside and stable areas at racetracks; properlyfund the Kentucky Horse Racing Commission and repeala sales tax on feed and equipment for horsesCan ex-emption already bestowed on other Kentucky livestock. Though he would like to convince you otherwise,Sen. Williams= plan is not a Ahorse industry@ proposal.Under it, he addresses only purse money; contributingnothing to the KBIF or non-racing breeds. His proposalwould redirect to the horse industry $19 million inexisting tax revenues that currently go to the GeneralFund, which is already suffering a shortfall. He wouldplace a 10-cent tax on lottery tickets, so your $1 lot-tery ticket would cost $1.10. The Kentucky LotteryCommission estimates this tax would result in signifi-cant lost lottery sales, which would adversely affectour children since all the funds go to funding the Ken-tucky Educational Excellence Scholarship (KEES) pro-gram. Sen. Williams says slots will not Asave@ Kentucky=sbudget. Kentucky=s horse industry has never made the claimthat expanded gaming would be the silver bullet toKentucky=s budget shortfall. However, what our pro-posal would do is generate at least $700 million in newrevenue, including more than $200 million in new taxdollars for the state, and be a source of new jobs andnew capital construction. Sen. Williams says the horse industry is beset withproblems endemic to the industry itself. The horse industry competes with an explosion ofcasino gaming nationwide. Today, 36 states in thecontinental United States permit commercial, Indianand/or racetrack casinos. Kentucky racing is battered by casino gaming forceson two fronts. First, we directly compete with six Indi-ana riverboats on our border, where $1.44 billion waswagered in 2008. Casinos also line Kentucky=s borderwith Illinois, Missouri and soon Ohio. These casinos,which include the nation=s largest riverboat, the Holly-wood Casino near Lawrenceburg, are situated to takeadvantage of Kentucky=s major population centers. Even more damaging to our competitiveness, each ofthe 12 racing states nearest to KentuckyCArkansas,Illinois, Indiana, West Virginia, Louisiana, Florida, Mary-land, Delaware, Pennsylvania, New Jersey, New Yorkand OhioCare using expanded gaming to strengthentheir horse industries. We don=t view alternative gaming as a long-term fixfor Kentucky=s horse industry. Instead it will provide uswith a short-term infusion of revenue we can use tospark economic development in our industry.

These funds will help us compete, in the immediatefuture, by allowing us to raise purses and preserveKentucky=s year-round racing circuit, renovate infra-structure, explore new marketing ventures and employnew technologies in an effort to attract new fans. Alternative gaming at Kentucky=s racetracks will notchange the behavior of Kentuckians. They alreadyspend more than $670 million at riverboat casinos inIllinois and Indiana alone. Sen. Williams, however, continues to stir the pot bystating that Kentuckians will have to Agamble@ $11 billion to produce the $1 billion net win the horseindustry proposal projects. As Sen. Williams knows,this is absolutely not true. He conveniently misuses thisfigure to confuse and concern. In reality,Achurn@Cwhereby players repeatedly use their winningsto continue playCwill account for most of that $11billion gross wager. We are not asking any Kentuckianto gamble a single dollar that they are not already gam-bling. We are, however, asking that if they choose togamble, they do it in Kentucky to help our own people.We don=t want a government subsidy! What we want isa level playing field. OHIO SLOTS ON HOLD Proponents of expandedgambling at race tracks in Ohio have been dealt a seri-ous setback after the state=s Supreme Court ruled thatGov. Ted Strickland=s plan to install VLTs at tracksneeds to be approved by Ohio voters. Such a votemight not be able to be held until November, 2010.According to the governor=s office, the ruling leaves a$851-million gap in a budget approved in July by Strick-land and the Ohio legislature. AWaiting for a November2010 referendum, even if it is successful, still deniesthe state the revenue necessary to protect our schoolsfrom devastating funding cuts in this biennium,@ Strick-land said in a statement. ASome have suggested placingvideo lottery terminals on the ballot at an earlier date,such as May. That would still be too late to generatethe necessary revenue to fund education. And thiswould not resolve the legal challenges facing the statetoday.
