TOC BOARD ENDORSES THG MODEL The Boardof Directors for the Thoroughbred Owners of Californiaexpressed their confidence in the Thoroughbred Horse-men=s Group, voting unanimously to endorse THG=snegotiating model and to authorize the horsemen=sgroup to represent TOC in upcoming simulcast negotia-tions, including those involving advanced deposit wag-ering. In a TOC press release, the organization=s VicePresident Mace Siegel said, "Owners, and all otherhorsemen for that matter, have been at a disadvantagefor years in terms of the negotiation of simulcast andADW contracts. We have been intentionally excludedfrom the process by the vast majority of racetracks andADW providers, and it shows. Simulcast revenue alloca-tions are still founded on an outdated financial model,which disproportionately benefits those who do notcontribute as much to the industry as do horsemen."TOC Chair Marsha Naify added, ALet's face it, racing isan interstate business, and becomes more so everyday. To succeed and prosper, the industry must acceptthat reality, and manage the business as such. THG isthe ideal vehicle to efficiently negotiate and manage thehorsemen's side of the simulcast business, and couldcertainly do so for track partners were they inclined toobjectively and honestly look at what it is THG pro-poses and stands for." NYC OTB BILL INCLUDES TAKEOUT INCREASEThe legislation that gives New York State control of theNYC Off-Track Betting Corporation includes a short-term 1-percent increase in the takeout on races run atNew York Racing Association tracks, and could alsobump up the takeout by 1 percent when a bettor inNew York wagers on an out-of-state simulcast, theDaily Racing Form reports. The revenue generated bythe increase is expected to help stabilize the New Yorkracing industry. Under the terms of the bill, it will expirein two years. The 1-percent takeout raise on NYRAraces will go into effect after the Saratoga meet. Tooffset the effects of that increase for its Rewards Pro-gram customers, NYRA will offer higher rebates. AOurplan is to at least make those customers whole, and wemay even try to make it a little better for them,@ NYRACEO Charlie Hayward told DRF. The increase in the out-of-state takeout for New York bettors may be harder toimplement, as that rate is set by contract, and it wouldrequire new contracts with the various out-of-statetracks to change it. In addition, the company taking thebet does not traditionally keep all of the revenue froman increase, but instead shares it with the track hostingthe races on which the bets are being placed. Thatwould decrease the financial benefit that the provisionwas hoped to provide to both NYRA and NYC OTB.
