proposal does not fully take into account recent steps taken towards a stronger involvement of women's NGOs. ‒ The work of the European Women's Lobby (EWL)

The EWL is the largest umbrella organisation of women’s associations in the European Union (EU), working to promote women’s rights and equality between women and men. EWL membership extends to organizations in all 28 EU member states and the three candidate countries, representing a total of more than 2000 organisations. The EWL Secretariat in Brussels is well informed about the European Semester process and its timing and engages in the EU-level process, for example through written contributions to the Annual Growth Survey and bilateral meetings with Commission representatives. The pilot project proposes that women's NGOs should be invited to produce a CSR shadow report. This type of report does however already exist. In 2012 for example, the EWL published a report entitled 'Ticking Clocks - Alternative 2012 Country-Specific Recommendations to strengthen women’s rights and gender equality in the Europe 2020 Strategy'. It provided input for the European Commission's analysis which was drafted with the involvement of the EWL’s member organisations. http://www.womenlobby.org/publications/reports/article/ticking-clocks-alternative-2012?lang=en The EWL has received an action grant in 2013 covering activities in 2014 from the Progress programme (Call for proposals JUST/2013/PROG/AG/NGOS).

• The work of the EU Alliance for a democratic, social and sustainable European Semester (http://semesteralliance.net/) The Commission is already engaged in a regular dialogue with stakeholders (including NGOs which represent women): one of the main subjects touched upon in this regular dialogue is the European Semester process and how the NGOs can best engage in it. In 2013, funding was awarded under the Progress Programme (‘Joint actions’) to build an "EU Alliance for a democratic, social and sustainable European Semester". The EU Alliance includes 16 major EU-level NGOs as members, including the EWL. Its overall aim is to achieve progress on a more democratic, social and sustainable EU Strategy, by improving civil society and social actors' engagement in the European Semester. In April 2014 it presented its 2014 proposals for CSRs by country, including CSRs on gender equality. The pilot project proposes that as a result of the project, eventually, national alliances of NGOs across sectors could be formed to give a concerted opinion to national and EU authorities. The EU Alliance however already moves into this direction by carrying out three so-called national pilot alliances of NGOs (in Denmark, Ireland and Bulgaria) working together across sectors.

• The work of the Commission Representations and the European Semester Officers Over the last European Semester process, the Commission has stepped up efforts to inform citizens about the European Semester process and the Europe 2020 Strategy in general. In spring 2014, the Representation in Germany for example organised two events with civil society focusing on gender equality in the European Semester. A key target group of these events were national, regional and local women's NGOs. This good practice could easily be extended to other countries and ensure an immediate direct contact between women's NGOs and the Commission.

- a call for proposals for Framework Partnership Agreements will be launched in 2014 to provide operating grants to European networks for the period 2015-2017 in the area of gender equality and gender mainstreaming under the Rights, Equality and Citizenship Programme. This call could support NGOs’ activities relating inter alia to the European Semester. - a call for proposals (VP/2014/009) currently open under the EaSi programme for operating grants open to EU-level NGOs networks having signed a Framework Partnership Agreement for 2014-2017 and being active in the promotion of social inclusion and poverty reduction or active in the promotion of microfinance and social enterprise finance Activities related to the European Semester are mentioned in the Call for Proposals VP/2014/009 among the main activities which can be supported under the operating grants 2015, in relation to the priorities defined in the Framework Partnership Agreements.

Social security card Proposed by EMPL Committee (page 7 of EP list)

EMPL Regulation (EC) No 883/2004 and the subsequent implementing Regulation (EC) No 987/2009 already provide a legal base for the development of such a card. The Commission, in close cooperation with Member States, has been exploring the best way to utilise the European Health Insurance Card (EHIC) in an electronic medium specifically in connection with the project on Electronic Exchange of Social Security Information (EESSI), which aims to develop an electronic exchange IT solution that will enable social security bodies across the EU exchange standardised information more rapidly and securely. Expert groups have been mandated to prepare the groundwork for the political, policy and technical decisions necessary for the introduction of the electronic EHIC, exploring the development of the eEHIC, including the possible extension of the eEHIC to other portable documents in the social security field and the possible extension to other functionalities. Currently, the Commission is also exploring the feasibility for introducing a single European social security number with the aim of facilitating intra-EU mobility and the reduction in potential fraud and error (while being aware of the numerous limitations, notably for data protection concerns and the potential complexity in administrating such a process). Therefore, while the Commission understands the value and potential of the proposal, starting an activity as proposed would be a duplication of already existing endeavours. Investigating the options for a European social security card or electronic version of the EHIC with added functionalities has been already partly covered, and further work is planned under the umbrella of the EESSI project. As stated, this particular element is already a requested requirement for consideration in a future release of EESSI.

Fuel/Energy poverty – assessment of the impact of the crisis and review of existing and possible new measures in the Member States Proposed by EMPL Committee (page 8 of EP list)

ENER The proposed action is already partially covered by ongoing actions. A study on energy poverty is currently pursued under an ongoing INSIGHT-E research action of the Commission and should be carried out in the second half of this year, with results available early 2015. Its scope covers the main issues proposed by the EP for the study under the pilot project; therefore the EP pilot project as proposed would lead to duplications with the INSIGHT-E work; it also could not be concluded (given procedural/procurement delays, etc.) before the INSIGHT-E work. It therefore appears preferable to undertake any pilot project in a later budget period only after the INSIGHT-E delivered its results. The pilot project could then be structured as a follow-up activity and take the form of a specific action, e.g. a feasibility work or trial action in relation to an energy poverty observatory or some public outreach/awareness instrument, rather than a general study/research. In terms of budget nomenclature, the action would be better placed under Title 32 ‘Energy’, for example under article

The Commission understands from the description of the pilot project and the proposed level of appropriations that the objective is to support the national rolling out and best practices sharing with other countries and organisations of a project already developed and tested at regional level. It should first be recalled that as a general rule, earmarking or reference to funding for a specific organisation is against the basic principles of the Financial Regulation and in particular the principles of transparency, equal treatment and non-discrimination. Capacity building, programmatic development, and communication in the field of environmental taxation and budgetary reform Proposed by Sven Giegold (Greens/EFA) (page 13 of EP list)

ENV The proposed pilot project represents an interesting initiative taking into account the lack of capacity of the civil society organisations in the targeted fields (environmental taxation, reform of environmentally harmful subsidies and green public procurement). However, taking into account the available amount and the envisaged range of activities - capacity building, programmatic development and communication -, the Commission proposes to focus on green public procurement. This would allow this pilot projects to get significant results. The description should be modified as follows:

"This pilot project aims to contribute to further developing market-based instruments (MBI) in the field of environmental policy through enhancing the capacity of civil society organisations to participate in Union policymaking in green public procurement. Currently there is a lack of capacity in this field at the EU level, and little articulation of reform efforts in Member States and at the EU level. A stronger involvement of civil society experts in the design and implementation of public procurement policies would improve the uptake of such policies in the Member States. Such networking of civil society with public authorities interested in GPP would be a way to boost development of EU civil society capacity while benefiting from the

experiences in Member States by exchanging best practices and enhancing participation in the EU decision making process."

In terms of MFF heading and budget nomenclature, the pilot project should preferably be financed under heading 2 MFF and under a budget nomenclature under Title 07 (Environment), for example under a new item 07 02 77 29.

Promoting cross-border traineeships in skilled craftsmanship's through better integration in the host country via guest families Proposed by Reinhard Bütikofer (Greens/EFA), Paul Rübig (EPP) (page 14 of EP list)

EAC The idea is covered by the Erasmus + programme and arrangements are in place to provide hosting. The mobility projects under Erasmus + are funded through sending side organisations and hosted by organisations in another participating country. Either the sending bodies (e.g. Technical Schools) have their own already established networks of schools across Europe, that help them not only to devise training programmes, but also to take care of issues such as accommodation in the host country, or else there are professional intermediary bodies that organise learning agreements, accommodation, travel, insurance, language training etc. In many cases, hosting is already taken care of by schools through local families with their own children. The approach is to give the beneficiaries in the projects the flexibility to choose their own approaches, which could be home-stays, dormitories or shared apartments amongst others. There are unit costs in the budget for Key Action One (mobility) of Erasmus + for accommodation and subsistence purposes. Much of the vocational education and training (VET) mobility is "short-term" which is in Erasmus+ parlance less than one month for VET Learners. With regular flows of mobility, is it practical to systematically insist on home-stays. This is best decided between the sending and host schools and/or intermediary organisations that run the projects, and covered by unit costs as part of the Erasmus + Key Action 1 Budget.

Support for regional, minority and especially endangered European languages, countering discrimination, fostering linguistic minority civil society participation. Proposed by Martina Anderson, Alda Sousa, Marisa Matias, Jürgen Klute, Martina Michels, Paul Murphy (GUE/NGL); Jill Evans, François Alfonsi (Greens/EFA); Graham Watson (ALDE); Biljana Borzan (S&D) (page 15 of EP list)

EAC Under the Lifelong Learning Programme, the European Commission is supporting the Network to Promote Linguistic Diversity, which shares several objectives outlined in the proposal for a pilot project. The European Language Equality Network, which started in 2010 and is regrouping Member State committees from the former European Bureau for Lesser Used Languages and several national language NGOs, does not currently benefit from a grant, but is represented in the Civil Society Platform for languages and thereby engaged in a structured dialogue with the European Commission. The new programme Erasmus + (2014-2020) will continue to support the dialogue with stakeholders as this is the key for successful policy implementation and innovation. Initiatives such as the one proposed by the Parliament can form the basis for a strategic partnership for innovation and good practices under Key Action 2. This has already been discussed within the Civil Society Platform for languages. Both institutional cooperation (partnerships) and support for policy reform will, in 2014, be guided by the horizontal and cross sectorial priorities set out in the yearly work programmes. Language learning and linguistic diversity are among the overarching priorities of the new programme. Among the priorities for 2014 are the development of transversal skills, such as language and digital skills, and optimisation of ICT-supported learning. The Parliament, the Council and the European Commission have agreed to create an integrated programme, promoting cross-cutting initiatives and collaboration between different stakeholders. Therefore, instead of earmarking scarce resources for a separate pilot project, the Commission proposes to continue cooperation with all relevant stakeholders in order to promote innovative proposals for the first call within Erasmus+. It is encouraging to see the broad support in the EP for projects promoting language learning and linguistic diversity.

Model of governance for the Carpathian Region - building better and effective coordination through the active citizenship Proposed by Tomasz PORĘBA (ECR) (page 20 of EP list)

REGIO Given the very large geographic overlaps that exist with the Danube Strategy, that Strategy's geographic flexibility and its coverage of Carpathian challenges, the Commission considers that a specific governance model for the Carpathian Region is not needed. The EU Strategy for the Danube Region is already showing good results after two years of implementation (Report of the Commission published on 9 April 2013: ec.europa.eu/regional_policy/cooperate/danube/documents_en.cfm#1). The Strategy includes almost entirely the countries covered by the Carpathian mountain chain, and has adapted a functional geographic approach, staying open on a case by case basis for other partners, such as Poland. Its action plan sets out concrete projects responding to the challenges of the Carpathians, such as in the priority areas of “Energy”, “Culture and Tourism”, “Quality of Waters”, “Environmental risks” and “Biodiversity”. The Carpathian Convention is an important partner in implementing the action plan. For the countries covered by the Carpathian mountain chain, EU involvement is already guaranteed by the numerous activities in the Danube Strategy.

Agroforestry Proposed by Vasilica Viorica DĂNCILĂ (S&D) (page 23 of EP list)

The proposed pilot project is well covered by the ongoing FP7 collaborative research project AGFORWARD (AGroFORestry that Will Advance Rural Development). The mentioned project started on 1 January 2014 (Contract signed on 23 October 2013) and has a duration of 48 months. (Activity code: KBBE.2013.1.2-01: Agro-forestry systems for Europe). In this context, contacts are ongoing between the Commission and the European Parliament on the possibility of implementation of the pilot project "Towards an integrated European Agroforestry Sector" (budget line 05 08 77 11) voted for budget 2014. The proposed pilot project would therefore duplicate these existing initiatives. Moreover, this new proposed pilot project deals only with a specific region (Romania).

AGRI Several legal provisions (most notably Article 46 of Regulation (EU) No 1307/2013 establishing rules for direct payments to farmers under support schemes within the framework of the common agricultural policy and Article 45 of Commission Delegated Regulation (EU) No 639/2014 of 11 March 2014 supplementing Regulation (EU) No 1307/2013 and amending Annex X to that Regulation) establish a direct link between the cultivation of protein crops and the obligation for the farmer to have ecological focus areas on his/her arable land. Given the level of details provided in these provisions, the Commission does not consider that the proposed project would provide significant additional benefits to the implementation of the new Direct Payment Regulation.

ECHO The proposed project duplicates activities currently undertaken and funded from budget line 23 03 01 01 'Disaster prevention and preparedness within the Union’. In 2010, the Commission issued guidelines on risk assessment and mapping (SEC(2010)1626). On this basis, 18 Member States have submitted their own risk assessments or their progress towards this aim. In 2014, in line with the new Union Civil Protection Mechanism legislation (Decision No 1313/2013/EU), the Commission produced an overview of natural and man-made disaster risks that the EU may face (SEC(2014)134) based on these national assessments and other material including research and other Commission activities. The proposed project duplicates with activities currently undertaken in the framework of Copernicus , both in terms of content and involvement of the Member States. The European Earth observation Copernicus programme, includes a mapping component (Copernicus Emergency Management Service EMS – Mapping) which has worldwide coverage and provides actors involved in the management of natural disasters, geophysical disasters, man-made emergency situations, and humanitarian crises with maps based on satellite imagery. EMS supports all phases of the emergency management cycle: preparedness, prevention, disaster risk reduction, emergency response and recovery. The EMS is the first Copernicus service to become operational. The 2014 Copernicus Work Programme identified a commitment of EUR 5 million (breakdown of EUR 3.8 million for mapping and EUR 1.2 million for EFAS) and a total indicative amount of EUR 70 million for 2014-2020. GIO EMS - Mapping can support all phases of the emergency management cycle: preparedness, prevention, disaster risk reduction, emergency response and recovery. The service is provided free of charge in rush mode, for emergency management activities which require immediate response (reference maps, delineation maps (event extent) and grading maps (damage grade and spatial distribution) and non-rush mode, to support emergency management activities not related to immediate response (prevention, preparedness, reconstruction). Among relevant projects integrated into Copernicus, the European Flood Awareness System (EFAS) became part of the Copernicus emergency management service in 2011 and transferred to operational service in 2012. Moreover, several research projects provided a contribution to the development of Copernicus services, such as ARMONIA (Applied multi Risk Mapping of Natural Hazards for Impact Assessment), which seems very similar to the proposed pilot project since it aimed at: ‒ Integrating/optimising methodologies for risk assessment for different types of potentially disastrous events; ‒ Harmonising different risk mapping processes for standardising data collection/analysis, monitoring, outputs and

terminology for end users (multi-hazard risk assessment); ‒ Designing harmonised decision-making tool structure for applying hazard and risk mitigation in spatial planning; ‒ Contributing to the implementation of natural hazard awareness into the improvement of Environmental Assessment

policy. Finally, legislation exists which will help develop common standards for spatial data to make it more comparable across Europe. This is the INSPIRE directive Infrastructure for Spatial Information in Europe and covers natural disaster data (amongst many other types).

However, for nutrient pollution which causes eutrophication, the actual measures are taken under many other EU instruments, in particular the Water Framework Directive (as required by Article 11) and the Nitrates Directive. Under both Directives, extensive work has taken place on cost-effective reduction from agriculture such as the pilot river basins exercise (http://ec.europa.eu/environment/water/water-framework/prbs.htm) or the studies in relation to the Nitrates Directive (http://ec.europa.eu/environment/water/water-nitrates/studies.html). In addition, the implementation of a pilot project on "Resources efficiency in practice: closing mineral cycle" (07 02 77 24) is on-going, and looks at very similar aspects providing a set of measures to be implemented at farm level to improve nutrient management in nutrient saturated areas. In this framework the cost of the measure will be, as far as possible, also estimated. The proposed components of the new pilot project can be financed under the LIFE programme, and more specifically under the thematic priorities of the Sub programme for Environment – see Annex III A.a “Thematic priorities for Water, including the marine environment”, point iiii “activities for the implementation of the programme of measures of Directive 2008/56/EC with a view to achieving good environmental status of marine waters”. To this end, the proposed funds could be added to the budget article 07 02 01 – “Contributing to a greener and more resource efficient economy and to the development and implementation of Union environmental policy and legislation” in order to finance priority projects on this matter.

SANCO Three project priorities are defined in the proposed pilot project: 1) Pilot scheme based on training and social awareness. The operational objectives could be better defined and other EU-funded projects could be consulted (e.g. funded under the EU Health Programme: guidelines for European Donation Days (finalised in 2011), on-going Joint Action FOEDUS (2013-2016), work package on communication and awareness-raising activities for national authorities and health professionals; Journalist Workshops on organ donation & transplantation organised by the European Commission etc.). As consent systems and communication activities are not in the core legal mandate at EU level (Directive 2010/53/EU on standards of quality and safety of human organs intended for transplantation), this objective, better defined, could be of added-value in the form of such a pilot project. 2) Transfer of good practices including telemedicine. The Commission suggests that the objective should be specified, better defined and explained in order to determine what this concretely means in the field of organ donation and transplantation. 3) Creation of a database of organ donation and transplantation. The objectives and content of this database are not clear in the pilot project proposal description. It should be clarified inter alia whether the database should contain the expression of consent (refusal) to donation for potential deceased donors, or if it should capture all actual living donors (in this case, Article 15 of Directive 2010/53/EU already requires Member States to keep a record or register of all living donors and to ensure their appropriate follow-up, currently an EU-funded Joint Action, ACCORD (2012-2015) is supporting Member States building up their registers). Another question on the database is whether it should contain information on transplanted patients (national databases already exist, also professional societies work with health authorities in this field and guidelines were drafted at EU level via the EU-funded project EFRETOS). As an overall assessment, The Commission is of the opinion that some of the ideas expressed in this pilot project could be complementary to the existing EU legislation, Action Plan and projects but the whole scope and objectives of the proposal need to be better specified and defined before the Commission can assess positively and implement the proposed project.

HOME The Commission welcomes this initiative by the European Parliament to carry out a pilot project setting up a European Observatory on External Borders. In the Commission’s view, the development and modernisation of EU border management policy could benefit from well-researched studies as well as comparable and reliable information on the implementation of the relevant EU legislation and its application in practice. The actions envisaged by this pilot project, may nevertheless, be financed under the Internal Security Fund (ISF) as a Union action which has the objective to improve the knowledge and understanding of the situation prevailing in the Member States and third countries through the analysis, evaluation and close monitoring of policies and to support and monitor the implementation of Union law and Union policy objectives in the Member States, and assess their effectiveness and impact, including with regard to respect for human rights and fundamental freedoms, in accordance with the ISF Borders Legal Basis (Regulation (EU) No 515/2014, Article 13(2)(b) and (d)); For this reason, the Commission is willing to include this proposal in its 2015 work programme for Union actions under the ISF Borders and Visas and therefore finance it through 2015 budget appropriations from the Budget line 18 02 01 01 Support of borders management and a common visa policy to facilitate legitimate travel. The envisaged amount of EUR 2.5 million could be too high to fund this initiative. The necessary budget and the practical modalities (grant or procurement) to implement this initiative would have to be determined in the context of the 2015 work programme for Union actions.

Representatives of the European Parliament participated in all meetings of the Forum.

– As of 2015, it is planned to enlarge the scope of the Forum. In view of the development of a Forum for Asylum, Migration and Integration, efforts could be made to reinforce the participation of third-country nationals and the European Parliament would be welcome to take a more active role. The enlarged scope of the future Forum would also allow addressing more issues of relevance for third-country nationals.

Moreover, the proposed actions are already covered by a legal base, namely the Regulation (EU) No 516/2014 establishing the Asylum, Migration and Integration Fund and in particular by: – Article 9 'Integration measures' which describes the actions focusing on third-country nationals. The relevant articles

for the proposed pilot project are: 9(1)(c), 9(1)(f) and 9(1)(g); – Article 20 'Union Actions' which describes the actions that could be funded at Commission's initiative and are of

particular interest to the Union. The relevant articles for the proposed pilot project are 20(1) and 20(1)(b). In conclusion, the Commission's assessment is that the proposed actions should not be implemented as a pilot project as it is covered by existing initiatives and legal bases.

ECHO The Commission has been given an enhanced role in coordinating crisis response and emergency management, as well as strengthening the Union’s resilience to natural and man-made disasters. With the adoption of the new legislation on the Union Civil Protection Mechanism and the proposed arrangements for the implementation of the Union's Solidarity Clause, the Emergency Response Coordination Centre (ERCC) has been identified as a central hub for receiving and sharing information and facilitation of coordination at European level. As central hub, the ERCC is to provide timely, relevant and reliable information to contribute to comprehensive situational awareness and common operational picture and to produce response plans. While the ERCC is already making use of scientific knowledge produced notably by the Commission's Joint Research Centre (JRC), the potential of science to support emergency management has not been fully exploited. In Europe, there is a large number of scientific centres of excellence that could support the ERCC's early warning and overall analytical capacity. This pilot project can contribute to a more structured use of scientific knowledge in European emergency management. In general, in the face of rising exposure to disasters of people and assets in hazard prone locations, and taking into consideration the increased frequency and severity of many hazard types, there is a growing need for innovative mechanisms, for bridging scientific and operational communities and for seeking synergies among all available instruments.

The European Parliament has also specific internal structures for the promotion of gender equality and gender mainstreaming, namely a High Level group on Gender Equality and Diversity and a Network of Members on Gender Mainstreaming. The Commission also co-finances EU presidency conferences where all EU stakeholders can exchange information, experiences, good practices etc. on gender equality and gender mainstreaming. Last but not least, the European Institute for Gender Equality (EIGE) has several groups and organises several meetings on a wide range of issues and on gender mainstreaming in general, and this at EU level and in accordance to its mandate (Regulation (EC) No 1922/2006 of 20 December 2006). Therefore, the needs underlined by this proposed pilot project are already fulfilled and this new project would risk duplicating actions already ongoing.

Developing Partnerships for Roma employment Proposed by Marian Jean Marinescu (EPP), Monika Hohlmeier (EPP) (page 57 of EP document)

EMPL Vocational training is already largely supported by European Social Fund. In the new programming period, there is a specific investment priority on the integration of marginalised communities such as Roma, which will cover initiatives of the type proposed in the pilot project. An ex-ante conditionality is linked to this investment priority to ensure that Member States have set and implemented a Roma inclusion policy framework, notably covering employment and education. In addition, the Youth Guarantee and the Youth Employment Initiative will focus on fighting youth unemployment, including with vocational training and employment services. The Commission explicitly called on Member States with large Roma communities to target Roma in their national Youth Guarantee action plans and monitors that during the European Semester. Several collections of good practices already exist or are under development such as the World Bank Handbook for Improving the Living Conditions of Roma through European Structural and Investment Funds or the Guide for Local Authorities of the EU Roma Network on Making Use of European Structural and Investment Funds for Roma inclusion, both financed by the Commission. Exchange of good practices is ensured through existing fora (e.g. National Roma Contact Points network, EU Roma network and Eurocities Roma Taskforce). Finally capacity building of local authorities (mayors, officials in charge of education, etc) is ensured through ROMACT and ROMED, which are co-financed by the Commission and the Council of Europe.

JUST The project would need to be re-designed slightly as this proposal is covered by EU powers and policies, based on Article 16 TFEU. On 25 January 2012, the Commission adopted its EU Data protection reform proposals for a General Data Protection Regulation and a Data Protection Directive for Police and Criminal Justice authorities, which are currently being negotiated in the European Parliament and the Council, under the ordinary legislative procedure. The negotiations aim to ensure "the completion of the Digital Single Market by 2015" – as Heads of State and government agreed in October 2013. The mapping out of existing EU legislations (and their respective national transposition law when appropriate), law-enforcement instruments and cooperation, and third-party agreement involving the collection, retention, storage or transfer of personal data would therefore have to take place against that new EU data protection framework. ENTR The Commission supports the EP’s intention to launch a pilot project on CSDP research. In the Commission understanding, the proposed Pilot-Project (PP) should prepare the planned Preparatory Action on CSDP-related research supported by both the EP and the December 2013 European Council; • With its expertise in defence/CSDP-related research, the European Defence Agency (EDA) can be an important actor

for the implementation of the proposed PP. The first step must be to define the scope and topics of the research activities in function of future Preparatory Actions, so that PP can indeed prepare it. Depending on the nature of these activities, EDA’s role in their implementation should be defined.

• The EP proposal suggests that EDA should implement the R&D activities to be carried out in the framework of the PP. This can only be achieved through a Delegation agreement between the Commission and the agency, which means that the Commission will define the scope of the tasks, carries the financial responsibility and will have to control and monitor itself the implementation of the budget of this Pilot Project.

The pilot project can be implemented, subject to clarification on the respective roles and responsibilities of the Commission and EDA. In terms of budget nomenclature, the pilot project should be financed under heading 1a of the MFF with a budget nomenclature under Title 02 ‘Enterprise and Industry’, for example under a new article item 02 04 77 – pilot projects and preparatory action and a new item 07 04 77 01.

RTD The Commission has been discussing with Chinese counterparts for quite some time now about the actions to be implemented now and in the future within the framework of the EU-China flagship initiative for research and innovation. Several topics of the Horizon 2020 calls for proposals 2014 and 2015 on agriculture, food and health stem from the EU/China dialogue on research and innovation and the China-EU Task Force on Food, Agriculture and Biotechnology. These are identified Work Programme 2014-15 of the Societal Challenge 2. The Work programme identifies activities for which proposals are encouraged to include third country participants, in particular from China (see footnote 3, page 5 of the Work programme (http://ec.europa.eu/research/participants/data/ref/h2020/wp/2014_2015/main/h2020-wp1415-food_en.pdf). Dialogue is continuing in the context of the preparation of the Commission Strategic Programming for 2016/2017.

TRADE The proposed action concerns two areas that are already covered by existing facilities, notably: – Outreach to civil society organisations to improve their understanding of trade policy and enhance their analytical

capacity – The reinforcement of the knowledge-base, research capacity and access to independent advice of the Members of the

European Parliament (MEP) on on-going trade policy initiatives. On outreach to and capacity building of civil society , the Commission considers that the proposed action would duplicate the information and briefings already made available to civil society organisations by the Directorate-General for Trade (DG TRADE): ‒ The Commission promotes an active and inclusive participation of civil society through the existing Civil Society

Dialogue (CSD), as this is a fundamental part of EU policy-making, as set out in Article 11 of the Lisbon Treaty. Through this structured dialogue, the European Commission provides briefings and feedback on ongoing trade policy initiatives.

‒ Civil society organisations (CSOs) are also informed and encouraged to give their feedback on trade negotiations processes in the discussion of the Trade Sustainability Impact Assessments (SIA) at the time of the draft inception and final reports. These SIAs are written by independent experts and assess the economic, social and environmental impacts of all major envisaged trade agreements. SIAs are all published and publicly available and thus serve as a quantitative and qualitative basis for the assessment of such negotiations by all observers.

‒ With a view of even further increasing the involvement of civil society organisation during the course of negotiations, DG Trade has set up an advisory group for the negotiations of a Transatlantic Trade and Investment Partnership (TTIP) including representatives of consumer protection groups, trade unions and environmental protection. This group has access to additional information from the negotiators (including negotiating documents). An additional effort on communication has also been done on openness and transparency, in particular in the context of TTIP, including the preparation of factsheets, stakeholders' meetings during or after each negotiating round, public consultations on specific aspects of the negotiation, web streaming of meetings.

‒ Moreover CSOs have access to specific briefings such as those prepared when they attend WTO Ministerial Conferences as part of the EU Delegation.

‒ An evaluation of the CSD by external independent consultants was launched at the end of 2013 and will produce a report with recommendations on how to further improve the functioning of the process and streamline current resources.

On the reinforcement of the knowledge-base, research capacity and access to independent advice of the Members of the European Parliament (MEP) on on-going trade policy initiatives, the European Commission believes that the European Parliament (EP), without prejudice to the activities that may be carried out under its own administrative autonomy, already has access to substantial information from the Commission to follow trade policy, e.g. all documents shared with Council are at the same time shared with the EP; numerous regular and ad-hoc meetings of DG Trade officials with MEPs and EP monitoring groups where explanations and extensive clarifications are provided.

citizens”, which is implemented by the Dutch NGO called "Pax". The specific objective of this project is to increase prevention, monitoring and follow up of minority rights violations by capacitated young civil society and media activists engaged in platforms liaising with the general public and authorities in Iraq. This project foresees the implementation of i] capacity building activities, ii] field research, media investigation and reporting activities, and iii] nationwide awareness, advocacy campaign and lobby activities. A specific focus is made on interfaith dialogue. On 13 February 2014, "Pax" brought a delegation of Syrian and Iraqi civil society representatives (including the founders of the Iraqi Council for Interfaith Dialogue) to Brussels to discuss with EU and civil society representatives the need to promote citizenship as a way to prevent sectarian violence and to promote Freedom of Religion and Belief. The pilot project proposed by the EP could, therefore, contribute to strengthen the dialogue among all religious and ethnic minorities in Iraq, promote pluralism and human rights in the country. In order to ensure a coherent approach and to avoid a duplication of efforts, it is suggested to work in coordination with the NGO "Pax". Due to the deteriorating political and security situation in Iraq, risk mitigation strategies and measures should also be identified.

Integrated approach to develop and roll-out health solutions to tackle neglected tropical diseases in endemic areas Proposed by Ricardo Cortes Lastra (S&D) - DEVE Committee (Page 68 of EP document)

DEVCO This pilot project is very ambitious with considerable tasks but the commentary is not sufficiently clear on the concrete objectives to be achieved. The current scope of the proposed pilot project goes far beyond what could be implemented with the budgetary resources proposed. The Commission recognises the importance of this initiative and Global Strategy and Plan of Action on public health, innovation and IP and the work of the Consultative Expert Working Group (CEWG). The Commission would only be in a position to take this initiative forward if the budgetary remark is revised in order to properly identify the scope and specific results of the action, matched by a corresponding budgetary allocation.

DEVCO The Commission agrees on the importance of mining landscape rehabilitation but believes that that the Environment and Climate change budget line, part of the DCI Global Public Goods programmes provides an appropriate and sufficient basis to this end. The scope of this pilot project goes way beyond the scope of a short term project and would need to also address the issue of community participation, which is problematic in the specific case of Sierra Leone. Therefore, the Commission does not favour the creation of a new pilot budget line. Successful agro-forestry projects rely very much on community participation. The impact and sustainability of the project is unlikely to be significant if it is focusing only on technical solutions (soil assessments, seeds / species selection, development of nurseries). On the other hand, the community mobilisation is extremely problematic in mining-affected communities where a great level of mistrust exists around well-meaning outside intervention. Expectations in these communities about the benefits they should receive are huge, beyond the realms of the possible, and the disappointment experienced on a daily basis is a cause of further tension. Furthermore, sensitisation activities for behavioural change around environmental issues are held-back in Sierra Leone due

The project should be in complementarity with other actions in Sierra Leone, which is currently not the case neither under the EDF nor under the thematic budget lines of DCI, where the nature of intervention of the two existing projects is different (landscape protection and conservation of forest). The description does not mention any synergy with other similar actions on agro forestry elsewhere.

DEVCO As regards the thematic substance the pilot falls within the scope of the Sustainable energy priority of the Global Public Goods and Challenges Thematic Programme under the DCI (budget line 21.020704) and could possibly be implemented under this legal base. Under the Technical facility (TAF) for all regions, the project could fall with the scope of the call/scheme for the private sector. However, the amount is small and the expected impact would be limited. The EU Delegation in India has been implementing projects in the area of rural livelihood over the past years; in none of the cases have local partners considered oil trees as a priority.

DEVCO The Commission agrees with the Parliament’s position and ‘considers that a targeted global system of decentralised regional and local food stocks (both emergency stocks to reduce hunger and regional stocks to be used to regulate commodity prices and to ease hunger in times of price spikes) would be beneficial, helping to facilitate world trade when price spikes occur, warding off recurring protectionism and easing the pressure on world food markets; considers that these stocks should be managed on the most appropriate levels, including by local, regional and national authorities and a coordination body under the aegis of the United Nations’ FAO’. However, the Commission recalls that a regional project is already in the process of being implemented under the 10th EDF West Africa regional programming, following the recommendations of the G20. The project involves co-financing from France and Spain, as well as from the Economic Community Of West African States. Morocco/Western Sahara (category C): The issue of Western Sahara is already the subject of several endeavours which aim ensuring that the dispute between the Polisario Front and the Moroccan Government is settled. The EU has repeatedly and constantly been (i) expressing concern about the long duration of the Western Sahara conflict and the implications for the security, respect of human rights and cooperation in the region; (ii) addressing critical issues in the meetings of the joint bodies established under the EU/Morocco Association Agreement and calling on all parties to restrain from violence and to respect human rights and (iii) the EU is regularly expressing its support to the UN efforts to find a just, lasting and mutually acceptable political solution, which will allow for the self-determination of the people of Western Sahara, as envisaged by the UN Security Council. Moreover, the different aspects of the EU’s relationship to Western Sahara have been discussed on several occasions within the European Parliament ahead of the votes on the free-trade agreement on agricultural products or more recently on the additional protocol to the EU/Morocco fisheries agreement. In relation to the latter agreement and pursuant to the international law obligations under article 73 of the UN Charter as identified by the UN legal Counsel in 2002, a monitoring and reporting mechanism is being designed in order to ensure that the EU financial contribution to Morocco benefits local population. The European Commission and Moroccan authorities are in charge of implementing this mechanism which will be scrutinised during the annual Joint Committee meetings.

Toward asbestos-free workplaces in the European Union Proposed by EMPL Committee (page 95 of EP document)

EMPL In the current EU legislative context of a general asbestos ban and of Directive 2009/148/EC, workers' exposure to asbestos becomes a concern only when asbestos are present due to its former use e.g. as a construction material. In case of maintenance, renovation or demolition work, the provisions of Directive 2009/148/EC become automatically fully applicable, even if a previous screening of the concerned building was carried out. In addition, any screening or register of buildings containing asbestos cannot be exhaustive in practical terms and can even provide a sense of false security – this is the reason why the provisions of Directive 2009/148/EC have to be respected in all cases. Moreover, any preparatory activity in this field, even if theoretically limited to the occupational aspects, should be aligned with the results of the on-going ex-post evaluation of the 24 OSH directives, including Directive 2009/148/EC that are expected for end 2015. This evaluation exercise is a very exhaustive and costly activity and launching such a preparatory action without waiting for these results would be contrary to the logical sequence and interfere with the on-going work. This would also imply an incorrect use of the available resources. Being fully aware of the importance of the issue of asbestos at the workplace, the Commission launched several actions, including the establishment of practical guidance on protection of workers from exposure

In conclusion, the EU legislative acquis on asbestos and the supporting tools developed by the Commission and EU-OSHA are currently being evaluated in-depth and it should only be after the completion of this evaluation that specific actions can be envisaged.

MOVE A number of strategic initiatives and platforms exist already to address research and innovation in mobility and transport. These include a set of well-established European technology platforms (ERRAC, ERTRAC, ACARE, Waterborne, ECTP, ALICE) which regularly meet to discuss common R&I issues. The Joint Programming Initiative on Urban Europe is bringing together Member States to work on eco-friendly and intelligent inter-urban transport solutions. The European Innovation Partnership on Smart Cities and Communities is bringing together a broad range of cities, communities, companies and researchers to work on sustainable urban mobility as a key EIP focus area. A Knowledge Innovation Community (KIC) for urban mobility is foreseen for implementation in 2018. In addition, ongoing projects support stakeholder exchange, such as the ongoing, EC-funded TRANSFORuM which already provides a platform for stakeholders of all areas of the European Transport sector to develop a common view and strategies of how the 2011 White Paper on Transport can be achieved. The consortium partners are from many EU Member States: Poland, Sweden, France, Germany, Austria, Denmark, UK and the Czech Republic. And this forum is organising events in Poland, Estonia, Denmark, Germany, Italy, Norway, UK, France and Switzerland. (http://www.transforum-project.eu) Horizon 2020 as the financial instrument implementing the Innovation Union fully embraces and implements an integrated approach to research and innovation in mobility and transport, acknowledging both individual and multi-modal R&I needs. Given that the topic of the preparatory action is fully covered by Horizon 2020 transport and mobility work programme and that the topics of the preparatory action are already addressed otherwise in a set of strategic initiatives, a potential EIP on Transport would not have a high value-added, particularly against the background that a lot of the relevant mobility and transport stakeholders are already engaged in these initiatives and are cooperating effectively.

EAC The proposed preparatory action E-Platform for Neighbourhood would be an extension of the first phase of the preparatory action adopted for 2014, which aims at developing an e-platform for ENP countries' administrations, local authorities, academic centres and civil society, allowing for flexible yet targeted exchange of know-how and knowledge in EU affairs and acquis communautaire. The first phase of the preparatory action (under 2014 budget) has not been contracted yet as the modalities for the implementation of the action and consequently, the adoption of the financing decision have been delayed (Financing Decision adopted on 19/06/2014). The delay in the contractual procedure was due to some difficulties from the College of Europe (Natolin Campus) to ensure a minimum level of co-financing of the action as well as to the preparation of its work programme for the implementation of the preparatory action, which was also delayed. As a result, according to the draft proposed work programme submitted by the College of Europe (Natolin Campus), it is envisaged that the implementation of the 2014 preparatory action will not start before end 2014/January 2015 and will run for a period of 2 years. According to the indicative timetable for the implementation proposed by the College of Europe (Natolin Campus), the preparatory phase of the project will run during the first year of implementation and only by the end of the second year the E-Platform will be tested and evaluated. This will not allow for a timely assessment of the usefulness and feasibility of an extension of the preparatory action in 2015 as the action will be only developed in its preparatory phase. In addition, with the initial action having still one year for the full implementation, it will not be possible in 2015 to extend the initial action. Therefore it would be more appropriate to foresee a possible extension of the project after completion of the initial action under the 2016 budget if the assessment of its first phase has been positive.

DEVCO The extension of the Preparatory action appears relevant as the baseline survey may take more time due to the scientific approach and the nomadic nature of the beneficiaries. However, it is essential that the additional budget is carefully allocated. In particular, it would be advisable to focus on prevention aspects with regard to mother and child mortality factors (Acute Respiratory Diseases, nutrition) and a participatory empowerment approach (providing diagnosis capacities) which allow a better basis for implementation, with a direct link to existing local health services.

Attention is still drawn to the high level of insecurity in North Mali. Basic state services are no more available despite previous efforts from the Government to reinstate local administrations and social services which are essential. Armed groups have again taken control of a large part of the North and only stopped a few kilometres away from Gao and Timbuktu. It is extremely difficult for humanitarian and development actions to still operate in this area. Therefore the Commission would recommend activities to concentrate on Niger for the

In this context, it is essential to keep existing structures functional, to strengthen their capacities (training, equipment, etc.) and to keep delivering health services. It is also important to update the mapping of health services, according to the needs of nomadic groups whom should also be taken into account during specific events (like traditional gatherings) where vaccination or even surgery could be performed.

Finally, the project could foster innovating approaches which would be better suited to the harsh and volatile environment (such as telemedicine for example).

Building and strengthening local partnerships to develop social economy and to establish social enterprises in Eastern Africa Proposed by (page 118 of EP document)

DEVCO The Commission is currently looking for ways to implement the 2014 budget of this preparatory action and is in touch with possible implementing agencies. However, preparation has been difficult, as the translation of the proposal into concrete activities that will be effective in the specific context of Kenya and Ethiopia, required clarification, discussion and adaptation. The project is therefore still at formulation stage and contracting is only foreseen for the 4th quarter of 2014. Therefore there are no concrete activities going on yet, there are no lessons to be learned yet and there is no indication whether more funds would be needed for meaningful implementation. At this point in time, the Commission thus considers that the extension of this project with additional appropriations for another year is premature.
