Welcome to Hexagon

Thank you for your interest in this role to lead the IT team at Hexagon.

It is an exciting time to be thinking about joining us. We have been made very good progress this year in consolidating and further developing our IT systems, and you can read more about this at pages 6-7. This review period has further confirmed how critical an effective and responsive approach to the planning and delivery of IT is to our overall business success.

As our Head of IT, you will be taking the lead in ensuring oversight of all operational matters as well as working with me and other colleagues to further shape and refine our IT strategy. Our organisation is constantly having to respond to operating in a fast paced and changing external environment, so this role will suit if you like working at pace. You will be a good listener, attuned to people’s needs and able to gain the confidence of others to get their input. At the same time, you will also have to make sure that you can get things done, putting the right resource in the right place at the right time to ensure that IT is responsive to the current and future needs of the business.

About IT at Hexagon

Aims & objectives for the Hexagon IT Department

1. Enable Hexagon to deliver its business strategy, as laid out in the Corporate Plan and Business Plan

2. Help provide and improve quality services, enhance customer satisfaction, generate efficiencies and reduce costs

3. Develop a vision of how Hexagon will exploit technology in order to achieve its service aims and identify the necessary portfolio of business systems and infrastructure to deliver that vision

4. Develop and maintain a fully operational co-ordinated IT structure that services all user needs

5. Regularly review and develop systems to provide better, timelier and more cost-effective business information

6. Ensure that systems are up to date and flexible enough to accommodate changes in business plans

7. Maintain common IT standards across Hexagon

8. Provide ICT and information expertise and resource for business change projects

9. Develop and maintain an IT user culture encompassing appropriately trained staff who are able to obtain appropriate use from all systems

10. Support other departments in their service provision

11. Ensure compliance with the GDPR, contractual obligations, the laws on software licensing and any other legislation.

12. Participate in and contribute to the work of the L8 group, the Southern IT Housing Forum, the Civica CTX user group and any other relevant group for the benefit of the development of Hexagon’s ICT systems.

Key IT projects in 18/19 are as follows:

• Support the Business Improvement team in implementing Civica’s Cx housing management and maintenance system to replace Genero;

• Implement changes to the VDI desktop pool system to improve availability and performance for users;

• Support the Business Improvement team in implementing a purchase to pay solution;

• Upgrade the email and scheduling system;

• Complete a programme of actions to reduce vulnerability to external threats, and carry out a penetration test; and

• Implement measures to reduce the rate of data growth.

Offices and sites

The majority of staff who are active IT users work out of the Head Office in Sydenham, which houses approximately 100 staff. There are 7 other connected satellite sites – a mixture of nursing homes, supported housing projects and small offices. The largest of these has 5 PCs. There are approximately 40 remote users.

Role profile

Reports to:

Finance and IT Director

Responsible for: IT team (currently 8 posts)

Purpose:

- Ensure that Hexagon’s ICT strategy and systems are developed, maintained, implemented and continuously improved and that they meet Hexagon’s objectives and users’ requirements both efficiently and cost effectively.

- To manage the operational outputs of the IT Department and ensure that daily operations are supported.

- To anticipate the changing needs of the business and propose initiatives for exploitation of advances in technology and business practices.

- To promote ICT within the business in a nontechnical manner.

- To ensure that Hexagon makes best possible use of ICT in delivering services to its customers

Principal accountabilities:

Strategy

- Develop, implement and maintain Hexagon’s ICT strategy, through continually reviewing current and future needs aligned with the latest developments in technology.

- Develop, implement and manage an IT data security strategy that minimises the risk of data loss and breach of privacy of Hexagon’s information.

- Lead on the development of innovative solutions across areas of responsibility which drive business effectiveness, improve services, increase efficiency and value for money.

- Contribute to the development of vision, strategies and plans for Hexagon, and ensure that targets to support these are delivered within the post holder’s area of responsibility.

Staff management

- Demonstrate effective, high-profile leadership that promotes Hexagon’s vision and values.

- Recruit, manage and motivate staff within the IT Team, ensuring that they are supported and provide a high-quality customer service.

Communication

- Maintain a dialogue with managers, directors and the stakeholders (particularly the Business Improvement Team) to find out their requirements and to advise them objectively on where ICT can support and facilitate improvements in the business.

- Provide clear, succinct and cogent reports to required deadlines for the Board, Committees, Directors Group and key stakeholders as required.

Operations

- Agree budgets, timescales and standards to be met and monitor these across both day-to-day operations and projects, whilst complying with the Standing Orders and Delegated Authorities.

- Measure the performance of the service and benchmark with other similar organisations to identify areas for improvement.

- Ensure that Hexagon’s ICT systems meet users’ and customers’ current needs, and that they provide a flexible platform for future development.

- Achieve best use of resources by ensuring cost effective procurement of all ICT services.

- Ensure that effective security, backup and recovery processes are in place.

Projects

- Ensure that all IT-led projects are delivered to the agreed budget and timescales whilst providing the agreed benefits, and minimising negative impacts on users and customers.

- Ensure that the ICT aspects of business-led projects are adequately resourced and are delivered as agreed.

ICT governance

- Develop robust policies and procedures and ensure that these are complied with.

- Ensure that systems, communication methods and assets are documented.

- Ensure that information needs are clearly and unambiguously specified.

- Implement an effective system of internal governance to comply with audit and licensing requirements.

- Agree, monitor and evaluate the effective operation of service level agreements and contracts with external providers.

- Develop, test and continually monitor ICT policies and procedures, ensuring that Hexagon complies with legislation.

Knowledge, experience & skills

- Proven track record at senior level of leading staff within an IT environment.

- Leading change in an IT environment

- Ability to develop, implement and manage strategies and plans aligned to key business objectives

- Ability to developing effective partnership working with stakeholders

- Track record of project implementation with delivery on time and within budget

- Proven background of developing a proactive, customer-focussed IT service

- Experience of Contract management, negotiation and monitoring.

- Ability to use and manage complex IT systems

- Ability to think effectively and identify improved ways of working

- Ability to manage complex projects and determine priorities (Prince 2 Foundation/Practitioner or equivalent)

- Ability to manage a diverse workload and work to tight deadlines within a budget

- Excellent communication skills, (both written and oral) with the ability to explain complex solutions and produce/present reports

- A relevant qualification would be an advantage but is not essential

Key terms and conditions

Remuneration

£70k

Location

Your usual place of work will be our head office at 130-136 Sydenham Road, Sydenham, London SE26 5JY. Occasional travel may be required to fulfil the requirements of the role.

Working hours

We keep usual business hours and the working week is 35 hours. However, this is a leadership role and as such flexibility is expected in fulfilling role requirements. This will include occasional evenings and weekends.

Annual leave

26 days plus 8 public holidays increasing by 1 day per annum up to 31 days.

Key dates and the selection process

Closing date: Monday 30th July 2018 at 12 noon

We will be in touch with candidates from Monday 4th August to advise on outcome of application

First interviews: Thursday 9th or Friday 10th August 2018

Longlisted candidates will be invited to an interview with a Campbell Tickell panel. This will take place at their offices in Wembley.

Final interviews: Wednesday 22nd or Thursday 30th August

Shortlisted candidates will be invited to an interview with a Hexagon panel. This will take place at their head office in Sydenham. We are offering two dates to take account of holidays.
