HCT OverviewFounded in 1988 by Federal Decree the Higher Colleges of Technology (HCT) is the largest higher educational institution in the United Arab Emirates (UAE), having a well- respected reputation for innovative and hands-on, workplace relevant teaching and learning methodologies, which are based on the a philosophy providing hands--on, experiential learning.

More than 23,000 students attend 16 modern, technology-enhanced men’s and women’s campuses in Abu Dhabi, Al Ain, Dubai, Fujairah, Madinat Zayed, Ras Al Khaimah, Ruwais and Sharjah.

HCT offers many different, work-relevant, English--taught core programmes in Applied Media, Business, Computer Information Science, Engineering Technology & Sciences, Health Sciences and Education at various levels, as well as courses in Foundations, General Studies and Arabic & Emirati Studies. All programmes are designed in consultation with business and industry leaders to ensure the students’ skills are job-relevant and to the highest standards.

Students learn in a technologically sophisticated, e-learning environment that encourages development of independent and life-long learning skills.

HCT graduates are eagerly sought by employers as they are capable of operating effectively in today’s global business environment. Over 76,000 academic credentials have been awarded to its graduates since 1991(awarded to approximately 53,000 graduates).

The HCT has established dynamic relationships with UAE companies and organizations and the world’s leading universities and organizations.

HistoryIn 1985, H.E. Sheikh Nahayan Mubarak Al Nahayan, Chancellor of the United Arab Emirates University, made a commitment to establish a new system of post-secondary education for UAE Nationals that would stress the ideals of productivity, self-determination and excellence. His Excellency envisioned a system of the highest quality that would be used to educate Nationals for the professional and technical careers necessary in a rapidly developing society. In fulfillment of that vision, the Higher Colleges of Technology (HCT) was established in 1988 by Federal Law No 2 issued by the Late Sheikh Zayed bin Sultan Al Nahyan. Four colleges commenced that year. Since then, thirteen additional colleges and the Center of Excellence for Applied Research and Training (CERT) have opened throughout the Emirates to form the system of the Higher Colleges of Technology.

GovernanceThe Higher Colleges of Technology constitute a federal independent academic corporate body for higher education established under Federal Law No. 2 of 1988 and later re-organized under Federal Law no. 17 of 1998. Under the authority of Federal Law no. 17, the HCT confers degrees at the Master’s, Bachelor and Applied Diploma levels.

The HCT operates as a system of 16 campuses for male and female students in urban and rural locations in five emirates. The headquarters are located in the city of Abu Dhabi.

The HCT is governed by a Board of Trustees, which is appointed by the UAE Cabinet on the recommendation of the Chancellor, H.E. Mohammad Omran Al Shamsi, who replaced H.E. Sheikh Nahayan Mubarak Al Nahayan,

Minister of Culture, Youth and Community Development in April 2013. The Board of Trustees includes the Chancellor, the Vice Chancellor, Dr Abdullatif Al Shamsi, and other qualified and experienced members from various sectors in the UAE. The Chancellor is the legal representative of the HCT system. The Vice Chancellor is responsible for the management of the HCT and the implementation of its regulations and resolutions. In the new management structure five Deputy Vice Chancellors (DVCs) - Academic Affairs, Administration, Campus Operations, Educational Technology and Strategy and Communication - have been appointed to lead HCT’s academic and administrative departments.

Under the DVC for Academic Affairs there are six career divisions, headed respectively by their Executive Deans (CIS & Applied Media, Business, Engineering Technology & Sciences, Heal th Sciences, and Education). Foundations is an additional level enabling the students to transit to their Career Divisions. This year onwards a Technical Studies Program also is introduced to give practical experience in occupational fields or industry. Executive Deans work very closely with college Directors to ensure all courses offered in the respective programmes are operating satisfactorily and provide students with optimal learning experiences.

HCT 2.0HCT 2.0 is a ground breaking, five-year initiative which will transform the HCT and higher education, taking them to new heights by 2021. It is aligned to the UAE Vision 2021 and also to the UAE’s higher education strategic directions.

It is a new vision of HCT, aligning 25 key initiatives with the strategic goals of student/graduate employability, academic excellence, student success and innovative learning. HCT 2.0 aims to empower HCT students with skills and training necessary to succeed in the current and future job markets. It will also see HCT leverage existing and new technologies in its learning environments so that innovation is embedded in HCT work and learning spaces. It will also seek to ensure all HCT systems are aligned to quality and efficiency levels, according to national and international best practices.

The Board of Trustees of the Higher Colleges of Technology system is a legal, governing body formed by a government charter. The Board assumes full responsibility for safeguarding the interests of the Higher Colleges of Technology and all the stakeholders related thereto, including students, faculty, staff and alumni.

HCT Founded

New FoundationsIn Fall 2010, HCT implemented New Foundation (NF) program consisting four levels (4 instructional modules). Students who do not meet the admission requirement of Bachelor programs will be placed in Foundation, and they are required to complete the program within two years. To exit from Foundation, students are required to obtain IELTS score of 5 or more.

Foundations Intensive Program (FIP)In Fall 2015, Foundations Intensive Program (FIP) was introduced and students are required to complete the Foundation program within 1-year with IELTS score of 5 or more. FIP consists of �ve cycles, including Summer. Each cycle consists of English and Math courses for eight weeks. Students are allowed a maximum of 1 year to complete Foundation program.

Local Accreditation• HCT is institutionally accredited by CAA (Commission for

Academic Accreditation) Ministry of Higher Education and Scienti�c Research (May 2014 - April 2019).

• Computer Information Science, Maritime Engineering & Naval Architecture received accreditation from CAA.

New Vice ChancellorIn Spring 2015, HCT established a new leadership, and Dr. Abdullatif Al Shamsi was appointed as the Vice-Chancellor of HCT.

In 1988, Higher Colleges of Technology (HCT) was founded by Federal Decree and H.E. Sheikh Nahayan

Mubarak Al Nahayan was appointed as the �rst Chancellor of HCT.

In Fall 2013, HCT established a new Board of Trustees and HE Mohammad Omran Al Shamsi was appointed as

Chairman of the Board and Chancellor of HCT.

Executive DeansIn Fall 2013, all academic programs were reorganized

centrally under academic divisions (Computer Science & Applied Media, Business, Engineering Technology &

Sciences, Health Sciences, Foundation, Education & General Studies, Arabic & Emirati Studies and Military and Security).

Each division is headed by Executive Deans who will oversee speci�c programs across HCT 17 campuses.

Strategic Plan 2017-2021In Spring 2016, HCT 2.0 and Strategic Plan 2017-2021

was implemented. HCT 2.0 contains new vision and mission with the strategic goals of student/graduate employability,

academic excellence, student success and innovative learning. It is a ground breaking, �ve-year initiative (with 25 key initiatives) and it is expected to transform the HCT to a

higher level by 2021.

Multi-ExitIn Spring 2016, HCT Admission requirement was revised. All

Bachelor, Diploma and Higher Diploma programs require CEPA Score ≥ 180 or IELTS score ≥ 5. Students scoring

below the admission requirement will join Foundation program. Students joining HCT have the option to exit HCT with Diploma or Higher Diploma or continue with Bachelor

credential.

Revised Programmes @HCTIn Fall 2016, all HCT programs were revised and HCT will be

offering 84 programs/concentrations.
