What is hazard mitigation?

Hazard mitigation is defined as any sustained actiontaken to reduce or eliminate long-term risk to human life and property from a natural hazard event.

The HMA Program Cal OES administers three programs that provide funding for eligible

mitigation planning and projects that reduces disaster losses and protect life and property from future disaster damages.

The three programs are the Hazard Mitigation Grant Program (HMGP), the Flood Mitigation Assistance (FMA) Program, and the Pre-Disaster Mitigation (PDM) Program.

• HMGP assists in implementing long-term hazard mitigation planning and projects following a Presidential major disaster declaration

• PDM provides funds for hazard mitigation planning and projects on an annual basis

• FMA provides funds for planning and projects to reduce or eliminate risk of flood damage to buildings that are insured under the National Flood Insurance Program (NFIP) on an annual basis

Ineligible Activities

Projects that do not reduce the risk to people, structures, or infrastructure

Projects that are dependent on another phase of a project in order to be effective

Projects for which actual physical work has occurred prior to award

Projects constructing new buildings or facilities

Projects that address operation, deferred or future maintenance, repairs, or replacement

Studies not directly related to design and implementation of a proposed project

Preparedness measures and response equipment

HMA Cost Share & Availability Cost Share: Generally FEMA will pay 75% of the total cost.

PDM: FEMA will pay up to 90% for small, impoverished communities. $90M Nationwide

FMA: FEMA will pay up to 90% Federal Share for Repetitive Loss Properties. $160M Nationwide

FEMA will pay up to 100% Federal Share for Severe Repetitive Loss Properties.

HMGP: FEMA will pay 75% of the total cost. 25% Cost Share Required. Over $150M statewide

Funding from other federal sources cannot be used for the 25 percent share with one exception:

Funding provided to states under the Community Development Block Grant (CDBG) program from the Department of Housing and Urban Development can be used to meet the non-federal share requirement.

PDM and FMA Funding • The 2017 Notice of Funding Opportunity (NOFO) was

released on July 10, 2017. Deadline was August 4, 2017.• Project and Planning grants are eligible for PDM• Period of Performance: 3 years • PDM Cost share 25%; FMA Varies• 2017 Federal program priorities is listed in NOFO.

A FEMA-approved local mitigation plan must be in effect by the FEMA application deadline and at time of obligation for project applications.
