HMGP provides funds following a Presidential major disaster declaration to the following jurisdictions:

• State Agencies • Indian Tribal governments • Local governments/communities• Private non-profit organizations (PNPs)

o (501(c) (d) or (e) of the Internal Revenue Code of 1954

HMGP is authorized by Section 404 of the Robert T. Stafford Disaster & Emergency Assistant Act (The Stafford Act) Title 42, U.S. Code (U.S.C) 5170c.

PDM provides funds annually to

• State agencies• Indian Tribal governments• Local governments/communities

The PDM Program is authorized by Section 203 of the Stafford Act, 42 U.S.C. 5133

The State (Cal OES) is the Applicant and is responsible for soliciting subapplications from eligible subapplicants, assisting in the preparation and submitting eligible and complete applications to FEMA. HMA funds are awarded to Applicants. When funding is awarded the Applicant becomes the “Grantee” and is accountable for the use of the funds, administering the grant, and complying with program requirements.

The local government agencies are “Subapplicants” – when funding is awarded the “sub-applicant” becomes the “subgrantee” and is responsible for managing the subgrant and complying with program requirements and other applicable Federal and local laws and regulations.

Who Can Apply For HMA Funding

• State Agencies • Indian Tribal governments • Local governments/communities• Private non-profit organizations (PNPs)

Individuals and businesses are not eligible to apply for HMA funds; however an eligible subapplicant may apply for funding on behalf of individuals and businesses.

City, County, Fire District, etc. can apply for funding on behalf of a fire safe council.

Fire safe councils do not qualify as PNPs. The eligible facility must provide essential governmental services to the general public. (educational facility, utility, irrigation, emergency, medical, custodial care) – Refer to 44 CFR 206.221(e)

Hazard Mitigation Plan Requirement

An eligible subapplicant must have an approved and adopted Local Hazard Mitigation Plan (LHMP).

The LHMP must identify the risk for which the project is being implemented (such as fire risk).

Hazard Mitigation Planning

A mitigation plan is the foundation for effective hazard mitigation.

A mitigation plan demonstrates the commitment to reduce risks from natural hazards and serves as a strategic guide for decision-makers as they commit resources.

How to apply for funding

1. Submit Notice of Interest (NOI) on Cal OES website

2. NOI is reviewed for eligibility, rated and ranked

3. Funding opportunity is announced by FEMA

4. Cal OES sends letter of invitation requesting an application
