CHANDIGARH, MAY 10 : Punjab DGP Dinkar Gupta on Sunday visited Ludhiana Commissionerate to take stock of the ground situation in the district and review the arrangements made by the police to tackle the COVID-19 pandemic. The DGP also paid tributes to the first Punjab Police Corona martyr ACP Anil Kohli, a frontline Covid worker who died on April 18. He attended the Bhog ceremony of Kohli and expressed profound grief and solidarity with the bereaved family. He also handed over an appointment letter to Paras Kohli s/o Anil Kohli and a cheque for financial assistance to deceased officer’s wife, Palak Kohli. Due to ongoing Covid-19, restrictions, more than 20000 people and police officers from across the state joined the Bhog Ceremony through live telecast on the internet. These included ADGPs, IG/DIGs and all SSPs of the state.
Earlier, chairing a meeting of senior police officers of Ludhiana Police at Police Lines, Gupta assessed the prevailing situation and the measures taken for strict enforcement of Covid guidelines. He directed the officers to intensify the enforcement of curfew and Covid guidelines. Commissioner of Police Rakesh Agrawal informed the DGP that district police had been strictly implementing the COVID restrictions and was dealing firmly with curfew violators. The district police had registered 426 FIRs for various curfew related offences and arrested 732 violators. A total of 14,806 persons had been taken to Open Jails, while 7088 traffic challans had been issued in the city against those going around in vehicles without any valid reasons, with 1265 vehicles being impounded. The CP further informed the meeting that since Ludhiana is an industrial hub, which had lakhs of migrant labourers from across the country, the police had also accepted the tough challenge of serving them and other needy persons cooked food. As many as 57,85,793 persons had been served food and 39,837 food kits had been distributed among the needy during this period. Agrawal further revealed that 20, 000 migrants had returned to their home districts through Shramik Express Special Trains in last 5 days. He also pointed out that several factories had already restarted operations in Ludhiana, and a large number of labourers had joined work. Besides, 57 Shelter Homes had been set up and around 800 migrants were residing there, with free food and stay being provided by the administration. In the maintenance of law and order in Ludhiana city, 2020 volunteers were helping police, and their role was being highly appreciated by the people, the meeting was informed. The general public is also rendering commendable services amid COVID-19, with 276 villages and 1077 mohallas being sealed voluntarily by the people. The Commissioner of Police further apprised the DGP that the police force on duty was being served cooked food twice a day, along with regular supply of potable water. To boost immunity of the workforce, Vitamin-B, Vitamin-C tablets, Vitamin-D, Zinc tablets, Giloy Ghanvati tablets, Homeopathic medicine Arsenic album 30 had been distributed. About one lac masks, 90,000 gloves, 50,000
bottles of sanitizers, 1700 face shields & Goggles and 564 PPE kits had also been provided to protect the frontline police personnel. As many as 12 Quarantine Centers with capacity of 478 Beds at different locations in the Commissionerate, Ludhiana, had been established exclusively for the police personnel. Many Police jawans shared with the DGP that they had already taken HCQ as a prophylactic. While appreciating the work done by Ludhiana Police, the DGP underlined the need to further intensify the efforts to ensure strict compliance of lockdown/curfew restrictions amid COVID-19. The DGP also interacted with the police officers across ranks, deployed at various chowks of Ludhiana. Noticing some violations of the ban on pillion riding on two-wheelers, Gupta directed the police personnel to strictly enforce the ban to ensure proper social distancing. He also asked the CP Ludhiana to run special campaigns on electronic as well as social media to educate the people about this. The DGP also interacted with the volunteers deployed at Bharat Nagar Chowk and commended them for working with utmost sincerity & dedication for the nearly past two months without any remuneration. ACP Traffic Gurdev Singh, who is mobilising & coordinating the entire volunteer effort in Ludhiana, informed the DGP that more than 9000 volunteers were deployed with the Ludhiana Police and doing an excellent job in service towards society. The DGP also inspected a Mobile Medical Van with the doctor, which has been detailed to carry out medical screening of cops deployed at various points in the city. He also motivated the doctor on duty and the police officers to use the Pulse Oxymeter, especially for police personnel & their families, to check for any flu like symptoms. DIE ON DUTY WHILE FIGHTING AGAINST COVID-19
CHANDIGARH, MAY 10: Punjab Finance Department has notified detailed guidelines for the grant of ex-gratia compensation to the tune of Rs 50 lakh to the dependant members/legal heirs of employees, who die in harness while on Government duty fighting against Coronavirus pandemic.
The compensation is admissible only for the pandemic of COVID-19 and it would remain in force from April 1,2020 to July 31, 2020 subject to review thereafter.
Disclosing this here today, an official spokesperson said that the said ex- gratia would be applicable to all categories of the regular employees of the state Government, who die in harness due to COVID-19 disease contracted while performing official duties. The ex-gratia would be admissible to all employees covered under old pension scheme and those recruited on and after January 1, 2004 and covered under the New Pension Scheme (NPS).
The ex-gratia shall be admissible only where the employee is involved directly in the state’s fight to control the spread of coronavirus viz the employees on duty at COVID hospitals/Critical Care Centres, drivers transporting citizens of the state from other states/COVID patients/suspects etc, ration distribution, curfew/lockdown implementation etc.
Divulging details about the ex-gratia compensation, the Spokesperson said that the Civil Surgeon of the concerned district, where the employee was on duty, would be the competent authority to certify, whether the employee was Corona positive and death in such case is attributable to COVID-19 disease resulting from the coronavirus.
The Deputy Commissioner of the concerned district would be the competent authority to certify whether the employee was on duty in the state’s battle against the COVID-19 while the coronavirus has been contracted by such employee. The Deputy Commissioner, while issuing such certificate can call upon the report from Head of Office to ascertain nature of duties entrusted upon such an employee and whether the coronavirus could have been acquired/contracted by the employee in the line of his/her official duty. The ex-gratia claim submitted by the office would be accompanied by both these certificates issued by the concerned Deputy Commissioners and Civil Surgeon only and cannot be delegated to any other official.
In all other cases where the employee dies in harness and the death is natural/suicidal/homicidal not attributable to official duty or where the employee
was not directly involved in state’s fight against coronavirus, the existing instructions of ex-gratia shall be applicable.
These instructions shall not be applicable to all such cases, which are covered and eligible under the Pradhan Mantri Garib Kalyan Yojana-Insurance Scheme for workers fighting COVID 19.
The Spokesperson, however, said that the cases of providing monetary relief to the dependants of manpower working on contract or through outsourcing, who die in harness due to the COVID-19 disease contracted while performing official duties would be considered under the provisions of the “Chief Minister’s Relief Fund”.
It may be recalled that the COVID-19 has been declared as a pandemic by WHO on March 11, 2020 and subsequently the Punjab Government also notified under the Epidemic Disease Act 1897. The State Government has taken various containment measures to restrict further spread of this virus including lockdown/curfew across the state since March 23, 2020 besides taking a series of unprecedented preventive and corrective measures to counter the challenge posed by the COVID-19 pandemic.
To fight this pandemic, not only the employees of Health & Family Welfare and Medical Education & Research Departments but employees from other departments are also working incessantly. There is always a probability of such employees working at the frontline to contract infection. Therefore, the state Government,after careful consideration, has decided to put in place special provisions with regard to ex-gratia permissible to the dependants/legal heirs of the employees, who die in harness while on Government duty during the fight against coronavirus.

CHANDIGARH, MAY 10: Rejecting as baseless and unfounded the allegations
levelled by Akali Dal, the food and supplies minister Bharat Bhushan Ashu
here today asserted that Capt Amarinder Singh led Congress Government
have always safeguard the interest of Depot Holders.
Reacting strongly to petty attempts made by a party which has been
time and again rejected by the people of Punjab, Ashu said this had become a
habit of Akali Dal to blame the government over false and fabricated issues.
Amongst the major demands raised by Depot Holders in wake of the
ongoing covid-19 crisis, Ashu said that sanitizers masks and gloves have been
provided to them. He also said that regarding other demands including
insurance a meeting after consultation with depot holders has been called on
May 11 2020 at 11 o'clock at Anaj Bhawan in Chandigarh.
He also said that after the tragic death of Depot holders brother Anil
Mahajan in Kapurthala, he had issued strict directions to all district
administrations of state to ensure stringent arrangements during distribution
of wheat to avert any such incident in future besides directing the health
department to ensure strict adherance of all social distancing and health
protocols.
On the occasion, he also disclosed that Urad Dal being sent by NAFED
under PMGKAY was of very inferior quality due to which some trucks of
pulses have been returned and at some places pulses were being distributed
after cleaning.
Daring Akali Dal, he said if they are really worried for depot holders
they should take up the issue of unnecessary delay in supply of pulses and its
low quality with centre.

CHANDIGARH, MAY 10 : Punjab DGP Dinkar Gupta on Sunday visited Ludhiana Commissionerate to take stock of the ground situation in the district and review the arrangements made by the police to tackle the COVID-19 pandemic. The DGP also paid tributes to the first Punjab Police Corona martyr ACP Anil Kohli, a frontline Covid worker who died on April 18. He attended the Bhog ceremony of Kohli and expressed profound grief and solidarity with the bereaved family. He also handed over an appointment letter to Paras Kohli s/o Anil Kohli and a cheque for financial assistance to deceased officer’s wife, Palak Kohli. Due to ongoing Covid-19, restrictions, more than 20000 people and police officers from across the state joined the Bhog Ceremony through live telecast on the internet. These included ADGPs, IG/DIGs and all SSPs of the state.
Earlier, chairing a meeting of senior police officers of Ludhiana Police at Police Lines, Gupta assessed the prevailing situation and the measures taken for strict enforcement of Covid guidelines. He directed the officers to intensify the enforcement of curfew and Covid guidelines. Commissioner of Police Rakesh Agrawal informed the DGP that district police had been strictly implementing the COVID restrictions and was dealing firmly with curfew violators. The district police had registered 426 FIRs for various curfew related offences and arrested 732 violators. A total of 14,806 persons had been taken to Open Jails, while 7088 traffic challans had been issued in the city against those going around in vehicles without any valid reasons, with 1265 vehicles being impounded. The CP further informed the meeting that since Ludhiana is an industrial hub, which had lakhs of migrant labourers from across the country, the police had also accepted the tough challenge of serving them and other needy persons cooked food. As many as 57,85,793 persons had been served food and 39,837 food kits had been distributed among the needy during this period. Agrawal further revealed that 20, 000 migrants had returned to their home districts through Shramik Express Special Trains in last 5 days. He also pointed out that several factories had already restarted operations in Ludhiana, and a large number of labourers had joined work. Besides, 57 Shelter Homes had been set up and around 800 migrants were residing there, with free food and stay being provided by the administration. In the maintenance of law and order in Ludhiana city, 2020 volunteers were helping police, and their role was being highly appreciated by the people, the meeting was informed. The general public is also rendering commendable services amid COVID-19, with 276 villages and 1077 mohallas being sealed voluntarily by the people. The Commissioner of Police further apprised the DGP that the police force on duty was being served cooked food twice a day, along with regular supply of potable water. To boost immunity of the workforce, Vitamin-B, Vitamin-C tablets, Vitamin-D, Zinc tablets, Giloy Ghanvati tablets, Homeopathic medicine Arsenic album 30 had been distributed. About one lac masks, 90,000 gloves, 50,000
bottles of sanitizers, 1700 face shields & Goggles and 564 PPE kits had also been provided to protect the frontline police personnel. As many as 12 Quarantine Centers with capacity of 478 Beds at different locations in the Commissionerate, Ludhiana, had been established exclusively for the police personnel. Many Police jawans shared with the DGP that they had already taken HCQ as a prophylactic. While appreciating the work done by Ludhiana Police, the DGP underlined the need to further intensify the efforts to ensure strict compliance of lockdown/curfew restrictions amid COVID-19. The DGP also interacted with the police officers across ranks, deployed at various chowks of Ludhiana. Noticing some violations of the ban on pillion riding on two-wheelers, Gupta directed the police personnel to strictly enforce the ban to ensure proper social distancing. He also asked the CP Ludhiana to run special campaigns on electronic as well as social media to educate the people about this. The DGP also interacted with the volunteers deployed at Bharat Nagar Chowk and commended them for working with utmost sincerity & dedication for the nearly past two months without any remuneration. ACP Traffic Gurdev Singh, who is mobilising & coordinating the entire volunteer effort in Ludhiana, informed the DGP that more than 9000 volunteers were deployed with the Ludhiana Police and doing an excellent job in service towards society. The DGP also inspected a Mobile Medical Van with the doctor, which has been detailed to carry out medical screening of cops deployed at various points in the city. He also motivated the doctor on duty and the police officers to use the Pulse Oxymeter, especially for police personnel & their families, to check for any flu like symptoms. DIE ON DUTY WHILE FIGHTING AGAINST COVID-19
CHANDIGARH, MAY 10: Punjab Finance Department has notified detailed guidelines for the grant of ex-gratia compensation to the tune of Rs 50 lakh to the dependant members/legal heirs of employees, who die in harness while on Government duty fighting against Coronavirus pandemic.
The compensation is admissible only for the pandemic of COVID-19 and it would remain in force from April 1,2020 to July 31, 2020 subject to review thereafter.
Disclosing this here today, an official spokesperson said that the said ex- gratia would be applicable to all categories of the regular employees of the state Government, who die in harness due to COVID-19 disease contracted while performing official duties. The ex-gratia would be admissible to all employees covered under old pension scheme and those recruited on and after January 1, 2004 and covered under the New Pension Scheme (NPS).
The ex-gratia shall be admissible only where the employee is involved directly in the state’s fight to control the spread of coronavirus viz the employees on duty at COVID hospitals/Critical Care Centres, drivers transporting citizens of the state from other states/COVID patients/suspects etc, ration distribution, curfew/lockdown implementation etc.
Divulging details about the ex-gratia compensation, the Spokesperson said that the Civil Surgeon of the concerned district, where the employee was on duty, would be the competent authority to certify, whether the employee was Corona positive and death in such case is attributable to COVID-19 disease resulting from the coronavirus.
The Deputy Commissioner of the concerned district would be the competent authority to certify whether the employee was on duty in the state’s battle against the COVID-19 while the coronavirus has been contracted by such employee. The Deputy Commissioner, while issuing such certificate can call upon the report from Head of Office to ascertain nature of duties entrusted upon such an employee and whether the coronavirus could have been acquired/contracted by the employee in the line of his/her official duty. The ex-gratia claim submitted by the office would be accompanied by both these certificates issued by the concerned Deputy Commissioners and Civil Surgeon only and cannot be delegated to any other official.
In all other cases where the employee dies in harness and the death is natural/suicidal/homicidal not attributable to official duty or where the employee
was not directly involved in state’s fight against coronavirus, the existing instructions of ex-gratia shall be applicable.
These instructions shall not be applicable to all such cases, which are covered and eligible under the Pradhan Mantri Garib Kalyan Yojana-Insurance Scheme for workers fighting COVID 19.
The Spokesperson, however, said that the cases of providing monetary relief to the dependants of manpower working on contract or through outsourcing, who die in harness due to the COVID-19 disease contracted while performing official duties would be considered under the provisions of the “Chief Minister’s Relief Fund”.
It may be recalled that the COVID-19 has been declared as a pandemic by WHO on March 11, 2020 and subsequently the Punjab Government also notified under the Epidemic Disease Act 1897. The State Government has taken various containment measures to restrict further spread of this virus including lockdown/curfew across the state since March 23, 2020 besides taking a series of unprecedented preventive and corrective measures to counter the challenge posed by the COVID-19 pandemic.
To fight this pandemic, not only the employees of Health & Family Welfare and Medical Education & Research Departments but employees from other departments are also working incessantly. There is always a probability of such employees working at the frontline to contract infection. Therefore, the state Government,after careful consideration, has decided to put in place special provisions with regard to ex-gratia permissible to the dependants/legal heirs of the employees, who die in harness while on Government duty during the fight against coronavirus.
