    Dear Mr. Harter's Contributors,

I resigned from Ozark ChristianCollege after 24 years and moved toSpring River Christian Village onAugust 18th. I told Mr. Harter Ithought it would be wise to select anew Forwarding Agent while he washere in the States, I do missreceiving your letters for 35 yearsas you seemed part of my family. Iappreciated the letters, notes andChristmas Greetings from you.Thanking you all for yourthoughtfulness and prayers. Pleaseforward your contributions to KenDowns, My the Lord continue toBless you as you support the "IndiaMission".

    Florence Douglas

We would like to send alongspecial greetings to all who willread this at this time of year.As I think of all of the Christianbrothers and sisters we havethroughout this world who will beremembering our Savior's birth, itis humbling to be a part of such afamily. Sometimes we Americansthink that only we know how tocelebrate Christian Holidays theright way. Our traditions are theonly ones in the whole world thatcome close to showing God that weare truly worshiping Him the way Hewants to be worshiped, I hope thatyou have not fallen into that trap. How thankful I am that our God seesinto the heart of man to find histrue spirit of worship. And howwonderful that He accepts such awide variety of languages andcustoms as we attempt to praise Him.I am also most thankful formissionaries like brother Ralph wholook to make disciples of Christ, not "New American Christians".

So however you celebrate thebirth of Christ, we wish you allMERRY CHRISTMAS and HAPPY NEW YEAR!!

    3/83, VISHNUPURI KANPUR 208002, INDIA

BOOKSTORE IS RELOCATED(Excerpts from Bud's letters)The bookstore has been settling

down very nicely in its new quartersin the basement of the new churchbuilding. Several pieces of furniture still need to go over there butthe access-way going into there hasbeen all dug up for the laying of asewer. The room in Vishnupuri thatformerly housed the bookstore hasbeen turned back to the landlord. Ihave been spending my mornings atthe new location (Swarupnagar), andthe rest of the time here in Vishnupuri. ^ Eventually an apartment willbe built for me in Swarapnagar abovethe bookstore.

Exams are about a month awayvThis year I am "writing two papers".During January, I spent two weeksattending seminars at the Union Biblical Seminary in Pune. At the sametime, I also enjoyed a visit to themission work our Australian missionaries. I happened to be in Punewhen the "Godman" Swami Rajneeshdied of a heart attack on the otherside of town.

"Neelu" Jas, who worked in ourbookstore some years back, and hisbrother, Anoop, were married to sisters in a double wedding in February. There father died on Christmas night just as the family waspreparing to move into a new houseon the edge of town.

Sani has also built a smallhouse on theoutskirts of town andhas about half moved there. Manyyears a^go we allowed him to camphere in an emergency situation andit has taken him a litle while tomake alternative arrangements.

At least for the time being, Iam not pursuing sevefll of thepreaching points where I^was preaching monthly before my Surlough asthey seem to be doiri^ very wellwithout me. It is increasingly difficult for me to go here ,and thereinall kinds of weather. The relaxedschedule has allowed me to give moretime to the Swarupnagar Church. Theweeks before Easter are dsually full

    //M

of cottage meetings and I do not expect that this year will be any different. Through the years, thesemeetings have helped to make mefairly well known throughout thecity of Kanpur.

As usual I expect to spend mostof May and June in the mountains atthe Sat Tal Christian Ashram where Ipreach and teach as a member of thestaff. I preached at Kulpahar onNew Year's Day and at Pune on Jan.28th. On Easter Sunday I willpreach at^ Lalitpur, a new name foryou. Lalitpur is at the southerntip of the state about 100 milesfrom the "gas city" of Bhopal.

When I went to buy my train ticket for Pune, I was surprised to geta 25% discount for "old age". However, train travel too seems to getmore and more difficult. On the waydown there, some trouble with passengers who occupied our reservedseats before we got there. On theway back I found myself in the middle of a wedding party of some twenty persons who only had ten reservations. They were not offensive, buta crowd is a crowd.

Several times this winter, temperatures got down near freezing, butthere is no record that it ever hassnowed here. My guess is that theground is always warmer than thewinter air with the result that whenit is cold enough to snow, we getheavy fog instead. Summer begins toadvance after March 1st.

Joel, who graduated from BibleCollege last year, is now doing evangelistic work among students. Another student whom we supported,Narendra Singh, is engaged to marrythe daughter of a well known radiopreacher, Anand Chaudharii I am invited to the May wedding in the cityof Jaipur but probably will not go.

Since January first I am beingpar'^ly supported by Social Securitypayments with a supplement from theClinton Church. At the moment I amnot sure just how this is workingout. The name-plate on my gate nowreads "R. Barter, Retired", which

  • has had good effect; also when Itell people that I am now retired.Yet, still very busy in the Lord'swork.

We are getting along O.K., Iguess. Two nights ago a lady fed mesome stuff that was terribly spicedand my stomach is having difficultygetting back to normal. We havejust come through one of our annual"trials", the Hindu festival called"Holi". It is a dirty festival andso we stay indoors. This year itfell on Sunday and so we had ourSunday morning service on Saturdayevening. My cook isn't coming backto work tomorrox^ either because of aMuslim festival. Ford is also taking off several days to go to someconvention.

We ordered some communion traysfrom Bombay. The fellow then wroteus to pick them up from Patna, so wesent a boy down there, but when theboy got there he found out that theman from Bombay had already sentthem by parcel. So he caused usquite a bit of extra expense for noreason. The trouble is that we addthe cost to the price of the merchandise which makes it less saleable.

Exams come up in about two weeks(about the time of this writing). Inthe meantime I preach many evenings.

    OUR BUDGET

    The mission work in Kanpur hasbeen famous for its "shoestringbudget", but it is now a little moreexpensive than before. During thenext several years, we will beoperating on a budget of about $1335per month;

$500 for church building constr.$170 for benevolence$170 for the Bible Bookstore$170 for preacher training$170 for staff salaries$155 for scholarships and other

special projects.(Mr. Barter's salary is paid by theClinton Church directly, not throughthe mission account.)

    SOME INDIA ACCOUNTS FROZEN

Ralph says the "babies" are having some problems. Since the mission work was divided into three individual sections, each has its ownseparate bookkeeping and directors(at least on paper - Ralph still oversees everything). Now the Indiantax people have their eyes on theassets of these branches of the mission work. The account of the Kal-isiya Sahayak Sanstha has been frozen by the tax department but Ralphsays the attorney assures them thatthe tax people will not be able tokeep^ anything and should pay themission a refund on the money thathas previously been paid as taxes.

Ralph's own income tax problemsare seemingly being resolved by hisattorney. A payment to the appropriate person should clear things up.(It's probably best not to ask toomany questions.)

The Swarupnagar Church BuildingFund has been asked to present anIncome Tax Exemption Certificatewhich they do not have. This moneyhas not yet been frozen, but couldbe, depending on the attitude of thetax people,

    NEWS AND NOTES

Ralph will be attending the annual church convention of India inOctober. It is held in Bilaspur andconsidered to be their "North American". Brant Lee Doty of Great LakeBible College is the guest speaker,

Ralph writes: "I am not happywith the outcome of the three scooters which we gifted. All three ofthem decided on more expensivescooters than I was willing to pro-for them. One managed all right butthe second went badly in debt whilethe third still hasn't purchased hisscooter (7-23-90). The first onewas injured in an accident when theywere riding three on a scooter, something that is illegal and dangerous. At least the second one isusing his scooter in good fashionalthough I expect he will soon approach us for a gasoline allowance.

    'HO

I do not expect to provide any morescooters for anyone. In the meantime, I have sold my own scooter toAmarjeet although I still use it often enough. I have really sold him6/7ths of it. We have used thesales proceeds to make improvementshere in the bookstore, and to buythe rug (for the bookstore floor).

HARTER THWARTS A THIEF(Ralph's own account from 8-20-90)

I just had some excitement thatI do not need. I was sitting here inmy corner writing letters when a kidcame in and opened Amarjeet's cashdrawer. He thought that I would nothear him and that I was preoccupiedwith typing but somehow I got upjust in time to see his hand go intothe drawer. I do not think that hegot anything but I will not know until Amarjeet comes. I did not beatthe kid up but I did order him offthe premises. I know the kid and Iknow where to find him if I want to.We have helped this boy in the pastand just yesterday we had decided togive him something each month. Wemay still help the family but it depends on whether or not anything ismissing from the drawer. There isno reason why Amarjeet leaves thatdrawer unlocked when people knowthat he keeps money in it.

There is other excitement inKanpur. A section of the studentsare committing violence, some peoplehave been injured and buses havebeen damaged. (There is no grev-iance against the buses, but it justtheir way of getting attention.)

The other excitement is thatthe city authorities are going aboutwith bulldozers demolishing constructions which people have builton sidewalks. Some of them are twostories. This is changing the appearance of the city.

One of the papers Ralph submitted for his correspondence coursereceived a failing mark (quite unusual for Mr. Harter). He is notlooking forward to taking the paperover again but it seems that he hasno choice.

    FORWARDING AGENT PLANS INDIA TRIP

Plans are being laid to send KenDowns to Kanpur in 1991. So far, only tentative plans have been discussed, but some of the first stepshave been taken. An application fora U.S. Passport has been obtained, aletter has been sent to the IndianEmbassy in Washington, D.C. in orderto obtain instructions and forms toapply for a visa and preliminary inquiries have been made as to the airfare and other expenses involved.

If the Lord wills, the trip willbe for two weeks in late January andearly February. Ralph expects theweather will be quite comfortablefor an Ohioan at that time of year.

Ralph too is making plans forhis visitor. There should be ampleopportunities to speak in servicesand homes and perhaps to dedicatethe new bookstore. There will beplenty to see and do as well as tolearn first hand of the operation ofthis work of the Clinton Church. Ithas become increasingly importantthat someone from Clinton know andunderstand in detail the workings ofthe Mission. Since no one knows thefuture but God alone, we must makeevery effort to be ready for whatever He has in store for us.

The Elders at Clinton decidedthat it is long past time for someone to visit the field and as forwarding agent and missions chairman,Ken is the logical choice as representative.

    A NOTE FROM KEN

As you have just learned, I amat least making preparations for avisit to India. With all the unrestin so many parts of the world, it iseasy to just stay at home but oneday Bud will leave India for goodand we must know how best to keepthe work in India going. I pray theLord will bless this trip for thebenefit of the Indian people andthat you will pray for me as well.
