Topic Detail Review of HWG minutes

Minutes of HWG from 6th April were reviewed.

Review of DRs and MCRs from HWG

The HSG approved, the following MCRs: MCR 1051: New 017 Meter point Status Reason – Re-energise (rewire) MCR 1052: Keypad Meter CoS Process – Removal of old keypad Reference Number on 105L and 110 Market Messages MCR 1053: Fieldwork Cancellation on CoS MCR 1058: Meter Works type Code, Access Arrangements – CoS

The HSG also approved MCR 1054 (Removal of Supplier certification checks during MM validation) in principle. This MCR would see the removal of supplier certification checks being carried out within the market systems – aligning with the scenario in the Republic of Ireland. In their place, broader checks will be conducted. The nature and extent of these broader checks are to be confirmed to the Utility Regulator by NIE.

The HSG was informed that the following three MCRs were jurisdiction specific and were being progressed through the SIG. MCR 1060: Removal of Fieldwork Notice Periods MCR: 1061: De-energisation Requests by Old Suppliers during CoS MCR 1063: EUF Calculation for Re-energised Sites The HSG was informed that the following DRs are still in progress and will be discussed at the next HWG on 18th May. DR 1055: New register types, time of Use Codes and MCC Codes (H) DR 1056: Removal of Fields from NI Market Website (N) DR 1057: Removal of Usage type (including MCC / DUoS group) on CoS Message (H) DR 1059: Removal of Implied Energisation from 030 (N0 DR 1062: Removal of DUoS tariff T051 (H) DR 1065: Removal of Implied Change of Usage from 030 (N)

Feedback from HSG, 21st April 2011

HWG relevant topics covered by the Harmonisation Steering Group 21st April (Page 2 of 2) Topic Detail Review of Change of Control Process and HSG Terms of Reference

HRDS presented the revised Change of Control Process documentation reflecting comments raised at the last HSG. The HSG approved the document i.e. version 3.0., issued on 28th March 2011. The Terms of Reference for the HSG have been reviewed and were circulated to members for comment. The revised Terms of Reference, taking on board members comments, will be presented for approval at the next HSG on 1st June.

Enduring Solution

The HSG was briefed that currently 170 personnel are assigned to the project design office, that they are well into the build and testing and that the project remained on target.

Global Aggregation

ESB Networks informed the HSG that the delivery of Global Aggregation in the Republic of Ireland retail market was on course for 5th June. The CER informed the HSG that wholesale market testing was nearing completion and the wholesale release remained on schedule for the weekend of 6 th May. The CER also outlined the content of the consultation paper on the Residual Meter Volume Interval Proportion (RMVIP) to be adopted for Global Aggregation that was circulated to members for comment. The CER informed the HSG that the consultation paper, as circulated, would be published.

Change Request Register Types/Timeslot Codes

To more accurately define the types of registers and the time periods for measuring consumption that exist within the NI Market and to support the MCC codes that are proposed for the ESP

MCC Codes To rationalise the set of MCC codes that will be available to

Suppliers so that where possible a single MCC code will describe a unique register configuration. The proposed set of MCC codes will support the tariffs that will be available to Suppliers in the Enduring Solution and will reflect the Register Types and the time periods for measuring consumption that exist in the NI market
