(s) Julie Klein, Chair (s) Elaine Baughman, Treasurer (Publ. NA July 26, 2019) Harlan Municipal Utilities (HMU) provides basic and enhanced telecommunications services within its service area. Basic services are offered at the following rates: • Single Party Residence Service $12.00/month • Single Party Business Service $18.00/month Local residence and business service includes: • Voice grade access to the public telephone network • Single-party flat-rated local service free of per minute charges • Dual tone multi-frequency signaling (touch-tone) service • Access to directory assistance service • Access to other operator services • Access to 911 emergency services • Access to interexchange (long distance) services Lifeline Telephone or Broadband Assistance Programs are available for qualifying subscribers. ese programs provide a monthly service discount on telephone or internet service. Toll blocking at no charge is available with the Lifeline Program. To qualify for Lifeline, subscribers must either have a household income that is at or below 135 per- cent of the Federal Poverty Guidelines, or the subscriber, one or more of the subscriber’s dependents, or the subscriber’s household must receive benefits from one of the following assistance programs: • Medicaid (Title XIX, State Supplemental Assistance) • Federal Public Housing Assistance (Section 8) • Supplemental Nutrition Assistance Program (SNAP) • Veterans and Survivors Pension Benefit • Supplemental Security Income (SSI) HMU’s voice and broadband service is a Lifeline-supported service. Only eligible consumers may enroll in the Lifeline program. Lifeline applicants must present documentation demonstrating eligi- bility either through participation in one of the qualifying federal assistance programs or through in- come-based means. Lifeline recipients are required to recertify their eligibility every year. e Lifeline program is limited to one benefit per household, consisting of either wireline, wireless or broadband service. A household is defined, for purposes of the Lifeline program, as an individual or group of indi- viduals who live together at the same address and share income and expenses. Lifeline is a government benefit program, and consumers who willfully make false statements in order to obtain the benefit can be punished by fine or imprisonment or can be barred from the program. e basic services described above are offered to all consumers in HMU’s service area. If you have any questions regarding telecommunications services, please call HMU’s office at (712) 755-5182 EOP 2412 Southwest Ave Harlan, IA 51537 Harlannet.com WOODBINE – Zola Beth (Bar- nett) Leonard was born on Octo- ber 2, 1924, to Ralph and Ger- trude (Hampel) Barnett in rural Underwood. She was raised in Underwood and graduated from Underwood High School with the class of 1941. Zoe enrolled at Jennie Edmondson School of Nursing and also took extra classes at the University of Oma- ha. Zoe enlisted with the United States Army Cadet Nurse Corp, from July 1943 until September 1945. She served at Johns Hopkins Hospital in Baltimore, MD. She graduated as a registered nurse in September of 1945. Zoe spent the next three years working at a doctor’s office in Council Bluffs. On De- cember 8, 1948, Zoe was united in marriage to Ivan “Ike” Leonard at her aunt and uncle’s home in Council Bluffs. Three children were born to this union: John, Jane and Robert. Zoe also worked as an RN in the OB Ward at the Myrtue Medical Center in Harlan, and the Community Memorial Hospital in Missouri Valley for over 35 years. In 1995, she started at the Rural Wel-Home Health in Logan. She retired from active nursing duties in 2010, at the age of 87. Zoe was a member of the United Methodist Church in Logan and Woodbine. From 1948-2011 Zoe enjoyed living on Echo Acres Farm along Pumpkinvine Road near Highway 44 outside Logan. Zoe’s guiding hand in raising three children, along with enjoying the scenic view of the timbers and pastures near the farm home, plus helping with farming du- ties such as milking and herding cows, and raising stock cattle occupied her time. She enjoyed family reunions and sponsoring American Field Service (AFS) picnics. Zoe took part in many organizations including: The American Legion Auxiliary, volunteering for the American Red Cross, business women’s sorority known as Beta Sigma Phi, the University of Women’s Assoc, Eastern Star, Democratic Party activities (she was on a first name basis with Senator Tom Harkin) and Crime Stoppers. She enjoyed ballroom and square dancing, and she especially enjoyed travelling to visit family members throughout the United States, Canada, as well as overseas. Zoe died on Thursday, July 18, 2019, at her home. She was 94 years of age. Zoe was preceded in death by her parents; husband, Ike Leonard on September 15, 2005; three brothers, Jack (Kathryn) Barnett, Bill (Alma) Barnett and Bruce (Virginia) Barnett. Zoe is survived by her two sons, John Leonard and his wife Manon of Williamsburg, VA, and Bob Leonard and his wife Janet of Odebolt; one daughter, Jane and her husband Rodney Weis of College Station, TX; grandchildren, Trudi and her husband Rob Colby, Mike Weis and his wife Jennifer, Traci and her husband Matt Lacy, Dan Leonard and his wife Blair, Bryan Leonard and his wife Leah, and Margot Leonard; great- grandchildren, Miranda, Erika, Abigail, Ava, Allison, Max, Owen and Harlan; special American Field Service exchange student, Ed Kremer of Luxembourg; and many other relatives and friends. A funeral service was held at 10:30 a.m. Saturday, July 20, 2019 at the First United Methodist Church in Woodbine. Officiating was Pastor Stephanie Cramer. Musical Selections ~ Congregational Hymn “Are ye Able”, “Cadet Nurse Hymn” played by Nancy Foutch, “Peace in the Val- ley” by Sue Benedickt and “The Battle Hymn of the Republic” played by Nancy Foutch. Honorary Pallbearers were Lynn Dickinson, Jay Johnsen, Jackson Keane, Gene McGinn and Fred Pitt. Pallbearers were John Leonard, Bob Leonard, Rodney Weis, Dan Leonard, Bryan Leon- ard, Mike Weis, Rob Colby and Matt Lacy. Military Rites provided by Woodbine American Legion Post #143. Here are some simple steps to protect yourself against ticks. Avoid woods or grasslands that may be tick infest- ed. If you do go into the woods, try to keep in the center of a cleared trail. Wear long pants, long sleeves, and boots or closed-toe shoes. Dress in light colors so ticks are easier to spot. Tuck pants into socks to keep ticks from crawling up pant legs. Spray repellent on your clothing and apply compounds with DEET, per direc- tion, onto exposed skin.     WOODBINE – Zola Beth (Bar-nett) Leonard was born on Octo-ber 2, 1924, to Ralph and Ger-trude (Hampel) Barnett in rural Underwood. She was raised in Underwood and graduated from Underwood High School with the class of 1941. Zoe enrolled at Jennie Edmondson School of Nursing and also took extra classes at the University of Oma-ha. Zoe enlisted with the United States Army Cadet Nurse Corp, from July 1943 until September 1945. She served at Johns Hopkins Hospital in Baltimore, MD. She graduated as a registered nurse in September of 1945. Zoe spent the next three years working at a doctor’s office in Council Bluffs. On De-cember 8, 1948, Zoe was united in marriage to Ivan “Ike” Leonard at her aunt and uncle’s home in Council Bluffs. Three children were born to this union: John, Jane and Robert. Zoe also worked as an RN in the OB Ward at the Myrtue Medical Center in Harlan, and the Community Memorial Hospital in Missouri Valley for over 35 years. In 1995, she started at the Rural Wel-Home Health in Logan. She retired from active nursing duties in 2010, at the age of 87.

    Zoe was a member of the United Methodist Church in Logan and Woodbine. From 1948-2011 Zoe enjoyed living on Echo Acres Farm along Pumpkinvine Road near Highway 44 outside Logan. Zoe’s guiding hand in raising three children, along with enjoying the scenic view of the timbers and pastures near the farm home, plus helping with farming du-ties such as milking and herding cows, and raising stock cattle occupied her time. She enjoyed family reunions and sponsoring American Field Service (AFS) picnics.

    Zoe took part in many organizations including: The American Legion Auxiliary, volunteering for the American Red Cross, business women’s sorority known as Beta Sigma Phi, the University of Women’s Assoc, Eastern Star, Democratic Party activities (she was on a first name basis with Senator Tom Harkin) and Crime Stoppers. She enjoyed ballroom and square dancing, and she especially enjoyed travelling to visit family members throughout the United States, Canada, as well as overseas.

    Zoe died on Thursday, July 18, 2019, at her home. She was 94 years of age.

    Zoe was preceded in death by her parents; husband, Ike Leonard on September 15, 2005; three brothers, Jack (Kathryn) Barnett, Bill (Alma) Barnett and Bruce (Virginia) Barnett.

    Zoe is survived by her two sons, John Leonard and his wife Manon of Williamsburg, VA, and Bob Leonard and his wife Janet of Odebolt; one daughter, Jane and her husband Rodney Weis of College Station, TX; grandchildren, Trudi and her husband Rob Colby, Mike Weis and his wife Jennifer, Traci and her husband Matt Lacy, Dan Leonard and his wife Blair, Bryan Leonard and his wife Leah, and Margot Leonard; great-grandchildren, Miranda, Erika, Abigail, Ava, Allison, Max, Owen and Harlan; special American Field Service exchange student, Ed Kremer of Luxembourg; and many other relatives and friends.

    A funeral service was held at 10:30 a.m. Saturday, July 20, 2019 at the First United Methodist Church in Woodbine. Officiating was Pastor Stephanie Cramer. Musical Selections ~ Congregational Hymn “Are ye Able”, “Cadet Nurse Hymn” played by Nancy Foutch, “Peace in the Val-ley” by Sue Benedickt and “The Battle Hymn of the Republic” played by Nancy Foutch. Honorary Pallbearers were Lynn Dickinson, Jay Johnsen, Jackson Keane, Gene McGinn and Fred Pitt. Pallbearers were John Leonard, Bob Leonard, Rodney Weis, Dan Leonard, Bryan Leon-ard, Mike Weis, Rob Colby and Matt Lacy. Military Rites provided by Woodbine American Legion Post #143. Final Resting Place the Woodbine Cemetery.

    From TicksSpring means more time outdoors. Here are some simple steps to protect yourself against ticks. Avoid woods or grasslands that may be tick infest-ed. If you do go into the woods, try to keep in the center of a cleared trail. Wear long pants, long sleeves, and boots or closed-toe shoes. Dress in light colors so ticks are easier to spot. Tuck pants into socks to keep ticks from crawling up pant legs. Spray repellent on your clothing and apply compounds with DEET, per direc-tion, onto exposed skin. After being outdoors, wash your clothes and thor-oughly inspect your body, especially areas with hair.
