INTRODUCTION

Harikar NGO is a neutral, non-governmental, non-profit humanitarian organization established in 30th May 2004 by group of social activists. Harikar NGO as stated in its mission statement strives toward the fulfilment of human and women rights in Duhok Governorate as stipulated in the new Iraqi constitution of 15th October 2005. Harikar is committed to- within its resources- contribute towards the achievement of the internationally agreed Millennium Development Goals.

Harikar believes in human rights, the right of every person to reach his potential without discrimination on the basis of race, gender, religion, social segment and ethnicity. We strive to achieve the social justice especially among the marginalized vulnerable groups. It also works towards elimination of all forms of discrimination against women and promotes their capacity to fully participate in the community development.

In order to keep a track of all our regular activities for Syrian Asylum Seekers (SAS) and IDPs, this weekly report has been prepared. The report highlights the following services conducted by the Harikar/PARC teams and others as divided by camps:

CHAPTER ONE PROTECTION, ASSISTANCE & REINTEGRATION CENTER – PARC PARC stands for Protection, Assistance, and Reintegration Centre which is a UNHCR funded project implemented by Harikar NGO. The importance of existing PARC lies behind its provided services to UNHCR PoCs which generally aims to refugee protection.

PARC activities could be classified as; protection monitoring to identify gaps and offer them for

solution and assure refugee’s access to basic social services, providing legal assistance to refugees

and IDPs to be kept within the protection environment, registration based on standard UNHCR forms

and database to keep the required information available whenever needed, providing cash

assistance to off camp refugees in dire need to be an effective and appropriate form of relief

assistance, GBV and SGBV services to assure that the risk of SGBV is reduced and quality of response

improved, QIPs implementation for the benefit of refugee and host communities so that both

communities harmony is maintained.

- 4 cases had received legal assistance.

- 25 Cases had been assessed by Harikar CS for cash assistance provision in different areas with in Duhok governorate; it is to target the cases in dire need.

- 19 cases had been identified as PSN of the 25 assessed cases during the report period.

- 2 visits had been paid to old caseload refugees; one in Malabrwan and the other in Domiz Settlement. That was to identify the gaps and the conditions of the refugees.

- 5 monitoring visits to 39 Syrian families had been conducted in Duhok governorate to identify gaps and assure access to other basic services.

- PARC provided 10 cases with

legal assistance to be kept within the protection environment.

- PARC received 462 cases through Domiz and Gawilan camp WLCs.

- 62 Cases have been assessed and identified as vulnerable ones for cash assistance provision; it is to target the cases in dire need.

- 24 Syrian beneficiaries have received cash assistance in Duhok governorate.

- QIPs team got approval for two QIPs for Duban PHC.

IDPs Response Program - IDPS protection teams had paid visits to 450 families, 2020 individuals in Duhok Governorate districts.

- 13 camps (Essian, Mamliyan, Garmawa, Shariya, Kabarto 1, Kabarto 2, Khanke, Bajid Kandala 1 & 2, Qadiya, Cham Mishko, Bersive 1 & 2) had been monitored by Harikar protection assistants.

- PARC provided 16 cases with legal assistance to be kept within the protection environment.

- PARC received 77 cases through BK camp WLC.

- Protection monitoring

- Residency & registration related issues are recorded as the largest ones among Syrian refugees during the report period.

Other Activities

- In IDPs response program in cooperation with UNHCR, Harikar NGO assigned 16 more protection staffs to work for identifying the gaps of IDPs in camp and non-camp areas.

- QIPs team has conducted many coordination meetings with governmental departments and UNHCR to identify the ways of implementing projects. The team had paid many visits to different sites to identify the needs and gaps.

CHAPTER TWO CHILD FRIENDLY SPACES

The purpose of CFS project by Harikar NGO is to motivate Syrian refugees and IDPs’ children to

achieve immediate and lasting change in their lives.

Child friendly spaces are safe places within a disaster affected community where children’s unique

needs can be met. Harikar NGO funded by UNICEF, Save the Children and ACTED established more

than 10 CFS/YFS in Bajid Kandala, Shariya and Khanke, Bersive 1 & 2, Qadia, Esian, Mamilyan,

Garmava and Domiz Camps to help children return to normal routine by offering structured

activities, games and informal education.

CHAPTER THREE LEGAL & SOCIAL CENTER The purpose for the Legal Social Center (LSC) provided by UNDP is to enhance protection for vulnerable women and girls among the Syrian refugees SAS from Sexual Gender Based Violence (SGBV) and Trafficking.

Other Activities:

Several training course on computer skills, music, literacy, English language, hairdressing and

sewing conducted for women and girls in the centers. In addition to several entertainment and

recreational and book reading activities.

Different seminars and awareness sessions conducted by the centers for the IDPs focusing on

early marriage, hygiene education, GBV, human rights and child rights.

Visits to HHs inside the camps

5.2 COMMUNITY CENTERS/ ASB

Establishment and Operation of Two Community Centers in Bersive Camps (1) & (2):

The project went underway on August, 4th, 2015. This project involves 9 persons occupying

different positions. It has two social workers, two case workers, two lawyers, two center

managers in addition to the project manager. This project aims at offering psychosocial and

legal services to the IDPs in the camps given. The staff will be operating inside the camps and

will have access to as many cases as possible. As for psychosocial support provided by our

center, people sustaining social and psychological issues will be approached with the hope of

resolving their problems. The centers have staff trained for the purpose of dealing with

suchlike cases and if the cases obtained are beyond the capacity and competence of our staff,

we have a special referral system. Cases which need more specialized attention will be

referred to parties concerned. Furthermore, each center has a lawyer for processing legal

cases IDPs might have. The lawyers will be focused on providing both consultation and

representing cases at the court. Legal part involves the issuance of the identification

documents lost during the onslaught and other cases such as divorce, proving marriage,

alimony, custody and so forth.

The other part of the project is concerned with the opening of vocational courses for the IDPs.

We have on our agenda the opening of such vocational courses as sewing, English, Computer,

and confectionary. For each course a trainer preferably from the camp’s population will be

hired for teaching the courses.

Eventually, each center will have 4 volunteers selected from the IDPs community and we will

have a guard and cleaner per center.

CHAPTER SIX WASH AND NFI SUPPORT Harikar NGO is implementing different project activities for the sake of serving IDPs in Bersive 1

camp and improve their living condition. One of the projects is Wash and NFI support through CARE

international funded by MOFA, ADH, and DFATD to distribute NFIs and maintain the wash facilities

exist in the mentioned camp.
