STATE OF MARYLAND OFFICES

Governor/Lt. GovernorVote for one pair

The Governor is the chief executive officer of the state of Maryland and appoints the heads of statewide departments and judges to the state courts. The Governor also makes other appointments as provided by the Maryland Constitution or by law and proposes the annual operating and capital budgets to the legislature. The Governor may veto legislation passed by the legislature.

SalarY: $150,000.term: Four years, limit of two consecutive terms.hoW eleCteD: Elected statewide as a team with

the Lt. Governor. The Lieutenant Governor assists the Governor

and is elected jointly on a ballot with the gubernatorial candidate. The Lieutenant Governor fills the office of Governor in case of death, resignation, or disability and carries out specific duties assigned by the Governor.

SalarY: $125,000.Candidates for Governor were asked the

following questions:QualIfICatIonS: What are your

qualifications for the office of Governor? runnInG mate’S QualIfICatIonS:

What are your running mate’s qualifications for the office of lt. Governor?

enerGY: how should maryland address its future energy needs?

eDuCatIon: how should state government work with local governments to solve the crisis in funding for public K-12 education?

eConomY: What measures to stimulate maryland’s economy would you propose?

Democrats J. P. Cusick / Michael W. Lang Jr.

Campaign Website: www.VoteJP.Webs.comQualIfICatIonS: No one else has the fortitude

and determination nor the understanding of the Child Support and Custody law reform issues as I will bring to the office of Governor which makes me as the best candidate for the job. The reforms needs to be done right and I am the best one to do it.

runnInG mate’S QualIfICatIonS: Class President and Valedictorian Great Mills High School, MD. University of Maryland 3 masters degrees in Computer Science, Psychology and in Advanced

Mathematics. 6 years US Marine Corp, served in Korean conflict. Retired civil service. Naval Aviation Logistics, Pax NAS, Computer Analyst GM 17.

enerGY: To increase the use of nuclear power and wind power generation and decrease petroleum fuel usage. We could try to start getting our Maryland petroleum fuels from other American States.

eDuCatIon: I would be open to new ideas and new strategies. The State could allocate resources by the individual Counties criteria. We can gain school funding by the reforms for the Child Support and Custody laws and by releasing such non violent prisoners throughout Maryland.

eConomY: Maryland economy is already stimulated a plenty, and the latest reports show Baltimore as the #15 in ranking of American cities which is well placed for our largest city. So we could create new legislation requiring employers to hire more and to lay off less as that is the bottom line.

ralph Jaffe / Freda JaffeQualIfICatIonS: I’m a political science teacher

involved in a movement to end corruption in Maryland politics and replace it with ETHICS. Ethical politicians shouldn’t deal with corrupt lobbyists and shouldn’t accept campaign contributions because they’re disguised bribes. I’ll serve free, one term only.

runnInG mate’S QualIfICatIonS: My running mate has been a teacher and library media specialist since 1966. Her ethics and principles are the same as mine.

enerGY: We must encourage our corporations to explore new energy resources throughout the U.S. This means more government cooperation and less government interference. We have to stop being prisoners of the Middle East dictatorships and become energy independent.

eDuCatIon: The best thing that government can do (whether it’s federal, state, local) is let parents or guardians assume major responsibility for their children’s education. The less interference from government, the better off we’ll be. What we need is moral leadership, not government interference.

eConomY: The General Assembly should butt out and go on vacation for the next 3 years. Let private enterprise take its natural course.

Martin o’Malley / Anthony G. Brown

Campaign Website: www.martinomalley.comQualIfICatIonS: Martin O’Malley is a fearless,

intelligent public servant who always puts people before politics. As Governor, Martin O’Malley has a proven record of delivering results for our small businesses and families. And with him in office, we will Move Maryland forward.

runnInG mate’S QualIfICatIonS: Anthony Brown has a distinguished career in public service. After serving our country as an army Colonel, he was elected to the state house and served as House

Majority Whip. Now, Anthony is the highest ranking elected official in the nation ever to have served a tour of duty in Iraq.

enerGY: To move forward, we must conserve our existing resources while investing in alternative energy. That’s why I set a goal for energy savings of 15% by 2015, implemented a tax exemption for residential solar installations and asked the federal government to remove barriers to off-shore wind production.

eDuCatIon: Education is key to moving us forward and that’s why my administration has fully funded Thornton, investing $5.7 billion this year alone and a record $1.3 billion for school construction. We need to build on this progress with smart investments and reforms to keep our schools ranked #1 in the nation.

eConomY: Our focus is on creating, saving and maintaining jobs. With strategic tax cuts for small businesses, public-private partnerships and investments in the new economy, we will emerge from the national recession faster than most states. But we must continue to move forward by investing to create jobs.

republicans robert L. ehrlich Jr. / Mary Kane

Campaign Website: bobehrlich.comQualIfICatIonS: I led Maryland out of a

recession and a budget deficit once and I will do it again. I have 3 simple priorities: more jobs, lower taxes, and less spending. As a state lawmaker, U.S. Congressman, and Governor, I have always believed in being honest with the citizens I serve.

runnInG mate’S QualIfICatIonS: Mary Kane is a working mother, a small business advocate, and a former prosecutor. As the daughter of immigrants, she has a unique understanding of the unlimited possibilities available to families if government serves the interests of the people.

enerGY: I have three goals. First, ensure that energy supplies are affordable and reliable. Second, diversify energy supplies so that we are less dependent on foreign oil. Third, enact policies that encourage local energy companies to create jobs, including in our wind, solar, and nuclear energy sectors.

eDuCatIon: As Governor, I increased public school funds by a record $1.4 billion. As a result, high school AP scores were 2nd best in the U.S. and the achievement gap continued to close among African-American and Hispanic students, and students living in poverty. I will continue fully funding public schools.

eConomY: I will treat small businesses as a source of new jobs, not a source of new taxes. I will repeal my opponent’s 20% sales tax hike, which hurts low and middle income families. I will improve Maryland’s business climate, which currently ranks 45th in the nation, according to the Tax Foundation.

In the mean time, I have supported efforts to reduce waste, fraud and abuse in the federal budget. I have supported the Pay as You Go Law, which requires new spending to be offset by spending

Senators share the responsibility with Representatives for enactment of the nation’s laws as provided for in the U.S. Constitution. important for our national security and future job creation. I absolutely oppose drilling off coast.

ImmIGratIon: I believe that comprehensive immigration reform must protect our borders, protect American jobs and not penalize those who have played by the rules. It is important that we adopt a sensible approach to dealing with the illegal immigrants who are currently in the country.

theresa C. ScaldaferriQualIfICatIonS: I have been a U.S. citizen

living under American laws for over 60 years. I am concerned we are not leading our country in the right direction nor helping the public as we should. I feel confident my work experience will help.

buDGet: No outsourcing of social security, IRS, or our country’s security. Have an independent study on waste spending in the Federal budget. Provide a vehicle in which we may receive a small percentage of taxes for all off shore havens. We need a true picture of the budget before we proceed.

foSSIl fuelS: Energy turns a turbine that turns a generator to produce power. It is essential we use natural continuous power, such as the sun, water, wind, and nuclear power, to help the environment. The Federal level should have already been using some natural resources in its agencies.

ImmIGratIon: The Statue of Liberty says it all. Anyone has an opportunity to come to the U.S., but they should enter legally. Federal laws are already in place for immigration. Each state has the right to tighten and enforce those laws. Those wishing to stay should become U.S. citizens.

foSSIl fuelS: Fossil fuels are likely to be depleted in 150 years or so and, to be ready, we must begin now. We don’t need fundamental transformation, but do need financial encouragement for business to develop. We have 150 years to do something and our choices are something and change with no good answers.

ImmIGratIon: Immigrants need to know that we are conscientiously looking for a way to say yes. If you want to be an American so your children will have an opportunity to legally be President, want to become a citizen, get a Social Security number, and help us pay the bills, we need you.

buDGet: Sound fiscal policy is based on lower taxes, limited government, and strong national security. Lower taxes produce private sector jobs that generate tax revenues and reduce safety net spending. Limiting the scope of federal government to its constitutional job description will cut federal spending.

foSSIl fuelS: Energy independence is a national security matter. Nuclear power is an essential step towards energy independence that does not involve fossil fuels. Expanded use of solar, wind, and biomass technologies should be encouraged by reducing the layers of red tape and taxes on entrepreneurs.

ImmIGratIon: Enforce the law, secure the boarder, and prosecute employers who hire illegal aliens. tranSPortatIon: Traffic congestion and delays, deteriorating roads and bridges, and unfulfilled rail and transit projects are the symptom of many years of poor planning at many levels of government. Let’s get to work on these delayed projects immediately, including improvements to the rail station in Aberdeen.

PlannInG: 1) Harford County Master Plan: I prioritize keeping citizen involved in the process as we did during the zoning code re-write. Additionally, I will prioritize increased coordination with the municipalities to better manage growth. Lastly, the new master plan needs to reflect the impact of BRAC and its ability to create jobs. 2) Consolidation of the County, Municipal and/or Regional Water and Sewer Systems: Yes. It will reduce operating costs for citizens. It is also a better approach to

managing regional growth. We as a community will also be better heard by the involved federal and state agencies if Harford County presents one unified voice on water issues.

houSInG: Affordable Housing: As County Executive, I have worked to lower the costs of home ownership by reducing property tax rates by over $24 million and by expanding property tax credits to senior citizens and working families. Additionally, our Housing Agency administers a number of programs aimed at helping first time buyers.

supporting the federal government in various capacities. Two years of formal education in Political Science with internship in Annapolis. Lived and worked 23 years overseas; over 26 years in systems management and program analysis. Strong leadership, analytical skills and firm believer in the Constitution.

PlannInG: 1) Harford County Master Plan: Too much damage already, last chance to get this right. Citizen and community involvement is critical for a positive outcome. I will make sure this does not turn into the zoning code fiasco. Preservation of open space, environment and quality of life are at the top of my agenda. 2) Consolidation of the County, Municipal and/or Regional Water and Sewer systems: I support it. Consolidation provides standardization of water distribution and billing. All citizens will be charged the same rates. This will also reduce or eliminate annexations based on who supplies the water.

houSInG: Affordable Housing: I do support affordable housing but the term is subjective; affordable for which socioeconomic group? I believe affordable housing for low income should be built in or near municipalities where work and shopping may be conveniently located. Public transportation may also be more accessible.

robert S. WagnerQualIfICatIonS: I am a graduate of Harford

County schools, Harford Community College, life-long farming background in Harford County, served on Harford County Council 16 years, 4 years as council president; extensive zoning, budgetary knowledge as well as personal conservative business experience prepare me well for this undertaking.

PlannInG: 1) Harford County Master Plan: We must work to upgrade our infrastructure that has been utilized to capacity due to growth that occurred in past years. Present issues need addressed before consideration of further expansion and additional overloading I. e. Roadways, schools, police, etc. Proper zoning code re-write should occur. 2) Consolidation of the County, Municipal and/or Regional Water and Sewer Systems: At present, I believe it would not be in the best interest of the county to consolidate municipal water/sewer systems. I believe it would be extremely costly.

houSInG: Affordable Housing: Housing and neighborhoods tend to set their own affordability. I would entertain proposals for “affordable housing”, while balancing the impact against our services.

PrIorItIeS: The new council will have to deal with the County’s Master Plan. This is critical in that it will set the Development Envelope for the next 8 to 10 years. We must look at any expansion of the DE very critically to encourage organized growth and not sprawl.

PlannInG: 1) Development Envelope Boundaries: The Development Envelope will require some “tweaking” I am sure. Any expansion MUST be approached in a conservative manner addressing the real NEEDS of citizens in the future. 2) Public Open Space: The county can’t put much additional land in preservation now due to the lack of funds. We have 50% of the agriculturally zoned land currently in land preservation. I support putting more in the program when the money is available. It is funded by the land transfer tax.

PrIorItIeS: I feel the most important issue the county faces at the current time is GROWTH under our current economic situation. If elected I would address it by obtaining, statistics, reports, studies, views from residents and various involved groups. From there decisions would be made by the people’s council.

I will work with the County, State, and Federal Government representatives to limit regulations, reduce taxes, attract new firms and expand existing businesses to generate high-quality jobs for citizens. 2) Master Plan. I will work to balance economic growth with preservation of agricultural and recreational lands.

PlannInG: 1) Development Envelope Boundaries: A detailed study of unimproved residential land within the County’s Development Envelope needs to be completed. Future expansion should only be considered in conjunction with an established comprehensive Transfer of Development Rights (TDR) program and approval of boundaries of sending and receiving areas. Otherwise, it should be left “AS IS”. 2) Public Open Space: I will monitor progress, making necessary improvements to each program, and encourage the achievement of future objectives through the update of the Land Preservation, Parks & Recreation Plan and Master Plan. and Special Education teacher I have firsthand experience concerning the difficulties facing public education. My previous career in the Baltimore Police Department, including supervisory, unit command, and budget responsibility leave me well suited to navigate the leadership and fiscal responsibilities of a school board member.

PrIorItIeS: The top priority would be to address the continuing issues facing children in our schools, improving test scores, better school facilities, and hiring and retaining the best classroom teachers available. This is best accomplished by involving all stakeholders working together to meet our common goal of providing a quality education.

reDIStrICtInG: The public and parents in particular should be involved. School boundaries are a major factor when deciding where to live. On such critical decisions all stakeholders must have a place at the table. Having a voice does not guarantee all parties will be satisfied but all need to be heard.

reDIStrICtInG: Parents and the public are the customers and must be involved in the redistricting process from start to finish. Building occupancy rates and transportation are important variables. However, parent and neighborhood interests must remain paramount in redistricting. Their interests cannot be assumed away.

PrIorItIeS: The Board needs to listen, actively seek advice and input from parents and teachers, determine best fund use, and require thorough answers to concerns before making decisions. I will ask the difficult questions. I know what works and what doesn’t work in the education of our children. I have the experience.

reDIStrICtInG: Parents and the public should be encouraged to submit their own ideas, concerns and plans for solutions to the problem before any decision is made. If the Board listens and carefully considers these ideas before coming to a conclusion, the resulting plan should be as fair and equitable as possible.

for a successful company coupled with experience as a CCBC adjunct faculty member, and City school advisory board member provide a complete set of tools to utilize while serving the school board. Strong county roots and parenting bolster my loyalty to Harford County schools.

PrIorItIeS: Future budget shortfalls caused by overly optimistic revenue projections threaten our teachers as well as our children’s education. I propose an honest open approach that encourages productive dialogue between affected parties. In addition, programs aimed at allowing parents to choose where their children are educated need to be considered.

reDIStrICtInG: Citizen’s choice is the keystone of a free society. By developing a system that allows parents more options, we can improve the quality of our educational system while implementing a proven cost control method. Competition! Solutions that
