From the Editor . . . The holiday preparations have already started in Ashburn Farm, and the Asso-ciation Office is working to get everyone in the holiday spirit!

In November, the Events staff will be hosting another Holiday House Decorating Contest. The deadline to finish decorating and to register your home is December 13th at 3:00 PM, so start planning now! Voting will begin on December 14th, and it will run through December 20th at 5:00 PM. All the details can all be found on page 8.

Also in late November, we will begin accepting entries for our annual Christmas Card Drawing Contest. Your little ones will need to submit their drawings to the Association Office no later than 3:00 PM on December 6th to be included. Online voting for the contest will begin on December 7th, and in-person voting will be done on December 14th at the Morning with Santa event. For contest rules and prize information, please see page 14.

Santa will also be joining us again this year - so mark your calen-dars! He will be at the Windmill Community Center on Saturday, December 14th from 10 AM - 1 PM. Bring your kids to visit with him and share some cookies!

Collection PolicyAssessments are due the first day of each month. Any install-ment of the annual assessment not paid to the Association within thirty (30) days after the due date shall be considered delinquent and a late charge of $25.00 shall be assessed to the Owner and posted to the Owner’s account for every thirty (30) days delinquent.

Home SalesEffective July 1, 1989, the Virginia General Assembly enacted a new law entitled the “Virginia Property Owner’s Association Act”. This act requires the seller of a home to make certain disclosures to the intended purchaser of their lot. All home sales in Ashburn Farm are subject to the Virginia Property Owner’s Association Act. A written request of the Association Disclosure Package and a check in the amount of: $225.00 for an electronic disclosure (on CD-R) for townhome/single family; $250 for a paper disclosure for townhome/single family; $100 for electronic or paper disclosure for condo; are required to begin process-ing. A rush fee of $50.00 may be paid to receive your disclosure within 3 days. Checks should be made payable to the Ashburn Farm Association. A form is available on the website or at the Association Office. The completed package will be issued within 14 calendar days to the requesting party or agent. For further information, please contact the Association Office.

Board BriefsA complete draft of the BOT meeting minutes will be reviewed and voted on at the next BOT meeting. The complete set of minutes may be viewed at the Association Office.

At the regular BOT meeting held on October 1, 2019, the fol-lowing items were discussed:

• President, Steve Lovejoy, called the meeting to order at 7:00 PM.

• A motion passed (5/0/0/1) to approve the September 3, 2019 minutes, as submitted.

APPEALS• 43468 Postrail Square, Compliance Date Extension

Request – A motion passed (5/0/0/1) to grant an extension until September 18, 2020 for the property located at 43468 Postrail Square .

• 43253 Clearnight Terrace, Appeal of ARB Denial of Gazebo – A motion failed (0/5/0/1) to approve the gazebo on the deck on the property located at 43253 Clearnight Terrace. A concern was raised about the weight of the gazebo on the deck, and the deck’s ability to hold it. The ARB had recommended that the homeowner check with the County on this. Concerns were also raised regarding the possible impairment to view and ventilation for the neighboring properties. The ARB Standards do not allow screened porches on townhome decks. A motion passed (3/2/0/1) to table this issue and return the question of gazebos on decks back to the ARB for consideration .

• 43613 Plantation Terrace, Appeal of ARB Denial of Shed – The homeowner addressed the Board regarding his shed that was denied by the ARB. He received a violation this year stating that the shed roof was 6” higher than the height allowed by the ARB Standards. There was no EAA submitted for the shed. A motion failed (0/4/1/1) to approve the shed on the property located at 43613 Plantation Terrace. A motion passed (5/0/0/1) to suspend the enforcement of the violation for six months, or until the ARB has time to study the issue and make a ruling on the ARB shed standards .

• 20574 Coppersmith Drive, Appeal of ARB Denial of Loose Stone – A motion failed (0/5/0/1) to approve the appeal for loose stone on the property located at 20574 Coppersmith Drive. There are several different types of stone being used throughout the property.

• 43876 Laburnum Square, Appeal of ARB Denial of Loose Stone – The homeowner addressed the Board regarding the violation he received for loose stone on his property. He did not submit an EAA for the stone being used. The stone is being used to mitigate a drainage issue in his yard caused by erosion from the common area and a neighboring property. A motion failed (0/5/0/1) to overturn the denial of the use of the loose stone on the property located at 43876 Laburnum Square .

• 43337 Chokeberry Square, Appeal of 55-513 Hearing Committee Fine for Trash Can Storage – The homeowner received three violations in the last year for trash container storage behind a bush in his front yard. The motion failed (0/5/0/1) to waive the fine for trash can storage for the property located at 43337 Chokeberry Square .

• 21120 Hedgerow Terrace, Appeal of Compliance Period (Extension Request) – The motion failed (0/5/0/1) to approve the appeal and extend the compliance date to May 30, 2020 for the property located at 21120 Hedgerow Terrace .

• REPORTS Open Space Committee – Bob Kuhfahl stated that the Committee has been working to increase homeowner participation. The Committee members have been working on developing a proposal for exercise stations along the community trails. The proposal is for five stations with two clusters of stations (one in the Wintergrove Soccer Field and one in the Breezyhill Soccer Field) and three individual stations along the trail between the two soccer fields. The project is estimated to cost $40,000 (including installation). The OSC would like to send a survey out to the community about the proposal.

OLD BUSINESS• 2020 Draft Operating Budget – There were no changes

made to the 2020 Draft Budget since the previous Board meeting. The major contracts will be voted on during this meeting, and those numbers will be updated in the Draft Budget for publication.

NEW BUSINESS• Utility Easement Request, Scarlett Rush Court / Heath-

erton Court – A motion passed (5/0/0/1) to approve the utility easement request for Scarlet Rush Court/Heath-erton Court .

October Board Meeting ResponseThe Association will continue to address comments and questions received at the Board of Trustees Meetings, and it appreciates all of the feedback from the community.

Attendees of the October 1, Board of Trustees Meeting expressed additional concerns and comments regarding enforcement of the Covenants & Architectural Standards and about the Association’s 2020 Draft Operating Budget. A concern noted at the October Meeting, related specifically to the Association’s response from the September 3rd Board Meeting, was the fact that the 2019 annual inspections are continuing in the same manner.

The Board of Trustees, Architectural Review Board, and Association Staff have heard from nearly fifty concerned residents at the past two Board Meetings and are discussing ways to resolve the concerns, while maintaining Ashburn Farm Association as a premier community in Loudoun County. The Association needs to carefully consider the concerns noted by Members who would like to see a relaxation of the Standards, as well as the concerns of those in attendance who would like to see more aggressive enforcement of the Standards, such as green algae on siding, etc. The resolution of those concerns will take time to more clearly identify, discuss, draft, codify, and adopt in order to meet the expectations of the 7,000 Association Members, and it is a task to which the Association Boards & Staff are committed.

The Association is currently categorizing feedback to guide the review process and will focus on areas of the Association Standards in which the enforcement exceeds the original intent, etc. and will be updating the Association’s Architectural Standards to include a summary checklist. The Association will be working diligently to bring recommendations before the Board in December of this year. The Association’s Architectural Review Board and Board of Trustees will also discuss items currently noted as violations of the Association’s Architectural Standards that were noted by Members as too restrictive. We will continue to perform the 2019 annual lot inspections with the same focus of notifying Members if their property is out of compliance with the Association’s Architectural Standards to maintain consistency from lot to lot for 2019. Changes made to the Standards and enforcement policies will be implemented with the 2020 annual property inspections.

• Article VI 43573 Blacksmith Square – President, Steve Lovejoy read the following into the meeting minutes: “The Board of Trustees unanimously voted and ap-proved performing yard maintenance on the property located at 43573 Blacksmith Square under Article VI of the Covenants via email during the week of September 12, 2019 .”

• Association General Liability, Auto & Property Insur-ance Renewal – A motion passed (5/0/0/1) to approve the proposal submitted by Philadelphia for renewal of the Association’s General Liability, Auto, & Property Insurance, in the amount of $47,630.

INFORMATIONAL • Wayside Circle Traffic Calming – The County will be

performing the traffic study soon. No action needs to be taken until that is complete.

EXECUTIVE SESSION• A motion passed (5/0/0/1) to adjourn the regular busi-

ness meeting to Executive Session at 12:03 AM .

ADJOURNMENT • The Board returned from Executive Session at 12:23 AM.

The following votes passed in Executive Session:

• The Board unanimously voted to award a 5-year con-tract to Crystal Aquatics in the amount of $230,000 .

• The Board unanimously voted to award a 5-year con-tract to J&M Landscaping in the amount of $2.432M .

• The Board unanimously voted to award a 2-year contract to Summit Management; the first year cost of $91,400 and the second year cost increased by the amount of the CPI .

• A motion passed (5/0/0/1) to adjourn the regular busi-ness meeting at 12:26 AM .

Returning this year, The Holiday Decoration Contest by the Ashburn

Farm Association, to recognize and show appreciation to individual property owners for an outstanding job of decorating their homes

during the holidays for everyone to enjoy! Any resident is eligible to enter the Holiday Decoration Contest, on the one condition that the property owner is current on their dues. To en-

ter your home, send ONE photo of your decorated home via email to Kristen at [email protected]. No updates will be accepted—so be sure the decorations are complete. All homes with their pictures must be

submitted into the Association by December 13th at 3PM. NO EXCEPTIONS. Winners will be chosen by Ashburn Farm residents by voting on the AFA website. Judging will open to all residents, begin-ning December 14th at 5PM. The cut off for voting on homes will be

December 20th at 5PM. The top three winners of the Holiday Decora-tion Contest will be announced online December 20th. The winners will be receiving a gift card from the Association. The top winning

home will be placed on the cover of the January 2019 Across the Fence newsletter, for all of Ashburn Farm to see.

Single Family & Townhome ParkingThe Association has received concerns regarding the reoccurring parking of vehicles on adjacent/neighboring streets, as opposed to the vehicles being parked on the street where the vehicle is registered, or the owner resides. We understand that convenient safe parking is at a premium and that each single family and townhome street is unique and while some neighborhoods / streets have ample parking, others do not. This issue is unfortunately affecting both the single-family homes on VDOT/County maintained streets as well as townhomes, which reside on Association owned & maintained private streets. Association Members living in single-family homes are affected by people that park along the curb of a VDOT street as a means of storing an extra vehicle, long or short term guests / friends, as well as people that are just parking along the public street who do not live nearby; whereas townhome neighborhoods have a varied mix of assigned / reserve parking, as well as some open / curbside parking.

Whether the vehicles are commercial, recreational, or simple passenger vehicles, it is understandable that if they are regularly parked in front of someone else’s home, it may inconvenience that homeowner. That said, the purpose of this brief article is to bring awareness to the issue and more importantly to enlighten those who may be ignorant of the impact parking two or three cars along the public curb in front of your neighbor’s home has and how it might infringe on their ability to park one car along the curb near their home vs. across the cul-de-sac, which is then blocking another neighbors road frontage.

Unfortunately, the Association has little ability to affect parking behavior on VDOT streets, as the major components of the Association Parking Policy regulate the private streets owned by the Association. The Association does enforce its parking policies on Association-owned private streets, but works to balance the effort / time required to patrol eighteen neighborhood streets and the 300 open parking spaces, amongst the 900 reserved parking spaces with the frequency and severity of the concerns reported to the Association. Non-safety related parking enforcement is concern initiated. When the HOA receives a concern about an issue, it investigates and responds as the various policies prescribe. However, on VDOT roadways, the Association must rely on Loudoun County Sheriff’s Office and the laws/ordinances & definitions applicable on VDOT roadways.

The parking issues for both the single family members as well as the townhome members of the Association could be drastically improved by being conscientious of the fact that parking is a shared resource and it should not be monopolized by anyone. Parking should be available to everyone, and everyone should consider their friends and neighbors when parking someplace other than in front of one’s own home.

It is common knowledge that rock salt will damage concrete sidewalks and driveways. However, what is not well known is that ALL ice-melters can damage conrete. This article will explain how and why it happens, and what can be done to help prevent this damage.

THE FREEZE/THAW CYCLEEveryone knows that water freezes at 32 degrees and forms ice or snow. How ice melters work is to lower the freezing point of water below 32 degrees. Rock salt will lower the freezing point from 32 degrees to 25 degrees, and Calcium chloride will lower the freezing point to –25 degrees.

Why this matters is that rock salt will change (melt) ice and snow back into water when the temperatures are between 32 and 25 degrees. However, when the temperature continues to fall and gets below 25 degrees the water re-freezes. Then when temperatures rise again to above 25 degrees, the rock salt residue changes the ice back into water. This is called the freeze/thaw cycle.

WHY DAMAGE IS CAUSED?Although concrete sidewalks and driveways look very solid, concrete is actually a porous material that can and does absorb water. In cold weather the snow or ice is a solid and does not penetrate into concrete. But, when ice melters are applied to snow or ice, the melting ice/snow is turned into a salt/water mix and is absorbed by concrete.

Additionally, rock salt is hydroscopic, which means that rock salt actually attracts more water to it. So when ice is melted by rock salt and changes into a salt/water mix, it enters the concrete with approximately 10% more water than would normally enter concrete. When temperatures fall below 25 degrees, having this extra water in concrete causes a large problem. In these colder temperatures, the extra water in the salt/water mix starts to re-freeze and expand, but the additional water adds additional ice in the concrete, which in turn adds additional hydraulic pressure on the concrete.

When the hydraulic pressures of the re-freezing water exceeds the compression strength of the concrete, damage can occur. Additionally, the more often the freeze/thaw cycle happens, the more likely the damage is to occur.

WHAT DAMAGE LOOKS LIKE:The freezing water inside the concrete creates so much upward

pressure on the concrete, that the smooth, non-aggregate top of concrete can “pit” or spall. This damage can be in large sections or in scattered smaller spots. When the smooth finished texture of the concrete is gone, these damaged spots show the aggregate mixture of the concrete that is below.

WHAT ICE MELTER SHOULD BE USED ON CONCRETE?

The preferred ice melter for concrete surfaces is Calcium Chloride. Calcium Chloride pellets are a fast acting product that melts ice/snow, and resists re-freezing to a temperature of –25 degrees. This protection to lower temperatures reduces the frequency and damage potential of the freeze/thaw cycles.

ARE CONCRETE “BRICK” PAVERS AFFECTED?No. To be considered a concrete or “brick” paver, the concrete used in the mix must have a compression strength of over 8,000 pounds per square inch. This high quality concrete therefore has a very low porosity and allows very little water into the concrete. This is another reason why concrete pavers are a better choice than concrete for sidewalks and driveways.

OTHER TYPES OF ICE MELTERSIn our area, there are four main types of ice melters that are commercially available. They are as follows:

Rock Salt (25 Degrees Protection)Potasium Chloride (15 Degrees Protection)Magnesium Chloride (-13 Degrees Protection)Calcium Chloride (-25 Degrees Protection)

Many suppliers are now offering custom blends of these chemicals to reduce cost, however, these custom blends are less effective than the straight products. They are also more damaging to concrete because they include rock salt.

WHAT NOT TO USEThe most damaging of all ice melters contain ammonium nitrate and/or ammonium sulfate. These chemicals attack concrete chemically and can cause great damage, therefore should never be used as ice melters. Please note that these chemicals are locally available and are actually still used by some landscape companies.

Ashburn Farm Snow Removal PolicyThe Ashburn Farm Association is not responsible for removing snow or treating state or county maintained (VDOT) roadways. The Association is only responsible for clearing snow from paved parking areas in townhome neighborhoods of the community. A complete list of streets that are cleared by the Ashburn Farm Association is avail able on the internet at www.ashbumfarmassociation.org.

• Snow removal will start after two inches (2”) of snow has accumulated on paved surfaces, or at the discretion of the Association.

• All single-family homes are located on state or county owned streets; snow removal on those streets is the responsibility of VDOT / Loudoun County. To contact VDOT please call 703-383-VDOT (8368).

• Please allow 18 hours for every 6” of snow accumula-tion for the roads to be cleared. If you ‘re essential per-sonnel, or are required to be available for work around the clock, please make private arrangements or park on a VDOT street.

• Ice melt will be applied at the discretion of manage-ment and the conditions in each neighborhood. Ice melt application trucks will patrol Association owned streets after a snow or ice event as well as after a melt/ freeze cycle (warm day/freezing night) immediately following the snow or ice event.

• All snow removal equipment contracted by the Asso-ciation must maintain a minimum of thirty-six inches (36”) of clearance from all parking spaces. The snow that accumulates within the thirty-six inches (36”) is the sole responsibility of the person(s) assigned to the parking space. Curbside and open parking spaces will not be cleared.

• Vehicles parked curbside in the townhome areas must be moved to allow for snow removal. Failure to do so will result in a less efficient snow removal process and parked vehicles could become stuck due to snow deflecting off plows. Owners that find themselves in this situation due to an unmoved car will be responsible for clearing these areas.

• Homeowners need to be aware that if they clear snow from driveway entrances or vehicles prior to the street or parking lot plowing by the snow removal contractor, that snow may be unintentionally deflected by removal equipment during plowing and may come to rest in

driveways or parking spaces. In cases such as these, neither the Association, nor the snow removal contrac-tor are responsible for clearing deflected snow. It is the responsibility of the resident to clear this snow.

• Snow should never be deposited onto streets, side-walks, parking spaces or parking lot islands, if shov-eling or blowing snow, deposit it onto grass covered common areas. This applies to contractors, residents, or anyone hired to perform snow removal service by a resident. The Association is not responsible for re-moval of snow piled in the street, in a parking space, or on the sidewalk by residents or a contractor hired by residents.

• Snow will be removed from Association owned mail-boxes in the townhome areas by the snow removal contractors to allow mail delivery and pick-up.

• The Ashburn Farm Association is not responsible for removing the snow from sidewalks in front of town-homes or single-family homes. This is the sole respon-sibility of the resident.

• Only sidewalks and trails that are used by students to travel to and from schools will be cleared when an accumulation of 2” or more has occurred, or at the discretion of the Association. The application of ice melt will be minimal on these areas. Please ensure that the footwear and clothing choices are suitable for the conditions.

Solicitor Safety RemindersThe Association would like to widen the discussion that was introduced at the September Board Meeting regarding Solicitors. At the meeting a resident briefly discussed the challenges regarding businesses soliciting people’s homes at nearly all hours of the day. The discussion examined what measures are currently in place and how those policies / actions are enforced, and the question was raised as to how other homeowner’s association’s address soliciting. I reached out to numerous Association’s in the immediate area and received the following responses.

Brambleton – Does not prohibit solicitors, but rather advises their residents to place a small sign in the window and call LCSO if they violate the County Ordinance and is the policy that Ashburn Farm Association operates under.

Countryside Proprietary - Does prohibit soliciting and has signs posted at the entrance to each Countryside neighborhood and will call the LCSO community policing officer if solicitors refuse to leave the community.

Potomac Green – Also prohibits soliciting and has signs posted at the entrance of the community and allows residents to post small signs near their doors, but because the community is gated, an opportunity is provided to let Solicitors know they are trespassing, in addition to violating the posted no soliciting sign. Potomac Green does advise their residents to call the sheriff to enforce the no solicitation policy. Potomac Green has occasionally directly approached a solicitor and asked them to leave the property and have also contacted the companies by phone or for habitual offenders, by letter, to advise them that soliciting is not permitted. In a couple of instances, the sheriff’s Office was contacted to make the point.

Cascades - Cascades prohibits solicitors but noted that enforcement of the policy is difficult and that residents will generally report suspicious activity to the Association office which then contacts the Sheriff’s Office.

Willowsford – Similarly to Ashburn Farm is mainly comprised of VDOT streets and follows the County policy because the issue occurs most when there are no staff onsite to further address the issue, but did acknowledge that there are several types of soliciting that does not require a County permit and others that do require a permit to solicit and that they encourage their residents to report solicitors and that way if a permit is required, but not granted, the County will pursue.

Broadlands & South Riding follow a policy like Willowsford and is similar to the Ashburn Farm Association policy, which also permits placing a small “No Soliciting” sign at their door. The Association has received reports of suspicious individuals in Ashburn Farm who have been knocking on homeowners’ doors and loitering in the area recently and does forward those reports on to the Community Resource Deputy assigned to the area by LCSO.

The Association has not amended its current policy but wants to empower the community with the information to act should an unwanted solicitor approach your home.

All solicitors that operate inside the county are required to register with the Loudoun County Sheriff’s Office per County Ordinance 828.04, except any person that is affiliated with non-profit organization registered in Virginia, places of worship, and community services. As part of this registration, a background check is completed and information on their employer is obtained. Through this process, anyone approved to solicit is issued an identification card showing they are a registered solicitor. All solicitors are required, upon request, to provide their identification card to any person they are contacting as a solicitor. This identification card shall contain the following information: (1) The permit number; (2) The name and address of the applicant; (3) The date the permit was issued and the date of expiration; (4) The name and address of the employer or principal; (5) A physical description (height, weight, color of hair and eyes, complexion) and the date of birth of the applicant and the presence and location of marks and scars on the applicant; (6) The signature of the County Sheriff; and (7) A brief description of the nature of the business and the goods to be sold.

In addition to registering, all solicitors must uphold a code of conduct (County Ordinance 828.08). If a solicitor is found in violation of this code, their privileges will be revoked, and they will not be authorized to solicit within Loudoun County for a period of one year. Solicitation hours in the county are weekday 9 a.m. to 9 p.m. Soliciting is not permitted on Sunday’s or state or national holidays. Solicitors must leave when asked by the property owner. Solicitors must conduct themselves in a lawful and orderly manner and must identify themselves and their purpose of being on the property. The Peddlers and Solicitor Ordinance can be viewed at: https://www.loudoun.gov/documentcenter/ view/5607 Any person who witnesses a violation of this code of conduct or encounters a solicitor who refuses to provide their county issued solicitor permit, or does not have a permit should contact the Loudoun County Sheriff’s Office by calling the 24-hour non-emergency number at 703-777-1021.

Many solicitors also carry business identification; however, this does not discharge them from complying with the requirements of 828 .04. Please remember to lock doors, cars, windows, garages, etc., and report any suspicious activity to the Sheriff’s Office non-emergency phone number at 703-777-1021. Call 911 in case of emergencies.

The Association has received a few calls regarding a mis-take in the condensed 2020 draft budget published in the September Newsletter. The percentage change column was not updated to use the 2020 draft data and was still using 2018/19 data. The dollar amounts in the categories have not changed and were/are the correct amounts for the 2020 draft budget discussion. We apologize for the mistake and any confusion it created. The costs of maintaining the thirty year old community in accordance with the expectations of both those living in the community, as well as those hoping to sell their homes for top dollar continue to increase. The Board of Trustees, Budget & Finance Committee, as well as the association staff are always attempting to strike a balance between service and cost while managing the costs to operate and maintain the Association as a premier community in Loud-oun County.

While expenses have only increased slightly over 2019, planned spending &/or contributions from the Member’s Equity Fund in 2018 and 2019 helped offset assessments some 4% in both of those years but are not available in 2020. Additionally, by the end of 2019 three of the four largest contracts the HOA holds will expire, two of which were frozen at 2014 or 2016 rates and are expected to rise for 2020. (Trash collection is the largest contract held by the Association, Landscaping, Pool Management and Book-keeping rounding out the top four.) The contribution to the Reserve increased, but is similar to the overall increase in expense at approximately $7,000. The largest increase being forecast in the 2020 draft budget is in the contract category, which increased $122,000, or 3% of the total operating budget and may change still before the budget is adopted as large service contracts are renewed.

The Association does expect to collect more non-assess-ment income in the coming year and expects to offset the annual assessments by 8% or $323,628 vs. 7% in 2019. The non-assessment funds are collected through other sources of income: room rentals, outside pool member-ships, all of which is approved by the Board and facilitated by the staff and would otherwise have to be collected

The General Assessment which all Members pay is increas-ing by 4.9% ($3.01 per month, $36.12 per year), from $61.50 per month in 2019 to $64.51 in 2020 and funds the three pools, all Association utilities, property insurance for the common area and assets, legal expenses, staffing, landscape maintenance & enhancements, reserve contri-butions, lighting the parkways and private streets, etc. as well as will fund improvements to the common amenities of the community, similarly to Windmill Pool Facility.

Members living in private street neighborhoods in which the streets are owned and maintained by the Associa-tion pay an additional private street/townhome assess-ment and pays for: trash collection, Private Street lighting, asphalt maintenance, snow removal, etc. is increasing by $1.69 per month, in addition to the General Assessment increase of $3.01. Increasing the total Private Street Mem-ber Assessment from $93.75 per month in 2019 to $98.44 per month in 2020.

Members living on public streets pay an additional As-sessment to cover the cost of trash collection. The public street neighborhood assessment will increase by $0.83 per month, in addition to the $3.01 increase from the rise in the General Assessment. Increasing the total Public Street Member Assessment from $82.95 per month in 2019 to $86.79 per month in 2020.

The 2020 draft budget is on target to be finalized at the November 5th, Board Meeting. Due to large contracts be-ing renewed this fall, additional changes are certain and so subsequent drafts will be published. Please see the monthly newsletter or HOA website for updates.
