NEW DELHI, Dec 31:
The GST provision requiringtransporters to carry an electron-ic waybill or e-way bill whenmoving goods between stateswill be implemented fromFebruary 1 to check rampant taxevasion and boost revenues byup to 20 per cent.
After implementation of theGoods and Services Tax (GST)from July 1, the requirement ofcarrying e-way bill was post-poned pending IT networkreadiness. This was done even inthe 17 states which in the pre-GST era had a well establishedelectronic challan or e-way billsystem, a top government offi-cial said.
Earlier, tax evasion was ram-pant as some preferred not topay tax by resorting to cashdealing. Once the e-way billsystem is implemented, taxavoidance will become extreme-ly difficult as the governmentwill have details of all goodsabove the value of Rs 50,000moved and can spot the mis-match if either the supplier orthe purchaser does not file taxreturns, he said.
The all-powerful GSTCouncil had on December 16decided to implement the e-waybill mechanism throughout thecountry by June 1.
The official said e-way billfor inter-state movements willbe implemented from February1 and for intra-state movementfrom June 1.
The official said states havebeen given the option of choos-ing when they want to imple-ment the intra-state e-way billbetween February 1 and June 1.
They have also been given
the option to exempt movementof goods within 10-km radius,he said, adding all essentialgoods have been exempted fromthe requirement of carrying e-way bill.
Besides plugging tax eva-sion, the e-way bill will boostrevenues by 15-20 per cent, hesaid. "The experience of stateswhich had e-way bill system inpre-GST era showed a 15-20 percent rise in revenue," he said.
The official said a pilot of e-way bill has been successfullyrun in Karnataka and the IT sys-tem is fully geared to meet anyrequirement.
E-way bill is an electronicway bill for movement of goodswhich can be generated on theGSTN (common portal).Movement of goods of morethan Rs 50,000 in value cannotbe made by a registered personwithout an e-way bill.
The e-way bill can also begenerated or cancelled throughSMS, he said. When an e-waybill is generated, a unique e-waybill number (EBN) is allocatedand is available to the supplier,recipient, and the transporter, he
added.Trade and transporters can
start using this system on a vol-untary basis from January 16.
The rules for implementa-tion of nationwide e-way billsystem for inter-state movement
of goods on a compulsory basiswill be notified with effect fromFebruary 1, 2018.
This will bring uniformityacross the states for seamlessinter-state movement of goods.(PTI)

A number of online soft-wares, being used allegedly bytravel agents to trick the Tatkalbooking systems, have comeunder the scanner of the CBIduring its probe against itstechie who has developed asimilar system, the agencysources said here today.
During its probe against itsown programmer, Ajay Garg,who had developed one suchillicit software, the agency hasnoticed a large number of soft-wares which were easily avail-able online for a price.
These were being used totrick the railway ticketing sys-tem by speeding up the bookingprocess and allowing multipletickets, they said.
The sources said 'neo' soft-ware developed by Garg is oneamong many such programmesavailable online, they said.
"All such softwares areunder scanner. We are examin-ing them and may soon takeaction, if any illegality is foundin their operations," an officialsaid.
The sources said the soft-wares work on "auto fill" sys-tem where details of largenumber of ticket seekers areentered and kept ready evenbefore Tatkal bookings openon the IRCTC website at 10am for trains departing nextday.(PTI)
