It’s the “Roaring Twenties” and a Midwestern war veteran named Nick Carraway is in the Perkins Sanitarium talking to a doctor. He is there due to his alcoholism, among other issues. Nick says his father told him to always see the good in people and that the only person he saw good in was a man called Gatsby. Continuing on, he talks about the previous spring in 1922. Wall Street was booming and bootleggers were in business due to Prohibition. Nick moves to a cottage on Long Island in West Egg. Full of ambition, he worked for a bond broker on Wall Street. His cottage was next door to the Gatsby Mansion. And so the tale of a man’s obsessive love and his spiral into tragedy unfolds. Items of Interest:

Town Hall Meetings: The first Town Hall meeting concerning TGO Golf Course & Restaurant

will be held at 10AM, October 16th in the Plantation Manor. We anticipate large crowds for

these meetings. We are planning on televising all of these meetings live over the Community

Channel, which is digital Channel 732. If you want to watch from home, you can still ask

questions by calling the Plantation Manor at 321-264-2393. The plan is for the meeting to go

on until all questions are answered.

Website & E-mail: As many of you know, our website has changed to www.tgocsa.org and all

of our e-mail extensions for the CSA Staff and Board of Directors’ e-mails also now end in

@tgocsa.org instead of @tgocsa.com. These are all posted on the website at www.tgocsa.org.

Document Change Written Consent Forms: If you haven’t returned your vote for the CSA

document changes that were mailed in August, please do so as quickly as possible. We need

to get those results tabulated and out to the community as soon as possible. If for some

reason the USPS didn’t deliver your packet yet, you can access the it on the CSA’s website at

www.tgocsa.org and mail your vote to 100-D Plantation Drive, Titusville, FL 32780.

Nature Trail: We have been working on getting some of the low and muddy areas on the

Nature Trail repaired so they won’t be so muddy when we have rain. We have built up these

low areas with some of the asphalt millings from our road work, and we have finished rolling

these areas. We plan on top dressing these areas with shell probably by the end of next week.

Lawn Fertilization: We have begun our fall lawn fertilization program. We should have all of

the lawns fertilized by the end of October.

PRESIDENT’S COUNCIL MEETING

The President’s Council includes the presidents of the eighteen Condominium Associations and the Fairways Homeowners Association here at The Great Outdoors.

At an informal monthly meeting every third Tuesday from October through April, they get information on changes in Florida state law, compare notes on issues affecting the condo associations, work on budgets and discuss other operational topics. The meeting is usually also attended by the CSA Manager, CSA Board Chairman and CSA Secretary. TGO residents are invited to attend. For more information, call Alex Harvey at 321-264-3379.

All owners at The Great Outdoors are encour-aged to attend the Board of Director meetings. Green Speaker cards are available if an owner wishes to address the board for three minutes about any issue. An informational packet with the meeting agenda is provided to each house-hold that attends. In addition, the agenda is posted on our television Community Channel.

If you miss this meeting on October 16, 2013, the next one will be held on November 20, 2013 at 2:00 P.M. CSA Board of Directors Meetings are held the third Wednesday of each month from October through May, except for February when it follows the Annual Members Meeting.

Planning Meetings to set the agenda for the Board of Directors Meetings are scheduled from October to May on the second Wednesday of the month. They are held in the CSA Conference Room. These meetings are also open for any TGO owner to attend. 4

Architectural Review Committee

NOTICE IS HEREBY GIVEN that the next ARC Meetings will be held on the Plantation Manor Porch on the following Wednesday dates:

October 23 - 3:00 P.M. ● November 6 - 3:00 P.M. ● November 20 - 11:00 A.M.

Architectural Review Committee Members meet in the CSA Conference Room for planning meetings at 1:00 P.M. on the Tuesday before each ARC Meeting.

All changes to your property that are visible on the outside require approval in advance from the Architectural Review Committee.

Application forms and ARC Guidelines may be obtained from the Community Services Association Office or viewed and printed from The Great Outdoors Community Services Association website at www.tgocsa.org. All completed ARC forms must be submitted at the CSA Office by 12:00 Noon on the Friday that precedes the Wednesday meeting. The results will be available to pick up at the CSA Office after 3:00 P.M. on the Friday after the ARC meeting.

Be sure ALL necessary paperwork is included with your ARC application. No approval will be given without having all the required data available at the ARC Meeting for review.

TGO property owners are encouraged to suggest modifications to the ARC Guidelines, which will be discussed during an annual review. Please submit them to the ARC Secretary, in writing, listing the page number and category.

AUTOMATED VISITOR CALL-IN

Using the automated system by calling 321-383-8802 or sending an e-mail to: [email protected] is an easy way to provide access for a visitor, not more than 2 days prior to his or her arrival. This system though, is not able to confirm that your access request was received or respond to any additional messages that you might want to leave. It only records your guest’s arrival time/date. Call the CSA Office at 321-268-9767 to discuss any other matters directly with the staff.

HAVE SOMEONE CALL 9-1-1 WHILE YOU OPERATE AED

AED BASICS

The Automated External Defibrillator (AED) is a portable electronic device that diagnoses incorrect heart rhythm patterns that could potentially be life threatening. The device treats the condition with electrical shocks.

AED use requires minimal training because an electronic voice prompts the user through each step. If you are helping a person who collapsed and you’re unsure if a heart attack is the reason, don’t hesitate to use the AED. Every minute counts.

The device determines if the patient needs an electrical shock or not. Simply place the AED pads on the patient’s bare skin, one on the right upper chest and the other on their lower left side. No one else should be touching the patient because false readings could result. The AED will advise you, the device operator, what to do next. TGO Has six AEDs located at CSA buildings and the list is on Page 2 of The Happenings.

since the position of Architectural Review Committee Chairman is to be decided.

Included will be a request form for obtaining an absentee ballot for those who expect to need one.

Assessments are paid to the Association on a quarterly basis. These assessments are paid in advance on the first (1st) day of each month of January, April, July and October. Assessments that are not paid by the 10th day of the month in which they are due are deemed past due.

Assessments that are not paid by the 10th day of the month in which they are due will bear interest at the highest rate allowed by law not to exceed the rate of 18 percent per year from the due date until the date they are paid. In addition, a late charge of the greater of $25.00 or five percent (5%) of the amount of the delinquent installment will be charged if the assessment is not paid by the 20th day of the month in which they are due.

The Association will send a reminder notice to owners on the 10th day of the month when the assessment is due notifying the owner that if payment of the assessment is not received on or before the 21st day of the month in which the assessment is due, the member will be considered to be not in good standing. Members that are not in good standing will have their right to use the amenities suspended, pursuant to the provisions of Article 6.2 of the Declaration of Covenants. Additionally, members that have past due accounts in excess of ninety (90) days are not qualified to vote, pursuant to the provisions of Article 3, Section 4 of the Bylaws.

The Association will send a forty five (45) day Notice of Intent to Lien to each owner who has not paid the quarterly assessments on the 21st day of the month in which the assessment is due. If the account is not brought current within the forty five (45) day period, the Association will turn the past due account over to the attorney for preparation and recording of a claim of lien against the property. The attorney will prepare a forty five (45) day Notice of Intent to Foreclose Lien to the owner of each past due account. After written notice by the attorney of the expiration of the forty five (45) day Notice of Intent to Foreclose Lien, the Board President or the manager will determine if the Association will proceed with the filing of a lien foreclosure action against the owner of the past due account.

Once the account is turned over to the attorney, the owner will be responsible for all costs and attorneys fees incurred by the Association in collecting the amounts due in addition to the unpaid assessments, interest and late fees. Any payment received by the Association will be applied first to any interest accrued, then to any late fee, then to any costs and attorney's fees incurred in collection, and then to the delinquent assessment.

The Association will make reasonable efforts to comply with the provisions set forth in this collection policy. However, the Association reserves the right to deviate from these provisions when reasonably necessary to protect the interests of the Association provided that such deviation complies with existing law. Any deviation from these provisions shall not relieve any owner of their obligation to fully pay any of the amounts owed on the property.

EMPLOYEE OF THE QUARTER

Harry Shetler When you hear the deafening roar of lawn mowers going past your bedroom window followed by the low-pitched drone of trimmers and leaf blowers, you can thank the Community Services Association‘s Employee of the Quarter for his job expertise. Harry Shetler is an Equipment Maintenance Mechanic who gets to keep the myriad CSA tools and vehicles operational so this community stays looking good.

That’s not an easy assignment. CSA equipment gets used very hard and there are a lot of diverse types needed by all the maintenance personnel. It takes a great deal of dedication and know-how to keep it all functioning.

Harry has been working for the CSA for 9 years now, after spending 4 years with JB’s Lawn Control company in Titusville. And even after all those years, he’s still as nice as ever with a great big, friendly smile for everyone.

In his less-than-20-word biography, Harry mentions that he’s single, and during time off from The Great Outdoors, enjoys ham radio and hanging with friends.

Congratulations Harry, for your well-deserved Employee of the Quarter award and thanks for your important service to The Great Outdoors community.

The CSA crew picks up household trash 365 days of the year. You’ll see them in a truck pulling one or more green hoppers behind it. The guy crouching on the hopper grabs your trash bag as they pass by. To make the collection process efficient, please follow these important rules:

• Break down all boxes and put all packing material in a closed bag. • Close all trash bags with twist ties or the integrated drawstrings that some trash bags have. • Tie bags together if they are all light in weight. • Place trash within 1 foot of the road so that it’s within easy reach. • Dispose of your pet’s waste inside the closed trash bag. • Put trash out at the curb by 10:00 A.M. Pick-up time varies in the resort. • Do not mix household trash with organic yard debris or construction materials. • Do not put trash out at night because by morning it will have been scattered by wild animals.

The CSA crew picks up organic yard debris at least once per week. Tree trimmings should be cut down to a maximum of 4 feet long, weigh less than 50 pounds, and be stacked uniformly at the curb. Loose material such as pine needles, leaves and small twigs must be collected in untied plastic bags or open containers. The CSA will not pick up sod, dirt, tree stumps, construction material (e.g., concrete, wood, drywall, metal), chemicals (e.g., paint, oil), furniture, major appliances, or tires. DO NOT dispose of these items at the CSA Maintenance Yard yourself. They may be dropped off, without charge, at the Brevard County Mockingbird Mulching Facility (321-264-5009) on South Street (SR405). Go past the Lowe’s SR405 entrance then turn LEFT at the first traffic signal. Most other waste items such as carpet, furniture, porcelain plumbing fixtures, that are not mentioned above can be dropped off at the Brevard County Transfer Station (321-264-5048) that is also on South Street (SR405), but is just one-half mile past Lowe’s on the same side of the street.

Do not allow pets to urinate on trash or debris. The crew

has to pick this up!

Brevard County Fire-Rescue provides “Vial of Life” containers to the CSA free of charge to give to TGO residents. The “Vial of Life” container will store your vital medical information on a standard form for the paramedics to read when they respond to a medical emergency. Reading the patient’s information when they arrive helps EMT personnel know very quickly if there is any specialized treatment that might be necessary. A sticker is included to post near the residence entrance so that paramedics know that you have a “Vial of Life.” Visit the Plantation Manor CSA Office to pick up a “Vial of Life” container for your home.

BOARD OF DIRECTORS VACANCY

The CSA Board of Directors has a vacancy for District 9. If your TGO property address ends in a “9” and you are interested in serving on the board, you were to apply for appointment by the Board of Directors to fill this vacancy. A resume with your qualifications and reasons for seeking appointment to this posi-tion was to be submitted at the CSA Office, 100-D Plantation Drive before Tuesday, October 1. The board will consider all applications and make the District 9 representative appointment at the Board of Directors meeting on Wednesday, October 16.

When appointed, the new District 9 representative will serve approximately four months until the next scheduled election in January 2014 is conducted. At that time, an election will be held for the District 9 representative and for the even-numbered districts. The previously appointed individual is allowed to run for election to serve the last year of the District 9 term until the regularly scheduled January 2015 election is conducted for all the odd-numbered districts.

The Great Outdoors has eighteen condominiums and one homeowners association, all with their own separate versions of official documents. The CSA doesn’t stock copies of these documents to give out, however Florida Statutes do require owners to provide them to a purchaser when they sell their TGO property. This is important because a new owner needs to know the official rules for living at The Great Outdoors.

To help owners comply with the Florida Statutes, the CSA website now has all these documents available on-line for viewing and you can print them for yourself or any new owners.

From the www.tgocsa.org website home page, scroll down the left side menu to the title for Condominium/HOA Information and click on it. The next page that appears contains links to a list of the Cluster Association Officers for 2013 and all the Condo/HOA documents.

The CSA Mail Facility is not operated by the United States Postal Service (USPS) so it does not perform exactly the same services as a U.S. Post Office. However, this facility does provide numerous services that are above and beyond the normal services of a U.S. Post Office. We are open every day that the USPS delivers mail.

Mail Arrival: The U.S. Postal Service controls the delivery and departure times of our mail carrier. Therefore, please do not expect your mail to be in your mailbox prior to 4:00 P.M.

Empty your Mail Box Daily: It is very difficult to put mail in your box if it is not emptied daily. The Mail Facility building is open 24/7 for your convenience. If your box becomes too full, we will put a card in your box indicating it is too full and that you will need to come to the window during business hours to find out how to get your mail.

Hold Mail: If you are going away, please fill out a Hold Mail Form. We hold mail for 3 to 30 days FREE of CHARGE. Any mail without hold or forward orders is subject to being returned.

Arrival for the Season: Any mail arriving without a hold mail order can only be held for 10 days. After 10 days it will be returned to sender. Before leaving for your summer destination, fill out the hold mail form and take it with you. You can send it back to the mail carrier advising of your arrival date before your return.

Outgoing Mail: Packages to be mailed are limited to 10 pounds, as that is the limit of our postal scale. In addition to regular First Class and Priority Service, we offer Parcel Post, Media Mail and Certified Return Receipt. We are authorized to send Letter-Rate mail to destinations outside of the U.S. Foreign Packages and APO/FPO must be taken to the Post Office. All outgoing mail using postage stamps should be deposited in the mailbox outside the Mail Facility entrance by 2:30 P.M. There is also a drive-up mailbox on the building side closest to Plantation Drive. Each mailbox has an orange flag that states: “MAIL GOES TODAY.” If this flag is in the straight-up position, the outgoing mail hasn’t been collected yet.

Renters: If you expect to get mail, all renters need to be registered through the CSA Office or the Welcome Center. This is the only way the Mail Facility gets the information to know if that person is in the park. All renters that pick up their mail at the window in the Mail Facility need to address mail to: “Your Name”, 106 Plantation Drive, Titusville, FL 32780. No site number should be in the address. If your mail is not addressed correctly, there could be a delay in receiving it. If you are renting from an owner and have a key to their mail box, this does not apply to you. Any packages that are shipped via UPS, FedEx or any other private carrier should be addressed to the site that you are on, for direct delivery to the site.

Mail Forwarding: We have a mail forwarding service available for a monthly fee, plus postage. Please stop by the Mail Facility window during business hours for details.

USPS Official Mail Forwarding Change of Address Order (FOR HOMES ONLY): Please make sure your forms are filled out properly. The first line for Individual or Entire Family is important so you receive all your mail. Turn them in at the Mail Facility window, as this is the best way to verify your form is filled out correctly.

RV Sites: The Post Office will not allow RV sites to forward mail, and they will cancel a mail forward request.

Delivery Authorization: If you receive certified, insured or other packages that require your signature on a routine basis, you should consider filling out an Accountable Mail Agent Form that will give our CSA employees authorization to sign for any incoming items on your behalf. Please understand that this form must be completed and on file at the Mail Facility prior to any packages being delivered. By giving the CSA this authorization, you would not be required to make special trips to the main Post Office in Titusville to pick up your items.

Stamps & Shipping Boxes: The Mail Facility has a variety of stamps available for sale including “Forever” 20-stamp booklets and 100-stamp rolls. Shipping box examples to show available sizes are displayed near the Mail Facility window.

Church Activities

One of the wonderful things about The Great Outdoors Resort is the fact that we have a church right in the park. Several hundred people attend the church both from the park and the neighboring communities. Some are here full-time, while others are here on a seasonal basis.

You may have driven past our beautiful church building and wondered about who we are. The Great Outdoors Community Church is just what the name says, a church that’s for everyone in the community. Our church family is made up of people from every major Christian denomination. We welcome everyone to become part of our community regardless of their church background, or no church background.

Because most of us have come from other parts of the country we are always quick to embrace others. When you walk through the door you will find a friendly group that is excited about being together and meeting new people.

We are living in a time when our nation’s culture is becoming increasingly impersonal. America now has countless neighborhoods in which neighbors don’t know each other’s names and have never been in one another’s homes.

With the advances in computer technology we have become all the more isolated. We can do just about everything without actually having a face-to-face conversation with anyone else.

Is this the way it is supposed to be?

The Bible tells us God has a very different idea in mind for our lives. God’s intention for us is that we would belong to one another, journey with one another, and support one another. There’s a word for that. It’s called “Community.”

On Sunday, October 20, the Great Outdoors Community Church will begin a four-part sermon series entitled, “Why God Created Community.” We invite you to join us as our senior pastor, Dr. David W. Price shares about the importance and power of being part of a faith community.

GOT ARMADILLOS???

Many of you have been having issues with armadillos. Here are a few hints on how to deal with them. 1. Spread granulated lime on your grass.

Ace Hardware carries it. Putting lime down makes the soil less acidic. Since grubs prefer more acidic soil, they will find other areas to inhabit. Probably best to check the ph of your soil before putting down a lot of lime.

2. If the problem also includes digging of large holes, try putting “used” kitty litter (includes litter & clumps) in the hole and cover it up with some dirt. Apparently it works. Just find a friend who has cats. This tip comes by way of Don Holladay.

ON TGO ROADS Please remember to walk single file facing the traffic so you can see any vehicles that are approaching you.

After dark, carry a flashlight. Wearing reflective or light-colored clothing is also a good thing to do.

Bicyclists or other PPV operators should ride single file with the traffic and be equipped with a bright headlight and flashing red taillight when riding after dark. Bike reflectors are simply not visible enough.
