OneoftheFoundation’shighlightsin2012wastheopeningofourofficeinMyanmar,withtheaimofcontinuingtosupportthecountry’sdemocraticpro-cess.Withthis,theHannsSeidelFoun-dationbecamethefirstGermanpoliti-calfoundationtohaveapresenceinMyanmar.Otherhighlightsincludedour2ndInternationalStrategySymposium,whichaddressedthecrisesonEurope’s

InayearthathasbeenmarkedbymanypositiveeventssuchastheawakeningofthedemocraticprocessinMyanmar,butalsobytheincreasinglydisconcert-ingdevelopmentsinthewakeofthe“arabSpring”andtheongoingdebtcrisisintheeurozone,theHannsSeidelFoun-dationhasonceagainshownitselftobeatrustedpartnerandhasprovidedaplat-formforconstructivedialogue.In2012,theFoundationcontinueditsmissionofprovidingpeoplewithorientationandaspiritualhomeandofconveyingknowl-edgeandvaluesinlinewiththeChristianviewofhumankind.
TheHannsSeidelFoundationonceagainuseditsexpertisetogoodeffectinde-batesonthenewenergyageandthefu-tureofEurope,onquestionsofbusinessandmediaethics,andinfacingthechal-lengespresentedbythedigitalrevolution,internationalsecurity,combatingglobalpoverty,promotingandstabilisingemerg-ingdemocraciesandinpromotinghumanrightsandreligiousfreedom,tonamebutafewkeyareasofitsinvolvement.ThisannualreportdocumentsandsummarisesthesuccessfuleffortsoftheFoundationatregional,nationalandEuropeanlevel,andinthe60orsocountriesaroundtheglobewhereourFoundationisactive.

In2012,wealsoheldourfirstyouthcongress,wheretheyoungergenerationtackledthequestionofhowwewanttoliveinthefuture.The“YoungEuropeForum”wasalsoheldforthefirsttime.Webelievethateachgenerationneedstotakeituponthemselvestounder-standandassimilatetheprinciplesofdemocracy,sowearekeentousethisForumasameansofspeakingtoyoungpeople,informingthemaboutwiderpo-liticalissuesandencouragingthemtobecomepoliticallyactive.
Mentionshouldalsobemadehereofourgrowingnumberofscholarshipawards.In2012webrokethroughtheonethousandbarrierforthefirsttime.Thismeansthatmorethan1,000menandwomenhavebeengivenfinancialsupportbytheHannsSeidelFoundationandhavebecomeapartofourgrowingnetworkofexcellence.Wearedelightedtowelcomethesenewscholarshiphold-erstotheFoundation’sever-growingfamily!
Thisyeartoo,weareplanningtoaddressmanymorepoliticalissuesthatareim-portantforthefuture.Wewillcontinueourworkofpersuadingpeopletoactintheserviceofthecommongoodandwillbetheirtrustedpartnersandguidesinthisever-changingworld.SoouracademyforPoliticsandCurrentaffairswillbelookingcloselyatthebankingbusiness.Otherimportantissuesontheagendaincludechangestoenergypoli-ciesandclimateprotectionaswellastheimpactofnewmediaonpolitics.2013willseestateandparliamentaryelectionsinGermanyandforthisrea-sontheInstituteforPoliticalEducationhaschosen“Ourhomelandtoday”asitsmainthemefortheyear.TheInstituteforScholarshipProgrammeswillmakeitsnew“InternationalStudies”pro-grammeoneofitsmainareasoffocus,whilethecomplexandmulti-facetedissueofpromotingdemocracyandtheruleoflawwillonceagainplayakeyrolethisyear,especiallyatourInstituteforInternationalCooperation.

TheSpeakerofMyanmar’sparliament,ShweMann,receivedCEOPeterWitteraufaftertheHannsSeidelFoundationopeneditsofficeinthisSoutheastasiancountry(seep.12).

nent’sdevelopment.Inordertosupportpoliticalchangeinthisrespect,in2003theafricanunionlaunchedtheafricanPeerReviewMechanism(aPRM)asameansofhelpingcountriestosupporteachotherintheirattemptstoachievedemocracy,goodgovernanceandsocialandeconomicchange.TheHannsSeidelFoundationhassupportedthisprocessfromthestart.
InnovemberapaneldiscussionwasalsoheldinBrussels.ThepresidentsofthenationalaPRMcommissionsinBenin,BurkinaFaso,Ghana,Mali,nigerandTogocametogetherwithEurepre-sentativestodiscusstheirdemocraticprogress.ThedeputyfromGhana,Pro-fessorSamueladjepong,talkedspeci-ficallyabouttheroleplayedbyhiscoun-try’sveryactivecivilsociety.Hesaidthattheseorganisationsandplatformsaretheembodimentofalively,par-ticipativedemocracyandthattheirworkparticularlyfocusesontranspar-encyandresponsibilityingovernment.
ThespeakersallagreedthattheaPRM’sworkinpromotingdia-loguebetweengovernmentandcivilsocietyishighlyimportantfortheprogressofdemocracy.
Lookingbackat2012,thefocuswassetonthewidespreadandgrowinghopesofdemocraticchangeandthedifficultiesofconsolidatingthischange.TheHannsSeidelFoundationispromotingdemo-craticparticipation,theruleoflawandgoodgovernanceworldwide,whilealsoraisingawarenessoftheurgentneedtoimproveeconomicconditionsanden-vironmentalprotection.Itsmeasuresprovideessentialspecialistknowledge,alongwithsharingexperiencesandpotentialnewapproaches.

TheEuropeanOfficeforDevelopmentPoliciesinBrusselsworkstoraisetheEuropeanpublic’sawarenessofpoliticalchangesandapproachesindevelopmentprojectwork.InMay,theBrusselsofficeorganisedaconferenceonMyanmartodrawattentiontothecountry’scurrentsituationandconsidertheprospectsforcooperationwiththeEu.Theconference
delegatesdiscussedMyanmar’srouteto-wardsdemocracyanditsinternationalintegration.TheSpeakerofMyanmar’sParliament,ThuraShweMann,presentedthereformsthathiscountryhasalreadysetinmotionandthosethatareplannedforthefuture.Heemphasisedthefree,transparentandparticipatorynatureofparliamentarysittingsandtheagree-mentsmadewith10outof11ofthecountry’sethnicgroups.Duringbilateraldiscussions,includingtalkswiththePres-identoftheEuropeanCommission,JoséManuelBarroso,theSpeakeremphasisedhiscountry’spoliticalwilltocontinuetointroducelastingreforms.
Inafrica,politicalinstability,inadequateeconomicgrowthandsocialdisparitiesarepreventinglong-termdevelopment.Buttherearealsopositiveexamples:CountriessuchasGhanaandBeninarereapingthebenefitsofdemocracyandstabilityandachievingreasonablelevelsofeconomicgrowth.Itisevidentthatgoodgovernanceisthekeytotheconti-

The Hanns seidel foundation (Hsf) in 2012 continued its work in promoting democratic awareness and rule of law worldwide. It provided people with the skills needed to become actively involved in shaping their communities, and gave advise to decision-makers in politics, business and
society. The foundation’s value-based approach to politics is reflected in the substance of its activities. The focus is set on the responsibi lity that each person bears to himself as well as his fellow citizens, as well as the question of what form of society is necessary to ensure sustainable development.

SeidelFoundationintheMiddleEast.nowadays,environmentally-consciousbehaviourisconsideredtobeanimpor-tantgoalforeducationworldwide.Evenatprimaryschool,childrenshouldbelearningaboutnaturalprocessesandtheconnectionsbetweenthem.Theenviron-mentshouldbepartofthecurriculuminallschools,whetherpublicorprivate.By2010theHSFhadalreadybeenwork-ingforsomeyearswithtwopartnersinLebanon,theEnvironmentMinistryandtheassociationforForestDevelop-mentandConservation,alongwiththeEducationMinistryandtheEducationalCenterforResearchandDevelopment.Theyagreedtodrawupaframeworkinthisrespect.Sincethen,variousworkinggroupsandmeetingshavelaidthefoun-dationforfutureenvironmentaleduca-tion.InOctober2012,Lebanon’sEduca-tionMinister,ProfessorHassanDiabandEnvironmentMinisternazemalKhourrypresentedtheresultsasanationalpolicyandintroduceditsEnvironmentalEduca-tionCurriculum.Thiscurriculumwillbefollowedinclasses1–3,anditthenneedstobeexpandedforclasses4–6.Teach-erswillreceivetrainingonthenewcur-riculumandhowtointegrateitintotheirteachingbothpedagogicallyanddidacti-cally.InfuturetheHannsSeidelFounda-tionplanstocomparethecurriculaandexperienceswiththoseofneighbouringcountriesandinthiswaycontributetogreaterharmonisationofenvironmentaleducationintheMiddleEast.

WherewouldtheborderrunbetweenIsraelandafuturePalestinianstate?Theanswerisstilluncertain,andevenifitwereknown,thequestionofco-exist-enceandneighbourlyrelationsbetweenJewsandarabswouldstillremain.De-pendingontheparticularmethodofcounting,Israeliarabscompriseuptoone-fifthofthepopulationofIsrael.ThenumberoforthodoxJewsisalsogrow-ingatabove-averagerate.accordingtocalculationsbytheIsraeliOfficeofStatistics,injustfiveyearsalmosthalfofIsraelischoolchildrenwillbeeitherarabsormembersofultra-orthodoxJew-ishcommunities.arecentsurveybytheuniversityofTelavivpointoutagreatpotentialofproblems,suchasverydiscriminatoryattitudesoftheorthodoxJewishpopulation.
TheCitizenaccordForum,along-termpartneroftheHannsSeidelFoundationinIsrael,hasturneditsattentiontothisissueandsetupadiscussiongroupofHarredirabbis.Thegroupmetwithrep-resentativesofthearabminorityandIsraelisocialscientiststodiscussaposi-tionpaperforpeacefulco-existenceinIsrael.atthisyear’sJaffaconvention,themostimportantconferenceonJewish-arabrelationsinIsrael,therabbisfromthisgrouppresentedtheirworkanddis-cussedwiththeaudienceofexpertshowtochangeattitudeswithintheultra-ortho-doxJewishsociety.

a wide range of projects in Central, Eastern and southeast Europe over the last 20 years
In2012,theHannsSeidelFoundationcelebratedthree20-yearanniversariesinCentral,EasternandSoutheastEurope.TheFoundationrunsanofficeinalba-niasince1992andsincethenhasbeensupportingtheprocessoftransforma-tioninadministration,internalsecurityandjusticeincooperationwithstateandcivilsocietyinstitutions.ThealbanianConstitutionalCourtshoweditsappre-ciationofthecloseandsuccessfulpart-nershipithasenjoyedwiththeHSFbycelebratingitsown20-yearanniversarywithaninternationalconferenceorgan-isedjointlywiththeFoundation.TheprojectofficeinTiranaalsoparticipatedinthepublicationoftheConstitutionalCourt’sdecisionstodate.TheFounda-tionhasalsobeenaskedtoworkwiththeconstitutionalcourtsinSerbiaandMontenegroin2013,inadditiontotheprojectworkitisalreadycarryingoutinthesetwoEucandidatecountries.
aground-breakingcommentaryontheconstitutionwaspublishedintheRepub-licofMoldovaaspartoftheworkbeingdonebytheFoundationwiththeConsti-tutionalCourtinChisinau.asinalbania,theHannsSeidelFoundationhasbeencarryingoutprojectworkinMoldova’sneighbouringcountries,Romaniaandtheukraine,since1992.anniversarycelebrationsinBucharestandKievin-cludednotonlyalookbackattheworkthathasbeendone,butalsosomecau-tionarywordsfortoday’spoliticiansin
thetwocountries.MembershipoftheEuoreffortstoforgeclosertieswiththeEualsomeanacceptingcertaincodesofconductintermsofdemocracyandtheruleoflaw.TheHannsSeidelFounda-tionhasbeenprovidingvalue-orientedsupportfortheprocessoftransforma-tioninthetwocountriesthroughnumer-ouseducationandtraininginitiativesforthelast20years.Thefocushasbeensetoncreatingtransparency,efficiencyandserviceinmodernadministrationsatnationalandlocallevels.In2012,apro-grammedesignedtopromotetheyoungleadersofthefuturewasintroducedattheSevastapolmunicipalcouncilandthislocalmodel,whichisbeingsupportedbytheHSF,willberolledoutin2013bytheKievacademyofPublicadministrationtoall27ofitstrainingcentresacrossthecountry,aswellasbeingintroducedatministeriallevel.
10 years of work in Central asia
TheHannsSeidelFoundationcanalsolookbackattenyearsofeffectiveprojectworkintheCentralasianstateofKyrgyzstan.In2002,thisreform-orientedstatebecametheFoundation’sfirstpartnercountryinCentralasia.Kyrgyzstanwasfollowedin2009byTajikistanandKazakhstan.TheFoun-dation’sofficiallyrecognisedMaster’sProgrammeisprovidingyounglead-ersfromlocalandnationaladministra-tionsaswellascivilsocietyandtheparliamentarysectorwithsystematicprofessionalandvocationaltraining.Over1,000scholarshipholdershavecompletedtheirstudiessincetheinitia-tivebegan,whilealmost500aretakingcoursestoday.TheEuadoptedanewCentralasiaStrategyin2007whenGermanyheldtheEuCouncilPresi-dency,andtheguidelinesintroducedaspartofthisstrategyarestillapplica-bletoday.ThemainfocusoftheHannsSeidelFoundation’sworkinthisregioncontinuestobethesupportestablishingdemocraticstructuresandapluralis-
ticsociety,promotinggoodgovernanceandhelpingtodevelopparliamentarysystems.
Transformation in North africa
TheHannsSeidelFoundationcontinuestosupportthetransformationprocessinnorthafrica.animportantpartofthisworkinvolvesworkingcloselywithnewpoliticalstakeholderssuchasthe“Face-bookgeneration”,aswellaswithmoder-ateIslamicgroups.Themainfocusissetonhelpingtoconsolidatedemocracyintheregion.StrengtheningdecentralisedstructuresisaparticularcoreareaofavarietyofinitiativesfinancedbyspecialfundingfromtheGermanForeignOffice.Someofthekeymeasuresemployedin-cludetrainingprogrammesforlocalandregionalofficials,newgovernorsandmunicipalcouncils;seminarsandround

Transnational dialogue in Latin america
TheHannsSeidelFoundationbelievesthatitisanimportantprerequisiteforconsolidatingdemocracythatpoliticalpartieshavestrongpoliticalagendasandgoodregionalnetworks.Forthisreason,theFoundationhasbeenwork-ingcloselywiththeunióndePartidosLatinoamericanos(uPLa)since1992.ThisLatinamericanallianceofconserv-ativepoliticalpartiesandmovementswassetuptohelpconsolidatedemoc-racyandsustainablemarketeconomiesasthepoliticalandeconomicstructuresintheregion.
TheHannsSeidelFoundationhaspro-videdtheuPLawithatransnationaldiscussionplatformthathasallowedmemberpartiestoexchangeideasandexperiencesonthecontinent’spoliti-cal,economicandsocialsituation.ThepurposeofthedialogueprogrammeistohelpstrengthennetworkswithintheuPLa,especiallytheworkinggroupsofyoungpeople,women,localpoliticiansandparliamentarians.
Inapril,expertsfromtheuPLa’s“ForeignPolicy”workinggroupcametogetherinSãoPaulotocarryoutanin-depthanaly-sisofBrazil’seconomicupturnanditsimpact,onthecontinentandglobally.Theyalsodiscussedthedevelopmentofacommondirectionforforeignpolicyinresponsetoashiftinthetraditionalbalanceofpower.

InEurope,thenetworkoftheEuropeanPeople’sParty(EPP)withallitsmem-bers,observersandaffiliatedfounda-tionsandorganisationshasproventobemostvaluableinfosteringourglobalnetworkofpoliticalcontactsandforsharinginformationwithlike-mindedorganisations.ThehighlightoftheyearwastheEPPCongressheldinOctoberinBucharest,whererepresentativesofmorethan70parties(includingthosewithobserverstatus)from40countriesaswellasnationalpoliticalfoundationsandthinktankscametogethertodiscussandagreeonanewEPPPlatformandtoelectanewpresidency.

InFebruary,aninvitationtoengageindebateonthecorrectamountofEuropeanintegrationwastakenupbyDr.PeterGauweilerMP,andManfredWeberMEP,DeputyChairmanoftheEPPGroupintheEuropeanParliament.Inlightofthethreattotheirsovereigntyfacedbynationalparliaments,GauweilerconcludedthattheEushouldbeseek-ingtode-escalateratherthanescalatetheprocessofintegration.Gauweilerpreferredtorelyonmatureentitieswithclearidentities,democraticprinciplesanddefinedresponsibilitiesratherthanontheEuinBrussels.WeberopposedhisargumentbypointingoutthemanychallengesfacedbyEuropethatclearlyneedtobedealtwithatsupranationallevel.Hesaidthatpracticalissuesre-latingtoenvironmentalprotectionandclimatechange,thefightagainstterror-ismandcrimeandfinancialstabilisationrequireahighdegreeofstrategiccoor-dinationandcooperationatEuropeanlevel.HeclaimedthatEuropedoesnotthreatennationalsovereigntybutratherguaranteesitintimeswhenEurope’sproblemstranscendnationalboundaries.

posedamendmentstotheEuropeanunion’sdataprotectionframeworkaremisguidedbecausetheyconstituteabreachoftheprincipleofsubsidiarityandleavesGermanyatriskofhavingtoloweritsdataprivacystandards.

for three decades, the scholarship programme (established in 1981) of the Hanns seidel foundation has been support-ing highly qualified students, PhD candidates and young
scientists in Germany and abroad who have demonstrated a keen interest in politics and social commitment in line with the values and ideals of a Christian and social democracy.
Thisparticularlyappliestostudyschol-arships,wherethenumberofbene-ficiarieshasincreasedbymorethan30percentoverthelast4years.OfcoursethishasalsohadapositiveeffectontheacademicsupportofferedbytheFoundationandhasallowedustosignifi-cantlyexpandourseminarandconferenceprogramme.
TheincreaseinthebookallowancefromtheGermanFederalMinistryofEduca-tionandResearch(BMBF)alsoprovidedthescholarshiporganisationswithad-ditionalfundingandincreasedtheirat-traction.In2012wecontinuedtoworkontheimplementationoftheBMBFpro-grammeentitled“Supportingpreviouslyunderrepresentedgroupsinscholarshipprogrammes”.
OneofthemainaimsoftheInstituteforScholarshipProgrammesistopro-videfinancialsupportandadviceforabove-averagestudents,PhDcandi-datesandyoungacademicsinGermanyandabroadwhohavedemonstratedakeeninterestingettinginvolvedinpoliticsandsociety.Thisinvolvementshouldbeinlinewiththefundamen-talvaluesandidealsofChristiansocialdemocracy.
Intheaccompanyingseminarpro-gramme,scholarshiprecipientsworktogether(andwithrecipientsofotherscholarships,scholarshipprogrammegraduatesandtheFoundation’saca-demicadvisors)toprepareforleader-shipandmanagementrolesingovern-ment,industry,cultureandsociety.
TheFoundationiscurrentlyworkingwitharound60academicadvisors.Theirresponsibilitiesrangefromprovidingacademicandpersonalsupportattheeducationalinstitutiontoinvolvementintheselectionmeetings.TheexceptionaldegreeofcommitmentshownbythesevoluntaryadvisorsmakesasignificantcontributiontothesuccessoftheHSSscholarshipprogramme.

TheBIL/MIGprogrammeforstudentswithamigrantbackgroundandforfor-eignstudentsstudyingatGermanuni-versitieswasfurtherexpandedin2012.Thelevelofacademicsupportprovidedaspartofthisprogrammewasalsoin-creased.Itisplannedthatthispro-gramme,withitsaimofenhancingedu-cationalopportunitiesforgiftedforeignstudentsatGermanuniversities,shouldcontinuetobeanimportantelementoftheHannsSeidelFoundation’sscholar-shipprogramme.
The“InternationalStudies”divisionofthescholarshipprogramme,introducedin2011,isdesignedtogivethebestpossibleacademicsupporttostudentswhoareobligedtospendalargeamountoftimeabroadaspartoftheirstudies.

The2012seminarprogrammewasdrawnuptoreflectthecentralthemeof“Howdowewanttoliveinthefuture?”–aquestionthataffectsalmosteveryotherissue,includingpoliciesontheenvironment,climatechangeandenergy,economic,financialandwelfarepoliciesandthechallengesfacedbyforeignandsecuritypolicy.Thesearejustafewofthetopicsthatwerecov-eredinourseminarsandeventsduringthecourseoftheyear.
PoliticaleducationisoneofthecoremissionsoftheHannsSeidelFoundationandamajorprerequisiteforensuringthestabilityofourconstitutionaldemocracy.Itisimportantthatwecontinuestrivingtoexplainandclarifyourdemocraticsys-tem.Theprimaryobjectiveofourpoli-ticalworkistoprovideciviceducationbasedonChristianvalues,andtogiveasmanycitizensaspossibletheinformationtheyneedtobecomeactiveparticipantsinoursociety.
Tothisend,theInstituteforPoliticalEdu-cationofferedawiderangeofseminarsandeventsduring2012.Over52,000citizenstookpartinmorethan1,400
seminarsandeventsattheBanzMon-asteryandWildbadKreutheducationalcentres,theConferenceCentreMunichandatothervenuesacrossGermany.

FortheInstituteforPoliticalEducation,2012kickedoffwithitstraditionalan-nualconferenceforseminarleadersandtrainerstoletthemknowthepro-posedaimsandcontentofseminarsin2012.TheCEOoftheHannsSeidelFoundation,Dr.PeterWitterauf,ex-plainedthatthemainfocusofalltheFoundation’sdepartmentsshouldbeonmajorpoliticalissuessuchasthetrans-formationofenergypolicy,thesover-eigndebtcrisis,thefutureofEuropeandtheroleofthemediaindemocracy.Thecentralthemefortheyear,“Howdowewanttoliveinthefuture?”wasintroducedbytheHeadoftheInstituteforPoliticalEducation,Dr.FranzGuber.
Hesaiditwasparticularlyimportantforaninstituteforpoliticaleducationtonotonlytacklecurrentquestionsbutalsomorelong-term,fundamen-talissues.Thekeynotespeechofthetwo-dayconferencewasgivenbyProf.Dr.HeinrichOberreuter,wholookedatthemissionandthechallengesfacedbyciviceducation.Hestatedhisbeliefintheneedtoprovidepoliticaleduca-tiondespite–orperhapsevenbecauseof–thedifficultiesthatsucheduca-tionfacesamonglargesectionsofthepopulationduetoindividualism,pub-licperceptionsofentitlementandtherejectionofsocialandpoliticalorder.Hesaidthatallthehardworkisworth-whiletoachievethefreedomthatcanbestbeguaranteedbydemocracy.

TheHannsSeidelFoundationinitiateditsbiannualInternationalStrategySymposiumin2010ontheoccasionofthe20thanniversaryofGermanreuni-fication.ThefirstsymposiumreviewedthestateofGermany’s“new”foreignpolicyandworkedonnewperspec-tivesforBerlin’sdiplomacyinviewofthenewglobalchallengesthatitfaces.TheInternationalStrategySymposiumheldon3December2012intheConfer-enceCentreMunichfocusedonspecificcrisesonEurope’sborders.Thesewereanalysedintermsoftheirpotentialforescalationandastudywasmadeofsce-nariosandstrategiestomitigatetheseproblems.
Inhisintroductorytalkentitled“CrisesonEurope’sborders–ConsequencesforInternalSecurity”,theFederalMin-isteroftheInterior,Dr.Hans-PeterFriedrichMP,stressedhowthedis-tinctionbetweeninternalandexternalsecurityhasnowbecomeveryfluid.Forexample,theuprisingsinthearabcountrieshadanimpactonGermany’ssecurityathome.Dr.FriedrichstatedhisbeliefthatthemainsecurityriskscomefromIslamicterrorism,organ-isedcrimeandincreasedmigration.ThereisnoacutethreattoGermany’ssecurityatpresent,butinfutureitwillbevitaltohelptheaffectedcountriestobuildstablegovernmentalandsecu-ritystructures.HesaidGermanymustworkcloselywithitsinternationalalliestodealwiththechallengesinthe“arcofcrisis”.

The academy organised 104 events (panels of experts, workshops, symposia, round tables, etc.) in the course of the year, with 7,858 participants. The Conference Centre Munich and the educational centres in Wildbad Kreuth and at the Banz Monastery provided the main venues and
6 conferences with a total of 580 participants were held in Berlin. The academy’s goal is to serve as a platform for the exchange of ideas on politics and current affairs and it strives to make a major contribution to public discourse and policy making.
