SAMHSA Funding/Child Mental Health Initiative (CMHI)
The purpose of SAMHSA funding is
to support the development of
programs and community-based
services and supports for children
and youth with serious emotional
disturbances and their families by
encouraging the development and
expansion of effective and enduring
systems of care.

System of Care
A “system of care” is an organized philosophy and framework that involves collaboration across agencies, families, and youth for the purpose of improving access and expanding the array of coordinated community-based, culturally and linguistically competent services and supports for children and youth with a serious emotional disturbance and their families.

Transformation
The SAMHSA grant provides the opportunity for venture capital to transform the Hamilton County system to assist youth to transition into adulthood.

Population
JOURNEY will have as its target population transitional age youth (TAY), with a serious emotional disturbance, age 14-21, and their families.

13% of the youth were in juvenile detention or jail
13% were in residential treatment facilities; 3% were in group homes
15% were in therapeutic foster care and another 13% in non-therapeutic foster care

Partners
Mental health and substance abuse system, child welfare system, juvenile justice system, and/or mental retardation and developmental disability system.
JOURNEY will strategically build upon the existing above partnership by adding youth and families, as well as partners from schools, the social services and business community.

Purpose
With CMHI funding, Hamilton County Mental Health and Recovery Services Board will strengthen the system of care (SOC) in Hamilton County, making improvements for youth/young adults, ages 14-21, and their families, by creating a broad based, sustainable systemic change, inclusive of policy reform and infrastructure development, that can be maintained after federal funding has ended.

JOURNEY will have a year of planning and then five years of implementation.
There are mandatory activities and positions required by SAMHSA, such as Youth Coordinator Technical Assistance/Social Marketing Coordinator Cultural and Linguistic Competence Coordinator Lead Family Contact (2) Evaluators State local liaison

as they move into adulthood.

JOURNEY
Will serve over 200 youth a year and about 500 youth and families over the length of the grant.
The Board will operate as the fiscal agent and will identify the appropriate entities for operationalizing the grant.

ACTUAL AWARD
At this time, the total anticipated award amount is $9 million with
up to $1 million in Year one, 1.5 million in year two, 2 million in year three and four, and 1.5 million in year five, 1 million in year six.

Goals
Journey will establish a sustainable system of care that:
1) will be youth-focused, family driven and culturally and linguistically competent, with particular sensitivity to the African American population;
2) transforms the current infrastructure serving youth/young adults transitioning to the adult service system;
