success. Short of reservations forwhich there is in fact a strong case,intensive coaching can bring aboutreasonable representation ofminorities in Government jobs.Although the Muslim Communitysuffers from several initial handicapssuch as low literacy, economicbackwardness and a growing senseof insecurity; a well - designed andproperly executed programme ofcoaching can effectively raise theircompetitive capability and as a result,their representation in governmentjobs.

Even though the UGC has openedabout 50 coaching centres foreducationally backward minorities inselected universities and colleges allover the country, the results so farhave neither been encouraging norcommensurate with the funds andenergy spent. Apart from lack ofcommitment on the part of authoritiesmanaging these coaching centres,laxity in selection of candidates andnon-availability of proper residentialaccommodation seem to be majordefects in the implementation ofUGC’s scheme of coaching. Feeling

GENESIS

It is in the interest of our nation whichhas an immense diversity of races,languages, castes and creeds, thata l l sec t ions o f society activelyparticipate in the management of thecountry and in the exciting adventureof development. Although the countryhas witnessed about four and a halfdecades of planned development, thegoal of growth with justice has notyet been achieved. Strides havecertainly been made in the sphere ofgrowth, but justice has been leftbehind with the result that disparitiesbetween haves and have-nots haveincreased. Communities and groupswho failed to secure properrepresentation in Government jobs,feel frustrated and discriminatedagainst. This induces a tendencyamong the weaker sections towithdraw from the mainstream ofnational progress. The worst hit seemto be Muslims who have slid backeducationally. In addition to theprejudices which may be operatingagainst them in some quarters, theircapability to compete with theireducationally advanced countrymenhas been declining.

The problems facing the backwardminorities and weaker sections aremanifold. One of these is loss ofmorale and direction resulting from aridiculously low share in themanagement and governance of theircountry, and lack of leadership.These deficiencies could be reducedto some extent if these groups andcommunities could get an adequateshare in manning government officesand holding other positions ofinfluence. Coaching and guidance forcompetitive examinations cancertainly improve prospects of their

concern at the indifferentperformance of the UGC Scheme, aparallel Scheme of Coaching wasdrawn up by the Ministry of Welfare,now the Ministry of Social Justice andEmpowerment. The implementation ofthe scheme has been entrusted tovoluntary organisations. This schemehas an edge over the UGC’s schemein that the NGOs generally bringdedication to bear on the task ofsecuring for our youth entry into theservices. But they do not have thefacilities available on the campusesof universities and colleges. The oddsappear to be evenly balancedbetween the two programmes.

Hakeem Abdul Hameed Saheb,Former President of the HamdradEducation Society, had given anxiousthought for a long time to the problemsfacing the educationally backwardminorities. The measures adopted byofficial agencies for their upliftmenthave been deficient both in planning andexecution. His persistent probe inreasons for the backwardness ofMuslims had led to the conclusion thatwhat they desperately need isleadership which at the moment isconspicuous by its absence. The onlyleadership of sorts that the Communitythrew up was a weak, unimaginative,excitable and slow moving politicalleadership. Creation of positiveleadership, however is a long gestationprocess. Nothing daunted, he drew upa multi-pronged plan for creatingleadership among Muslims andimproving their manpower. In theformulation and implementation of thisplan he has been assisted by Mr. SaiyidHamid, a retired IAS Officer andformer Vice Chancellor of AligarhMuslim University, now ChancellorJamia Hamdard, who joined him as anHonorary Secretary of the HamdardEducation Society and as an Adviser.

Infrastructure andCoaching Expertise

The Coaching and Guidance Centreknown as Hamdard Study Circle issituated in South Delhi at Talimabad,

Sangam Vihar, opposite to HamdardNagar, Tughlakabad, New Delhi l10062.

The Study Circle Complex has aLibrary-cum-Reading Room, three

Class Rooms for lectures and groupdiscussions, a Conference Room,

Director ’s Room and Office,Administrative Officer’s Room, a

Hostel comprising fifty furnished single-

seated rooms, a Dining Hall, Kitchen

and a Recreation Room besides aReception Hall. Shared facilities for

outdoor games are also availabe.Accommodation for ten women

candidates has been providedseparately.

The Director, Professor S. AftabA.Zaidi, with a long academic andadministrative experience, is Inchargeof the Scheme. He delivers corelectures on General Studies, inspires,counsels, guides and supervises thetrainees, The lectures and groupdiscussions presided over by theDirector are liberally supplemented byinviting specialists for Compulsory andOptional subjects. Professors from theUniversities in Delhi and neighbouringareas, eminent persons in differentspheres of life and Civil Servantsposted in Delhi, are similarly invited forlectures, group discussion andinteraction with the candidates. Stressis given on written assignments andtests for the benefit of the trainees. TheDirector is assisted by AcademicAssociates and an AdministrativeOfficer, who looks after discipline,boarding facilities library arrangementsand acts as Tutor-Counsellor to thetrainees. Near at hand on the campusare residences of the Director and ofthe Administrative Officer who are

The planks of the leadershipprogramme are as under :-

1. The Hamdard Talent Search-cumScholarship Scheme was introducedin the year 1985. It has generatedhealthy emulation and competitionamong the students from differentstates and has certainly helped themin preparing for and securingadmission and pursuing successfullyprofessional courses like Medicine,Engineering and BusinessAdministration.

2. A residential Public School hasbeen established. It has beendesigned to spot talent from theminority community and nurture it toits full fruition .It will prepare studentsfor performing leadership roles notonly in Government organisations butalso as scientists, doctors, engineersand management experts.

3. The third and perhaps the mostimportant step in the leadershipcreation series is the opening ofHamdard Study Circle, also inTalimabad, Sangam Vihar, SouthDelhi, This is the first CoachingCentre in the country with fullinfrastructure, and a well laid-outcampus. In order to safeguard againstdilution of effort the Hamdard StudyCircle has concentrated on preparing

accessible to the students even afterworking hours. Hamdard Study Circlehas a well-equipped office and is on

the Internet.

Even though coaching facilities, books

and other reading material including

important newspapers and magazines

are provided to all students, it is

assumed that for optional subjects the

candidates will generally depend to a

large extent on the grounding they have

acquired and the special assistance they

have secured in their university.

Admission Procedureand CoachingSchedule

guidance to the candidates at all the

three stages of Civil Services

For the Preliminary Examination, a

Committee screens the applications

received on the basis primarily of

academic career and partly of the

extra-curricular activities. Selected

candidates are invited to appear at their

own expense at a written test held

simultaneously at New Delhi, Patna,

Chennai and Thiruvananthapuram and

interview at Talimabad. The written

test consists of a paper each of English

Essay and Comprehension and a paper

of General Studies. On the basis of the

Admission Test, upto 60 candidates are

admitted for intensive coaching of

about five months, ostensibly for the

Preliminary Examination, but

preparations are simultaneously set

afoot for the Main Examination and the

Personality Test. Over the years the

weight given to preparation for Mains

has increased. Candidates who qualify

or expect to qualify in the Preliminary

Examination from the Study Circle or

elsewhere are admitted on the basis of

a test and an interview for an intensivecoaching of about four months for the

Main Examination. Candidates who

have been admitted provisionally but

fail to clear either Preliminary or the

Main Examination are asked to quit.

In exceptional cases, depending on the

performance and record at the Study

Funds

Circle, a candidate may be given a

second chance in the next session.

Admissions for the third stage i.e,

Personality Test, are made on the basis

of an interview as soon as results of

the Main Examination are announced.

Candidates who clear the Main from

Study Circle as well as those who do it

from outside are eligible for admission

to this programme. It has been

observed that of the three stages of the

Civil Services Examination, the most

time-effective is the training for the

Personality Test.

The Hamdard Study Circle usually gets

as a bonus, the benefit of participation

in its selection boards of young Civil

Services Officers posted in Delhi.

Simulation exercises of mock

interviews are conducted repeatedly so

that diffidence and interview-fright are

worn away and the candidate learns

to answer questions with confidence

and poise.

Although the Study Circle makes a

liberal provision of guest faculty, the

hub of the Centre continues to be its

library. It contains books directly and

indirectly relevant to the competitions.

It subscribes to a large number of

newspapers and periodicals. It also

contains audio cassettes of the

important lectures delivered in the past.

For the facility of candidates

categorised clippings are maintained by

the Librarian.

The candidates are subjected to periodic

tests under examination conditions. This

keeps them on their toes and gives them

not only an insight into the trend of the

papers but also imparts practice to

express themselves cogently and

concisely on paper.

Funds

The Hamdard Education Society,which sponsors and oversees the Study

Circle, started the programmeon its own but has lately drawnsome assistance from the Ministry ofWelfare now called the Ministry ofSocial Justice and Empowerment. Theinvestment made by the Society in thebuilding and other infrastructure of theStudy Circle works out to Rs. 30million. The recurring annualexpenditure as of now is about Rupeesthirteen lakhs. The burden of theexpenditure is borne mainly by theaforesaid society. The ministry ofSocial Justice and Empowerment haveagreed, under their relevant scheme,to reimburse parts of the expenditure,

basing it on the number of trainees.

Fees and Deposits

The Study Circle does not charge anyfees for the infrastructure and for thelectures and counselling and guidanceand for administrative expenses. Allthese facilities, beside books andreading material, are provided free.Each candidate, however, has to paya consolidated monthly amount of Rs.800/- per month towards maintenanceof facilities. A security deposit of Rs.500/-(refundable) is realised at thetime of admission. As of now, Rs.800/- per month per candidate is charged

Although the results so far have beengratifying (See Page No. 10), they donot reveal the entire picture. Even thosecandidates who could not finally makethe grade in Civil Services Examinationhave benefited by the training given atthe Study Circle. Some of them havesucceeded in other competitiveexaminations like State Civil ServiceExaminations. All of them learn toexpress themselves with clarity,confidence and methodicity on paperand by word of mouth. The results havecaused a stir among the minoritycommunities. The establishment of theCircle and its achievements have beenhailed by the largest and most backwardminority as a shot in the arm. It indicatesan improvement over the past and anurge to come forward and competewith confidence. Moved by the results,a number of socially conscious personshave offered to sponsor candidates. TheHamdard Education Society welcomessuch offers.

Plans & HopesThe plans for the future includestrengthening of the permanent faculty,widening of the circle from which therevolving faculty is drawn and buildingup of more expertise. The existence ofthe Study Circle in proximity to theHamdard Public School will sendappropriate signals to the the schoolstudents.

We are unable, because of constraints,to extend the benefit of the Study Circlefacilities to aspirants for othercompetitions and selections. We aredepending on the percolation effectfrom the top Civil Services to whichthe Study Circle has addressed itself.The Study Circle is undergoing aprocess of expansion anddiversification, but the core of itsactivities will continue to be thepreparation for Civil ServicesExamination. As we proceed we willevolve, and simultaneously sharpen ourtools.

In addition to preparing students for thecompetition, attention will be paid toinstilling them moral values. Their rolevis-a-vis their country and theircommunity particularly with regard tothe weak and the downtrodden sectionswill be emphasised. Their interestwould be aroused in developing thecountry, in relieving suffering and inpursuing Gandhian ideals of service andsimplicity. It is the Founder’s ferventhope that the trainees who pass throughthe Circle to positions of responsibilityand influence will not forget the StudyCircle, nor fail to repay the debt. Thisthey can do by holding the torch andpassing it on to future generations andbatches of aspirants. Each batch willdescribe a yet bigger circle of help,advice and assistance. They will alsorealise that any assignment of influenceis a trust from God for the service ofhumanity, in particular for helping theweaker sections of society and itsdowntrodden and disadvantagedmembers. The Founder would besatisfied if the trainees from the StudyCircle keep the twin objectives in viewand if they bring sympathy, dedication,helpfulness and social service to bearon their official functioning.

Progress Made

in the Dining Hall at specified timings.

The candidates are required to adhereto the rules and regulations of the StudyCircle and maintain a high standard ofdiscipline. They would be expected tofollow a six-day week routine as maybe announced by the Director fromtime to time. They are not supposed tohave visitors or go outside the campusexcept on Sundays. Prior permissionfrom the Director is necessary forleaving the premises. A breach ofdiscipline on laxity on the part of acandidate would make him liable to beexpelled from the Hamdard StudyCircle. These conditions may at firstsight appear a little irksome, but theyare designed to facilitate undisturbedand uninterrupted studies in a congenialatmosphere - conducive to pursuit ofexcellence : Here the object in notmerely to shine but to outshine.

Progress MadeIt is no exaggeration to say that thefacilities and infrastructure created forthe Study Circle are unequalledanywhere in the country. Exactingstandards are applied in selection notonly of the aspiring students but alsoof the revolving faculty. The successachieved by the Study Circle within the

Upper age limit relaxable for some categories.

MINIMUM EDUCATIONAL QUALIFICATIONS : Bachelors degree of a recognised University or any other recognisedEducational Institution.

PRELIMINARY EXAMINATION : The examination consists of two papers (Objective type), each of two hour duration, usuallyheld on the same day morning and afternoon.

Paper 1 : General Studies : 150 Objective Questions-150 marks.The paper includes questions covering the following fields of knowledge:-

General Science, History of India including National Movement, World Geography with emphasis on Indian Geography &Agriculture : Indian Polity including the Constitution of India ; Indian Economy including Planning and Annual Budgets :United Nations Organisation and its Agencies ; General Mental Ability including test of Reasoning, Simple Calculations, Graphs,Tables, Histograms etc, Art and Culture, Cinema and Literature; Current Events of National and International Importance.

Paper 2 : 120 Objective type questions-300 Marks. One subject to be selected from the list of Optional Subjects given below - TheCourse Contents will be of the degree level.

Paper 1 : One of the Indian languages to be selected from the languages included in the Eighth Scheduleof the Constitution. 300 Marks

Paper 2 : English 300 Marks

The above two papers will be of matriculation or equivalent standard and will be of qualifying nature; the marks obtained in thesepapers will not be counted for ranking.

Paper 1 is not compulsory for candidates belonging to Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland and the State ofSikkim.

Paper 3 : ESSAY tobe written in the medium opted by the Candidate 200 Marks

Papers 4 & 5 : GENERAL STUDIES 300 Marks each

PRELIMINARY EXAMINATION

This is only a screening test for short-listing and selection of candidates for the Main Examinnation. The marksobtained by the candidates at this examination are not added to the marks of the Main Examination.

MAIN EXAMINATION

Marks obtained in Compulsory Language (Paper 1) and Compulsory English (Paper 2) are not counted for ranking.

General Studies Two papers 300 x 2 = 600 marks
