Additional Note:

The impact of critical major incidents or disaster resilience is a crucial element for any Government to prepare and plan. Any effective

operational response, tactical coordination and strategic command must

be well planned and rehearsed in order for any structured resilience program.

In order to plan and prepare for such events it requires such an initiative as suggested with the Dubai Disaster City Training & Education program.

However, this should be a coordinated program that will involve all agencies, particularly emergency agencies such as Police Rescue, Civil

Defence and Ambulance authorities for shared best practices and

synchronized resources. This will result in a multi-agency coordinated resource that will perform seamless interoperability, a critical component

of successful resilience when dealing with major critical incidents and disasters.

The areas of coordinated resource sharing are not restricted to but could

include:

Training programs and facilities

Command SOPs

Expertise and skill sets

Specialized equipment

Stakeholder knowledge and intelligence

Regarding the provision of a disaster response team ready to respond to any disaster is again an excellent initiative especially as recent events and

skill development, Dubai has shown a proven track record for outstanding incident handling and speedy resilience. This project really can be an

excellent foundation for something that Dubai and the UAE can be proud

The disasters worldwide lead the necessity to Create DUBAI DISASTERS RESPONSE & RESCUE CITY (DDRR} an advance Disaster Management facilities of resources and responsibilities for dealing with all humanitarian aspects of emergencies, in particular preparedness, response and recovery in order to lessen the impact of Disasters…. The program shall range the different ages in the Country and shall influence different categories The plans shall be worked out with the support of Different International and local organization… DDRRC shall react as quickly as possible to the devastation caused by a disaster to provide immediate aid and relief to those affected; this is known as the disaster response phase. After the disaster is over and it is time to rebuild, the recovery phase begins, and with it come additional sources of aid.

Accordingly, DDRRC shall be an independent Federal agency having at least 200 fulltime employees. These employees shall work at DDRRC headquarters, Regional and area Training Centers across the country…. DDRRC also shall Train nearly 2,000 /year standby disaster assistance of

Government Employees

Private employees

Universities, College and School Students who will be available to help after a disaster strikes. Often DDRRC shall work in partnership with Government & Non-Government organization, Profit and Non-profit organizations of different entities in UAE…

DISASTER PLANS FOR GOVERNMENT EMPLOYEE DDRRC Regional offices shall work directly with different UAE Government department to plan for disasters rescue, to develop mitigation programs, and to meet needs when major disasters occur. DDRRC shall organize & Train the management and liaison between all the followings departments

1. Transportation Provides civilian and military transportation. Lead Department: Department of Transportation.

2. Communications Provides telecommunications support. Lead Department: National Communications System.

3. Public Works and Engineering Restores essential public services and facilities. Lead Department: UAE Army Corps of Engineers

4. Fire Fighting Detects and suppresses rural and urban fires. Lead Department: Fire Fighting and Civil Defense Department

5. Police Responsible for public safety, crime prevention, possibility of looters and violence, traffic control, and evacuation. Lead Department: Police

6. Information and Planning Collects, analyzes and disseminates critical information to facilitate the overall Country response and recovery operations. Lead Department: Municipalities, Department of Planning.

7. Mass Care Manages and coordinates food, shelter and first-aid for victims; provides bulk distribution of relief supplies; operates a system to assist family reunification. Lead Department: UAE Red Crescent

8. Resource Support

Provides equipment, materials, supplies and personnel to federal entities during response operations. Lead Department: General Services Administration

9. Health and Medical Services Provides assistance for public health and medical care needs. Lead Department: UAE Public Health Service, Department of Health and Human Services.

10. Urban Search and Rescue Locates, extricates and provides initial medical treatment to victims trapped in collapsed structures. Lead Department: Federal Emergency Management Agency.

11. Hazardous Materials

Supports federal response to actual or potential releases of oil and hazardous materials. Lead Department: Environmental Protection Agency.

12. Food

Identifies food needs; ensures that food gets to affected areas. Lead Department: Food and Nutrition Service, Department of Agriculture.

13. Energy Restores power systems and fuel supplies. Lead Department: Department of Energy.

DISASTER PLANS FOR PRIVATE EMPLOYEE Over the past decade, the Business Civic Leadership Center (BCLC) has issued a series of reports on the role of businesses in disaster response, primarily focusing on the philanthropic and social contributions that businesses make throughout the various stages of the disaster response process. This report looks at a different issue—what are businesses doing as innovators and developers of products and services to make communities more disaster resilient? What we are finding is that companies are helping communities manage disasters simply by doing business. In many cases, protecting their business operations in order to get back up and running quickly after a disaster is the best thing a business can do for its community. What we are also finding is that companies are developing advanced technologies to help communities not just withstand disasters but also deliver benefits that contribute to their long-term development. Business processes are driving risk management. The insurance and reinsurance industries have played fundamental roles in educating business owners and operators about the importance of disaster mitigation and preparedness. It is in their self-interest to encourage businesses and communities to be as resilient as possible, which pays off for everyone if a disaster happens.

Therefore, DDRRC Regional offices shall coordinate with Private Business to ensure training part of its

employee every year…

DISASTER PLANS FOR COLLEGE & UNIVERSITY DUBAI DISASTERS RESPONSE & RESCUE CITY (DDRRC} shall have a presence by law in Universities and colleges across the Country to produce academics specialized in disaster preparedness…. Now more than ever before, University and college students are recognizing the need to be better prepared for disasters. Students are becoming aware of the risks associated with emergencies either by experience or by having seen them in the media. They have realized that disasters can damage homes, schools, businesses and ultimately cause long term damage to the countries’ economies. Universities and colleges shall prepare in Connection with the Government many Tertiary level campuses across the Country to have a sound disaster plan ready.
