Mission Statement
The mission of the Haledon School district is to prepare students to be able to
take their place in society as healthy, active and productive participants, by
providing the best possible education for the total development of the child –

*Students will not be allowed entry into the building until 7:45 A.M. Students may report
to the cafeteria for a hot breakfast between 7:45-8:05. Between 7:45 and 8:12 all students
grades PK-2 will report to the small gym, students grades 3-5 will report to the cafeteria,
and students grades 6-8 will report to the big gym. We have no provisions for students
arriving before 7:45 or departing after school ends.
ATTENDANCE POLICIES & PROCEDURES
It is very important that students maintain strong attendance. As such, please review the
following attendance information.
If a student is absent, the parents/guardians are required to call school (973) 790-9000 ext. 1215
to indicate their knowledge of and reason for the absence. If the parents/guardians have not
contacted the school, the attendance officer will call the parents/guardians.
Students with up to Four Cumulative Absences Policies/Procedures
Make a reasonable attempt to notify the student’s parents of each unexcused absence
prior to the start of the following school day.
Make a reasonable attempt to determine the cause of the unexcused absence, including
through contact with the student’s parents.
Identify in consultation with the student’s parents needed action designed to address
patterns of unexcused absences, if any, and to have the child return to school and
maintain regular attendance.
Proceed in accordance with N.J.S.A. 9:6-1 et seq. and N.J.A.C. 6A:16-11 if a potential
missing or abused child situation is detected.
Cooperate with law enforcement and other authorities and agencies, as appropriate.
Students with Five to Nine Cumulative Absences Policies/Procedures
Make a reasonable attempt to notify the student’s parents of each unexcused absence
prior to the start of the following school day.
Make a reasonable attempt to determine the cause of the unexcused absence, including
through contact with the student’s parents.

Evaluate the appropriateness of action taken to identify in consultation with the student’s
parents needed action designed to address patterns of unexcused absences, if any, and to
have the child return to school and maintain regular attendance.
Develop an action plan to establish outcomes based upon the student’s patterns of
unexcused absences and to specify the interventions for supporting the student’s return to
school and regular attendance, which may include any or all of the following:
o Refer or consult with the building’s intervention and referral services team,
pursuant to N.J.A.C. 6A:16-8;
o Conduct testing, assessments or evaluations of the student’s academic, behavioral
and health needs;
o Consider an alternate educational placement;
o Make a referral to or coordinate with a community-based social and health
provider agency or other community resource;
o Refer to a court or court program pursuant to N.J.A.C. 6A:16-7.6(a)4iv;
o Proceed in accordance with N.J.S.A. 9:6-1 et seq. and N.J.A.C. 6A:16-10 if a
potential missing or abused child situation is detected; and
o Engage the student’s family.
Cooperate with law enforcement and other authorities and agencies, as appropriate.
Students with More than 10 Cumulative Absences Policies/Procedures
Make a determination regarding the need for a court referral for the truancy pursuant to
N.J.A.C. 6A:16-7.6(a)4iv.
Continue to consult with the parent and the involved agencies to support the student’s
return to school and regular attendance.
Cooperate with law enforcement and other authorities and agencies, as appropriate.
Proceed in accordance with N.J.S.A. 18A:38-28 through 31 and other applicable state and
federal statutes, as required.

The Haledon Board of Education Policy Manual, which contains the Board approved policies, is
available for review upon request by individuals in the Haledon School Main Office, Haledon
Board of Education Office and Haledon Superintendent’s Office.
HEALTH POLICIES
SCREENING PROGRAM FOR KINDERGARTEN
Before your child enters school, you will meet the Kindergarten team, which consists of the
kindergarten teachers and the speech/language specialist. This team will use the DIAL-R kit to
test your child in motor skills, academic concepts, and language skills.
Additional testing of your child may be conducted by members of the Child Study Team to
detect any learning disabilities or physical coordination problems, which may exist.
HEALTH PROGRAM
1. Each student must have a physical examination upon entry into the school district. This
examination must be done no more than 365 days prior to entry and must state what, if any,
modifications are required for full participation in the school program.
Each student’s medical examination must be conducted by a healthcare provider or advanced
practice nurse chosen by the students parent/guardian at the provider’s facility (the students
“medical home”), and a full report of the examination – documented on an approved school
district form, dated, and signed by the medical provider – must be presented to the school. If a
student does not have a “medical home,” the district may provide the examination at the school
physician’s office or other appropriately equipped facility.
2. Heights and weights of all students are recorded yearly.
3. Vision tests are given to students in grades Pre-K, K, 2, 4, 6 & 8. This is only a screening test
and in no way replaces the private attention your physician can offer. A referral will be sent to
parents if any visual defect is noted.
4. Hearing tests are given to students grades Pre-K, K, 1, 2, 3, 4, 6 & 8. This is only a screening

to parents if any hearing defect is noted.

5. Dental screening occurs yearly for each student. Parents will be notified and will be given the
opportunity to exclude their child from this screening if they so desire. Parents will be notified
in writing of the results. This is only a screening and should not replace the private attention
received from your family dentist.
6. Scoliosis screening is mandated by the law for all scholars 10 through 18 years of age.
Students in grades 5 & 7 will be screened with parental permission. (NJSA 18A:40-4.3 to 4.5).
7. The nurse is available during the entire school day for emergencies. The
emergency contact information form given to each pupil in September is very important. It
should be completed and returned to school immediately so the nurse can contact a parent in case
a child becomes ill or injured.
8. All contagious diseases or conditions should be reported to the school nurse. If your child is
ill for any reason and will be absent, a call to the school will be required. A call to the home will
be made if the parent does not report their child's reason for his/her absence.
9. The nurse is available for a conference with parents about health problems that are a concern.
Please contact the nurse’s office at (973) 790 9000 ext. 216 or 231 to make arrangements.
10. Any child sent home with a fever will not be readmitted to school until his/her temperature
has been normal for 24 hours.
REQUIRED IMMUNIZATIONS
The following immunizations must be completed before your child enters school:
1. Polio-Trivalent Sabin
- 3 doses, with one dose given on or after the 4th birthday
2. DPT
- 4 doses, with one dose given on or after the 4th birthday
3. Measles
- Live vaccine administered after one year of age
- Second dose of measles preferably MMR required on all children born after
January 1, 1990
4. Rubella
- Live vaccine administered after one year of age
5. Mumps
- Live vaccine administered after one year of age
6. Hepatitis B
- 3 doses
FORMS
You will be asked to complete a Parent Information and Medical History Form. This form helps
us to better understand your child and any special needs he/she may have.

It is a necessity to have current phone numbers on file at the school at all times in case any
emergency occurs. Please notify the office immediately whenever there has been a change in
your home phone number, work number, or baby-sitter and emergency contact numbers.
CODE OF CONDUCT
The intent of the Haledon Public School System is to establish a Code of Conduct to ensure proper order and decorum in the schools. Students are required to conduct themselves in an orderly manner and to act with due regard for the supervisory authority of Board of Education employees. Students are expected to respect the educational purpose underlying all school activities, the shared use of school property and the rights and welfare of other students and adults. Through the implementation of this code, it is expected that the following objectives will be met: The physical and mental health, safety and welfare of students in the school will be protected and an orderly environment, which is conducive to learning, will be maintained. Uniform procedures for prompt and thorough handling of matters relating to student discipline in school and on school grounds will be established. Guidelines for school action for all student disciplinary offenses and infractions K-8 will be identified and consistently enforced.
Responsibilities
Students, parents, staff and administrators have definite responsibilities in regard to this code. Students Are Expected To: Understand and conform to all established standards of behavior and discipline of the Haledon School District. Assume and accept responsibility for their own behavior and for the consequences of misbehavior when school rules, policies or directives are not followed. Comply with the exercise of authority on the part of any administrator, teacher or other Board of
Education employee on every part of school property and in school vehicles, and at all school
functions regardless of location and whether or not school is in session.
Parents/Guardians Are Expected To:
Guide and direct their children toward standards of good conduct in the total school environment. Cooperate with school officials in preventive and corrective disciplinary measures regarding their children. (Parents will be given adequate opportunities to work with school staff in helping, supporting, and modifying the behavior of scholars.)
Accept total responsibility for any and all costs incurred by the school district, another student or
any staff member or employee whose property or equipment has been vandalized, stolen,
damaged or misused by their children.

Teachers and Other Staff Members Are Expected To: Resolve matters pertaining to individual discipline in the classroom and refer to the administration cases of flagrant misconduct or frequent offenders for whom normal disciplinary measures have failed (e.g. teacher counseling, detention, parent conferences.) Counsel students appropriately when offenses or infractions within the Code of Conduct have been committed. (The possibility of further consequences should be explained.)
The Principal and Staff Members Responsible for Students Are Expected To: Make available to students and parents a copy of the K-8 Code of Conduct each September for the ensuing school year. Prepare and maintain written records of each incident of misbehavior for which disciplinary measures have been taken.
AFFIRMATIVE ACTION
Affirmative Action is a policy, plan, and grievance procedure for correcting the effects of
discrimination in the employment of certain groups.
In keeping with federal and state legislation, the Haledon Board of Education has an Affirmative
Action policy, plan, and grievance procedure, which provides for the resolution of employee,
scholar, applicant, and community member complaints. The policy, plan, and grievance
procedure outline the process by which one may seek a remedy for alleged violations related to
discrimination on the basis of race, color, creed, religion, age, sex, ancestry, national origin or
social/economic status.
Copies of the Affirmative Action policy, plan, and grievance procedure are located in the Board
of Education Office, Main Office, Guidance Office, and Parent Information Center. The

HARASSMENT, INTIMIDATION AND BULLYING
New legislation requires that all districts adopt policy addressing issues of harassment,
intimidation and bullying. In compliance with New Jersey State Regulations, Haledon Public
School has designated an anti-bullying coordinator, an anti-bullying specialist, and a safety team
to ensure a safe and civil environment in school and to ensure scholar learning and high
academic achievement. The Anti-Bullying Coordinator for Haledon Public School is Mr. James

GENERAL INFORMATION 2018-2019
1. AFTER SCHOOL CARE
After Care is a program designed to meet the needs of working parents and their children.
Students enrolled in the program will receive a snack, get individualized assistance with
daily homework assignments, participate in an educational enrichment activity, and
enhance social skills through games and recreational time. Questions may be addressed

2. CAFETERIA
Students may bring lunch from home or receive a meal in the cafeteria. However, all
students must report to and eat their lunches in the cafeteria. All students are expected to
demonstrate courtesy, good behavior, self-control and good table manners. Each student
is responsible for returning lunch trays, depositing refuse in the proper receptacle, and
leaving the table, chairs and floors clean.
BREAKFAST/LUNCH PROGRAM – All students at HPS will receive complimentary
breakfast and lunch.
BREAKFAST PROGRAM - Our Breakfast Program is available to all students.
Breakfast is served daily between 7:45 A.M. and 8:05 A.M.

KINDERGARTEN MILK - Milk, both white and chocolate is served during snack time
in the Kindergarten to those children who want it. Orange drink will be ordered for
students allergic to milk. A doctor's note must be submitted to the school nurse verifying
this fact.
SCHOOL LUNCH - There is a scheduled 42-minute lunch/recess period during which
time a hot or cold lunch is available.
3. CHANGE OF ADDRESS/PHONE NUMBERS
In order to locate parents in the event of an emergency, we ask that you update phone
numbers as they change. The importance of maintaining updated information cannot be
overemphasized. Please call the attendance office at 973-790-9000 ext. 1215.
4. CHILD STUDY TEAM
The Child Study Team consists of a psychologist, social worker and learning specialist,
whose function is to identify pupils in need of special education. In addition, the Child
Study Team avails itself for the purposes of counseling students as well as
parents/guardians and teachers. The team will make referrals. They will also prescribe
instructional methods, techniques and settings that will meet the specific needs of a
student.
Section 504/ADA
Section 504 is the section of the Rehabilitation Act of 1973 which applies to persons with
disabilities. Basically it is a civil rights act which protects the civil and constitutional
rights of persons with disabilities. Section 504 prohibits organizations which receive
federal funds from discriminating against otherwise qualified individuals solely by the
U.S. Department of Education, Office for Civil Rights (OCR).
5. CLUBS
The teachers of Haledon Public School sponsor a variety of diverse clubs throughout the
school year. Extra-curricular programs promote social growth and provide your child
with opportunities to explore personal interests. Teachers will discuss clubs prior to
student selection or place posters advertising various clubs throughout the school
hallways. Participation is dependent on attendance, discipline and academic record.
Parents will be required to sign permission slips indicating that they are aware of their
child's participation on club days.
6. CONFERENCES
Communication is an essential part of the educational program. We feel it is very
important for parents to keep in close contact with the teacher concerning the progress of
their child. Parent conferences are encouraged and may be arranged at any time during
the school year.
7. COUNSELING SERVICES
Counseling is a process of helping one grow in knowledge and understanding of oneself
so that he/she can make wise decisions. The counselor/social worker is accessible to all
students and recognizes the differences among individuals and respects the dignity and
worth of each individual.
8. DISMISSAL

Students will be dismissed from their classrooms at 2:45 p.m. Once students have been
dismissed, they are not to re-enter the building without the permission of a staff member.
Parents are reminded to pick up children only in designated areas.
Students who are not picked up on time will be sent to After Care for a charge of
$10 per day.
9. EARLY DISMISSAL
We encourage you to schedule your child's doctor and dental appointments around school
hours. If a child must leave school before dismissal time, a note requesting the early
dismissal from the parent/guardian must be brought to school prior to the requested
dismissal. For your child’s safety, no one will be released until a parent/guardian has
signed the appropriate form in the Attendance Office.
10. EMERGENCY CLOSING
In the event of an emergency situation, school may be closed during the regular day. All
parents/guardians will be notified and required to have their child(ren) picked up and
signed out personally, or by a previously designated adult.
11. FIELD TRIPS Field trips are planned to enhance the curriculum and enrich the learning of students.
However, participation in any trip off school grounds is a privilege. Students with a poor
attendance, disciplinary or academic record may not be permitted to go on field trips.
12. FILM POLICY
It is the belief of the Haledon Board of Education that viewing films in schools can enrich
and expand its approved curriculum. Any film used in a classroom will be previewed by
the staff member beforehand. In addition, all films will be rated "G". In the case where a
film chosen by an educator is not rated “G", a permission slip will be sent home
requesting parental consent. Incorporated into this permission slip will be an overview of
the film and the reason it has received a rating other than "G". If no permission slip is
signed and returned, that student will be excluded from the viewing of that film without
penalty of loss to grade or attendance.
13. FIRE DRILLS / SCHOOL SECURITY DRILLS
Fire drills and school security drills are necessary for the safety of our students and staff.
Our students will be taught the proper procedures to follow during a drill, as well as the
importance of these drills. One fire drill and one security drill will be held once a month
and specific information for drills are posted in each room. This information is reviewed
with the students by their teacher. Drill procedures are reviewed periodically by
classroom teachers.
14. HOMEWORK POLICY
Homework is important. It is an extension of the learning that takes place in school.
Homework can provide practice and drill that reinforces classroom learning and can
provide opportunities for independent study, research, and creative thinking. Parents can
help their children by arranging a quiet, comfortable place for the students to work and by
checking that assignments are completed. If questions arise concerning homework
assignments, do not hesitate to contact your child's teacher. Failure to complete
homework assignments will be noted on your child's progress report and report card, or
the teacher may call the parent or guardian at home if a student consistently does not
complete assignments.
15. IMPORTANT FORMS

In addition to the Parent Information Form and the Medical History Form, parents are
asked to fill out an insurance form and a lunch application form. It is the responsibility of
your child to bring home all forms of correspondence from school. Most forms require
parent/guardian signatures. It is suggested that you ask periodically if your child has a
notice you should sign.
16. INCLEMENT WEATHER/DELAYED OPENING In the event of dangerous weather or traveling conditions, the Superintendent will
commence notification as early as possible prior to the beginning of the school day.

Please note that no one will be in the school offices to answer calls. Also, the Police
Department will not have school information available to answer calls.
17. LOST AND FOUND
Anyone finding jewelry, money, or reading glasses must bring the item(s) to the Main
Office. Backpacks, clothing, sports equipment, toys, etc. are brought to the lost and found
bin. Encourage your child to be responsible for his/her personal property.
18. MEDICATIONS
Any student required to take any kind of medication, either prescribed by a physician or
requested by a parent, must be assisted by the school nurse. It is also necessary that the
school nurse receive a written statement from the prescribing physician detailing the
purpose of the medication, the dosage and time schedule. The school nurse also requires
a written statement from the parent/guardian giving permission for the child to receive
any medication, even that prescribed by the physician. All medications must be kept in
the nurse's office.
19. NEWSLETTER
A school newsletter will be published and posted on Haledon Public Schools website:
www.haledon.org. The newsletter is our primary source of communication. Please
consider the newsletter essential reading. Additional flyers and notices will be sent home
in emergencies.
20. PARTIES
Mr. Wacha, the school principal, will host monthly birthday story-time celebrations for
all students born in that particular month. Students will not have in-class birthday parties.
Mr. Wacha will serve non-diary frozen yogurt during these parties and the students will
have a blast. We will not allow parents to bring in baked goods or store bought goods for
classroom birthday parties.

21. PROGRESS REPORTS
Progress reports are issued four weeks prior to report cards. Academic and
developmental information is provided to the parent or guardian. Upon reviewing the
progress report, a parent or guardian may want to request a conference with his/her
child's teacher(s). Please be sure to return progress reports signed as soon as possible.
22. PTA
The Haledon PTA is a non-profit organization consisting of parents, school staff, and
community members. The purpose of this association is to support our children and our
educational programs. The PTA runs fundraisers, assemblies, social events, and other
special projects for our community. Since this is a volunteer-based organization, these
services could not be provided without your help and participation.
PTA meetings are held at our school once a month. All are welcome. We encourage you
to join the PTA and become involved in your school.
23. REPORT CARDS
Report cards can be viewed electronically through our Parent Portal service. Parents that
require information about this service can contact their child’s guidance counselor.
High Academic Honor Roll Requirements - High Academic Honor Roll is achieved
when students earn A's in their academic subjects and an A, B, or S in special area
subjects.
Academic Honor Roll - Academic Honor Roll is achieved when students earn B's or
better in all subjects.

24. MANDATORY SCHOOL UNIFORMS
School dress can influence student behavior and enhance the learning
environment; therefore, to facilitate, maintain, and enhance an effective learning
environment, the Board adopted Mandatory School Uniforms.
Students will be required to wear the uniform and failure to wear the proper uniform will
result in disciplinary action.
It is the responsibility of the parent(s)/legal guardian(s) to purchase the school uniform
directly from the vendor who has been determined to provide the approved uniform clothing.

The following are examples of clothing not meeting the above criteria:
Headbands (not to be confused with hair bands), hats, or bandanas may not be worn
in school.
Proper footwear must be worn at all times with laces tied. No house slippers, flip
flops or open toe shoes.
Sunglasses or other non-prescription eyewear may not be worn in school.
Backpacks may be used to carry books and other supplies back and forth from school
but may not be used to carry books to and from class.
No coats or other outerwear (scarves, gloves) may be worn in class. All outerwear
must be stored in lockers or other assigned spaces.
No perfume or cologne may be brought to school.
25. SCHOOL DRIVEWAY USE The safety committee of the Board of Education and the Haledon Police Department have
agreed to enforce a ruling that no cars be permitted to drive in any of our parking lots,
Cliff Street, Henry Street and Barbour Street entrances at any time. We ask your
cooperation for the safety of our children.
26. SCHOOL INSURANCE
The Haledon Board of Education provides a student accident insurance program. We
also provide parents with the opportunity to purchase, at their own expense, additional
scholar accident insurance from Bollinger Fowler Insurance Company, Montclair, New
Jersey. This service is voluntary. You may subscribe to whichever plan or select no plan
at all.
27. SCHOOL VISITS
Visitors will only be allowed in if they have an appointment or if they are here to pick up
their child. Visitors requesting a meeting with a staff member or administrator will not
be given a meeting unless an appointment is made. We make a concentrated effort to
book appointments within two school days of the request, but we usually are able to
schedule appointments for the day after the request is made.
28. SINGLE SESSION DAY
On days specified as a 12:30 dismissal, students should be prepared to attend school from
8:08 a.m. to 12:30 p.m. No lunch will be served on 12:30 dismissal days.
29. SPECIAL PROGRAMS
The following special programs are offered to the children of Haledon Public School as
an enhancement to their educational experiences.

30. Student TRANSFERS
The following procedure must be followed if you are withdrawing your child from
Haledon Public School. Please notify the Attendance Office of the date your child will be
leaving. Insure that all books are returned and any fees or fines are paid. When you enroll

your child at the new school, you will sign a release form. We will transfer copies of the
student’s records after we receive this form from the new school.
31. TARDIES Please make every effort to arrive at school on time. If your child arrives after 8:15
please report directly to the attendance office to sign in.
32. TECHNOLOGY
Technology classes are offered to grades K-8. The entire school is networked and has
Internet capabilities.
33. TRAVELING TO AND FROM SCHOOL
Please be sure that all children cross at designated areas. Crossing guards will be on duty
beginning at 7:30 A.M. and it is imperative that everyone set a good example for the
many younger children who travel these same routes. We also ask that students do not
ride bicycles, scooters or skateboards on school grounds. If your child's transportation to
school is by car, we require them to cross at designated areas where crossing guards are
in attendance.
34. TRIPS
Class trips usually occur in the fall or spring for all grade levels. Fund-raisers are
sponsored to help defer trip costs. Permission slips need to be signed prior to each trip.
Trips, for the most part, are educational and may relate to grade level curriculums.
Children and parents are made aware of trips well in advance.
35. TEXTBOOKS
Each student will be supplied with textbooks for his/her classes. The student is
responsible for maintaining the book in good condition and for the return of the book at
the end of the academic cycle. If the book is not returned in the same condition it was
loaned to the student, or if the book is not returned, the student will be responsible for the
cost of a replacement. The cost will be pro-rated to the age of the book when it is loaned
to the student as per policy.

Intervention and Referral Services at Haledon Public School
Each district board of education is required to establish and implement a coordinated system in each school building, in which general education students are served, for the planning and delivery of intervention and referral services (I&RS) that are designed to:
1) Assist students who are experiencing learning, behavior or health difficulties; and 2) Assist staff who have difficulties in addressing students’ learning, behavior or health needs.
Each district board of education also must choose an appropriate multidisciplinary team approach for planning and delivering the intervention and referral services. Provided below are information and resources to support the effective implementation of the I&RS regulations (N.J.A.C. 6A:16-8).

1. Any teacher or staff member can make an I&RS Request. The protocol is for a staff member to email the I&RS Coordinator and indicate the need to refer a student. The email will indicate the first and last name of the student, subject, grade level and the reason for the referral. (Academic, Behavioral, or Health issues.) If a student already has an IEP or 504 plan, staff members involved will determine if an update/change the 504 or IEP is necessary.
2. After the teacher emails the request an I&RS case worker will be assigned and will ensure that the staff member completes the necessary paperwork to begin the I&RS process.
3. The I&RS case worker will then reach out to observe and meet with the
teacher(s) requesting assistance to provide 2-3 new strategies to help the student and teacher.

4. Teachers will also be given an academic and/or behavioral log to complete for two weeks.
5. Subsequent forms are also sent to appropriate stakeholders such as
administration, guidance, and nurses.
6. The case worker will be take notes/information gathered from student observation and from teacher discussions. Case worker will also document suggestions given to teacher.
7. During I&RS meetings, the I&RS Committee will meet with teachers, the I&RS
team and additional staff as needed, to discuss whether suggestions are working, if new suggestions need to be made, or if student needs additional support from other resources. At this meeting the formal action plan will be written and documented. The case worker will place this in the student’s I&RS folder for reference. The I&RS cases will also be logged on our Real Time student information system.

GRIEVANCE PROCEDURE
In keeping with federal/state antidiscrimination legislation, the Haledon Board
of Education has adopted and hereby publishes the Grievance Procedure
provided for the resolution of student, employee, and parent complaints
(policy 1140, adopted August 16, 2016).
PURPOSE:
To provide students, employees, and parents a procedure by which they can
seek a remedy for alleged violations related to discrimination on the basis of
race, color, creed, religion, affectional or sexual orientation, sex, ancestry,
national origin, or socioeconomic status.
DEFINITIONS:
• Grievance - A formal written complaint.
• Grievant - Any student, employee, or parent aggrieved by a decision or
condition falling under the guidelines of federal and/or state anti-
discrimination laws.
• Affirmative Action Officer and Title IX Officer- The district employee
designated to coordinate efforts with antidiscrimination legislation and
charged with the responsibility of investigating complaints. Ms. Barnhill is
our district’s affirmative action officer. Mr. Wacha is our Title IX officer. Her

PROCEDURE:
Step #1 - The grievant must present the complaint in written form to the
responsible person designated as the Affirmative Action Officer. (Use
Grievance Report - Form A)
Step #2 - The Affirmative Action Officer has five working days in which
to investigate and respond to the grievant. (Affirmative Action Officer is
to use the space provided on Grievance Report - Form A)
Step #3 - If not satisfied, the grievant may appeal within ten-working
days to the Superintendent or designee (not Affirmative Action Officer).
(Use Appeal - Form B)
Step #4 - Response by the Superintendent or designee must be given
within five working days. (Superintendent to use space provided for on
Appeal - Form B)
Step #5 - If the grievant is not satisfied at this level, an appeal may be
made within ten working days to the Board of Education which will hear
the complaint at the next regular meeting or within thirty calendar days.
(Use Appeal - Form C) Local Board hearing shall be conducted so as to
accord due process to all parties involved in the complaint such as written
notice of hearing dates, right to counsel, right to present witnesses, right
to cross-examine and to present written statement. The decision of the
Board shall be by a majority of the members at a meeting which shall be
public.
Step #6 – The Haledon Board of Education shall respond to the grievant
within thirty calendar days. (Use space provided for an Appeal – Form C)
Step #7 - If the grievant is not satisfied with Board's decision, the grievant
can have it referred to the County Superintendent of Schools.
Step #8 - The grievant maintains the right to by-pass the grievance
procedure and submit the complaint directly to any or all of the following
