Kate is presently a senior adviser to Credit Suisse. She has recently been appointed chairman of the British Coal Staff Superannuation Scheme. She is also a non-executive director of Electra Private Equity, Taylor Wimpey and the Yorkshire Building Society. In the public sector she is a non-executive board member at the Office for Budget Responsibility. Kate was a member of the Bank of England’s Monetary Policy Committee (MPC) from 2001 until 2010. During this period, she led two major policy reviews for Government, on housing supply, published in 2004, and on land use planning, published in 2006. She retains a keen interest in housing policy.

Caspar Berry, Professional Poker Player

At 25, Caspar moved to Las Vegas and played poker professionally for most of the next three years of his life. In 2002, Caspar returned to the UK, co-founding Twenty First Century Media and building it into the fastest growing audio visual media company in the North East of England before selling it in 2008 to Bob Geldof’s media giant, Ten Alps. It was while still at the helm of Twenty First Century Media that he began his career as a speaker and catalyst for new thinking within business about risk-taking and decision-making using his experience as a poker player to explain how we all make decisions in our personal and professional lives.

Marcus Brigstocke, Comedian, Actor and Satirist

Marcus is a major British comedy talent as writer, actor, presenter and performer. He is the host of I’ve Never Seen Star Wars on both radio and TV, a team captain on Argumental, a regular on panel shows like QI and Have I Got New For You, and even crops up on Question Time, Newsnight and This Week. On Radio 4 he is the angry youngish man on The Now Show, with Punt and Dennis, and his own show The Brig Society. Other credits include Just a Minute and The News Quiz. Jenny is responsible for co-ordinating the firm’s work in the social housing sector and leading their relationship with regulators and intermediaries. She regularly writes articles and promotes the debate of emerging areas of accounting practice. In addition to this Jenny leads on the development of recent reports on audit committee effectiveness and social housing governance.

Philip is lead adviser to the SHFA and a member of the SORP working party and has therefore been involved in the development of the SORP and is up to date with current and future thinking on issues relevant to you.

John leads on regulation and service improvement. He currently heads the Federation’s project on dealing with the regulatory implications of a more diverse sector and a more difficult operating environment. He is also heavily engaged in the Federation’s work on welfare reform, rents policy, the investment framework, and the introduction into the sector of a regime of fixed-term tenancies.

Rhys is a director in the corporate tax practice at Deloitte, and for the last two years has led the direct taxes not for profit team nationally. Rhys has experience working with a large number of housing associations, providing support in areas ranging from corporation tax compliance through to discussions at board level on tax strategy.

Lee is a partner within Mazars social housing team, providing internal and external audit services to housing associations and ALMOs across the UK. His experience in the sector extends to risk management, governance, due diligence and fraud investigation.

Phil specialises in social housing and has developed extensive experience and expertise in social housing financial reporting in his 16 years in practice. Phil has worked extensively with the London G15 and many other housing associations in the sector, has co-led a statutory inquiry on behalf of the social housing regulator and also been seconded to a large national registered provider focusing on treasury strategy. Phil has also worked closely with the Federation where he took the lead in supporting the SORP working party’s development of the housing SORP for five years until April 2013, since which date, he became a member of the SORP working party.

Neil Couling CBE, Director General, Universal Credit Programme, Department for Work and PensionsNeil started out working in a local benefits office administering claims for income support. Following promotion, a series of policy roles followed before returning to operations in the Benefits Agency as district manager then finance director. Following this he returned to HQ again and for the next three years was principal private secretary to Alistair Darling and Andrew Smith. Neil took up the post as director for benefit strategy in 2009 and then became director for working age benefits. He was responsible for Welfare Reform and led the Welfare Reform Bill, Universal Credit design, reform of DLA, taking forward the migration of Incapacity Benefit to Employment Support Allowance and Housing Benefit Reform. In October 2012 Neil once again returned to operations taking up the post of DWP work services director. Neil was appointed as director general for the Universal Credit Programme in October 2014.

Andrew leads the banking and governance team. His team acts for over 200 social housing providers and local authorities in England and Wales and as panel solicitors for the HCA. Andrew and his team have negotiated in excess of £10 billion of housing association funding since 1988 from bond markets, banks and building societies; and acts for funders and over 180 housing associations based over England, Wales and Scotland on their general fundraising and project specific finance. Richard has a national role with a particular focus on ensuring providers continue to meet the economic standards of the regulatory framework. He manages a portfolio including a number of the largest most complex providers and those providers experiencing viability issues. Prior to joining the regulator in 2009, Richard spent over 10 years at KPMG working in their public sector audit and advisory practice. Richard also has extensive experience of the local government sector and has advised on strategic housing issues including the stock transfer process and establishment of ALMO’s.

Hamid Ghafoor, Partner, BDO

Hamid is an audit and assurance partner at BDO and is presently the social housing lead for BDO across the North of England. He has been involved in the sector since 1999 including being a financial controller at The Riverside Group and spending 12 years as a board member at New Charter Housing Trust, including a stint as chair. He is currently chair of audit at Aspire Housing Group.

Faye Gordon, Senior Manager, PricewaterhouseCoopers

Faye has worked at PwC for over 15 years with two thirds of this time spent working with the social housing sector providing audit and technical advisory services. She provides technical support to the Federation and has been specifically involved in updating the sector’s Statement of Recommended Practice.

Robert Griffiths, Chief Financial Officer, Longhurst Group

Rob has been with the Longhurst Group since 1994. He is a member of the SORP working party and since 2011 has been an observer on the Financial Reporting Council’s Committee for Public Benefit Entities (CAPE).

Sue Harvey, Director, Campbell Tickell

Sue has more than 12 years’ experience in social housing, regeneration and social care, as well as a background in economics, statistics and retail financial services. She is highly competent in project management, business planning, market research, financial analysis, risk management and governance. Mark Henderson, Chief Executive, Home Group

Mark was appointed chief executive of Home Group in 2008. Frances Hipple, Associate Director IT Consultancy, Baker Tilly

Frances has nearly 30 years’ experience working within the social housing sector, having worked within the finance teams of four of the largest London housing associations – Circle Anglia, Genesis, Network Housing Group and the One Group. She moved into IT Consultancy in 1999 working for Robson Rhodes, Tribal and NCC Group followed by a period as an independent consultant before joining Baker Tilly.

David is former president of CECODHAS-Housing Europe, has chaired the mobility taskforce, and also sits on the board of The Housing Finance Corporation (THFC). He was a member of the Social Investment Task Force and is one of the founding directors of My Home Finance, a social enterprise set up by the Federation to provide a new high street service offering affordable loans, money advice, bank accounts and linked savings accounts. Yogeta is a qualified solicitor with over nine years’ experience and has spent the last five years working at L&Q. She is responsible for securitisation and advising on property matters generally delivering material cost saving and a significant reduction in the lead time taken to secure properties against loans. Yogeta has set up and chairs the legal treasury group consisting of 21 representatives from housing associations across the country, whose objective is to streamline the securitisation process and create consistency across the sector.

Gill payne, Director of Policy and External Affairs, National Housing Federation

Gill has worked in a variety of management and strategy roles across the private and public sector. She has worked for Eagle Star Assurance Company, the Financial Services Authority and in 2001 joined the Countryside Agency. As director of organisation and development (OD) she led work to establish Natural England and the Commission for Rural Communities (CRC). She was director for communications and OD at the CRC and was interim CEO. Gill joined the National Housing Federation in 2011.

Sarah pearson, Strategic Risk Practice Leader, Zurich

Sarah leads and manages the strategic risk practice comprising of 11 FTE’s. Prior to this role Sarah worked as a senior risk consultant within the team for three years. Sarah’s background before joining Zurich is 24 years in the public sector working in the police service, a metropolitan council and a district council. She has experience in a variety of fields including strategic planning, policy development, performance management, business resilience/risk management, and financial management.

Richard has 25 years’ professional experience, including the last 18 years devoted to the residential sector, specialising in affordable housing. The affordable housing team at JLL specialises in valuing housing stock and land for all purposes, including loan security; stock transfer; development; and accounts. Richard and his team act for all the existing lenders in the social housing sector, and have a blue chip client list, acting for over 80 housing groups and associations.

paul phillips, Group Finance Director, Notting Hill Housing

Paul has worked in the sector for over 30 years as finance director of four different housing associations. He joined Notting Hill as the group finance director in 2004. During that time, Notting Hill has grown substantially and is now the largest partner of the Greater London Authority for the delivery of affordable and shared ownership homes. In order to support its social development, Notting Hill has built up extensive commercial development, including both market rent and market sale activities.

Henrietta podd, Head of Debt Advice and Origination, Canaccord Genuity

Henrietta has been involved in the debt markets for over 25 years, focussing on advising public, private and mutual enterprises providing essential services, like housing associations. In 2010 Henrietta and a colleague started a new business to advise on restructuring and raising debt in the new environment. Henrietta has raised funding for many housing associations including Affinity, PfP and Circle, and THFC; and since starting the new advisory team, clients have included Catalyst, Newlon, Saffron, BPHA and Thrive. Henrietta has recently been co-opted to the housing committee of the Church of England pension board.

Michael portillo, Journalist and Broadcaster

Michael worked for the Conservative Party and for government ministers between 1976 and 1983. He entered the House of Commons in 1984. He was a minister for 11 years and had three positions in the Cabinet, including Secretary of State for Defence. He lost his seat at the 1997 election, and began to develop a career in the media. He returned to the Commons between 2000 and 2005, was shadow Chancellor, and contested the leadership of the party in 2001, unsuccessfully. Since leaving politics, he has devoted himself to writing and broadcasting. He is a regular on both BBC 1’s sardonic political This Week programme and Radio 4’s The Moral Maze.

Ben powell, Indirect Tax Partner, Deloitte

Ben is the lead partner for Deloitte’s local government tax team, providing advice primarily on VAT but also other taxes such as NNDR, employment taxes and corporation tax. He is a member of the Chartered Institute of Taxation and has over 12 years’ experience advising public sector organisations and a variety of private sector clients. Ben and his team provide advice on structuring, refund claims and compliance issues and have added value to numerous local authorities by reducing indirect tax costs and maximising cash flow through careful planning.

Kevin worked for 30 years as a police officer and 26 years as a detective. He investigated money laundering for the last 20 years of his career and served in both the National Crime Squad and the Serious Organised Crime Agency. Whilst serving in SOCA, Kevin had responsibility for overseeing the Suspicious Activity Reports (SARS) within the northern police forces. Since retiring Kevin has worked in the private sector investigating corporate frauds and delivering anti money laundering training.

What else you need to know

AccommodationIf you have booked a residential delegate place, your room will be ready from 15:00. On your day of departure, please vacate your room by 09:30 and return your keys to the accommodation desk in the Student Union, or drop them in the key drop box in the accommodation halls or by Rootes Restaurant.

Cloakroom and left luggage facilityThere is a left luggage facility in the Arts Centre and Student Union. Neither Federation nor venue staff will accept personal belongings for safekeeping. These should be kept with you at all times or left in the designated luggage store.

Special dietary requirementsIf you have advised us of any special dietary requirements in advance, a suitable meal will be prepared for you. This may not be on the counter in Rootes Restaurant, so please ask any member of venue staff for assistance. Alternative products such as gluten free, soya or nut free will be highlighted with labels.
