National Adaptation Platforms’ Expert meeting
Norway: klimatilpasning.no
National Programme• A national coordination initiative, led by the Ministry of
Environment
• An executive secretariat for the national coordination effort, is placed within the Directorate for Civil Protection and Emergency Planning (DSB):
– Provide status on climate adaptation across sectors and administrative level
– Assist information exchange between sectors and administrative levels
– Contribute with advice and guidance to local and regional planners, for example through the web-portal
• Web portal published in March 2009
Target groups
Target group analysis• Local and regional planners• County administrators• Local and regional politicians
Three needs were pointed out:• Information on effects of climate
change and adaptation• Good practices on adaptation• Tools to integrate adaptation in
planning
From focusing on climate projections only, to integrating climate change into planning
Adaptation to current climate/ disaster risk reduction
• Avoid new vulnerability• Reduce vulnerability• Preparedness for events
Adaptation to future climate, both gradual changes and climate related hazards Integrate into planning
A need to ‘translate’ the research language and Climate Projections
Guide: Climate Change Adaptation:- Describes how to integrate climate projections in different levels of planning – from general planning to zoning plans, RVA’s etc- Examples of such planning
A need to ‘interpret’ the research language and Climate Projections
The National Platform
Troms Project – Climate Service Centre
The purpose:• Assist the municipalities with mapping, organizing and finding the data needed
• Provide more detailed knowledge to the Climate Service Centre, helping them to improve their products and service
• Develop a Climate profile for each of the four participating municipalities, using this method to generate similar Clilmate profiles for all Norwegian municipalities
Questions asked: • What kind of data is needed on different levels in planning?• What kind of data is available, and what is not?• Is reliable data available at all? • How to deal with lack of necessary data?

Plans for coming years• The Norwegian Government recently presented Norway’s White paper on
Climate Change Adaptation• Current debate about which sector agency to appoint as the national focal
point for climate adaptation• Web development put ‘on ice’ until decision is made• No technological development since 2010• The analysis on the web site:
- can hopefully be used for the next generation web- show the need for developing the web site also for new users
