those elucidated are the following:

1. Based on the public hearing conducted by the Proponent, there are around 270

to 3OO athletes from Benguet who are attending CARAA annually;

2. As for those athletes attending international competitions outside of the

country, the proponent clarified that the Provincial Governor has funding for

the purpose;

3. The amount to be given to athletes is reasonable and it is not more than the

amount Sranted to employees who go on field or those who are placed in

similar situations;

4. ln cases where the CARAA or the Palarong Pambansa is held within the

province, the financial assistance still applies;

5. The CARAA and Palaro is being implemented by DepEd; and the National Youth

Commission (NYC) was formed to address concerns of the youth regarding

sports. However, there appears to be no provisions for allowances for athletes

from the NYC, and this is the reason why the ordinance is being introduced;

Action Taken: Hon. Apolinario camsol manifested his apprehension on the P500,000

limit (500k) as there are projects less than 500k. The Proponent, Hon. Juan Nazarro, Jr.,

clarified that the barangays and the municipalities can address those projects under

500k and in addition, exemptions will be considered. He also reiterated that the main

purpose of the resolution is to address the problem on the clogging of the

implementation of projects.

Hon. Florencio Bentrez urged the Proponent to "retreat" the proposed resolution and

in its stead, make it a policy internally with the Provincial Governor, because the word" rcquiring" might be construed to mean that the SP is requiring the Governor. The

Proponent clarified that this resolution will be forwarded to the Governor for his

approval and it will become a policy of the government and not merely a policy of the

Governor. Hon. Bentrez suggested that the title be changed to "resolution setting the

minimum cost of infrastructure projects...", which was favorably considered by theProponent and expressed his willingness to accept a rewording of the proposed

resolution.

The other members of the Body weighed in on the matter and presented there

sentiments, as follows:o Hon. James Guanso, Jr. manifested his support to the proposed resolution as a

band-aid measure to address the problem on the clogging of the

implementation of projects, and for the smaller projects to be funded by the

barangay and municipal development funds;

. Hon. Johnny Waguis agreed with the manifestation of Hon. Bentrez requesting

the proponent to "retrieve" the resolution on the reason that the resolution

seems to be "requiring the Governor," which goes against the governor's

prerogative. ln addition, he manifested that the Provincial Engineering Office is

in-charge of the technical details in support to the determination of project

budgets; and

. Hon. Blas Dalus presented his observation that the Provincial Engineering Office

usually clusters small projects and manifested his support to this kind of

arrangement.

The Proponent expressed his willingness to make some amendments, but not to

withdraw the proposed resolution, and he moved for the deferment of the matter. The

matter, the Body resolved to conduct its meeting on July 17, 2017 in the

U-10. Hon. Apolinario Camsol requested the Secretary to read a letter in preparation fornext meeting's deliberation. The letter is from the Provincial Federation of Senior

Citizens Association requesting for the Provincial Government to include in its

annual budget appropriation the amount of P78,000.00 as honorarium/cash

incentives for the officers of the Benguet Federation of Senior Citizens Association

of the Philippines (FSCAP) who are conducting quarterly meetings at the Provincial

Capitol under the supervision of the Provincial Social Welfare and Development

Office. The initial request was presented to the Body last June 27,2017 during itsout-of-town meeting at Kibungan, Benguet.

Hon. Camsol manifested that he will be submitting the appropriate resolution orordinance covering the request.

. According to the speaker, the maximum allowable amount of loan that theprovince may be able to qualify for, is 200 million and 30% of which will be a"grant" from the Department of Finance;

. The total amount needed for the completion of the project is 64 million;o Based on previous experiences of the guests, the effect of tax mapping will

result to an initial increase of 35% on the collection of real property taxes;

o Out of the 13 municipalities of the Province, only 5 municipalities have been

taxed mapped or have availed of the tax mapping project of the Department ofFinance and the 8 other municipalities are not yet tax mapped;

r The proposal was already presented to the Provincial Governor, the Provincial

Assessor and the various department heads;

o As for whether a provincial wide project is better than a per-municipality

project, the recommendation of the speaker is for a provincial wide project with

a cost sharing scheme with the municipalities;

. The cost sharing scheme presented was for each municipality to have an

average of 2 million share, payable in 5 years, which translates to an average of400,000 yearly for each municipality;

. With the aide of the proposed project, complete tax mapping of the entireprovince is estimated to take 6 to 8 months;

o Tax mapping will surface out/correct the double entries and duplication of tax

declarations and an inventory of properties;

. The Broup has started the same project in the Province of La Union but due to

technical complications with the existing system of the Province, the project is

not yet completed;

o Completed projects of the group includes those in the municipalities ofNaguilian, Rosario, Aringay, and Pugo, all in the Province of La Union and they

have an ongoing project with the Municipality of Bayambang;

The matter was referred to the Committee on Land Use and to the Committee on

Ways and Means.

is Tublay Municipal Ordinance No. 05-2017 entitled, "An Ordinance institutionalizing

the provision of death benefit assistance to senior citizens in the Municipality ofTubiay, Benguet, providing guidelines thereof and appropriating funds for this

purpose."Upon review and referral to the Provincial Legal Office (PLO), they opined that

the aforesaid ordinance is valid and the provisions thereof are consistent with existing

laws and regulations. They only observed that while section 7 of the ordinance has

fixed the benefit to Two Thousand Pesos (Php2,000.00) to qualified senior citizens,

subsection letter a of Section 3 is confusing as it states "the amount of which is subject

to adjustment as provided under the said ordinance." However, there is nothing in the

ordin"ance which provides for the said adjustment. In order to avoid confusion/wrong

implementation, they suggest the deletion ofthe said phrase'
