Guidelines for the Acquisition and Managementof Felids (Cat Species) in Captivity

Summary

National Council for Conservation ofWildlife (NCCW) is the CITES managementand scientific authority in Pakistan as perArticle IX of the Convention on InternationalTrade in Endangered Species of Wild Faunaand Flora (CITES) signed in 1973. It is theduty of the CITES Management Authority toissue permits for import/export of the CITESlisted species and strengthen legalframework for the implementation of CITES.As per article III (3-b) 'the ScientificAuthority is satisfied that the proposedrecipient of a living specimen is suitablyequipped to house and care for it' and (3-c)'a Management Authority is satisfied thatthe specimen is not to be used for primarilycommercial purposes'. Considering 3-b and3-c guidelines for the acquisition andmanagement of cat species (Felids) havebeen developed and finalized by acommittee constituted in the NCCWmeeting held on 18th May 2011.

These guidelines have been developed withthe purpose to control illegal trade of bigcats and unjustified acquisition of animalsfor zoo exhibits overlooking the higherobjectives of conservation and education.These guidelines of NCCW priorities felidspecies because they are listed under CITESAppendix I and II and are threatenedworldwide. These guidelines coverregistration of all zoos, private zoos/breeding farms inclusive/circuses/privatelyowned single species exhibits with theNCCW covering details of the master plan,owner/administration, exhibits and facilities.If a facility already exists and does not havethese pre-requisites then it must develop in

a given time as agreed. Zoos have beenencouraged to exchange/loan felids andmust demonstrate that such effort has beenmade before any sale/purchase is allowedand any type of sale/purchase will becarried out after the approval of NCCW andwill be dealt on case to case basis. Felids canonly be acquired through animal exchangewith registered facilities (if within Pakistan)and if outside the country then with zoosthat are members of a regional zooassociation. All requests for the CITESpermits must be made through the head ofthe relevant provincial wildlife department.

Each zoo will develop their animal collectionplan and will take into account the level ofexpertise, space and resources required forthe long term maintenance of a species, willexplore how a species has done in otherzoos (nationally and internationally) and theconservation education message that aspecies will give to the visitors beforedeciding to add it into their collection. Theguidelines also cover protocols for the wildcaught felids, performing felids, disposal,management, breeding and maintainingstudbooks (sample has been provided).Minimum enclosure sizes for housing Felidshave been included from the standard ofthe World Association of Zoos and Aquaria.It also makes it mandatory for the zoos tohave full time education officer, veterinarianand animal keepers.

These guidelines stress zoos to becomeactive members of a regional zooassociation that would help in coordinationand sharing of knowledge.

Felids

All captive collections of wild animals that is open to public foreducation, recreation and research or breeding. Thisincludes wildlife parks/safari parks, private or governmentowned collections and zoological gardens.

These include all the species belonging to the cat familywhether indigenous or exotic included in Annex A.

A collection of wild animal species owned by an individual orprivate group/company for breeding wildlife that has beenestablished to increase the wildlife conservation value; thefacility is open to schools and public; has an educationprogramme with a dedicated education staff; and will beoperated following the same standards as zoos.

A place where animals are kept or introduced wholly or mainlyfor the purpose of performing tricks or maneuvers at that place;

An individual or company that deals in captive bred wildlife forcommercial purposes.

1. Registering zoos/wildlife breedingfarms/dealers1

1.1 NCCW will issue a standard formfor the registration and monitoring of zoos/wildlife breeding farms that keep Felids. Thiswill include, but not limited to, details ofobjectives, facilities and lay out, species list,regular staff profile, master plan, budget,animal care, education programme etc.

1.2 Provincial wildlife departmentsshall notify an independent committee toensure transparency to check thedocumentation provided by the applicantsand inspect the facilities before registeringthem.

1.3 Once a facility has been registered,periodic/regular monitoring visits shall beconducted by the provincial departments.These visits will ensure that felids aremanaged in the manner as prescribed in themanagement guidelines issued by NCCWfrom time to time.

1.4 A database will be maintained bythe respective provincial wildlifedepartments. The same shall be shared withNCCW.

1.5 Exchange of animals will beallowed between registered entities only.Felids can be exchanged with other species.Donations, gifts and breeding loans are alsoacceptable.

1.6 In case a registered zoo/wildlifebreeding farm intends to acquire a Felid onpayment, it will have to demonstrate that allefforts to obtain the same through 1.5above failed. The permission topurchase/sell Felids from only registeredentities shall be granted upon the completesatisfaction of NCCW and will be dealt oncase to case basis.

1.7 All transactions under 1.5 and 1.6shall be transparent and open to public inaccordance with Freedom of InformationOrdinance 2002.

1.8 Wild felids can be housed only atregistered facilities. Individuals cannot keepwild felids as they do not contribute toeducation, research and conservation, andthis is not in line with CITES and can bedangerous. Such an action shall be liable topunishment under Pakistan Penal Code(PPC) 1860 section 289 and CriminalProcedure Code (CrPC) 1989, PublicNuisance, Section 133.

1.9 Wildlife Breeding Farms underprivate ownership will have an insurance toprotect human life.

2. Acquisition

2.1 All zoos/ wildlife breeding farms willensure that when acquiring or disposingany Felids or their parts shall be done inaccordance with all relevant National andInternational laws/policies and conventionsthat the Government of Pakistan is signatoryto for example important PakistanEnvironment Protection Act 1997, CapitalTerritory Wildlife Act, Provincial Wildlifelaws, Customs Act, Trade policy (Ministry ofCommerce), Pakistan Trade Control of WildFauna and Flora Act, CITES, CBD etc.

2.2 Animal acquisition or transfer/exchangemust only be carried out from/with otherregistered zoos/wildlife breeding farms thatare listed under regional zoo association orunder the respective Government that fulfillconditions 1.5 and 1.6. Private collectionsnot accredited by the concerned authorities,national government authority or a regionalzoo association will not be eligible for anyspecies acquisition or transfer/sale.

2.3 The provisions of Prevention ofCruelty to Animals Act 1890 must be

followed in letter and spirit. Such as insection 3. If any person;

(a) Overdrives, beats, or otherwise treatsany animal so as to subject it to unnecessarypain or suffering, or

(b) binds, keeps, carries or consigns forcarriage any animal in such manner orposition as to subject it to unnecessary painor suffering, or

(c) offers for sale or without reasonablecause has in his possession any live animalwhich is suffering pain by reason ofmutilation, starvation, thirst, over-crowdingor other ill-treatment, or Pregnant, sick, oldand young dependent on mothers shall notbe transported.

2.4 All animal transactions must beaccompanied by a quarantine certificate.

2.5 No import permit shall be granted toa cross bred Felid; whether occurred

accidentally or planned.

3. Wild Caught Felids

3.1 No indigenous Felid species will becaught from the wild to be housed at azoo/wildlife breeding farm as an exhibit orfor pairing an already captive animal.

3.2 Indigenous Felid species shall becaught from the wild only if it is a problemanimal.

3.3 Wild caught animals will only bekept in a zoo if there is a consensus

established by conservation institutions(NCCW, Provincial department, ZoologicalSurvey Department, IUCN and WWF –Pakistan) that this is the only solution tosave the species from possible extinction.

3.4 Zoos / wildlife breeding farms willnot acquire animals that cannot bemaintained in their natural social groupsbecause of various reasons such asrestricted space, resources, expertise etc.

3.5 Provincial / territorial wildlifedepartments will develop guidelines for thecapture of wild Felids if it is ascertained that

there is no other option except capture forex situ conservation for the survival ofspecies, under intimation to NCCW.

4. Performing Felids4.1 Zoos/ wildlife breeding farms will notacquire/exchange a Felid species withcircuses or any other facilities whereanimals are not likely to be housed undergood welfare conditions or likely to besubjected to unethical treatment, abuse,malnutrition, unnatural social housing,experimentation, performances, poorhusbandry etc.

4.2 No zoo or wildlife breeding facility willtrain cats to perform a behaviour which isnot part of their normal behavior repertoire.

4.3 Circuses will not use any wild caughtanimals. Circuses can only exchange animalswith other circuses. All such facilities(circuses) that keep wild animals mustregister themselves with the respectiveprovincial wildlife department that will

share their data with NCCW. NCCW shallmaintain the data provided by all theprovinces and federating units.

4.4 No circus will be allowed to keep anyfelid listed in Table A except circus bredAfrican Lion.

4.5 No wild animal will be cross bred andif this happens accidentally the offspring willbe disposed off as mentioned in 5.3.

4.6 Old or pregnant Felids will not be usedfor performances or for training.

4.7 A circus when applying for registrationmust present complete details of thehusbandry, transportation methods, andpublic safety procedures in case it housesany Felid.

5. Disposal5.1 A captive felid when expired must bedisposed off in a manner (e.g. incineration)that its body parts do not come under anytrade whether national or international.None of the body part can be sold.

5.2 The pelt or any other part witheducational or research value can be used

for educational purposes at zoos or donatedto reputed educational / researchinstitutions. The body parts should be usedto enhance the awareness and highlightconservation issues relevant to the speciesand felids in general.

5.3 If a felid is terminally sick and keeping

it alive is adding to the suffering of theanimal then a zoo/ wildlife breeding farmmay consider euthanizing the animalhumanely by the person qualified to do so.

However, photographic evidence mustbe maintained and the body disposed off asabove.

7.CITES and Felids

6.1 A public zoo must demonstrateexpertise, facilities and resources to housesmall cat species before permission isgranted for the permit/license to housesmall cats.

6.2 Small Felids cannot be kept byprivately owned entities.

6.3 Zoos/Wildlife breeding farms will keepan account of their level of expertise, spaceand resources required for the long termmaintenance of a species and will explorehow the species has done in other zoos(nationally and internationally). Zoos/Wildlife breeding farms will not house aspecies which has not done well in captivityand requires special care that the zoocannot provide.

6.4 To enhance inter-institutionalcollaboration, zoos/wildlife breeding farmsshould consider becoming active membersof a regional zoo association for South Asia;South Asian Zoo Association for RegionalCooperation (SAZARC) or World Associationof Zoos and Aquaria (WAZA).

6.5 The zoos/ wildlife breeding farmsauthorities should have clear objectives ofhousing a particular species and message to

communicate to the visiting public.

6.6 Felids must be maintained in socialsetting and if solitary then managed in amanner that it meets the naturalbehavioural requirements. Review of theminimum housing guidelines of felids as perthe World Association of Zoos and Aquaria(WAZA) is given in Annex B.

6.7 Zoos/ wildlife breeding farms will notkeep an exotic subspecies or conspecifics ifit has an indigenous counterpart of thatspecies. For example a zoo cannot keepboth African and Asian leopards.

6.8 A collection plan will only includethose species that can survive in weatherconditions of that zoo/ wildlife breedingfarm location without any stress on the Felid.

6.9 A zoo/wildlife breeding farm will notmiscommunicate any mutant/melanisticform of a cat trait as a rare species or even aseparate species.

6.10 No physically deformed or terminallysick animal will be put on display.

7.1 Issuance of consent to import aCITES listed species of Felids must bepreceded by the consent to export by the

CITES management authority of the countryof export.

7.2 Issuance of CITES import permit toimport a CITES listed species of Felids mustbe preceded by the issuance of exportpermit by the CITES management authorityof the country of export.

7.3 The and above are subject tothe satisfaction of the National CITESManagement Authority of Pakistan i.e.NCCW.

7.4 The facilities from which the animals

are being acquired must be registered withthe relevant government agency and musthave a good track record.

7.5 In case of any evidence of forgeddocumentation, or/and failure to obtainCITES import/export permits and any otherbreach of law, the animals will beconfiscated and the zoo/ breeder/dealer willbe blacklisted and proceeded against underthe law.

7.1 7.2

8. Breeding Felids8.1 Zoos/ wildlife breeding farms will notcross breed species (breeding between twodifferent species). They shall not display anyFelid that has bred that way accidently. Sucha cross-bred animal must be euthanized.

8.2 Zoos/ wildlife breeding farms will notbreed two subspecies to produce genetichybrids. They must maintain only purebreeds when exist.

8.3 Zoos will not hand rear an animalunless it is the only solution to ensure thesurvival of the Felid (offspring).

8.4 Each zoo will take responsibility ofmaintaining a studbook of at least one Felid

species for the country and coordinatingwith other zoos / wildlife breeding farms toupdate it and recommend animals forexchange to control over-representation of aset of genes. A sample studbook developedby WWF in 2003 for isproduced as .

8.5 Zoos/ wildlife breeding farms shouldbe encouraged to give animals on breedingloans to each other; the zoos may mutuallyagree on terms and conditions.

8.6 Zoos/ wildlife breeding farms mustinvolve research institutions for geneticprofiling particularly to study relatedness.

10. Diet, Veterinary, Emergency and Education Plan

9. Husbandry

9.1 Zoos/ wildlife breeding farms will onlybe issued registration if they fulfil theconditions of the adequate living space inharmony with the behavioural requirementof their natural social setting (group orsolitary living) because of various reasons(restricted space, resources, expertise etc.).

9.2 No zoo/wildlife breeding farm cankeep any wild felid in an enclosure that isbarren, does not provide cleanwater, lacks area with soft ground and doesnot maintain safe distance from the visitors(2 meters distance between a big cat and avisitor or public barrier). An enclosure musthave shade and trees/trunks for scratching.(Refer to for minimum enclosuresize adopted from WAZA-World Associationof Zoos and Aquaria). The animal shed mustnot be of a material such as metal that heatsup excessively during the day.

9.3 The enclosure must provide area forthe animals to escape from the visitors andtheir unacceptable behaviours and fromeach other.

9.4 Enclosures must have facilities toseparate females close to giving birth andfor raising cubs/kittens.9.5 No cat species can be housed by the

roadside in access of pedestrians or in areasthat are common for public, where therecan be a threat to the public or a Felid couldbe provoked to cause injury to the public.

9.6 No Felid species will be made to walkin public areas whether it is on a leash or ina cage.

9.7 Pregnant, sick, old or youngdependent on their mothers will not betransported.

9.8 Enclosures will only be cleaned withchemicals that are safe for animal/humanhealth.

9.9 Keepers must be screened forcommon diseases such as hepatitis,tuberculosis etc. (at least annually) toensure the health of keepers, public andanimals.

9.10 Enclosures must have proper drainageto avoid stagnation of water while cleaningor in case of outdoor areas during rains.

9.11 Felids should not be housed in closevicinity of their prey species to avoid unduestress.

10.1 Felids in captivity must be providedwith fresh, nutritionally balanced food(balanced mix of meat, bones, offal etc).Each species must have a diet plan thatconsiders the needs of Felids. The animalsmust be dealt at an individual level on thebasis of their physiological needs.

10.2 Unconsumed food must be removedfrom the enclosure.

10.3 Enrichment activities must beintegrated in the management to keep catshealthy and active.

10.4 Veterinary care must be provided;vaccination, deworming, tranquilisationprotocols (critical in case of an animalescape) must be developed and readilyavailable.

10.5 Each zoo/ wildlife breeding farm musthave a full time qualified veterinarian and

qualified education/communication officerand keepers.

10.6 Each exhibit must have visitorinformation signage that carries brief yetinteresting information about the species.Each zoo/wildlife breeding farm must havean education plan.
