    Guidelines on Plans Submission Of Fire Safety Works

    For Rapid Transit Systems

    LTA/BCU/March 2004 1

    1. Introduction

    This document outlines the requirements on plan submissions of proposed fire safetyworks pertaining to Rapid Transit Systems. These guidelines will assist the QualifiedPerson (QP) in making submissions to Building Control Unit (BCU) of Land Transport Authority (LTA). A copy of these submission guidelines can be downloaded from the

    LTA website at www.lta.gov.sg. It shall be read in conjunction with the Corenet e-submission guidelines.

    2. General Requirements

    2.1 Requirements on Qualified Person (QP)

    Building Plans (Fire Safety Measures) for rapid transit station, depot andassociated building are required to be submitted by a Qualified Person (QP)who shall be an Architect registered with the Board of Architects. BuildingPlans (Fire Safety Measures) for trainway are required to be submitted by aQualified Person (QP) who shall be a Professional Engineer (Civil) registeredwith the Professional Engineers Board. For trainway escape shafts, the planscan be submitted by either a registered Architect or a Professional Engineer (Civil).

    Professional Engineer (Mechanical) or Professional Engineer (Electrical [up toPE Reg. No. 1311]) shall be the QP for Fire Protection and Air Conditioning &Mechanical Ventilation Plans.

    2.2 Application Forms

    2.2.1 For hardcopy submissions, QP shall use the appropriate application

    forms provided by FSSD.

    2.2.2 For electronic submissions through Corenet, QP shall use theappropriate electronic application forms provided by FSSD and LTAelectronic application form, LTA-BCU-SUM01.

    2.3 Plan Number for Submission of Fire Safety Plans

     A plan number must be assigned by the QP to each new Fire Safety Plansubmission made to BCU (LTA) to identify the project plan type. Once the planno. has been assigned, QP shall use that plan no. to make the submission,

    including all re-submissions. See Annex A for Guidelines on Issuance of PlanNumber for Submission of Fire Safety Plans.

    3. Replying to Written Direction

    QP's reply to written direction shall include an itemised response to the writtendirection. Any amendment made on plans arising from the written direction shall beclearly identified.

    If there are amendments made on plans that are not arising from the written direction,QP shall highlight these amendments on the plans or provide a list that clearly

    describes these amendments in the reply.

    4. Pre-submission Consultation/Consultation

    QPs who wish to consult BCU (LTA) prior to formal fire safety plan submission, onsome major technical issues that may have great impact on their building design cansubmit Pre-submission Consultation/Consultation form to BCU (LTA) with a set of plan(s) showing the issues, where applicable.

    Particulars of consultation items shall be duly filled in the form. Description of the

    requirements must be clearly stated and aspects of requirements that needclarification must be clearly explained so that the issues could be understood for deliberation. An example of a duly filled Pre-submission Consultation/Consultationform is shown below:

    5. Waiver/Modification of Fire Safety Requirements

    QPs who wish to seek waiver on fire safety requirements may consult BCU (LTA) firstbefore making the waiver application, prior to formal fire safety plan submission.

    Particulars of waiver items shall be duly filled in the application form. Description of 

    waiver application and relevant clause number of the Standard or Code, provisionsmade on plan, and reasons in support of the application must be clearly stated.Waiver application must include a set of plan(s) showing the issues, whereapplicable. An example of a duly filled waiver application form is shown below:

    6. Requirements for Building Plans (Fire Safety Measures)

    6.1 Station

     All plans shall comply with requirements as stipulated in Clause 6 of Reg. 1 of theFire Safety (Building Fire Safety) Regulations under the Fire Safety Act. Particularsto be shown on plans shall comply with Clause 7 of Reg. 1 of the Fire Safety(Building Fire Safety) Regulations under the Fire Safety Act. In addition, the followingrequirements shall be complied with:

    6.1.1 An outlined 100 mm x 150 mm box shall be provided at the top right handcorner of every sheet of drawings. It shall bear the standard endorsement &plan no. as shown in Annex B.

    6.1.2 For hardcopy submissions, QP shall certify on every sheet of the plan asfollows:

    “I, ___________________, NRIC No/Passport No _______________, being

    a qualified person, hereby certify that the building works and fire safety worksas shown on these plans have been designed in accordance with theprovisions of the prevailing Code of Practice for Fire Precautions in Buildings,including all amendments applicable up to the date of this submission, theFire Safety Act and its regulations, the relevant code of practice or designguidelines, subject to waivers granted under Section 27 of the Act.”

    6.1.3 The following notes, where applicable, are to be incorporated on the firstsheet of the plans:

    a) Voice communication system shall be provided and shall comply with

    the Standard for Fire Safety in Rapid Transit Systems.

    b) Hotline telephone(s) shall be provided in accordance with the Standardfor Fire Safety in Rapid Transit Systems.

    c) Plans and signage for firemen shall be provided in accordance with theStandard for Fire Safety in Rapid Transit Systems.

    d) Electrically operated/locked doors/gates in means of escape shallcomply with the Standard for Fire Safety in Rapid Transit Systems.

    6.1.4 Information on waiver/modification and relaxation on fire safety requirementsshould be provided on first sheet of the plans as shown below:

    6.1.5 A complete legend of symbols, abbreviations and colour scheme shall beprovided on the first sheet of the plans.

    6.1.6 A drawing showing the various exit routes on every storey of the station thatare included in the station's exiting analysis shall be provided. The variousexit routes shall be clearly marked and identified in the floor layout plans.The travel distances on every storey for the various exit routes measured inmetres shall be clearly indicated. A cross-section drawing showing theheight between storeys measured in metres shall also be provided. Clear width of all circulation elements that are included in the exiting analysis shallbe indicated in the floor layout plans.

    6.1.7 Floor plans

    a) Where a floor plan shows only part of a storey on a drawing, a keydiagram showing the whole outline of the storey with highlighting thatpart of the floor plan shall be provided.

    b) Clearly depict all the fire-rated compartments with colour scheme.

    c) Clearly depict the type of automatic fare collection gates.

    d) Clearly indicate doors that are to be fitted with door selector, automaticflush bolt and vision panel.

    e) Clearly indicate  CD doors that are kept at normally “open” or “close”position. Where symbols are used, these symbols shall be included inthe legend.

    f) Clearly indicate the clear width of stairs, landings, ramps,passageways, lobbies, doors and gates.

    g) Clearly depict handrails for stairs, including intermediate handrails for stairs exceeding 2000 mm in width.

    h) Clearly depict ventilation openings at ventilation shafts and indicate thedistances between these openings.

    i) Clearly indicate and show in distinctive colours the following: Breeching inlet for sprinkler system Breeching inlets for dry mains (including those for tunnel dry

    mains) Dry main landing valves Dry main standby hoses (including those for tunnels) Manual call-points, fire hose reels and fire extinguishers Firemen intercoms at breeching inlets and at buffer areas Emergency fire phones at public areas and the master handset Main alarm panel, repeater panel and sub alarm panel(s) Panel for remote manual activation, control switches and visual

    indication of the operation status of the essential fans Plan box (for keeping station architectural plans) at main alarm

    panel Exit and directional signs

     j) Clearly depict the storage space of flammable/combustible materialsand Type of materials and hazards, e.g. flammable liquid & flash-point Quantity of materials to be stored, e.g. capacity of storage tanks Spillage control, e.g. bund wall and its volumes

    k) Clearly depict the proposed routing of exhaust pipes, fuel pipes andvent pipes for standby generators and fuel tanks.

    6.1.8 Cross-sectional drawings which clearly depict the provisions of   smokereservoir for smoke control system and other requirements in the Standardshall be provided.

    6.2 Trainway

    Particulars to be shown on plans shall comply with Clause 7 of Reg. 1 of the FireSafety (Building Fire Safety) Regulations under the Fire Safety Act. In addition, thefollowing requirements shall be complied with:

    6.2.6 A complete legend of symbols, abbreviations and colour scheme shall beprovided on the first sheet of the plans.

    6.2.7 Floor plans

    Where a floor plan shows only part of the trainway, a key diagram showingthe whole outline of the trainway with highlighting that part of the trainwayshall be provided.

    6.2.7.1 Trainway (underground or enclosed) Plan

    a) Identify all means of escape such as emergency egresspathway, cross passageways, exit stairs, ramps, exit doors, exitstaircases and the distances between them.

    b) Provide a schematic diagram showing the whole length of thetunnel including distances between all exits. All crosspassageways and exit staircases to be numbered.

    c) Clear statements indicating the type and extent of the provision

    of smoke control and ventilation systems and their related ventshafts.

    d) Clearly indicate and show in distinctive colours the following:

      Breeching inlets for tunnel dry mains

      Dry main landing valves

      Distance between all landing valves

      Distance between the nearest landing valve and exitstaircases or cross passageways

      Distance between the nearest landing valve and portal

      Distance between all cross passageways  Distance between the 1st  cross passageway and the

    station exit staircase or the platform public area whichever is nearer 

      Tunnels standby hoses

      Firemen intercoms at breeching inlets and at buffer areas

      Exit and directional signs

    e) Clearly indicate the fire resistance ratings of fire doors, fireshutters, access hatches, etc.

    f) Clearly indicate the clear width of stairs, landings, ramps,passageways, lobbies, doors and gates.

    g) Clearly depict handrails for stairs, including intermediatehandrails for stairs exceeding 2000 mm in width.

    6.2.7.2 Trainway (aboveground) Plan

    Clearly depict all means of escape such as emergency egresspathway, emergency access from station and firemen access totrainway via adjacent roadway.

    6.3 Depot

     All plans shall comply with requirements as stipulated in Clause 6 of Reg. 1 of theFire Safety (Building Fire Safety) Regulations under the Fire Safety Act. Particularsto be shown on plans shall comply with Clause 7 of Reg. 1 of the Fire Safety(Building Fire Safety) Regulations under the Fire Safety Act. In addition, the followingrequirements shall be complied with:

    6.3.1 An outlined 100 mm x 150 mm box shall be provided at the top right handcorner of every sheet of drawings. It shall bear the standard endorsement &

    6.3.2 For hardcopy submissions, QP shall certify on every sheet of the plan asfollows:

    6.3.3 The following notes, where applicable, are to be incorporated on the firstsheet of the plans:

    a) “Radio communication facilities capable of operating in the frequencyband of 470-490 MHz range shall be provided in accordance with theStandard for Fire Safety in Rapid Transit Systems.”

    b) “Two-way emergency voice communication system shall be provided in

    accordance with the Standard for Fire Safety in Rapid Transit Systems.”

    6.3.4 Information on waiver/modification and relaxation on fire safety requirementsshould be provided on first sheet of the plans as shown below:

    6.3.5 A complete legend of symbols, abbreviations and colour scheme shall beprovided on the first sheet of the plans.

    6.3.6 Fire safety report on fire protection and life safety features prepared inaccordance with Chapter 9 of prevailing Code of Practice for FirePrecautions in Buildings shall be submitted.

    6.4 A&A Works

     All plans shall comply with requirements as stipulated in Clause 6 of Reg. 1 of the

    Fire Safety (Building Fire Safety) Regulations under the Fire Safety Act. Particularsto be shown on plans shall comply with Clause 7 of Reg. 1 of the Fire Safety(Building Fire Safety) Regulations under the Fire Safety Act. In addition, the followingrequirements shall be complied with:

    6.4.1 Where A&A works pose a great impact to fire safety design and involvemajor changes to approved fire safety provisions, such works shall beclassified as major A&A works. The guidelines as described in S/No. 6.1, 6.2and 6.3, where applicable, shall apply.

    6.4.2 For other A&A works, the guidelines as described in S/No. 6.4.3 to 6.4.7

    shall be complied with.

    6.4.3 An outlined 100 mm x 150 mm box shall be provided at the top right handcorner of every sheet of drawings. It shall bear the standard endorsement &plan no. as shown in Annex B.

    6.4.4 For hardcopy submissions, QP shall certify on every sheet of the plan asfollows:

    “I, ___________________, NRIC No/Passport No _______________, beinga qualified person, hereby certify that the building works and fire safety works

    as shown on these plans have been designed in accordance with theprovisions of the prevailing Code of Practice for Fire Precautions in Buildings,including all amendments applicable up to the date of this submission, the

    6.4.7 Floor plan:

    a) A plan of entire floor drawn in appropriate scale showing the extent of 

    the proposed A&A works shall be provided. Extent  of the proposed A&A works shall be clearly demarcated on the whole floor plan.

    b) Floor plan (scale in 1:50 or 1:100) showing the details of the proposed A&A works shall be provided.

    c) Details of all existing means of egress, exit sign, fire-ratedcompartment, fire extinguisher, fire hose reel, fire alarm call point/bellshall be depicted on the plan.

    d) All proposed A&A works shall be clearly annotated and shown

    coloured.

    e) All approved fire safety works to be deleted shall be shown in yellowdotted lines on plans to differentiate from those to be retained.

    7. Requirements for Fire Protection Plans

    7.1 Station

     All plans shall comply with requirements as stipulated in Clause 6 of Reg. 1 of theFire Safety (Building Fire Safety) Regulations under the Fire Safety Act. Particularsto be shown on plans shall comply with Clauses 7 and 8 of Reg 1 of the Fire Safety(Building Fire Safety) Regulations under the Fire Safety Act. In addition, the followingrequirements shall be complied with:

    7.1.1 An outlined 100 mm x 150 mm box shall be provided at the top right handcorner of every sheet of drawings. It shall bear the standard endorsement &plan no. as shown in Annex B.

    7.1.2 For hardcopy submissions, QP shall certify on every sheet of the plan asfollows:

    “I, ___________________, NRIC No/Passport No _______________, beinga qualified person, hereby certify that the building works and fire safety worksas shown on these plans have been designed in accordance with the

    provisions of the prevailing Code of Practice for Fire Precautions in Buildings,including all amendments applicable up to the date of this submission, theFire Safety Act and its regulations, the relevant code of practice or designguidelines, subject to waivers granted under Section 27 of the Act.“

    “I certify that the proposed Automatic Sprinkler System has been designed inaccordance with the provisions of SS CP52 : 1990.”

    “I certify that the proposed Automatic Fire Alarm System has been designedin accordance with the provisions of SS CP10 : 1993.”

    “I certify that the proposed Dry Riser System has been designed inaccordance with the provisions of SS CP29 : 1998.”

    7.1.3 Information on waiver/modification and relaxation on fire safety requirementsshall be provided on first sheet of the plans as shown below:

    7.1.4 A complete legend of symbols, abbreviations and colour scheme complyingwith Clause 8 of Reg. 1 of the Fire Safety (Building Fire Safety) Regulationsshall be provided on the first sheet of the plans.

    7.1.5 Floor plans

    a) Where a floor plan shows only part of a storey on a drawing, a keydiagram showing the whole outline of the storey with highlighting thatpart of the floor plan shall be provided.

    b) Clearly depict in distinctive colours the following for sprinkler system: Breeching inlets and pipes Water supply pipe from water meter to sprinkler tanks Tanks and pumps Complete sprinkler system pipe routing and pipe sizes Every design point clearly marked and identified Sprinkler control valve(s) Flow switches

    c) Clearly depict in distinctive colours the following for dry mains: Breeching inlets and pipes Pipe routing and pipe sizes

    d) Clearly depict in distinctive colours the following for automatic fire alarmsystem: Main alarm panel Repeater panel and sub alarm panel(s) and mimic diagram(s) Detectors  Audible and visual alarm devices

    7.1.6 Schematic Diagrams

    a) Schematic diagram of sprinkler system shall clearly illustrate thefollowing essential information: Each storey level Water tanks, pumps Pipe network Pipe sizes Flow rate and pressure of each pump Flow rate and pressure at each control valve Effective capacity of each water tank and the various water levels

    Specific design hazard group for each area Design density of discharge and assumed area of operation Height of highest sprinkler above lowest sprinkler  Height of highest sprinkler above control valve

    b) Schematic diagram of dry mains shall clearly illustrate the followingessential information:

    Each storey level Pipe network Pipe sizes

    c) Schematic diagram of automatic fire alarm system shall clearly illustratethe following essential information: Each storey level Number of detectors per zone for each storey  Alarm bells and manual call points Sprinkler flow switches Main alarm panel, repeater panel and sub alarm panels  Alarm signal from main alarm panel to Operation Control Centre  Alarm signal from main alarm panel to operate ancillary

    equipment, e.g. fire shutters, smoke purging fans, lift homing, etc.

    7.2 Trainway

    Particulars to be shown on plans shall comply with Clause 7 and 8 of Reg. 1 of theFire Safety (Building Fire Safety) Regulations under the Fire Safety Act. In addition,the following requirements shall be complied with:

    7.2.1 An outlined 100 mm x 150 mm box shall be provided at the top right handcorner of every sheet of drawings. It shall bear the standard endorsement &plan no. as shown in Annex B.

    7.2.2 All plans shall be prepared for plotting on standard metric size paper sheet of the international A series (A0 or A1). Scale of plans shall be as follows:

    a) Location Plan in 1:7500

    b) Site Plan in 1:5000

    c) Floor Plan in 1:500

    The scales and grid references shall be indicated on all plans, sections andother drawings.

    7.2.6 Floor plans

    a) Where a floor plan shows only part of the trainway, a key diagramshowing the whole outline of the trainway with highlighting that part of the trainway shall be provided.

    b) Clearly depict in distinctive colours the following for dry mains: Breeching inlets and pipes (part plans of station are acceptable) Pipe routing and pipe sizes

    7.4 A&A Works

     All plans shall comply with requirements as stipulated in Clause 6 of Reg. 1 of the

    Fire Safety (Building Fire Safety) Regulations under the Fire Safety Act. Particularsto be shown on plans shall comply with Clauses 7 and 8 of Reg. 1 of the Fire Safety(Building Fire Safety) Regulations under the Fire Safety Act. In addition, the followingrequirements shall be complied with:

    7.4.1 Where A&A works pose a great impact to fire safety design and involvemajor changes to approved fire protection provisions, such works shall beclassified as major A&A works. The guidelines as described in S/No. 7.1, 7.2and 7.3, where applicable, shall apply.

    7.4.2 For other A&A works, the guidelines as described in S/No. 7.4.3 to 7.4.7

    shall be complied with.

    7.4.3 An outlined 100 mm x 150 mm box shall be provided at the top right handcorner of every sheet of drawings. It shall bear the standard endorsement &plan no. as shown in Annex B.

    d) Schematic diagram of automatic fire alarm system shall clearly shownthe following information: Number of detectors for the affected zone.  Alarm bells and manual call points. Sprinkler flow switches

    e) All proposed A&A works shall be clearly annotated and showncoloured.

    f) All approved fire protection installations to be deleted shall be shown inyellow dotted lines on plans to differentiate from those to be retained.

    g) Calculations where applicable shall be submitted if the existing sprinkler system is designed in accordance with full hydraulic calculation method.

    8. Requirements for Air-conditioning and Mechanical Ventilation Plans

    8.1 Station

     All plans shall comply with requirements as stipulated in Clause 6 of Reg. 1 of theFire Safety (Building Fire Safety) Regulations under the Fire Safety Act.     8.1.2 For hard copy submissions, QP shall certify on every sheet of the plan asfollows:

    “I, ___________________, NRIC No/Passport No _______________, beinga qualified person, hereby certify that the building works and fire safety worksas shown on these plans have been designed in accordance with the

    provisions of the prevailing Code of Practice for Fire Precautions in Buildings,including all amendments applicable up to the date of this submission, theFire Safety Act and its regulations, the relevant code of practice or designguidelines, subject to waivers granted under Section 27 of the Act.”

    “I certify that the proposed Air-conditioning and Mechanical VentilationSystem has been designed in accordance with the provisions of SS CP13 :1999.”

    8.1.3 The following notes, where applicable, are to be incorporated on the firstsheet of the plans:

    a) All ducts terminating at intake and exhaust air shafts are provided withnon-return dampers/motorised dampers such that smoke re-circulationto other parts of the station is prevented.

    b) Fire dampers are provided where non-essential ducts terminate at theintake and exhaust air shafts.

    8.1.7 Cross-sectional and elevation drawings

    a) Clearly indicate the full height of each storey and the depth of ceilingspace, smoke reservoirs, details of all ventilation openings and voidspenetrating floors including their usage and dimensions.

    b) Clearly depict the proposed ACMV system at congested areas.

    8.1.8 Schematic Diagrams

    a) Schematic diagram of ACMV system shall clearly illustrate the followingessential information: Each storey level Ductworks of different usage shall be clearly differentiated Protected shafts outline for ducts, especially risers/droppers Location of the equipment with respective capacity and areas

    served Location of smoke detectors for return air streams Smoke detectors Smoke control dampers

    b) Schematic diagram of the panel for remote manual activation, controlswitches and visual indication of the operation status of the essentialfans shall be provided.

    8.1.9 For engineered smoke control system, the following shall be included:

    a) A report identifying and describing its design, features and operationalarrangement.

    b) Design calculations.

    8.2 Trainway

    Particulars to be shown on plans shall comply with Clause 7 and 8 of Reg. 1 of theFire Safety (Building Fire Safety) Regulations under the Fire Safety Act. In addition,the following requirements shall be complied with:

    To differentiate the type of electronic plans submission the following abbreviations shall be used:

    FS - Building Plan (Fire Safety Measures)FP - Fire Protection PlanMV - Air-conditioning & Mechanical Ventilation Plan

    This is to identify the order in which any type of plans is submitted. For example, the first setof Building Plan (Fire Safety Measures) submitted shall be numbered FS01.
