Permanent Visa

Permanent Visa (also known as entry work visa is required for people who are coming to work in Qatar or for those coming to live as dependents of an employee.

1. FREQUENTLY ASKED QUESTIONS (FAQ)

GENERAL:

Q 1. Who looks after immigration processing?

A1. At Qatar Foundation, there is an Immigration Coordinator assigned to liaison with each Center. Your Center designate will commence the immigration processing by requesting specific information. In turn, this is provided to the QF Immigration Coordinator, who thereafter will meet with you to take care of you and your family’s complete processing needs.

If you are a newcomer to the country, your Center designate will typically complete a request form to have multiple (complete set) immigration related documents prepared.

Q 2. Who pays for the documents and related service costs?

A2. Depending on the type of service, QF pays for all the documents, processing costs, and government fees. Those not mandatory shall be your responsibility such as:

Visiting visa for relatives or friends

Driver’s licenses when not required for your daily activities; and

Related services’ processing fees as stated in the Document Fact Sheets section of this guide.

Q3. What do I do if I have an emergency concerning immigration, i.e. getting in or out of Qatar?

A4. Contact your Center Director to receive authorization to expedite any needed immigration documents (i.e. due to funeral, illness).

Q4. What if I lose my passport outside Qatar?

A5. Contact the QF Immigration Coordinator. You must fax a copy of your new passport to the QF Immigration Coordinator. He will in turn complete a request form and submit to Main Immigration Department to obtain a permission for you to re enter Qatar on new passport. Time required to obtain the above permission is 4 working days. In such situations, you are advised not to use Tourist Visa to re enter Qatar as it will make the things very complicated. It is important to have a photocopy of each of our documents for backup use.

PERMANENT VISA:

Q1. What is a Permanent Visa?

A1. A permanent visa is required for people who are coming to work in Qatar or for those coming to live as dependents of an employee. Please note that for your family coming in on permanent visa on QF sponsorship, after arriving, the employee should transfer them on his/her sponsorship, with the assistance of the QF Immigration Coordinator.

Q2. How long does it take to get one?

A2. It takes six weeks to process.

Q 3. What do I do to get one? What information do I provide to get one?

A 3. If it pertains to yourself, before coming to Qatar, you must provide a copy of your passport (and your family if required) with other necessary documents to your Center Director. They will in turn complete a request form and submit to QF Immigration Coordinator to obtain a permanent visa. The request should be a minimum of four weeks before your arrival.

Those coming on Permanent Visa and have valid Residency Permit of any other GCC country are advised to cancel the same prior to their arrival as this will delay their Residency Permit process and they will need to pay additional cost. (Employee: QR.1500) (Family member: QR.500).

OFFICIAL VISIT VISA:

Q1. What is Official Visit Visa?

A1. Official Visit Visa is required for anyone coming on short business trip.

The official visit visa is typically valid for one month and can be renewed for a total of six months.

Q2. How long does it take to get one?

A2. It takes four working days to process

Q3. Can Official Visit Visa can be replaced with a Permanent Visa after

Arrival?

A3. Yes, it can be replaced with a Permanent Visa after arrival. This option can be followed if there is not enough time to obtain permanent visa.

RELATIVE VISIT VISA:

Q 1. What is a relative visit visa?

A 2. Should you have close relatives come to visit you in Qatar, they will require a relative visit visa. Once you have your residence permit, you can sponsor their visit yourself.

Q3. How long does it take to get one?

A3. It takes 5 to 7 Workdays to process. The relative visit visa is typically valid for one month and can be renewed for a total of six months.

TOURIST VISA via QATAR AIRWAYS:

Q 1. What is tourist visa via Qatar Airways?

A 2. For resident permit holder’s close relatives arriving Qatar via Qatar Airway.

TOURIST VISA FOR 33 COUNTRIES:

Q 1. What is tourist visa for 33 countries?

Nationals of over 33 countries and protectorates (below) do not require to obtain tourist visa in advance to come to Qatar

They will be issued 3 weeks tourist visas on arrival at any port of entry in the

Country. According to a decision announced by HE the Minister of

State for Interior Sheikh Hamad bin Nasser bin Jassim Al Thani,

The countries are:

The United States of America, Britain, France, Italy, Germany, Canada, Australia, New Zealand, Japan, Holland, Belgium, Luxembourg, Switzerland, Austria, Sweden, Norway, Denmark, Portugal, Ireland, Greece, Finland, Spain, Monaco, Vatican, Iceland, Honduras, San Marino, Liechtenstein, Brunei, Singapore, Malaysia, Hong Kong, and South Korea.

AL MAHA LOUNGE.

The Al Maha Services is the latest innovative feature that Qatar Airways has added to the airport. As part of the service, passengers will be welcomed to the airport by the Al Maha team, who will then fast track them through airport formalities on arrival, transit and departure.

The fee for a passenger is QR70. For groups of up to 10 people, the cost is QR70 for the first person and QR45 for each of the remaining passengers.

There are special discounts for larger groups. Arriving passengers will be able to wait and relax in the Al Maha Lounge while their immigration formalities are processed and baggage collected.

The Al Maha team will organize things like visas on arrival, liaise with immigration officials, organize the collection of luggage and make sure that the passengers are escorted to awaiting family members or hotel representative. Booking for the Al Maha service could be made at 4622694.

Q 2. Can Tourist Visa can be replaced with a Permanent Visa after arrival.

A 2. No, Tourist Visa cannot be replaced with a Permanent Visa.

RESIDENCE PERMIT:

Q1. What is a Residence Permit?

A1. A Residence Permit is a governmental stamp placed in your passport,signifying you are recognized as a resident typically for a period of one year. It is required for those people who are coming to work in Qatar or for those coming to live as dependents of an employee.

A residence permit is also known as a working visa.

A Residence Permit must be obtained before a driver’s license, medical card and liquor permit can be applied for.

IMPORTANT NOTE: Residence Permit will be invalid if the bearer has stayed more than six months outside the country.

Q2. How long does it take to get one?

A2. A Residence Permit normally takes a minimum of about five weeks for employees and eight weeks for families if there aren’t any complications. This involves a number of government agencies where the processing time can vary.

Q3. What do I need to do to get one? What information do I provide to get one?

A3. After arrival, just submit your passport to your Center designate, who will then complete a request form and provide it to the QF Immigration Coordinator for processing. During this process your passport will be utilized for various procedures. These procedures include a medical examination (children below 14 are not required to attend medical examination). The collections of all of these documents are then taken to the Immigration Office and the Central Investigation Department (CID) to prepare the Residence Permit.

Q4. Do my family get residence permits at the same time as I do?

A4. If you initially come by yourself, you will receive your Residence Permit and you can then sponsor your family members.

If your family comes at the same time as you do, then everyone is sponsored by Qatar Foundation initially, but after some time has passed, you will have to change the sponsorship so that you are your family’s sponsor.

Q5. How long is it valid for? Who looks after renewing it?

A5. A Residence Permit is typically valid for one year. When your permit is to expire in 2 months and you will continue on the employee should submit a request to the Center Director. He will then complete a request form to the QF Immigration Coordinator to renew the residence permit. If your permit expires in the summertime (e.g. August), then the renewal should be done in June before you leave the country on vacation.

Q6. Do I have to always carry my passport showing proof of Residence Permit?

A6. No, your passport should be stored in a safe place. You are encouraged to carry with you your Qatar ID card and driver’s license, should you have one.

QATAR ID CARD:

Q1. What is an ID card used for?

A1. ID card is a card, which contains your name, photo and your Residence Permit No.

Q2. How long is it valid? Who looks after renewing it?

A2. It is valid for one year. The QF Immigration Coordinator will look after renewing it, once you provide a request form through your Center’s Director.

Q3. What do I need to do to get one? What information do I provide to get one?

A3. The same process is used as for renewing the Residence Permit. Namely, submit your passport, one colored photo (3.8 cm x 4.8 cm) and blood type proof to your Center Director who will send a request form to the QF Immigration Coordinator for processing.

MEDICAL CARD:

Q1. What services does the medical card cover?

A1. The Medical Card allows you to use the medical services of Hamad Medical Corporation & its affiliated Health Centers. It includes emergency, clinical and hospital services.

Q2. Does my card cover all family members? Do children need their own card?

A2. No, everyone has to have his/her own medical card, including each of your children.

Q3. What do I provide to get one?

A3. Your Center Director completes the request form, which will require a copy of your passport showing the Residence Permit stamp and 2 colored photos Size (3.8 cm x 4.8 cm).

The cost is Qrs. 100.

Q4. When does it expire? How do I renew it?

A4. It expires after one year. Submit a request form to your Center’s Director to renew it along with your old Medical Card and 2 colored photos Size (3.8 cm. x 4.8 cm.).

Q5. Can I use the card overseas?

A5. No, it is only valid in Qatar at this time, at the Hamad Hospital and its affiliated health centers.

DRIVER’S LICENSE:

Q1. Is my homeland driver’s license valid in Qatar?

A1. No, your homeland driver’s license in not valid in Qatar but it is required to apply for Qatari Temporary Driving License

Q2. What is the process to get one?

A2. You can obtain a Qatar driver’s license on your own, or you can have your Center’s Director complete a request form to the QF Immigration Coordinator, who will charge you a license fee. Subsequently the Immigration Coordinator will accompany you to the Traffic Department to assist you in the process of obtaining a Qatar driver’s license. You will need a sponsor’s covering letter (in Arabic) and your old valid driver’s license plus four photographs. If you wear corrective lenses, you need to have your picture taken with these glasses on. The Traffic Department will require you to take an eye examination and may require a road test. You cannot receive a permanent driver’s license until you have your Residence Permit completed.

You may be able to receive a temporary driver’s license, which is valid for three months if arrived on Permanent Visa and one month if arrived on Official Visit Visa. The license cost and service is chargeable to the employee and their family members.

Q2. Can I use international driver’s license in Qatar?

A2. NO, international driver’s license is in not valid in Qatar.

Q4. How long is the Qatar Permanent Driving license valid for?

A4. It is valid for 5 years.

Q5. Can I use it in other countries?

A 5. No, it is valid just inside Qatar

EXIT PERMIT:

Q1. What is an exit permit?

A1. Everyone who wants to travel outside the Country requires an Exit Permit. This is a state document signed by your sponsor stating that they have no objection to your leaving the country.

Q2. What is the process to get one?

A2. Fill out a request form and submit it to your Center Director at least 10 days before departure. You need to provide the date of departure/return, the destination and your original passport.

GETTING A NANNY:

Q1. What do I need from Qatar Foundation to hire a nanny?

A1. You need to request a letter from your Center Director, and then the Center will ask QF, Immigration to issue you a letter stating that you are an employee of Qatar Foundation and include your job title and monthly salary. Please refer to Documents fact sheets for more details.

Q2. What if I only want someone to clean my premises, what is needed from Qatar Foundation?

A2. If the cleaner is a full time must change sponsorship to you or bring a six months “No Objection” letter from current sponsor.

If the cleaner is only used on occasion i.e. once a week, then there is usually no concern with his sponsorship.

LIQUOR LICENSE:

Q1. What do I do to get a license?

A1. First, you need to get your Residence permit, and then fill in the application form including Photocopy of Passport with Residence permit page, 2 photos and the application form should include your monthly salary and sponsor’s signature and you will have to pay (1,000 Qrs.) deposit amount.

Q2. What kind of liquor is available?

A2. All common types of beer and spirits are available

Q3. Where may I consume the liquor?

A3. It is not allowed to consume the liquor outside your home.

Q4. How much is the purchase limit?

A4. The limit is about 10% of your monthly salary

Nationals of over 33 countries and protectorates do not require obtaining

Tourist visa in advance to come to Qatar.

They will be issued 3 weeks tourist visas on arrival at any port of entry.

According to a decision announced by HE the Minister of State for Interior

4.24 DEPORTATION OF A DEAD BODY (CORPSE)

INSTRUCTION TO BE FOLLOWED FOR DEPORTATION OF A DEAD BODY (CORPSE)

1. Report to the Preventive Health Dept. at the White Palace for typing and signing the certificates.

2. Report to the Dept. of Evidence and criminal information to hand to them copies of the Death Certificate and Death notification.

3. Report to the Embassy of the deceased to hand them a copy of the Death Certificate.

4. Report to the Cargo Dept. at Doha Airport to give them a copy of the Death Certificate.

5. Report to the Environment Health Section at the White Palace to hand to them # (6) copies of the certificate to Who May Concern from the Dept. of Evidence and Criminal Information plus # (2) copies of the bill of lading on order to complete the procedures for Deportation of the corpse.

6. Come to the Mortuary at least 2 hours before the plane take off to close the coffin. Please bring 5 persons to help in taking the corpse.

4.25 CODES OF CONDUCT

Qatar is an Islamic state and expatriates and visitors need to observe the customs, laws and sensitivities applicable to its Islamic culture. All persons in Qatar are subject to the country’s laws and regulations. Some of these laws differ significantly from those in the employee’s home country. Further, the penalties for breaking a law in Qatar can result in more severe consequences than they might have experienced in their home country for a similar offense. Persons violating Qatari laws--even unknowingly-- may be expelled, arrested, or imprisoned depending upon the circumstances. Some examples follow:

Driving under the influence of alcohol is a very serious offense in Qatar. The country also applies a zero–tolerance attitude to the use and possession of illegal drugs. Alcohol should only be consumed in the home/private residence or at authorized restaurants. Alcohol should never be consumed in public places, e.g., parks. It is also illegal to transport liquor in your vehicle except from the point of sale directly to your home.

Public displays of intimate affection between men and women is discouraged. If such action is considered offensive and detrimental to Qatar’s culture and values, individuals could be detained and/or prosecuted if laws are broken. Homosexual activity is a criminal offense in Qatar, with those convicted of such action subject to applicable judicial treatment and/or deportation.

There are many photographic opportunities in Qatar. However, as in most cultures, courtesy requires discretion when photographing local residents to ensure they are in agreement with such an action. Always ask for their permission before taking photographs.

While a specific dress code is not mandated, both men and women should dress in appropriate, modest clothing. Employees and their families should be particularly conscious of their dress when visiting the large shopping malls, souqs or other areas frequented by mixed nationalities. It is particularly important to dress modestly during the month of Ramadan. Normal swimwears, including bikinis, are acceptable on the beach and pool areas with modest cover-ups, T-shirts, etc desirable when bathers move away from the swimming areas. Topless sunbathing by women is not permitted.
