Biography or Historical Sketch Since 1937 the Planned Parenthood Center of El Paso has provided low-cost reproductive health care, contraceptive advice, community educational materials, and other medical and social services to El Paso women. The Center was founded largely through the efforts of El Pasoan Betty Mary Goetting (1897 – 1980) and is affiliated with the Planned Parenthood League of Texas and the Planned Parenthood Federation of America.

Deeply interested in the birth control movement, Goetting began corresponding in 1918 with birth control movement pioneer Margaret Sanger (1879 – 1966) and others about birth control education, family planning methods, and medical services for women. Goetting developed a close friendship with Sanger and the two frequently corresponded. On February 24, 1937 an organizational meeting, which Sanger attended, was held at the Hotel Paso del Norte to found a birth control clinic in El Paso. Sanger outlined an organizational plan and members of the Board of Directors, Medical Committee, and Advisory Board were named, while Major Richard Burgress served as the clinic’s legal advisor. Two months later, on April 26, 1937, Goetting and Sanger, along with fifteen other women, six doctors, and several clergymen opened the El Paso Mothers’ Health Center at 1820 E. Rio Grande Street with Goetting serving as its first president. The Center offered contraceptive advice and medical services to married women of El Paso and Juarez unable to afford the cost of private physicians. A non-profit organization, the Center employed a nurse and doctors who volunteered their services in three clinic sessions a week. In its early days the Center offered birth control, medical exams, educational materials, and marital counseling – programs based on the modern birth control movement started by Sanger in 1912. Patients paid very low or no fees based on their income-level and family situation.

From its inception the Center faced much opposition from the Catholic Church and other individuals and groups. Despite this opposition, the Center saw 247 patients in its first six months, and from 1938 – 1939 the Center served 1140 patients. In May 1937 the clinic joined the Central Council of Social Agencies and the Social Service Exchange, and in May 1939 the name of the Center was changed to the Birth Control Clinic. Planned Parenthood continued to expand: new clinics opened at the Church of the Divine Savior, 519 S. Ochoa Street (1940; later discontinued in 1945 due to the space being needed for church activities), at 3213 Rivera Street (1943), and at 1009 E. Second Street (1950). During the 1940s conflict between the Catholic Church and the Birth Control Clinic continued, particularly over the Catholic Church’s anger at the Clinic’s inclusion in El Paso’s Council of Social Agencies. However, by 1952 the Center (now called Planned Parenthood Center of El Paso) recorded that more than 2400 clinic sessions had been held. Planned Parenthood also started employing social workers to go out into El Paso neighborhoods as part of their educational program and to check on past and current patients. Throughout the 1950s and 1960s new services and medical breakthroughs, such as birth control pills, testing for cervical cancer (pap smears), and vasectomies, were made available. Currently, Planned Parenthood of El Paso serves over 16,000 patients a year and offers a multitude of clinical services, community education programs, and social services, with many of these services focusing on contraceptive information, reproductive health care, and STD/HIV prevention.

The Planned Parenthood of El Paso records date 1907 – 2019, bulk 1947 – 1974. Types of records include minutes, reports, correspondence, memorandums, clippings, publications and other printed material, scrapbooks, and financial and legal records. Arranged in five series (Administrative, Activities, Publications, Planned Parenthood League of Texas/Southwest Region, and Planned Parenthood Federation of America), these records document Planned Parenthood’s creation, operations, activities, and the history of the birth control movement in El Paso during the 1930s to the 1970s.

The Administrative series covers Planned Parenthood’s operations, services, financial and legal history, and the activities of the Executive Board, Advisory Board, and Medical Committee. This series primarily contains meeting minutes and committee and financial reports, and assorted legal records. The Activities series documents

Planned Parenthood’s origins and history, volunteer and employees’ work, fundraising efforts, clinic and field workers’ reports, annual luncheons and dinners, and other activities. This series also includes general correspondence which details Planned Parenthood of El Paso’s activities. The Publications series contains printed material on Planned Parenthood and its affiliates, about Planned Parenthood of El Paso, and articles on women’s health, fundraising, birth control and the birth control movement, and overpopulation. The Planned Parenthood League of Texas/Southwest Region series contains records on the League’s administration, other Texas Planned Parenthood clinics, and League activities. The Planned Parenthood Federation of America series documents its administrative work and by-laws, goals and objectives, educational programs, publicity efforts, information on other Planned Parenthood chapters, and various other activities. The Photographs series contains photographs and negatives of Planned Parenthood staff, buildings, and activities.
