he explosion of automotive activity in China is one ofthe biggest stories for Automotive News Europe. And withgood reason: Car sales in China are soaring, and Europeanautomakers and suppliers are actively pursuing new business opportunities in the country.

Car sales in China grew from a mere 484,000 as recentlyas 1998 to 2.1 million units in 2003. Global automakersare forecasting sales to reach 5 million units by 2010. Thiswould likely make China the third-largest car market in theworld, behind only the United States and Japan.

Foreign automakers invested some $12 billion in assembly plants in China since 1996, according to a studyby the University of Windsor in Canada. And the pace isaccelerating.

Most of those investments go into partnerships withdomestic Chinese automakers, weaving an often-complexweb of interrelations. Chinese law requires that any foreignautomaker producing in China for the local market musthave a local Chinese partner that has at least a 50 percentshare in the venture.

As of 2003, 13 global automakers had formed more than20 sino-foreign ventures producing cars in China. In addition, there are more than a dozen local Chinese companies making their own cars for the market.

There are seven Chinese automotive groups, includingChina’s so-called “Big Three,” First Auto Works, DongfengMotors and Shanghai Automotive Industry Corp.

In addition, there are a handful of smaller automakersthat have either formed joint ventures with foreign companies, or are producing their own vehicles. Manylocal carmakers have more than one foreign partner.

European automakers and suppliers have been amongthe most aggressive in pursuing new business in China.Automakers such as Volkswagen were among the first toestablish joint ventures in China. But all the majorEuropean companies are represented. And the pace of theirbusiness has been picking up.

To give just a few examples: BMW started making 3- and5-series cars in China in late 2003. DaimlerChrysler hopesto start producing C- and E-class sedans there by mid-2005. And Volkswagen, Audi, DaimlerChrysler and BMWhave seen their production expand so rapidly that theyformed a joint logistics partnership to support this growth.

The structure of the Chinese auto industry is differentfrom just about anywhere else in the world and this Guideto Automakers in China should provide insight into the various national and international companies that definethe automotive landscape.

All the vital statistics on the auto companies and suppliers operating in China are included in these pages. They serve as a guide to who’s doing what in China.Barring a shakeout, the industry seems likely to retain itspresent shape and partnership arrangements for severalyears to come.

ured by sizzling growth and projections that the country will become the world’s second biggest auto market after the United States by 2015, automakers fromaround the world have scrambled to set up shop in China.

According to a study by the University of Windsor(Ontario), foreign automakers have invested some $12 billion in China since 1994 to build assembly plants orexpand existing ones. The pace of that investment is accelerating.

More than half of the total — some $6.3 billion — wascommitted in the 18 months from the beginning of 2002through June 2003. Another $10 billion has been committed through 2007 to expand existing productioncapacity, with Volkswagen AG alone accounting for $7 billion of that.

The new capacity is chasing the world’s hottest demandcurve. Sales of passenger vehicles in China soared nearlyfive-fold between 1998 and 2003, from 484,000 units to2.1 million. Sales last year were up 70 percent over 2002.And automakers expect the market to top 4 million units in2007.

By law, foreign automakers wanting to manufacture inChina must partner with a local automaker, and are limitedto a 50 percent stake in the venture. To date, 13 automak-ers from Europe, Japan, Korea and North America havejoined with Chinese automakers to form more than 20 joint ventures to produce passenger vehicles.

The seven major Chinese automotive groups are dividedinto two tiers. The first tier – China’s so-called “Big Three”– consists of First Auto Works, Dongfeng Motors and

Shanghai Automotive Industry Corp. In 2003, the threeaccounted for approximately 67 percent of all passengervehicle sales in China, either through their joint ventures orthrough their own operations.

The second tier includes Beijing Automotive IndustryCorp., Guangzhou Automotive Industry Corp., NanjingAuto Works and Changan Automotive Group. In 2003, thefour accounted for approximately 16 percent of all carsales in China.

In addition to the top seven groups, another dozen or sosmaller automakers have either formed joint ventures withforeign partners, or produce their own branded vehicles, often under licensing agreements with foreign automakers.

Because of the small number of top-tier Chinese automakers, the requirement that foreign companies partner with a local has created a tangle of cross-share-holdings in the Chinese industry.

FAW, for example, is partnered with Volkswagen AG,Toyota Motor Corp. and Mazda Motor Corp. in producingcompeting vehicles, while SAIC is partnered with GeneralMotors and Volkswagen.

And Dongfeng Motor, which is 50 percent owned byNissan Motor Co., has carmaking ventures with Nissan’sarch-rival Honda Motor Co., as well as with PSA PeugeotCitroen and Kia Motors Corp.

The following pages will help you cut through that weband to be your guide to who’s doing what in China. Barringa shakeout, the industry seems likely to retain its presentshape and partnership arrangements for several years tocome.

Vehicle production in China surged 35.2 percent last year to a record 4.44million cars and commercial vehicles, according to the China Associationof Automobile Manufacturers.

According to the data, the three biggest manufacturers accounted for 48percent of total output last year, or 2.13 million units. And the top 10 mak-ers accounted for 80 percent of total production, or 3.55 million units, thetrade group said.

Production this year will rise about 17 percent to 5.2 million vehicles, including 2.55 million sedans, the group predicted. Sales of passengervehicles soared 80 percent last year to 2.1 million. Automakers expectthe passenger-vehicle market to top 4 million units by 2007.

The data show that FAW Group led the industry last year with total

production of 858,700 units. Shanghai Automotive Industry Corp. followed closely with output of 796,900 units, while third place went toDongfeng Motor Corp. with output of 470,300 units. All three are partneredwith major Western automakers.

BMW and Brilliance began production in October 2003, with an initial target rate of 30,000 cars a year. Technically a joint venture withShenyang JinBei Automotive Industry Holdings, a subsidiary of BrillianceChina Automotive Holdings, the company operates from a modern

greenfield plant built by Brilliance in 1999 as part of a plan to produce itsown vehicles. The venture is capitalized at 150 million euros and has loancommitments for another 300 million euros, to be invested by 2005.

Created in 1984 as China's first joint venture with a foreignautomaker, DaimlerChrysler’s Beijing Jeep joint venture has had arocky history. Years after other makers had entered China withnewer, more sophisticated vehicles, it was still producing the original Jeep Cherokee and the locally developed military-styleBJ2020.

Output slid from just under 100,000 vehicles a year in 1995 tofewer than 9,100 in 2002, before picking up last year with the introduction of the Mitsubishi Pajero and Outlander. Although the

Grand Cherokee has been added to the production mix under theJeep 2500, the partners appear to have pegged their future onMitsubishi, which is 37.3 percent owned by DaimlerChrysler.Mitsubishi production will be ramped up to 50,000 units this year, and is expected to rise to 100,000-plus over the next few years.DaimlerChrysler also plans to begin producing Mercedes-Benz C- and E-class sedans with Beijing Automotive in 2005. GM has been in overdrive since it began production in China in1999 at a $1.5 billion greenfield plant in Shanghai. That first venture,Shanghai GM, now builds the Buick Regal mid-sized sedan, GL8 minivan and Excelle compact. Shanghai GM also makes engines forshipping to CAMI, a joint GM-Suzuki factory in Canada. The Shanghaiventure expects to produce about 175,000 vehicles this year.

Through Shanghai GM, the automaker also bought an unused factory built by the former Daewoo Motor Co. in Yantai, adding100,000 units of capacity for relatively little investment. It has movedproduction of the subcompact Buick Sail to the venture, Shanghai GMDongyue Motors, allowing the Shanghai plant to concentrate on higher

end models. SAIC GM Wuling Automobile, 34 percent owned by GM, builds

minivehicles in Liuzhou, making GM one of the few foreign carmakerswith a stake in the huge and highly competitive minivehicle segment. That venture expects to produce about 147,000 units this year.

Elsewhere, Jinbei GM in Shenyang builds Chevrolet TrailBlazers, although the venture is selling fewer than 10,000 units a year. GM thushas a presence in six very different segments, more than any otherforeign carmaker in China, and holds an approximate 10 percent shareof the overall market.

Note: Production was moved from Shanghai General Motors Corp. Ltd. GM to Shanghai GM DongyueMotors in mid-2003. Production and sales data are included in Shanghai General Motors Corp. Ltd. above.

Honda entered China as a motorcycle maker. As a result, it had yearsof experience with suppliers and Chinese distribution systems by thetime it began building cars at a former Peugeot plant in Guangzhou.

Honda recently began building the subcompact Fit alongside its U.S.-style Accord and Odyssey minivan at the venture, Guangzhou Honda, andall three models now are back-ordered. Honda has added models andcapacity gradually, not stretching itself too thin. The joint venture hascompleted an upgrading project that raises capacity this year to 240,000.

Elsewhere, Honda is producing the CR-V subcompact SUV at a 50-50

joint venture with Dongfeng Motor Corp. in Wuhan. Capacity of the venture, Dongfeng Honda Automobile (Wuhan) Co. Ltd., has been set at30,000 units a year.

It also is partnered with Guangzhou Honda and Dongfeng Motor in aventure in the southern city of Guangzhou to produce subcompact carsfor export only. The plant, with an initial capacity of 50,000 cars a year, isscheduled to come on line in the fourth quarter of 2004. Honda has a 65percent stake in the operation, making it the only foreign automaker inChina with majority control of a joint venture.

The Korean automaker has moved fast in China. Its joint venturebetween Hyundai Motor and Beijing Automotive Industry Group builtits first Sonata sedan just two months after coming into existence inOctober 2002. One year later, it had sold more than 50,000 Sonatasand captured 2.5 percent of China's passenger car market. Sales willdouble to 110,000 units this year with the addition of the Elantra sedanand are targeted to top 500,000 units a year in 2008.

While Hyundai sells mid-sized cars, its Kia Motors unit has focused

Kia's joint venture in Yancheng ineastern China, Dongfeng Yueda Kia Motor Co., assembles theQianlima, a version of the Hyundai Accent, and the Carnival minivan.Production of the Kia Pride, which started the venture, was halted inDecember 2003. Kia also has announced plans to invest $600 millionto build a second plant in China and expand its capacity there to300,000 units a year by 2006. Dongfeng Motor Co. is radically different from other joint ventures inChina because its creation marks the first time that a foreign automakerhas been allowed to buy part of a state-owned Chinese auto manufacturer.Nissan paid $1 billion last year to acquire 50 percent of DongFeng MotorCorp., also known as Second Auto Works, and the two then set upDongfeng Motor Co. as a separate joint venture. This gives Nissan exceptional control over its fortunes in China.

In its just-ended fiscal year, Nissan aimed for sales of 100,000 Nissan-

brand vehicles in China. That included 60,000 Bluebird and Sunny sedansbuilt by Dongfeng in Wuhan, and 20,000 vehicles imported from Japan.Another 20,000 sales of Paladin SUVs were expected to come fromZhengzhou Nissan Automobile Co., a venture unrelated to Dongfeng, inwhich Nissan owns a minority stake.

Dongfeng Motor has targeted sales of 220,000 Nissan-branded cars ayear in China by 2006. The cars will include the Teana luxury sedan andfour more undisclosed Nissan models.

The French automaker was among the very first foreign automakers toset up shop in China, opening Guangzhou Peugeot in partnership withGuangzhou Auto Group Corp. in 1985. But the venture, which had thecapacity to build some 100,000 cars a year, never produced more than21,000, and Peugeot sold its 22 percent stake to Honda Motor in 1997.Honda then stepped in.

PSA has since consolidated Peugeot and Citroen production at itsother plant in China, Dongfeng-Peugeot Citroen Automobile Co. Ltd. in

Wuhan. That venture, opened in 1994, produces several Citroen models, but has added the Peugeot 307 as a first step to reintroducing Peugeot tothe Chinese market.

The partners recently injected an additional 1 billion yuan into theventure, raising the total capital to 7 billion yuan, or about $845 million atcurrent exchange rates. The venture aims to increase production to300,000 cars a year from about 100,000 over the next few years.

Suzuki minivehicles, vans and subcompact cars are everywhere inChina, reflecting a tangle of licensing agreements the Japanese automakersigned in the 1980s and 1990s. It now has two equity partnerships inChina.

In 1982, the predecessor company of Changan Automotive Corp. beganassembling Suzuki minitrucks in China under license, followed by the Altosubcompact in 1990. In 1993, a second factory was built in Chongqing toproduce Altos, and Suzuki took a 35 percent equity stake in the venture,

Changan-Suzuki Auto Corp. The subcompact Swift sedan was added in2000 and is sold as the Linyang, or Antelope. The venture has beenrenamed Chongqing Changan Suzuki Automobile Co. Ltd.

Suzuki also is partnered in China with the state-owned Changhe AircraftGroup, which also assembled Suzuki minivehicles under license. But in1999, the partners formed Jiangxi Changhe Suzuki Co., with Suzuki owninga 39 percent stake. The venture produces the Suzuki Wagon R for sale inChina as the Bei Dou Xing.

Although it started significantly later than its chief rivals, Toyota hasbuilt an extensive manufacturing base in China since it joined forceswith FAW Group in June 2002.

In addition to setting up Tianjin Toyota, in which Toyota has a 50percent stake, FAW also assembles versions of the Toyota Yaris/Echoat FAW Tianjin Xiali; a variant of the Land Cruiser SUV at Sichuan-Toyota, in which Toyota owns a 45 percent stake; and another LandCruiser version at FAW's main facility in Changchun.

Toyota's core joint venture, FAW Tianjin Toyota, is thriving. Thecompany produced 50,000 Vios sedans in 2003 and began assemblingthe Corolla in February of this year. Tianjin Toyota also is building a

second plant in Tianjin to produce 50,000 luxury Crown sedans a year, beginning next spring.

Toyota has targeted sales of some 400,000 vehicles a year by 2010from its FAW links, which would yield an expected market share ofabout 10 percent.

In addition, the Japanese automaker is in discussions withGuangzhou Automobile Group to set up a joint venture in the southChina city of Guangdong. Japanese press reports, which have not beenconfirmed or denied by Toyota, say Toyota will invest $255 million in aventure to manufacture 200,000 to 300,000 Camry sedans annually.

For almost 10 years, Volkswagen and its Santana sedan ruled the roadsof China. From the day in 1985 that the first Santana rolled off the line atShanghai Volkswagen as the first foreign car built in China, until the mid-1990s, its only competitors were a trickle of locally built Peugeots andCitroens and a few imports.

Indeed, VW has ruled the Chinese market for so long that it hasnowhere to go but down. Its vehicles, produced in joint ventures with FirstAuto Works and Shanghai Automotive Industry Corp., commanded about80 percent of China's passenger-car market in the early 1990s. But asrivals crowd in, VW's share has declined and will continue to drop. Itsshare slumped to about 33 percent last year from about 40 percent at thebeginning of the year, and likely will slip further this year.

The loss of share is coming on higher unit sales, not lower. The company expects its sales this year to rise to about 750,000 from 698,000

in 2003.To try to stay ahead of the pack, Volkswagen will spend nearly $7

billion to at least double its production capacity in China to 1.4 million units in the next four to five years.

Under its announced plans, FAW-VW Automotive Co., its venture atChangchun in northern China, will build a $1.15 billion, 300,000-unit plantto open in 2007. At the same time, the capacity of the existing plant will bebumped up to 330,000 units annually, yielding a total capacity for FAW-VWof 660,000 vehicles a year.

In the south, Shanghai Volkswagen Automotive Co. aims to boost its450,000-unit capacity to as high as 1 million vehicles a year. To clear thedecks there for new vehicles, including the Touran minivan to be launchedthis year, VW already has shifted production of the stalwart Santana to anSAIC plant.

The Volkswagen Santana, above left, the first foreign car to be produced in China, ruled the roads there for almost 10 years. To the delight of Volkswagen’s

accountants, the original Santana is still in production — although lightlymodernized — and sells well in rural inland China. About 120,000 will besold this year. Volkswagen now produces 11 models in China, includingthe Audi A6, at right.

Dongfeng (East Wind) Motor Corp. was established by the central government in 1969 to give the country a third major automaker along-side FAW and Shanghai Automotive. It grew steadily in its formativeyears by focusing on commercial vehicles, but has since expandedaggressively into personal-use vehicles through licensing and joint-venture agreements with several automakers.

Today's Dongfeng Motor Corp. is more a holding company with stakesin several joint ventures than a dedicated manufacturer. It has equity jointventures with Nissan Motor Co., PSA Group, Honda Motor Co., HyundaiGroup and Cummins Diesel, and licensing agreements with Mitsubishi

Motors and Hyundai Motor. Its core joint venture, Dongfeng Motor Co. Ltd., was created in 2003 as

a 50-50 partnership with Nissan. Because the new company assumedmost of Dongfeng Motor Corp.'s vehicle manufacturing assets, it's the800-pound gorilla of the Dongfeng empire.

The venture forecasts that by 2007 it will have 11.5 percent of China'stotal vehicle market, which it sees at 5.5 million units then, including 3million cars and 2.5 million commercial vehicles. Nissan paid $1 billionfor its 50 percent stake.

As the 100 percent owner of Shanghai Automotive Industry Corp., thecity of Shanghai runs China’s biggest maker of passenger cars and issecond only to First Auto Works in overall vehicle production. Created in1984 from the rump of a former tractor manufacturer, SAIC today produces more than 625,000 cars a year in partnerships with GeneralMotors and Volkswagen AG.

Its success flows from its two Western partners, both of whom areinvesting heavily in capacity expansions to keep up with runaway demandfor their cars.

Capacity at Shanghai GM will be increased to 300,000 units a yearfrom 200,000 by the end of 2005. State media has reported that theexpansion will cost about $245 million, but GM has not commented onthe figure. The venture will begin making Cadillac cars and SUVs thisyear.

Capacity at another GM joint venture, SAIC GM Wuling, will be raisedby 150,000 units a year to 336,000 by sometime in 2006. The ventureproduces minivehicles and light vans.

SAIC’s other foreign automaking partner, Volkswagen, is being equallyaggressive. It plans to boost its 450,000-unit capacity at Shanghai-VW toas high as 1 million vehicles a year by 2007 as part of a $7 billion China-wide expansion. Shanghai VW produces the Polo and Passat models, andwill add the Touran minivan this year.

Buoyed by the rising sales of its two Western partners, ShanghaiAutomotive Co., SAIC’s publicly traded unit, reported a 42 percent rise inits 2003 profit to 1.52 billion yuan, or about $184 million, on revenue of$22.6 billion.

The company said it expects revenue to rise 1.6 percent this year asvehicle sales rise by 143,000 units, to 740,000.

SAIC also is a major parts producer. In partnership with Visteon Corp.and 58 other suppliers, SAIC supplies parts to several OEMs in China as well as overseas. The company also has takenan equity stake in GM Daewoo Automotive & Technology Co. in Korea, itsfirst direct overseas investment.
