1. Scope
During network selection, GSM mobile equipment will display information regarding the network ornetworks available and the country in which the network or networks are operating1. This documentdetails the combination and structure of the country initials and network names that are to be displayed.It also includes other Home Network specific codes such as the SIM Header and the colour code.
Any mobile equipment manufacturer unable to accommodate a specific network operator’s countryinitials and name should contact that network operator in the first instance.
2. Information listed
The attached table 1 contains the presentation of:
- Country Initials- MoU Operator- Mobile Network Name: Name of the Mobile Network as chosen by the MoU Operator- Presentation of Country Initials and Mobile Network Names used for network selection- Abbreviated Mobile Network Name for each MoU Operator (max. 6 characters, including hyphen,
space, slash etc.)- Type of Network (GSM900/GSM1800/GSM1900, Dualband, GSM-SAT)- Mobile Country Code: Code according to ITU T E.212- Mobile Network Code as allocated by the National Administration- Network Colour Code as agreed with the National Administration- SIM Header as registered with ITU via the National Administration
Any guidance for use of these names and codes is given in Annex B
3. PLMN differentiation
In the case of overlapping PLMNs, and where an MS can receive two cells using the same BroadcastControl Channel (BCCH) frequency, a mechanism is required to allow the MS to differentiate betweenthese PLMNs. In order to provide this means for differentiation, the BCCH shall broadcast a NetworkColour Code (NCC). The NCC is allocated according to rules laid down in Annex B. The allocated NCCis given in table 1.
For roaming purposes mobile stations identify PLMNs by the combination of country code mobilenetwork code (MNC). For the avoidance of doubt, different mobile network codes require differentnetwork names (ie the Presentation of Country Initials and Mobile Network Names used for networkselection). If operators are not able to abide by this rule then users will experience difficulties withchoosing a network on which to register based on the network name. Also the preferred PLMN list on theSIM cannot be used in a sensible manner.
4. SIM Header
A SIM Serial Number shall be printed on the SIM. The Serial Number is allocated and printed accordingto rules given in SE.14. The SIM Header is part of the SIM Serial Number.

Please note that all information submitted to GSM MoU Association are just registered as they areoffered. GSM MoU Association will not assume any responsibility for the correctness of this information.It is the firm responsibility of the submitting member organisation to comply to rules and procedures aslaid down thereunder.

B.1 Country Initials
Please use the international recognised country initials for unambiguous identification of your country inthis table.

B.3 Mobile Network Name
This is the name of your network.
B.4 Presentation of Country Initials and Mobile Network Names used for network selection
This is the complete network name as it shall appear at mobile station (MS) display during networkselection. Your are advised to use a short name as display space at MS is limited. This name may ormay not be the same name as the official Mobile Network Name. Capital characters should be indicatedas such.
B.5 Abbreviated Mobile Network Name
This is the abbreviated Mobile Network Name. Often MS display this name when they are registered to anetwork as support of other menu functions needs also space at the MS display. B.7 Mobile Country Code
The Mobile Country Code (MCC) you can take out of Annex A of the ITU-T (EX-CCITT) Rec. E.212(1)
„List of Mobile Country or Geographical Area Codes“. The allocation of further MCCs has to beadministered by the ITU. The MCC is the part of the mobile station identification uniquely identifying thecountry of domicile of the mobile station (Quote from: CCITT Rec. E.212, Blue Book, Volume II, FascicleII.2, section 3.1).
The MCC consists of 3 digits.The allocation of MCCs is to be administered by the CCITT (→ ITU) and is given in Annex A. FurtherMCCs may be allocated, if required. The first digits 0, 1, 8 and 9 are reserved for future use (Quote from:CCITT Rec. E.212, Blue Book, Volume II, Fascicle II.2, section 4.2.3).
B.8 Mobile Network Code
The Mobile Network Code (MNC) has to be allocated by your National Administration (see ITU-T (EX-CCITT) Rec. E.118(1) „Approving organizations for Issuer Identification Numbers (IINs)“). It is a digit or acombination of digits in the national part of the mobile station identification uniquely identifying the homePLMN of the mobile station (Quote from: CCITT Rec. E.212, Blue Book, Volume II, Fascicle II.2, section3.2).
The national mobile station identity is to be assigned by each Administration (Quote from: CCITTRec. E.212, Blue Book, Volume II, Fascicle II.2, section 4.2.4).
The allocation of mobile network codes should be such that not more than 6 digits of the internationalmobile station identity have to be analysed in a foreign PLMN for information transfer (Quote from:CCITT Rec. E.212, Blue Book, Volume II, Fascicle II.2, section 4.2.5).
Dualband operators can make use only of one MNC.
B.9 Network Colour Codes
In the case of overlapping PLMNs, and where a MS can receive two cells using the same BroadcastControl Channel (BCCH) frequency, a mechanism is required to allow the MS to differentiate betweenthese PLMNs. In order to provide this means for differentiation, the BCCH shall broadcast a NetworkColour Code. The NCC is allocated according to rules laid down as described below.In general, thepurpose of the colour codes used in GSM is to provide a method for the mobile station to distinguishbetween two different cells, in the same or different networks, using the same Broadcast Control Channel(BCCH) frequency.
(1) For your information, these lists will be updated by numbered series of amendments published in the ITU Operational Bulletin(appearing two-weekly). Furthermore, the informations are also available in the ITUDOC system (ITU TIES), and can be consultedby subscribers by remote access. The informations which will be kept up-to-date, will be found in the „ITU TelecommunicationStandardization Sector“ part of the ITU document database, under the heading „Lists annexed to Operation Bulletin“.

When a GSM mobile station is connected to the network, it must identify surrounding cells for thepurpose of handovers, but there is insufficient time for it to decode all the cell and network identityinformation provided on the BCCH which is normally used to identify networks and cells.
Therefore this quick method of identification is provided so that the mobiles station can report back to thenetwork only those cells to which a handover is allowed by the currently serving network.
B.9.1 Utilisation of the BSIC
Two cell identity parameters are provided in GSM; the Base Station Colour code (BCC) and the NetworkColour Code (NCC). The two combined make up the Base Station Identity Code (BSIC), which isbroadcast on the Synchronisation Channel (SCH). The Base Station Identity Code (BSIC) is used by themobile station for several purposes, all aiming of avoiding ambiguity or interference which can arisewhen a mobile station in a given position can receive two cells using the same Broadcast ControlChannel (BCCH) frequency.
B.9.1.1 Base station Colour code (BSC)
The BCC is used to indicate which of 8 possible training sequences is to be used in the down link (fromnetwork to mobile). Different training sequences allow for a better transmission in case of interference.
In the uplink (from mobile to network) the BSIC is used to scramble the bursts sent by the mobile stationson the access bursts. This is done to avoid a cell decoding correctly access bursts sent to another cell.
B.9.1.2 Network Colour Code (NCC)
When the mobile station is connected to the network (e.g. during a call), it measures the level receivedon the BCCH of neighbouring cells. Based on these measurements, the mobile station reports to thenetwork a list of cells to which handovers may be considered.
However, it is possible that a mobile station is able to receive more than one cell using the samefrequency, possibly from different networks.
So, to avoid the mobile station reporting back on cells to which handover is not feasible, the currentlyserving network identifies its network 'colour'. A mobile station reporting back needs only re-tune to theappropriate BCCH and check the NCC to identify that this is a cell it should report back on.
NOTE: The currently serving network can identify more than one network 'colour'. This isallowed as long as the colour used at border regions is the one chosen for thatnetwork.
It should be noted that when in idle mode (i.e. when not in a call), the mobile station has more time toidentify a cell for cell selection purposes. In this case it uses the cell identity broadcast on the BCCH andnot by the BSIC.
B9.2 Guidance for planning
Since the BSC and NCC are used to avoid a mobile station from incorrectly selecting an erroneous cell,it is important that appropriate planning is adopted in the network. Where the mobile stations can receivetwo cells that use the same BCCH frequency, these two cells should have different BSICs.
B.9.2.1 Allocation of BCC
Within the same network the identification can be done on the basis of the Base Station Colour code(BCC). The allocation of this code is purely a network operator choice.

B.9.2.2 Allocation of NCC
Where more than one network overlap, then the unique network identification is achieved using theNetwork Colour Code (NCC).
Therefore, overlapping PLMNs using common part of spectrum must use different NCCs in theoverlapping area; e.g. in border regions.
It should be noted the NCC is not allocated by a central body and PLMN operators must agree on whichNCCs are to be used.
B.9.3 Example of PLMN Colour Codes (NCCs)
Since no central body allocates the NCCs, and it is up to the PLMN operators which have overlappingcoverage to agree on the NCC to be used, the following guidance is given.
The NCC can take the decimal value of numbers 0 to 7. In the scheme two networks per country and amaximum of four countries sharing a common border are allowed for. This is done by allocating a valuen in the range of 0-7 to the first network and n+4 to the second network. An example of the use of thecodes is given in the figure below.
It should be noted that generally network operators are not allocated overlapping frequencies in the samecountry and so more than two NCCs per country is not required. However, it is still allowed as long asonly the values n and n+4 are used in border regions.
In countries which have more that two operators, the choice of code for the third operator (in borderregions) should not be the same as the code used for an operator in any bordering country (as given inthis document, subject to agreement among the operators affected).
As soon as the new operator has chosen, then it is imperative that this document be updated as soon aspossible.

B.10 SIM Header
B.10.1 SIM Header
A SIM Serial Number shall be printed on the SIM. The Serial Number is allocated and printed accordingto rules given in SE.14. The SIM Header is part of the SIM Serial Number (Quote from: GSM MoUSE.13, section 4.).
B.10.2 Serial Number
The same serial number shall be printed on the SIM as stored electrically in it (Quote from: GSM MoUSE.14, section 2.).
B.10.3 Allocation of the Serial Number
The serial number shall be standardised in accordance with CCITT (→ ITU-T) Rec. E.118. This specifiesa maximum of 19 digits, the first of which comprise a header:
− 89,
− followed by the CCITT Rec. E.163 country code (→ ITU-T Rec. E.164(1) „List of assigned countrycodes“),
− followed by the Issuer Identifier Number.
The remaining digits are the individual serial number, ending in a check digit.Generally, the Issuer Identifier Number is allocated by the national administration in an operatorscountry. The header selected should then be registered with the ITU using the procedure indicated inE.118 (Quote from: GSM MoU SE.14, section 2.1)
B.10.4 Numbering System
The numbering of the card to be issued by Administrations shall be as follows based on ISO/7812(Identification card-numbering system and registration procedure for issuer identifiers).The maximum length of the visible card number (primary account number) should be 19 characters andis composed of the following sub-parts:
− major industry identifier (MII),
− country code,
− issuer identifier number,
− individual account identification number,
− check digit. In addition to the check digit, Administrations may incorporate another validationcheck device in some location on the card which could be changed when new cards are issued.
Note − Major industry and issuer identifier numbers of the form 66xxxx have already been assigned tosome Administrations as a transitional measure. Credit cards of this type are also fully compatible withISO standards (Quote from: CCITT Rec. E.118, Blue Book, Volume II, Fascicle II.2, section 3.2).
B.10.5 Issuer Identifier Number assignment and registration procedure
a) The assignment of specific issuer identifier numbers should be the responsibility of a country orgroup of countries as appropriate.
b) These issuer identifier numbers are normally used to distinguish among multiple issuers within acountry. However, these numbers may also be used to distinguish individual countries sharing the

c) A central registration authority should be established within ITU for the registration and/orcancellation of issuer identifier numbers for telecommunication Administrations. An illustrativeregistration form is contained in Figure 2/E.118 (→ this registration form is substituted by a newerversion).
d) The ITU should inform its members and co-ordinate registration information with the ISO asappropriate.

B.10.6 Application form
You are advised to comply strictly to the rules laid down for application of an Issuer Identifier Number(IIN) for use as SIM Header otherwise you network operation could experience financial and operationaldamage including withdrawal of issued SIM's.
The IIN has to be registered via your national telecommunications administration or authorised co-ordinating organisation towards the ITU in Geneva.
