Project Name Proactive Partnership Strategy (PPS)
Project Location: Multi City
Project Overview: Developed by GRSP, the Proactive Partnership Strategy (PPS) in Brazil is a unique road safety
management strategy based on sustainable, local partnerships between government, business and
civil society. The PPS is a well-researched, proven and evolving process methodology drawing from
best practice in the private sector and applying it at the city and municipality level.
In brief, the PPS follows a six stage
logical progression. It fosters real
community ownership of the problem
and the solution. It encourages
participation from all sectors and
generates results which contribute to a
better standard of life for all, and a
motivated community partnership
approach.
In recognition of its success over 10 years, the Brazilian Inter Ministerial Commission has committed
to apply the PPS methodology in all 27 Brazilian capital cities.
The PPS Evolution and Improvement Programme
The PPS is not a single set of actions, or a static theory. Each implementation is different, and ever-changing. Each is tailored to
the specifics of the location, to the people, the culture. The implementation in each city is owned and moulded by the city
management for the people of their city. For these reasons, and in order to maintain a path of continuous improvement toward a
vision zero, it is crucially important to build sustainability at the city level.
The PPS Evolution and Improvement Programme, through a Partnership Agreement between the local authority, a local
corporate partner and the GRSP, enables the PPS to continue to adapt to growing populations, the increasing and changing
nature of motorization as well as embracing new technologies and global good practice that serve to aid the road safety efforts
across all sectors in locally owned, managed and funded PPS implementations.

City Results to Date SAO JOSE DOS CAMPOSKey statistics 2007-2012 delivered through the PPS show increasing population and motorization, yet decreasing rates of death
from traffic crashes. In 2009, the city of So Jos dos Campos and the Global Road Safety Partnership jointly won the Prince
Michael International Road Safety Awardfor their implementation of the strategy in the city.
