Why Build Green ?

The mission of the Governor's Green Government Council is to help state agencies lead the Commonwealth towards a goal of zero emissions to air, land, and water by having all employees routinely consider the environmental effects of their policies, practices, and daily actions at all levels of decision making.

1%

Pennsylvania emits approximately 1% of the World’s Greenhouse Gases

PA is the 3rd largest US emitter of CO2 TX: 670 MMT CA: 389 MMT PA: 271 MMT

PA is 21st in Per Capita GHG Emissions US Average: 20 MTCO2e PA: 22 MTCO2e WY: 125 MTCO2e

Primary Sourcesof GHG Emissions in PA

1. Electricity Production = 38% of all GHG Emissions• Residential / Commercial / Industrial Buildings (RCI) are the

primary consumer of electricity (~90 %)2. RCI = 31% of all non-Electricity GHG Emissions

• Construction + On-site fuel use (coal, natural gas, oil and wood)

Total Building Emissions (RCI):0.9 x 38% + 31% ≈ 65%

3. Transportation (23%)• Vehicle Miles Traveled (VMT) is the fastest growing source of

CO2 emissions in PA

GREEN ???

Start with LEED xx Platinum (really, seriously, truly - EVERYONE should be using this tool and the Charette process with assistance from a capable and experienced consultant to define needs / goals and to set the basic parameters of design - not asking “What do we do ??")

Okay, more specifically some obvious "quick hits" include:

GREEN ????

Climate responsive design (proper orientation, glazing, overhangs, buffers..) Waste minimization design strategies (dimensional design) Super insulation and very tight air-sealing (with air-locks, entry vestibules,

debris run-off and capture) High performance (blend of low-U / high-R, high SC, high VLT) windows and

glazing systems, use of translucent insulated wall panel systems (i.e. Nano-gel Kalwall), clerestories or "dogboxes“ with appropriate design & shading

Daylighting & integrated lighting design (including light colored reflective interior surfaces and light shelves)

LED, cold cathode, T-5 & advanced lighting systems with daylight harvesting Automated / occupancy / scheduled lighting controls High albedo (white) elastomeric roofing (perhaps w/ integrated thin film PV -

could also resolve structural & weight capacity issues on existing buildings) Earth tubes, high low, side, and "chimney" natural draft and passive

ventilation and cooling strategies ERV (Energy Recovery Ventilation) system(s) and CO2 monitoring / controls

Gray water / rain water cisterns / capture & (re-)use Pervious paving, rain gardens, bio-retention, stormwater Best Management

Practices and on-site treatment strategies Waterless urinals, ultra low-flow fixtures and water appliances Advanced BAS / EMS (Building Automation / Energy Management Systems) Circulating hydronic radiant floor heating w/ solar thermal & process heat

recovery as primary heat sources Natural & sustainably harvested materials selection Commissioning Metering Buy a LEED Reference Guide (or several) STOP "green-washing" and gratuitous greening (PV should be LAST on the

“to do” list - NOT FIRST !!!!!) USE LIFE CYCLE COST AND CRADLE-TO-CRADLE ANALYSIS for design

and materials selection !!!!!!!! No more: Add a bike rack and showers and you're "Gold"-en !

Green Building Codes - IgCC

ICC IgCC– International Code Council International Green

Green Building Codes - IgCC

Uses “model” code approach Establishes minimum & advanced levels of performance (green &

high performance buildings) Works as an overlay to the ICC code family Written in mandatory language that provides a new regulatory

framework Provides performance, prescriptive and pre-engineered solutions Accounts for local conditions (Flood Areas, Greenfield Sites, Light

Pollution, Stormwater BMPs, etc.) Reflects AIA 2030 challenge (50% ↓ by 2010 / CO2n by 2030) Works in tandem with leading green rating systems Designed with local, state & federal law in mind

Green Building Codes – 189.1

ANSI / ASHRAE / USGBC / IES Standard 189.1 Written in Codified Language Jurisdictional Compliance Option of the IGCC

Purpose: The purpose of this standard is to provide minimum requirements for the siting, design, construction, and plan for operation of high-performance green buildings to:a) balance environmental responsibility, resource

efficiency, occupant comfort and well being, and community sensitivity, and

b) support the goal of development that meets the needs of the present without compromising the ability of future generations to meet their own needs
