GLOSSAIRE GLOSSARYL'Association du personnel du CERN constituel'intermédiaire entre le Directeur général et lepersonnel à titre collectif. Elle est représentée deplein droit dans les divers organes consultatifsprévus par les Statut et Règlement du personnel(Statut du Personnel VII.1). L'Association dupersonnel connaît différentes catégories demembres, entre autres les membres du personneltitulaires et les boursiers, les attachés et lesutilisateurs (Art.5 des Statuts de l'Association). LeGAC fait partie intégrante de l'Association dupersonnel (voir ci-après).

The CERN Staff Association is the intermediarybetween the Director-General and the personnel ona collective basis. It is entitled to be represented inthe various advisory bodies provided for in the StaffRules and Regulations (Staff Rules VII.1). The StaffAssociation admits different categories of memberssuch as staff members and fellows, associates andusers (Art.5 of the Statutes of the Association). GACis an integral part of the Staff Association (seebelow).

Notre Groupement des Anciens du CERN (GAC) aété créé dans le cadre de l'Association du personnel(Art.3 h des Statuts de l'Association). Il se composed'anciens membres du personnel bénéficiaires de laCaisse de pensions du CERN ainsi que d'autresbénéficiaires de cette Caisse (Art.4 des Statuts duGAC). Dans l'Association du personnel, le GAC estreprésenté par des délégués élus par ses membres(Art.8 des Statuts du GAC; Art.18 e des Statuts del'Association). L'organisation et la coordination desactivités du GAC sont confiées à un Comité élu(Art.6 des Statuts du GAC). Les délégués au Conseilde l'Association du personnel sont membresex–officio du Comité (Art.16 des Statuts du GAC).

The CERN Pensioners Association, to which wewill refer below by its French Acronym GAC in orderto avoid confusion with the Staff Association, hasbeen set up in the framework of the Staff Association(Art.3 h of the Statutes of the Staff Association). Itcomprises former staff members, now beneficiariesof the Pension Fund, and other beneficiaries of thisFund (Art.4 of the GAC Statutes). In the StaffAssociation, GAC is represented by delegateselected by its members (Art.8 of the Statutes ofGAC; Art.18 e of the Statutes of the StaffAssociation). Organisation and coordination of GACactivities are carried out by an elected Committee(Art.6 of the GAC Statutes). The delegates to theCouncil of the Staff Association are ex-officiomembers of the GAC Committee (Art.16 of the GACStatutes).

Le Comité de Concertation permanent (CCP, enanglais SCC) se compose de dix membres dupersonnel, dont une moitié est nommée par leDirecteur général, l'autre par l'Association dupersonnel. Le CCP est chargé d'examiner lesquestions générales concernant le personnel et detenter de parvenir à une position commune (Statut etRèglement du personnel VII.1.07; R VII.1.01). LeGAC est représenté dans deux sous-groupes duCCP: le Comité de Surveillance de l'Assurancemaladie du CERN (CHISB) et le Groupe de travailsur la Garantie des Pensions.

The Standing Concertation Committee (SCC;French CCP) is composed of ten members of thepersonnel, half of them nominated by the Director-General, the other half by the Staff Association. TheSCC is mandated to examine general questionsconcerning the personnel and to aim at a commonposition (Staff Rules and Regulationy Art.VII.1.07;R VII.1.01). GAC is represented in two sub-groups ofthe SCC: the CERN Health Insurance SupervisoryBoard (CHISB) and the Working Group on PensionGuarantees.

The Rules of the CERN Health Insurance Scheme(CHIS) are adopted by the Director-General on thebasis of the levels of contributions and benefits fixedby the CERN Council (Rules of the CERN HealthInsurance Scheme I.1.01). The company UNIQAAssurances SA is the Administrator of CHIS (ASDivision: Administrative Prodedures Manual). TheCERN Health Insurance Supervisory Board (CHISB)is responsible to the SCC for the general supervisionof CHIS with a view to ensure the objectives of theScheme, including its long-term financial balance, inthe interest of the members of the Scheme and ofthe Organisation (CERN Health Insurance RulesXI 1.01).GAC is represented in CHISB by twodelegates and one alternate, who are ex-officiomembers of the GAC Committee.

L'Assurance dépendance (LTC=Long Term Care) ,introduite en janvier 2000, fait partie intégrante duCHIS. Toute personne affiliée à la couverturenormale du CHIS peut bénéficier des prestationsdépendance. Elle doit pour cela être reconnuedépendante par une Commission médico-sociale,mise en place par le CERN, qui évalue le degréd'incapacité de la personne à accomplir certainesactivités fondamentales de la vie quotidienne[Bulletin GAC No 23 (juin 2001)]

The Long-Term Care Insurance (LTC), introducedin January 2000, is an integral part of CHIS. Anymember of CHIS with normal coverage is entitled tobenefit from the long-term care allocations. Theperson must be recognised as disabled by aMedico-Social Panel, which will estimate the levelof disability in accomplishing certain basic tasks indaily life [GAC Bulletin No 23 (June 2001)].

Le Forum tripartite sur les conditions d'emploi(TREF) est un comité consultatif dans lequel sontreprésenté le Conseil, l'administration et le personneldu CERN. Il est chargé de préparer les décisions duConseil concernant l'ajustement des salaires, lesStatut et Règlement du Personnel, la structure descarrières au CERN, la Caisse de Pensions, leRégime d'Assurance Maladie, etc.

The TRipartite Employment conditions Forum(TREF) is a consultative committee in which theCERN Council, the administration and the personnelare represented. It is responsible for preparingCouncil decisions on the salary adjustmentprocedure, the Staff Rules and Regulations, theCERN career structure, the Pension Fund, theHealth Insurance Scheme etc.

Maybe you Have been a member of GAC for awhile, then I need not tell you that this Bulletinhas the same structure as earlier ones. It informsyou about the activities of the GAC Committeeand its delegates to several working groups inwhich the CERN Staff Association is represented.

Maybe you are a newcomer, and this is your firstBulletin. Let me make a few introductoryremarks.

Le but du Bulletin est donner aux retraité(e)s duCERN des nouvelles concernant les pensions,l'assurance-maladie et d'autres choses importantes(telles que les impôts), ainsi que de les informersur des questions d'intérêt humain dont nousavons eu connaissance par voie officielle ou parcontact personnel, p.ex. dans nos Permanencesmensuelles.

The Bulletin is meant to inform CERNpensioners about pensions, health insurance andother important matters (even taxes) and aboutpersonal matters brought to our attentionthrough official or private channels, for examplein our monthly Permanences.

In particular, I think of information about thedeath of former colleagues or their spouses, alsogiven in this Bulletin. Voici trois points sur lesquels j'aimerais attirervotre attention et qui sont développés dans ceBulletin.

I would like to draw your attentionto thefollowing three points, treated in more detaillater in this Bulletin.

• Pendant la réunion du Conseild'Administration de la Caisse de Pensions dumois de novembre, l'indexation incomplète(–1.46%) des pensions, par rapport au coût dela vie à Genève pour la période 1996–2000, a étédébattue. Le Conseil d'Administration a décidé,avec la voix prépondérante du Président, derefuser la recommandation de cetteaugmentation. Nous vous tiendrons au courantdes actions possibles.

• At the November meeting of the GoverningBoard of the Pension Fund, the shortfall inindexation (-1.46%) of pensions, comparedwith the Geneva cost of living increase for theperiod 1996–2000, was discussed. The Boarddecided, the President using his casting vote,not to recommend this increase. We will keepyou informed of possible action.

• Le Conseil de l'Organisation devrait décider endécembre des modifications des règles deremboursement de la Caisse Maladie en vue demaintenir le niveau des coûts deshospitalisations. Je vous exhorte tous à suivreles recommandations du CHISB (CERN HealthInsurance Supervisory Board) et d'éviter dedépenser, dans certains hôpitaux privés, jusqu'à40% de plus qu'à l'Hôpital Cantonal.

• The CERN Council should pronounce in theDecember meeting on the proposedmodifications to the Health Fundreimbursement rules aimed at limitinghospitalisation costs. I urge you all to followCHISB (CERN Health Insurance SupervisoryBoard) recommendations and avoid paying, incertain private hospitals, up to 40% more thanat the Cantonal Hospital.

• L'Association du personnel modifie ses Statutset nous vous proposerons lors de la prochaineAssemblée Générale du GAC d'adopter lesnôtres modifiés pour être en conformité avecles leurs.

• The Staff Association is currently modifyingits Statutes. At the next GAC GeneralAssembly we shall propose for your approvalmodified GAC Statutes brought into line withthose of the Staff Association.

L'effectif du Comité est resté à 20 membres depuisles élections du premier semestre 2002, dont lesrésultats ont été publiés dans le précédentBulletin. Le nouveau Comité s'est réuni cinq foisdurant le semestre couvert, avec une participationmoyenne de 16 membres, sous la présidence dePhilippe Bernard. The Committee has numbered 20 members sincethe elections during the first half of 2002 (see theprevious Bulletin for the election results). FromMay to November the Committee has met fivetimes with an average attendance of 16 members,under Philippe Bernard as President. Thefollowing are the most important mattersconsidered:

Le Comité vient d'achever le premier semestre deson mandat de deux ans.

The new Committee has completed the first sixmonths of its two-year mandate.

Le GAC fait partie intégrante de l'Association dupersonnel, dont il constitue un collège électoral. Ildoit donc tenir compte de la révision des Statutsde l'Association, actuellement en préparation etprévus d'entrer en vigueur en 2004. Jusqu'àprésent, le GAC avait 1 délégué au Conseil dupersonnel par 200 membres du Groupement(actuellement au total 7 délégués); les nouveauxStatuts prévoient 9 délégués par collège,indépendant du nombre de membres.Dorénavant, les délégués représentant le GACpourront être directement choisis au sein duComité du GAC, sans recourir à une électionparticulière, comme cela est le cas actuellement.Nous devons donc réviser en conséquence nosStatuts et redéfinir le planning de nos élections.Nos Statuts révisés seront présentés pourapprobation lors de l'Assemblée générale du GACen avril 2003.

GAC is an integral part of the Staff Association,of which it constitutes an electoral college. Itmust therefore take note of the revision of theAssociation's Statutes, currently underpreparation and scheduled to come into force in2004. While until now GAC had one delegate tothe Staff Council for each 200 members(presently 7 delegates in total), the new Statutesforesee 9 delegates per college, irrespective of thenumber of members. Our delegates mayhenceforth be chosen amongst the GACCommittee members by the Committee itselfwithout a special election as at present. We havetherefore to revise our Statutes accordingly, andto review our planning for elections. Our newStatutes will be presented for approval at theApril 2003 General Assembly of GAC.

The problem of the imposition of the CRDS levyon our members living in France, brought up atthe last General Assembly, is being followed upby our delegate at the Staff Council,J.–F. Barthelémy, with help from a lawyerspecialized in fiscal law, Maître S. Agarrat. Youwill be informed of developments, for themoment positive, in this matter.

Caisse Maladie et Assurance Dépendance Health and Long-Term Care Insurance

Nos trois délégués auprès du Conseil dupersonnel, J.-P. Diss, P. Lazeyras et R. Muzelier,analysent dans leur article l'état de la caissemaladie soumise à l'accroissement des dépensesde santé et plus particulièrement des fraishospitaliers. La dénonciation par le CERN etd'autres Organisations internationales de laconvention les liant à l'Hôpital de la Tour àMeyrin, suite à la trop forte augmentation de sesprix, illustre les problèmes et la vigilancenécessaire dans ce domaine.

Our three Staff Council delegates, J.-P. Diss,P. Lazeyras and R. Muzelier, in their articleanalyse the impact of increases in the costs ofhealth care on Health Scheme finances,particularly increases in hospitalisation costs.The ending of the convention with the Hôpitalde la Tour, Meyrin, by CERN and by otherInternational Organisations, followingunacceptable tariff increases, illustrates theproblems and highlights the need for vigilance inthis field.

The usefulness of the new Long-Term CareInsurance is underlined by the fact that morethan 50 cases have already been recognised.

Caisse de Pensions Pension Fund

Nos délégués dans ce domaine, J.–F. Barthélemyet F. Wittgenstein, rapportent dans leur article lesperformances annuelles de la Caisse de Pensionsconfrontée à la chute des valeurs boursières. Lerendement des placements est en conséquenceinférieur à ceux des années précédentes, maiscette situation ne serait inquiétante que si elle seprolongeait sur le long terme.

Our delegates J.–F. Barthélemy andF. Wittgenstein describe in their article theannual performances of the Fund in the light of adeclining stock market. Performance isconsequently inferior to last year's, but notdisquietingly so unless the weak markets persistfor some time.

Notre président Ph. Bernard poursuit l'actionlancée par son prédecesseur G. Brianti devant leConseil d'Administration de la Caisse dePensions. Dans la revue quinquennale précédante,l'indexation des pensions a été inférieure de celledes salaires, et le GAC demande la correction dece fait. Lors de sa dernière réunion, le Conseild'Administration a décidé, à une très faiblemajorité, de refuser notre demande. Noussommes en train d'étudier une stratégie deréponse.

The matter of correcting the failure to indexpensions in conformity with the indexation ofCERN salaries at the preceding five year review,brought up at the Governing Board of thePension Fund by G. Brianti, is being persued byour new President Ph. Bernard. At its lastmeeting the Governing Board decided by a smallmajority not to grant our demand. We are nowseeking what might be our best strategy.

Our delegates to the SCC Working Group onPension guarantees E. Deluermoz andR. Barthelémy are considering in conjunctionwith the Staff Association how to revive theactions started and then abandoned by thisgroup.


Relation avec les retraités présents et futurs Contacts with present and future pensioners

Il y a eu quatre permanences assurées par troismembres de notre Comité, F. Beetschen-Buttay,M. Ceselli et J.–P. Dauvergne, pour répondre auxdemandes des personnes intéressées. Lesproblèmes fiscaux sont le plus fréquemmentabordés. Vous trouverez plus de détails dansl'article consacré à ce sujet.

Three Committee members, F. Beetschen-Buttey,M. Ceselli and J.–P. Dauvergne, have madethemselves available at four permanences toreply to pensioners' questions. Financialproblems are most frequently raised. See therelevant article for more details.

Après l'interruption de la tenue des Permanencesen juillet et août, période estivale, la porte de laSalle de conférence de l'Association du personnel,Bâtiment 61, était à nouveau ouverte le mardi,3 septembre, pour recevoir, de façon individuelleet confidentielle, les bénéficiaires ou futursbénéficiaires de la Caisse de Pensions.

After the summer intermission, the Permanencereopened on Tuesday 3 September in theconference room of the Staff Association,building 61, to welcome, in private andconfidential conditions, present and futurepensioners.

Au cours de ces derniers mois nous avons eu lavisite d'une vingtaine de personnes. La plupartdes questions posées restent sur la fiscalité.

Some twenty visitors have recently turned up,mostly with questions about financial matters.

Renie, Lady Adams, décédée le 30 septembre, étaitla veuve de Sir John Adams, ancien membre dupersonnel et Directeur général du CERN. En tantque bénéficiaire de la Caisse de pensions duCERN, elle était un membre du GAC et a pris unintérêt tout particulier pour ses activités. En 1998,Renie a été élue au poste de vérificatrice auxcomptes de notre Groupement, mais elle n'a paspu exercer son mandat à cause de ses problèmesde santé.

Renie, Lady Adams, who died on 30 September,was the widow of Sir John Adams, a formerStaff Member and Director-General of CERN.As a beneficiary of the CERN Pension Fund, shewas a member of GAC and took an interest in itsaffairs. In 1998, Renie was elected as one of theAuditors of our Association, but was unable totake up this appointment because of ill health.

En 1974, elle a fondé le Club des Cernoises, qui, enplus de ses activités normales de club, a depuislors aidé les épouses de beaucoup de nouveauxvenus pour surmonter leurs difficultésd'intégration dans la région de Genève. Elle a jouéun rôle important en soutenant son mari dans sescontacts que se soit avec le personnel du CERN àtous les niveaux, avec le Conseil du CERN et sescomités, ainsi qu'avec les visiteurs importantsvenant de toutes les régions du monde.

In 1974, she founded the CERN Women's Club,which, in addition to its normal club activities,has since helped many newcomers' wives tosettle into the Geneva area. She played animportant role in supporting her husband in hiscontacts with CERN personnel at all levels, withthe CERN Council and its committees, as well aswith visiting dignitaries from all parts of theworld.

Renie était intéressée par tout ce qui se passaitautour d'elle et était toujours prête à aider ses amiscomme sa famille. Sa chaleureuse personnalitémanquera à tous ceux qui l'ont connue.

Renie was interested in everything around herand was always ready to help her friends andfamily alike. Her warm personality and easymanner will be missed by all those who knewher.

Fred Asner 1924 – 2002

Notre collègue et ami Fred Asner nous a quittés le25 octobre dans sa 79e année, après une longue etcruelle maladie qu' il a supportée avec courage etoptimisme.

Our friend and colleague Fred Asner died25 October in his 79th year after a long, cruelillness endured with courage and optimism.

Originaire de Zagreb en Croatie, il y fait ses étudeset en 1951 obtient son diplôme d'ingénieur. Depuis1955, Fred travaille en Suisse. En 1960 il obtient ledegré de docteur ès sciences techniques à l'EcolePolytechnique Fédérale de Zürich. La même annéeil rejoint le CERN.

Coming from Zagreb in Croatia he obtained hisdiploma in engineering in 1951. Fred worked inSwitzerland from 1955 onwards, obtaining aDoctorat ès Sciences Techniques at the EcolePolytechnique Fédérale Zürich in 1960. The sameyear he joined CERN.

Son travail, la construction d'aimants de toutesorte, devient une véritable passion. Il participe àde nombreux projets: aimants pour les zonesexpérimentales du PS et du SPS ainsi que desaimants spéciaux, kickers et septa pour le Booster.

He was passionately involved in his work in theconstruction of all kinds of magnets andparticipated in many projects: magnets for the PSand SPS experimental areas as well as specialmagnets, kicker magnets and septum magnetsfor the Booster.

En supraconductivité, il laisse son empreinte dansla construction du premier quadripôle supra auCERN, ainsi que dans le transfert de cettetechnologie à l'industrie. Retraité depuis 1989, ilcontinue son activité en tant que consultant etcollaborateur de plusieurs instituts et laboratoires.Toujours, il reste lié à sa Croatie natale, qu'ilencourage à devenir un état membre du CERN.

In the superconductivity field, he worked onCERN's first superconducting quadrupolemagnet and in the handing on of the technologyto industry. After retirement in 1989 he remainedactive as a consultant to and a collaborator withseveral institutes and laboratories. He alwaysremained attached to his native Croatia,encouraging it to join CERN as a member state.

Fred était une personnalité très curieuse de tous lesaspects de la vie et très bien informée de tous lesévénements qui se passaient dans le monde, d'unegrande culture musicale et littéraire (il parlait5 langues). De caractère très social, lesconversations avec lui étaient toujours riches,instructives et agréables. Il va manquer à sescollègues et amis.

Fred was intensely curious about all aspects oflife, very well informed on world events,possessed of a great musical and literary culture(he spoke 5 languages). Conversation with thisvery sociable man was always rich, instructiveand agreeable. He will be missed by hiscolleagues and friends.

Georges Sarkissian 1916 – 2002

Georges Sarkissian nous a quittés le 20 novembre2002 dans sa 87e année. Il est entré au CERN autout début (en 1954) et y a organisé le Service desAchats dont il a toujours gardé une grande partiede responsabilité. Pendant toutes les annéesjusqu'en 1979, l'Organisation a bénéficié de lalongue expérience et du riche passé de GeorgesSarkissian. Son active et heureuse retraite avec sonépouse Jacqueline s'est hélas terminée par uneparalysie partielle, supportée pendant 5 ans avecgrand courage, lui laissant heureusement sesfacultés intellectuelles intactes pour ses proches etses amis. Ses anciens collègues se rappeleront labonne ambiance de travail et aussi son humour, sesqualités humaines, sa sensibilité et son caractèrebien marqué.

Georges Sarkissian has passed away on20 November 2002 in his 87th year. He joinedCERN at its very beginning (1954) and heorganised there the Purchasing Service for whichhe remained largely responsible. During all theyears until 1979 the Organisation has benefitedfrom the vast experience and rich past ofGeorges Sarkissian. His active and happyretirement came to a sad end through a partialparalysis, endured for five years with greatcourage. Fortunately for his family and friendshis intellectual faculties remained unharmed.His former colleagues will remember the goodworking atmosphere around him, his sense ofhumour, his human qualities, his kindness andhis strong character.

The loss of a spouse is a painful event which can leavea widow or widower distressed by manyresponsibilities for which she or he has not beenprepared. The GAC Committee invites them, if theywish, to contact one of its members or go to one of thePermanences, to get help and assistance, of course instrictest confidence.

Bulletin No 25 (June 2002) included detailedinformation on the financial state of our HealthInsurance Scheme, on the difficulties arising inour relationship with the Hôpital de la Tour,Meyrin, on long-term care insurance and onvarious administrative matters.

Comme il est de coutume, le présent Bulletin nementionne que brièvement les évolutionsintervenues depuis cinq mois. Des publicationscomme le Bulletin du CHISB (Comité deSurveillance de l'Assurance maladie du CERN)ont donné ou donneront encore prochainementdes indications précises sur l'un ou l'autre pointd'importance.

As usual, the present Bulletin confines itself to abrief account of the developments since the lastBulletin. Publications such as the Bulletin of theCERN Health Insurance Supervisory Board(CHISB) have given or will shortly give preciseinformation on important points.

Depuis le mois de juin 2002 le CHISB s'est avanttout préoccupé de la question de la maîtrise descoûts de l'hospitalisation. Ceux-ci représentent40% du total des remboursements des frais; larévision de certaines règles de remboursement desfrais hospitaliers pourrait donc amener unediminution sensible des frais dans ce secteur. LeCHISB pense qu'il devrait être possible d'inciterles patients à se faire soigner dans desétablissements de qualité pratiquant des tarifsmodérés. Il a donc avant tout comme but, dansune vue à long terme:

Since June 2002 the CHISB has been preoccupiedabove all with mastering the costs ofhospitalisation, which account for 40% of allreimbursement costs. Revision of the rulesgoverning reimbursement of hospitalisation feesmay thus bring about a sizable reduction of totalcost in this area. The CHISB considers that itshould be possible to encourage patients to usehigh-quality establishments charging moremoderate fees. The overall long-term aim istherefore as follows:

Bulletin CHIS No 12 gave news of the situationarising from the resiliation of our conventionwith the Hôpital de la Tour together withinformation on alternative possibilities existingin the Canton of Geneva. We shall shortly extendthis information to cover neighbouring Frenchdepartments.

Les détails précis de l'ensemblede ces nouvelles dispositions seront commu-niqués dès l'approbation par le Conseil du CERN.

These measures envisage a 100% reimbursementrate of medical hospitalisation costs in publichospitals against a 90% rate in private hospitals,this latter for a room with two or more beds. Uncontrôle actuariel est prévu après cette premièreannée de fonctionnement.

The value of the long-term care insurance hasbeen amply demonstrated. At 18 November2002, 75 cases had been evaluated; 9 were judgednot dependent, 17 slightly dependent,20 moderately dependent and 29 seriouslydependent. 14 cases (including those of3 children) are still pending. An actuarialexamination will take place after this first year ofthe scheme.

A case of flagrant fraud has been uncovered byUNIQA. It concerned a retired person. Measuresto exclude this person from the Health InsuranceScheme are underway.

The meeting was essentially devoted to theexamination and approval of the draft 2001Annual Report of the Pension Fund and to theallocation of the year's results. (You may obtain acopy of the draft annual report from theAdministration of the Fund, Bldg.5, 1–030,tel. +41/ 22 767 9194). In the latter connection,the Governing Board decided, on the basis of therecommendations by the two firms of actuariesinvolved in the last actuarial review, that theamounts previously referred to in the accounts asreserves should be considered as part of theFund's capital.

This system has been inoperation since 1997 and has fully achieved itsobjective of allowing the Fund to diversify itsinvestment positions outside Switzerland whilereducing portfolio risk.

The meeting was mainly devoted to mattersrelating to the adjustment of pensions for 2003.The Governing Board decided to recommend theDirector-General to propose to the Council toapply a rate of indexation of 0.6% to pensions,fixed amounts and allowances with effect from1 January 2003, which corresponds to theincrease in the cost of living in Geneva for theperiod from August 2001 to August 2002.

Compte tenu de la situation des marchés financiers,un point sur la situation fin août a été fait par lePrésident du Comité de placement: il s'avère que,sur l'ensemble des avoirs, le recul se situe depuis ledébut de l'année entre moins 5 et moins 6 %.

In view of the situation with regard to financialmarkets, the Chairman of the InvestmentCommittee provided an update on the positionas at the end of August, showing that since thebeginning of the year the Fund's overall assetshave declined by between 5% and 6 %.

There is little activity to report - just one meetingthis year - because of the workload in therelevant CERN services.

Dans sa réunion du 9 avril 2002, le Conseild'Administration de la Caisse de Pensions avaitrejeté de justesse une motion de prendre en charge,pour une période de 12 mois et pour un montantdont il avait fixé le plafond, les frais liés à lapréparation d'un rapport des experts juridiquespour publication dans une revue internationale dedroit.

In the meeting held 9 April 2002, the GoverningBoard of the Pension Fund rejected by a verythin majority a motion to assume, for a period of12 months and within a ceiling already fixed, thecosts of the preparation of a report by legalexperts for publication in an international lawreview (see last GAC Bulletin).

Il est pourtant urgent que cette publication ait lieu.Le Comité du GAC a donc envisagé de contribueraux frais liés à la préparation de ce rapport.

Preparation and publication of this report is stillurgently needed. The GAC Committee thereforeenvisages to participate in the costs ofpreparation.
