The Missouri Segment of the Keystone Pipeline Project passes through the northern Missouri counties of Buchanan, Clinton, Caldwell, Carroll, Chariton, Randolph, Audrain, Montgomery, Lincoln, and St. Charles (Figure 1). More information regarding this project can be obtained by referring to the project website at www.transcanada.comikevsto~~e.

For purposes of the National Historic Preservation Act, ARG is initiating consultation to assist in identifying sites that may be of traditional religious andlor cultural importance to your tribal organization. Please note that we are requesting information only on sites you believe may potentially be impacted by the proposed project. This information will be valuable in avoiding any impacts to cultural resources.

We would be pleased to discuss with you any locations you may identify. If possible, please indicate on the enclosed map any area of specific concern. We also understand that you may have concerns regarding the confidentiality of information on these areas. We would be happy to discuss these concerns and develop procedures to ensure the confidentiality of such information is maintained.

Weather permitting, the plan calls for ARG to begin the field investigations in Missouri in mid-May, 2006. These investigations will be carried out by one or two three-person crews employing methods that conform to the state historic preservation office guidelines. The survey will be accomplished using a variety of field techniques including systematic surface survey, systematic shovel testing, systematic walkover survey, and geomorphological and geoarchaeological investigations. All fieldwork will

Subject: TransCanada Keystone Pipeline Project, Initiation of Consultation pursuant to Section 106 of the National Historic Preservation Act

Dear Ms. Wilson:

American Resources Group, Ltd. (ARG), has been retained by ENSR International to conduct the cultural resources survey for the Missouri portion of the TransCanada Keystone Pipeline Project. TransCanada, pending authorization from the U.S. Department of State, is proposing to construct an approximate 1,870-mile-long crude oil pipeline extending .from Hardisty, Alberta, to Patoka, Illinois. The Missouri Segment of the Keystone Pipeline Project passes through the northern Missouri counties of Buchanan, Clinton, Caldwell, Carroll, Chariton, Randolph, Audrain, Montgomery, Lincoln, and St. Charles (Figure 1). More information regarding this project can be obtained by referring to the project website at www.transcanada.com/kevstone.

For purposes of the National Historic Preservation Act, ARG is initiating consultation to assist in identifying sites that may be of traditional religious and/or cultural importance to your tribal organization. Please note that we are requesting information only on sites you believe may potentially be impacted by the proposed project. This information will be valuable in avoiding any impacts to cultural resources.

We would be pleased to discuss with you any locations you may identify. If possible, please indicate on the enclosed map any .area of specific concern. We also understand that you may have concerns regarding the confidentiality of information on these areas. We would be happy to discuss these concerns and develop procedures to ensure the confidentiality of such information is maintained.

Weather permitting, the plan calls for ARG to begin the field investigations in Missouri in mid-May, 200.6. These investigations will be carried out by one or two three-person crews employing methods that conform to the state historic preservation office guidelines, The survey will be accomplished .using a variety of field techniques including systematic surface survey, systematic shovel testing, systematic walkover survey, and geomorphological and geoarchaeological investigations. All fieldwork will

be confined to the area within the project conidor.

If you wish to provide comments related to this proposed project, please contact me at the address and phone number noted above, or by e-mail at archaeolom@,argItd.com. If you are not the appropriate individual to receive this request, please advise me whom we should contact and any other individuals who should be notified or consulted.

We appreciate your participation and thank you for your timely response which will greatly assist us in incorporating your concerns into the project development of the Keystone Pipeline Project.
