    PARA 1:

    Applications are invited On-line through the proforma Application available onWEBSITE (www.apspsc.gov.in) from 29/07/2009 to 01/09/2009 for recruitment to theposts included in Group-I Services Recruitment2008.

    The Commission has dispensed with the sale of applications throughHPOs/Sales Counter of Commissions office. The desirous eligible Candidates mayapply ON-LINE by satisfying themselves with the terms and conditions of thisrecruitment. The details are as follows:-

    Keeping in view, the actual requirement with reference to the nature of work andactivities of the Departments and also the overall financial implications on theGovernment exchequer and in relaxation of the orders issued in G.O. Ms. No. 424 GA(Ser.A) Dept., dt. 15/06/2007, the Government in Finance Department have accordedpermission for filling up of additional vacancies, in addition to the vacancies alreadynotified vide Notification No. 39/2008, dt. 30/12/2008 vide D.O. Letter No. 13860-B/737/A3/SMPC/2008-3/1, dt. 19/01/2009. The Government have also issued ordersduly relaxing the upper age limit to these additional posts up to 39 years (other thanuniform services) vide G.O. Ms. No. 335 GA (Ser.A) Dept., dt. 04/07/2009.

    3. Caste & Community: Community Certificate issued by the competent authority interms of G.O.Ms No. 58, SW (J) Dept., dt: 12/5/97 should be submitted atappropriate time. As per General Rules for State and Subordinate Service, (Rule-2(28) Explanation) no person who professes a religion different from Hinduism shallbe deemed a member of Scheduled Caste. BCs, SCs & STs belonging to otherStates are not entitled for reservation, All Candidates belonging to otherStates shall pay the prescribed Application Fee Rs. 25/- (Rupees Twenty Five

    only) and Examination Fee Rs. 120/- (One Hundred and Twenty Rupees only)through Challan and upload as indicated at Para-4. Otherwise suchapplications will not be considered and no correspondence on this will beentertained.

    4. Reservation for local candidates as per SPF Rules is not applicable. The posts areState Cadre / Multi-Zone Cadre. [For MPDO post clarification is awaited regardingLocal reservation].

    5. Reservation and eligibility in terms of General Rule 22 & 22 (A) of A.P. State andSubordinate Service Rules are applicable as per the Special Rules.

    6. Reservation to Disabled persons is subject to their eligibility to any of the abovecategory of posts and shall be subject to Special Rules/Adhoc Rules governing the

    posts and instructions issue by the Government. The Candidates will be referred tothe Medical Board at Hyderabad for confirmation their disability.

    7. Rules: All are informed that the various conditions and criterion prescribed hereinare governed by the A.P. State and Subordinate Service Rules, 1996 read with therelevant Special Rules applicable to any particular service in the departments. Anyguidelines or clarification is based on the said Rules, and, in case of any necessity,any matter will be processed as per the relevant General and Special Rules cited asin force.

    8. The Commission is empowered under the provisions of Article 315 and 320 of theConstitution of India read with relevant laws, rules, regulations and executiveinstructions and all other enabling legal provisions in this regard to conductexamination for appointment to the posts notified herein, duly following the principleof order of merit as per Rule 3(vi) of the APPSC Rules of Procedure read withrelevant statutory provisions and ensuring that the whole recruitment and selectionprocess is carried out with utmost regard to maintain secrecy and confidentiality soas to ensure that the principle of merit is scrupulously followed. A candidate shall bedisqualified for appointment, if he himself or through relations or friends or anyothers has canvassed or endeavored to enlist for his candidature, extraneoussupport, whether from official or non-official sources for appointment to this service.

    9. The Commission is also empowered to invoke the penal provisions of the A.P.Public Examinations (Prevention of Malpractices) and unfair means Act 25/97 andfor matters connected therewith or incidental thereto in respect of this Notification.

    10. The Reservation to Women will apply as per General Rules. (Except Pc. No. 06 &13) read with respective Special Rules of the services.

    11.The persons already in Government Service/ Autonomous bodies/ Governmentaided institutions etc., whether in permanent or temporary capacity or as workcharged employees are however required to inform in writing, their Head of Office/Department, that they have applied for this recruitment.

    12. The Candidates belonging and claiming to be Backward Classes Group-E mayapply indicating their community as BC-E. However, providing reservation to BC-E

    group will be subject to the adjudications of the litigation pending before theHonorable Courts.

    13. Government have issued orders in G.O.Ms.No. 3, Backward Classes Welfare(C-2)Department, dated 4/4/2006, laying down the criteria to determine Creamy Layeramong Backward Classes in order to exclude from the provisions of reservations.Government of Andhra Pradesh has adopted all the criteria to determine the CreamyLayer among Backward Classes as fixed by the Government of India. In view of theGovernment orders, in G.O. Ms.No. 3, Backward Classes Welfare(C-2) Department,dated 4/4/2006, the candidates claiming as belong to Backward Classes have toproduce a Certificate regarding their exclusion from the Creamy Layer from thecompetent authority (Tahasildar). The Creamy Layer certificate has to be produced

    at an appropriate time.

    A contact glass or lens is defined as a glass shell, the concavity of which is incontact with the globe of the eye, a layer or liquid being interposed between the lensand the cornea. The meaning of the glass whenever used below is to be interpretedas not covering contact glasses.

    (a) The examination for determining the acuteness of vision includes two tests,

    one for distant the other for near vision. Snellons test types will be used for the test fordistant vision, without glasses at a distance of 6.10 metres, and for the test for nearvision, without glasses, at any distance selected by the candidate. The standards of theminimum acuteness of vision which will be used for guidance in the examination of acandidate are as follows:

    (b) Each eye must have a full field of vision as tested by and movements.

    (c) Squint or any morbid condition of the eyes or the lids of either eye liable to therisk of aggravation of recurrence will cause the rejection of the candidate.

    (d) Each eye will be examined separately and the lids must be kept wide openduring the test.

    (e) Inability to distinguish the principal colours will not be regarded cause forrejection, but the fact will be noted in the proceedings and the candidate will beinformed.

    (f) The degree of acuteness of vision of all candidates for appointment will beentered in the proceedings in the following manner:

    EXPLANATION:1) After provision of the relaxation of Age in Col. No. 3 of table above; the age shall notexceed the maximum age prescribed for the post for the candidates at Sl.No. 3 & 4.

    2) The age relaxation for Ex-Servicemen is applicable for those who have beenreleased from defence otherwise than by way of dismissal, misconduct, andinefficiency.

    PARA-4: (a) FEE: (Remittance of Fee) Each applicant must pay Rs. 25/- (RupeesTwenty Five Only) towards Application Fee and Examination Fee RS.120/- (ONEHUNDRED AND TWENTY ONLY) (if Candidates are not exempted from payment ofFee). Payment of Rs. 25/- (Rupees Twenty Five only) towards application fee iscompulsory for all Applicants.

    b) Mode of Payment of Fee:

    I Step:- The Candidate has to logon to the WEBSITE (www.apspsc.gov.in) and enterhis/her Basic Personal Details like Name, Fathers Name, Date of Birth, andCommunity.

    II Step:- Immediately on entering the above details the Applicant will get(downloadable)- Challan Form to pay the Fee at AP Online centers /State Bankof India.

    III Step:- The Applicant should pay the prescribed Fee in any one of the A.P. Onlinecenters / State Bank of India and obtain Fee paid challan with Journal Number inthe first instance.

    IV Step:- On the next working day after payment of Fee the Applicant should againvisit WEBSITE and enter the Journal Number to get the format of Application.The applicant has to invariably fill all the columns in the Application forsubmission.

    Last date for payment of Fee at AP Online/SBI is 29/08/2009

    Last date for submission of Application is 01/09/2009

    NOTE ON EXEMPTIONS: The following category of candidates are exempted frompayment of fee:

    a) SC, ST, BC, PH & Ex-Service Men.b) Families having Household Supply White Card issued by Civil Supplies

    Department, A.P. Government.c) Un employed youth in the age group of 18 to 39 as per G.O.Ms.No. 439,

    G.A.(Ser.A) Dept., dated: 18/10/1996 should submit declaration at appropriatetime to the Commission.

    d) Applicants belonging to the categories mentioned above (except Ex-ServiceMen) hailing from other States are not entitled for exemption from payment of feeand not entitled for claiming any kind of reservation.

    PARA-5: PROCEDURE OF SELECTION:

    The selection to these posts will be based on the Scheme and Syllabus shown atAnnexure-II.

    1. The applicants will be subjected to a Screening Test (Objective Type) for thepurpose of admitting them to the Main (Written) Examination (ConventionalType). Only such of the applicants who are admitted to Main (Written)

    Examination will be subjected to the process of Selection, the details of which aregiven in Annexure-II.2. The selection of Candidates for appointment to the posts will be made in two

    successive stages viz., (1) Written Examination and (2) Oral Test in the shape ofan interview.

    3. The selection to the posts will be based on merit after the Written Examinationand Oral marks taken together, duly taking into account the post preferences andother eligibility criteria. In case of Posts/ Services having Multi-Zones/ Zones,Selection will be considered as per preferences exercised.

    Para-6: SCHEME OF EXAMINATION: The Scheme and Syllabus for the WrittenExamination has been shown in Annexure-II.

    PARA-7: HOW TO APPLY:

    A) HOW TO UPLOAD THE APPLICATION FORM JPG FORMAT:i) The Applicants have to read the User Guide for Online Submission of

    Applications and then proceed further.I Step: The Candidate has to logon to the WEBSITE (www.apspsc.gov.in) and enter

    his/her Basic Personal Details like Name, Fathers Name, Date of Birth, andCommunity.

    II Step: Immediately on entering the above details the Applicant will get (downloadable)-Challan Form to pay the Fee at AP Online centers /State Bank of India.

    III Step: The Applicant should pay the prescribed Fee in any one of the A.P. Onlinecenters / State Bank of India and obtain Fee paid challan with Journal Number inthe first instance.

    IV Step: On the next working day after payment of Fee the Applicant should again visitWEBSITE and enter the Journal Number to get and fill the format of Applicationfor submission.

    V Step: Affix your recent Colour Passport Size Photograph on a White Paper and thensign below the photograph with Black Pen. Scan the above Photo and Signatureand Upload in the appropriate space provided (JPG Format) in Application Form.

    VI Step: The applicants have to invariably fill all the relevant columns in the Applicationfor submission.

    PARA-10: INSTRUCTIONS TO CANDIDATES:

    1) The candidates must note that his/her admission to the examination is strictlyprovisional. The mere fact that an Admission has been issued to him/her does notimply that his/her candidature has been finally cleared by the Commission or that theentries made by the candidate in his/her application have been accepted by theCommission as true and correct. The candidates have to be found suitable after

    verification of original certificates; and other eligibility criteria. The Applicants have toupload the his/her scanned recent colour passport photo and signature to theApplication Form. Failure to produce the same photograph, if required, at the time ofinterview/ verification, may lead to disqualification. Hence the candidates areadvised not to change their appearance till the recruitment process is complete.

    2) The candidates should go through the instructions given on the cover page of testbooklet and carefully write his/her Register Number, Centre etc., in the AnswerSheet, which will be provided to him/her in the examination hall.

    3) Since the answer sheets of screening test are to be scanned (valued) with OpticalMark Scanner system, the candidates have to USE H.B. PENCIL ONLY FORMARKING THE ANSWERS. The candidates should bring H.B. pencil, Ball pen, and

    smooth writing pad to fill up relevant columns on the Answer Sheet. The candidatemust ensure encoding the Subject, Register No., etc., on the O.M.R. Answer sheetcorrectly, failing which the Answer sheet will be rejected and will not be valued.

    4) The candidates should satisfy the Invigilator of his identity with reference to thesignature and photographs available on the Nominal Rolls.

    5) The candidates should take their seats 20 minutes before the commencement of theexamination and are not to be allowed after 10 minutes of the scheduled time. Theyshould not leave the examination hall till expiry of fulltime. The candidates areallowed to use the calculators in the examination hall (not programmablecalculators). Loaning and interchanging of articles among the candidates is notpermitted in the examination hall. Cell phones and Pagers are not allowed in the

    examination hall.6) The candidates are expected to behave in orderly and disciplined manner while

    writing the examination. If any candidate takes away Answer Sheet, the candidaturewill be rejected and in case of impersonation/ disorder/ rowdy behaviour duringWritten Examination, necessary F.I.R. for this incident will be lodged with concernedPolice Station, apart from disqualifying appointment in future.

    Merit is the only criteria that decides the selections. Candidates trying to useunfair means shall be disqualified from the selection. No correspondencewhatsoever will be entertained from the candidates.

    7) The Commission would be analyzing the responses of a candidate with otherappeared candidates to detect patterns of similarity. If it is suspected that the

    responses have been shared and the scores obtained are not genuine/ valid, theCommission reserves the right to cancel his/ her candidature and to invalidate theAnswer Sheet.

    8) Wherever Written Examination is held only those candidates who are totally blindand candidate whose writing speed is affected by CEREBRAL PALSY, can usescribe at the Written Examination. In all such cases where a scribe is used, thefollowing rules will apply.(a) the scribe should be from an academic discipline other than that of the candidateand the academic qualification of the scribe should be one grade lower than thestipulated eligibility criteria.(b) the candidate as well as the scribe will have to give a suitable undertaking

    9) If the candidate noticed any discrepancy printed on Hall ticket as to community, dateof birth etc., they may immediately bring to the notice of Commissions officials/ChiefSuperintendent in the examination centre and necessary corrections be made in theNominal Roll for being verified by the Commissions Office.

    PARA-11: DEBARMENT:

    a) Candidates should make sure of their eligibility to the post applied for and thatthe declaration made by them in the format of Application regarding theireligibility is correct in all respects. Any candidate furnishing in-correct informationor making false declaration regarding his/her eligibility at any stage orsuppressing any information is liable TO BE DEBARRED FROM APPEARINGFOR ANY OF THE EXAMINATIONS CONDUCTED BY THE COMMISSION, andsummarily rejection of their candidature for this recruitment.

    b) The Penal Provisions of Act 25/97 published in the A.P. Gazette No. 35, Part-IV.B Extraordinary dated: 21/08/1997 shall be invoked if malpractice and unfairmeans are noticed at any stage of the Recruitment.

    c) The Commission is vested with the constitutional duty of conducting recruitmentand selection as per rules duly maintaining utmost secrecy and confidentiality inthis process and any attempt by anyone causing or likely to cause breach of thisconstitutional duty in such manner or by such action as to violate or likely toviolate the fair practices followed and ensured by the Commission will besufficient cause for rendering such questionable means as ground for debarment.

    d) Any candidate is or has been found impersonating or procuring impersonation byany person or resorting to any other irregular or improper means in connectionwith his / her candidature for selection or obtaining support of candidature by anymeans, such a candidate may in addition to rendering himself/ herself liable tocriminal prosecution, will be liable to be debarred permanently from any

    examination or selection held by the Service Commissions in the country.e) MEMORANDUM OF MARKS: Memorandum of Marks is issued on payment of

    Rs.25/- (Rupees Twenty Five Only) through crossed Indian Postal Order only drawn infavour of the Secretary, A.P. Public Service Commission, Hyderabad. Request forMemorandum of Marks from candidates, will be entertained within two months from thedate of publication of the final selections. Such a request must necessarily beaccompanied by a Xerox copy of the Hall-ticket. Request for revaluation or recountingwill not be undertaken under any circumstances. Invalid, disqualified, ineligiblecandidates will not be issued any Memorandum of Marks and fees paid by suchcandidates, if any, will be forfeited to Government account, without any correspondencein this regard.

    The decision of the Commission in all aspects and all respects pertaining to the

    Application and its acceptance or rejection as the case may be, conduct of examinationand at all consequent stages culminating in the selection or otherwise of any candidateshall be final in all respects and binding on all concerned, under the powers vested withit under Article 315 and 320 of the Constitution of India.     Other Important Points:

    1. There will be a Screening Test (Objective type) comprising General Studies and MentalAbility. This test is meant for short-listing the number of candidates to be admitted to the Written(Conventional Type) Examination i.e., consisting of six compulsory papers. The number ofcandidates to be admitted to the Written examination (conventional type) would be 50 times to the

    vacancies available at material time irrespective of Communities.

    2. The papers except General English may be answered in English or Telugu or Urduchosen by the candidates. However, a candidate is not permitted to write part of the paper inEnglish and part of it in Telugu or Urdu.

    3. Candidates must appear for all the papers in Main examination and Oral test, whoqualified for the same. Absent in any of the above will be liable for disqualification.

    4. The General English paper is for qualifying one and the standard of this paper is that ofS.S.C. The minimum qualifying marks in this paper are 40% for O.Cs., 35% for B.Cs. and 30%for SC/ST/PH. These marks are not counted for Ranking.

    5. In the event of the S.C. S.T. B.C and P.H. Candidates not coming up for selection with theexisting minimum prescribed for the selection in the competitive examination conducted by theCommission, their selection shall be considered on the basis of Rank with reference to theirperformance in the Written and Oral competitive examination. The minimum qualifying marks inGeneral English paper are however not relaxable.

    6. Hall Tickets for admission to the Written Examination (Screening Test and Main) will

    be hosted in the Commissions Website www.apspsc.gov.in. The Candidates have todownload the same. There is no need to submit separate application for this purpose.
