1.0 CONFIRMATION OF MINUTES

The minutes of the 7/2013 (12 September) meeting were taken as read and confirmed.

SECTION A: RECOMMENDATIONS AND REPORTS TO ACADEMIC COMMITTEE AND ITS SUB-COMMITTEES

2.0 ENG NEW PROGRAM PROPOSAL (2013/0006125) 1422 BACHELOR OF ENGINEERING WITH HONOURS IN ELECTRONIC AND COMPUTER ENGINEERING

2.1 Programs Committee, on the recommendation of the Science, Environment, Engineering and Technology Group Board (20 September 2013), considered the proposal to introduce the Bachelor of Engineering with Honours in Electronic and Computer Engineering (1422), as detailed in 2013/0006125, for introduction in semester 1 2015.

2.2 The School of Engineering proposes to introduce a new AQF level 8 Bachelor of Engineering with Honours in Electronic and Computer Engineering to replace the existing Electronic and Computer Engineering major in the BEng.

2.3 The University’s standard minimum English language requirements for entry to undergraduate programs will apply.

2.4 For Domestic and those International students not required to complete the English Language Enhancement course, to be eligible for the award of Bachelor of Engineering with Honours in Electronic and Computer Engineering, a student must acquire 320 credit points as follows: - gain 300 credit points as prescribed;

engineering practice environment (or a satisfactory alternative) during their degree studies.

For International students required to complete the English Language Enhancement course, to be eligible for the award of Bachelor of Engineering with Honours in Electronic and Computer Engineering, a student must acquire 320 credit points as prescribed below: - gain 300 credit points as prescribed; - gain 10 credit points for 5903LAL Language and Communication for Science,

Environment, Engineering and Technology; - complete no more than 120CP of first year courses; - complete at least 60CP at final year level; - gain 10 credit points of Free choice electives; and - complete a minimum of 12 weeks (60 days) of approved experience in an

engineering practice environment (or a satisfactory alternative) during their degree studies.

2.5 In considering this proposal the following comments were made: - Transition arrangements are to be developed to allow for all continuing students in

the Bachelor of Engineering (1311) to transfer to the new program from 2015 and graduate with an AQF compliant award. These arrangements will be published in full on the Programs and Courses website for continuing cohorts.

- The degree requirements should be itemised to note core courses, listed and free choice electives.

- References to “4000 coded Listed Electives” should be changed to “Listed Electives”.

- The Committee indicated that only the best 30CP of listed electives in final year should be included in the calculation of the Honours Weighted Average.

- The Committee requested that the Bachelor of Engineering Technology exit point mentioned in Section 2.0 be included in Section 10.12 to inform students of the alternative to proceeding to receive an honours award by exiting with a 3-year qualification.

- In line with advice from Engineers Australia that professional accreditation needs to be sought for all the proposed new undergraduate engineering programs the proposal is to be amended accordingly. Programs Committee noted for the majority of programs this will take place in the next general round of accreditation in 2015, however for mechanical engineering it is expected to take place 2016.

- The Committee noted that the Griffith Experience course can be accommodated in the proposed structure.

- The Committee requested the School confirm with QIBT if accreditation for their Diploma of Engineering is being sought from TEQSA.

- The School is to confirm if the English Language Enhancement Course will displace or replace 1301BPS Physics 1A.

- The Learning Outcomes are to be strengthened to be more specific and aligned to the engineering discipline.

- Further administrative amendments are required to correct footnotes and course codes.

4.2 The School of Engineering proposes to introduce a new AQF level 8 Bachelor of Engineering with Honours in Electronic and Biomedical Engineering to replace the existing Electronic and Biomedical Engineering major in the BEng.

Engineering with Honours in Electrical and Electronic Engineering to replace the existing Electrical and Electronic Engineering major in the BEng.

and Technology Group Board (20 September 2013), considered the proposal to introduce a Bachelor of Engineering with Honours in Environmental Engineering (1428), as detailed in 2013/0006130, for introduction in semester 1 2015.

6.2 The School of Engineering proposes to introduce a new AQF level 8 Bachelor of

Engineering with Honours in Environmental Engineering to replace the existing Environmental major in the BEng.

6.3 The University’s standard minimum English language requirements for entry to

undergraduate programs will apply.

- Transition arrangements are to be developed to allow for all continuing students in the Bachelor of Engineering (1311) to transfer to the new program from 2015 and graduate with an AQF compliant award. These arrangements will be published in full on the Programs and Courses website for continuing cohorts.

- The degree requirements should be itemised to note core courses, listed and free choice electives.

7.2 The School of Engineering proposes to introduce a new AQF level 8 Bachelor of

Engineering with Honours in Mechatronic Engineering to replace the existing Mechatronic major in the BEng.

7.3 The University’s standard minimum English language requirements for entry to

undergraduate programs will apply.

7.4 For Domestic and those International students not required to complete the English Language Enhancement course, to be eligible for the award of Bachelor of Engineering with Honours in Mechatronic Engineering, a student must acquire 320 credit points as follows: - gain 300 credit points as prescribed; - gain 20 credit points of free choice electives; - complete no more than 120CP of first year courses; - complete at least 60CP at final year level; - complete a minimum of 12 weeks (60 days) of approved experience in an

7.5 In considering this proposal the following comments were made: - Transition arrangements are to be developed to allow for all continuing students in

the Bachelor of Engineering (1310) to transfer to the new program from 2015 and graduate with an AQF compliant award. These arrangements will be published in full on the Programs and Courses website for continuing cohorts.

- The degree requirements should be itemised to note core courses, listed and free choice electives.

- The Committee requested that the Bachelor of Engineering Technology exit point mentioned in Section 2.0 be included in Section 10.12 to inform students of the alternative to proceeding to receive an honours award by exiting with a 3-year qualification.

- In line with advice from Engineers Australia that Professional accreditation needs to be sought for all the proposed new undergraduate engineering programs the proposal is to be amended accordingly. Programs Committee noted for the majority of programs this will take place in the next general round of accreditation in 2015, however for mechanical engineering it is expected to take place 2016.

- The Committee noted that the Griffith Experience course can be accommodated in the proposed structure.

- The Committee requested the School confirm with QIBT if accreditation for their Diploma of Engineering is being sought from TEQSA.

- The School is to confirm if the English Language Enhancement Course will displace or replace 1007ENG Engineering Fundamentals.

- The Learning Outcomes are to be strengthened to be more specific and aligned to the engineering discipline.

Environment, Engineering and Technology Group (21 September 2013), considered the proposal to introduce a Master of Environmental Engineering (5593), as detailed in 2013/0006104, for introduction in semester 1 2015.

9.2 The School of Engineering proposes to introduce a new AQF level 9 Master of

Environmental Engineering to replace the existing Environmental Engineering major in the Master of Engineering.

9.3 Admission to the Master of Environmental Engineering is based on:

Same Discipline - An approved degree in Engineering (AQF level 7 or 8). Applicants who apply with a

level 8 degree qualification will be granted 40CP advanced standing towards the program.

Different Discipline - An approved degree in a different discipline but related to an environmental field

(AQF level 7 or 8) with over 2 years relevant work experience.

9.4 The University’s standard minimum English language requirements for entry to undergraduate programs will apply.

9.5 To be eligible for the award of Master of Environmental Engineering, a student must acquire

120 credit points as follows: - complete 100CP from the listed courses in Table A (See note 1a) - complete 20CP of research course in Table B

9.6 In considering this proposal the following comments were made:

- Admission requirements are to be amended to reference qualification types instead of levels and to state the “2 years relevant work experience” is to be full-time equivalent.

- Paragraphs in Section 10.7 pertaining to work experience and the volume of learning should be moved to Section 2.0.

- Reference to INS Learning and Teaching and Academic Work Plans are to be updated to reflect current terminology in Section 6.0.

and Technology Group Board (20 September 2013), considered the proposal to introduce a Master of Environment (5611), as detailed in 2013/0006096, for introduction in semester 1 2015.

10.2 The Master of Environment suite of programs currently comprises the Master of

Environment (80CP), Master of Environment with Honours (120CP), Master of Environment Advanced (120CP), and Master of Environment Advanced with Honours (160CP). The 40CP Graduate Certificate in Environment currently shares courses with the Master of Environment. To comply with the new AQF guidelines all existing programs have been withdrawn and a single Master of Environment will be introduced.

10.3 To be eligible for admission to the Master of Environment, a student must:

- 80CP entry: Hold a bachelor with Honours degree in Environmental Science from a recognised University (or another tertiary education institution of equivalent standing OR

- 120CP entry: Hold a bachelor degree in Environmental Science from a recognised University (or another tertiary education institution of equivalent standing), with applicants normally having achieved a minimum grade point average (GPA) of 5.0 (using a 7.0 scale) in the bachelor degree OR

- 160CP entry: Hold a bachelor degree from a recognised University (or another tertiary education institution of equivalent standing), with applicants normally having achieved a minimum grade point average (GPA) of 5.0 (using a 7.0 scale) in the bachelor degree.

10.4 The University’s standard minimum English language requirements for entry to

undergraduate programs will apply.

10.5 To be eligible for the award of Master of Environment (MEnv), a student must acquire 160 credit points as follows: - gain 40 credit points for the Foundation Program - gain 20 credit points for the core courses - gain 40 credit points for the prescribed courses of a major - gain 60 credit points for elective courses

10.6 In considering this proposal the following comments were made:

- Admission requirements are to be amended to indicate how much advanced standing is afforded to specific admission pathways as opposed to referring to 80, 120 and 160CP entry.

- The Committee suggested the School consider offering a Graduate Certificate exit point based upon the identified 40CP of foundation courses within the program.

- The Committee noted since this is a new program proposal a marked-up program structure and transition arrangements for the current program are not required in the main part of the document, but this information is useful to identify how the program

and Technology Group Board (20 September 2013), considered the proposal for changes to the Graduate Certificate in Information Technology (3220/3219) and to introduce the new Master of Information Technology (5612/5613), as detailed in 2013/0006105, for introduction in semester 1 2015.

11.2 The School of Information and Communication Technology has revised its suite of

postgraduate Information Technology programs to meet the strengthened AQF requirements changes to Griffith policies. It is proposed to withdraw the Master of Information Technology Professional and the Master of Information Technology with Honours and introduce a single 2 year 160CP Master of Information Technology offered at the Nathan and Gold Coast campuses.

11.3 To be eligible for admission to the Master of Information Technology, a student must:

- 80CP entry: Hold a bachelor with Honours degree in Information Technology from a recognised University (or another tertiary education institution of equivalent standing) with a minimum GPA of 4.5 on a 7 point scale or equivalent and the completion of a dissertation equivalent to 40CP OR

- 120CP entry: Hold a bachelor degree in Information Technology from a recognised University (or another tertiary education institution of equivalent standing) with a minimum GPA of 4.5 on a 7 point scale or equivalent OR

- The Committee requested clarification regarding the nomenclature of the Research in IT award major, noting specific wording would appear on testamurs for graduates who complete this award major: This student has completed this award with a major in Research in IT.

- Course lists are to be amended to clearly show the Graduate Certificate exit point as well as the courses for which advanced standing is afforded for each admissions pathway.

- Degree requirements for the Graduate Certificate in Information Technology exit point are to be included in Section 10.7, and separate degree requirements for the three Masters structures are to be provided.

- The Committee noted the School is proposing the Master of Information Technology be awarded ‘with Distinction’ to graduates who achieve a GPA of at least 6.0; this will be acknowledged on the testamur.

- The Committee noted since this is a new program proposal a marked-up program structure and transition arrangements for the existing programs are not required, however this information is useful to identify how the program has been restructured. It was requested the marked up content for the current 2013 structure be included as an appendix and also that the previous structures need to be included in the program withdrawal submissions.

- It is to be clearly noted in course lists where majors cannot be completed on the campus at which the degree is offered.

and Technology Group Board (6 September 2013), considered the proposal for changes to the Bachelor of Biomolecular Science (Advanced) (1348), the Bachelor of Biomolecular Science (1350) and to introduce the Bachelor of Biomolecular Science with Honours, as detailed in 2013/0006133, for implementation in semester 1 2014.

12.2 The School of Biomolecular and Physical Sciences proposes changes to the above programs to incorporate some of the recommendations from the 2013 five yearly review of the programs and to ensure AQF compliance. The School proposes to withdraw the Bachelor of Biomolecular Science (Advanced) (1348) from offer from semester 1 2015 and replace this program with the Bachelor of Biomolecular Science with Honours, with a Bachelor of Biomolecular Science (1350) exit point on successful completion of 3 years of

concurrent Honours program (AQF level 8). Students will be admitted to the Bachelor of Biomolecular Science with Honours. To progress to the 4th (Honours) year of the program students will be required to have achieved a GPA of at least 5.0 for the first three years of study within the program. Students not meeting this minimum GPA requirement will be transferred to the Bachelor of Biomolecular Science (1350) and will graduate with that award at AQF level 7. This requirement will be clearly stated in the degree requirements. Further details of the changes are contained within the submission.

12.4 In considering this proposal the following comments were made:

- The Committee noted the implementation plan for the five year review of the Bachelor of Biomolecular Science Advanced program.

13.2 The School of Biomolecular and Physical Sciences proposes changes to the Bachelor of Aviation and the Bachelor of Aviation Management to ensure the programs are AQF compliant.

13.3 To be eligible for the award of Bachelor of Aviation Management (BAvnMgt), a student must

acquire 240 credit points as prescribed below: Management Stream - gain 120 credit points of advanced standing - gain 70 credit points for courses as prescribed for the Management Stream - gain 50 credit points for listed elective courses - gain a maximum of 100 credit points at first year level - gain a minimum of 60 credit points at third year level

14.0 BPS PROGRAM REVIEW / MAJOR CHANGE PROPOSAL (2013/0006136) 1264 BACHELOR OF FORENSIC SCIENCE

14.1 Programs Committee, on the recommendation of the Science, Environment, Engineering and Technology Group Board (20 September 2013), considered the proposal for changes to the Bachelor of Forensic Science (1264), as detailed in 2013/0006136, for implementation in semester 1 2014.

14.2 The School of Biomolecular and Physical Sciences proposes changes to the Bachelor of Forensic Science to incorporate some of the recommendations from the five year review of the program. Further details of the changes are contained within the submission.

14.3 Programs Committee noted the proposal does not specify prerequisites for admission to this

program, however the English language requirements have been increased.

14.4 The English language admission requirements for entry to this postgraduate program is higher than the standard for postgraduate programs, as follows: - A minimum overall band score of 7.0 on IELTS (Academic) with no sub-score of

17.2 The Queensland Conservatorium proposes to introduce a new Master of Music (Research) program to replace the current program for the Australian National Academy of Music (ANAM) student cohort. The proposed program will also enable the incorporation of enrolments from the Southbank Master of Music Program (5299), which will be withdrawn. Proposed changes to the program include: - Reduce credit points from 160 to 120, as per the AQF specifications for Level 9

Masters (Research) programs - Reconfigure program to retain a 66% research dissertation, in line with requirements

for HDR programs - Allow admission for students with a level 7 same-discipline degree without the

applicants without a recognised undergraduate degree may apply for entry based on their work experience in a forensic mental health related field. In these circumstances, the applicant must supply evidence of relevant professional registration or vocational experience in a forensic mental health related field. Such applicants, who will normally have worked relevant positions for a minimum of 5 years, will be required to provide references from their employers supporting their application for admission and attesting to their ability to complete the program. In these cases, the Program Convenor will make the final decision and must be satisfied as to the applicant's ability to complete such a course of study.

In consultation with the SEET Group, the School of Public Health has developed a revised structure for the program to be implemented for the first intake of students in Semester 1, 2014. The integration of existing SEET courses have resulted in additional Environmental Health content throughout the program.

30.3 The School also proposed to suspend intake into the Doctor of Clinical Dentistry (6018) for semester 1 2014.

In the specific discipline of dentistry the combination of 5 years of training plus 2 years of clinical experience is considered to provide sufficient cognate discipline content to undertake an 80CP masters.

35.1 Programs Committee, on the executive recommendation of the Dean (Learning and Teaching) Health Group (27 September 2013), considered the proposal to introduce a Graduate Certificate in Disability Inclusion (3295), as detailed in 2013/0005933, for introduction in semester 1 2014.

35.2 The School of Human Services and Social Work proposed to introduce a new 40CP Graduate Certificate in Disability Inclusion, to be offered online and part-time over two or four semesters. The program will comprise of four courses currently offered by the School.

35.3 Consideration for admission to the Graduate Certificate in Disability Inclusion, will be given to those candidates who have: - completed a bachelor degree in any discipline - OR completed a Certificate IV VET/TAFE qualification in a related discipline - OR completed a minimum of three years full-time professional experience in the

disability, rehabilitation or related human services fields and can demonstrate the ability to undertake graduate study through a discussion with the Program Convenor and provision of curriculum vitae and an employer reference.

35.4 The University’s standard minimum English language requirements for entry to postgraduate programs will apply.

35.5 To be eligible for the award of the Graduate Certificate in Disability Inclusion a student must acquire 40 credit points as prescribed below: - gain 30 credit points for the core courses - gain 10 credit points for a listed elective.

35.6 In considering this proposal the Committee noted the need for the admission requirements

to be broad enough to allow entry for current disability support workers and acknowledged the School’s current practice of offering academic skills workshops. The Committee requested the School consider specifying that a student who has completed a Certificate IV

36.1 Programs Committee, on the executive recommendation of the Dean (Learning and Teaching) Health Group (16 September 2013), considered the proposal for changes to the Graduate Certificate in Human Services (3272) and to introduce a new Master of Human Services (5604), as detailed in 2013/0005912, for introduction in summer semester 2015.

36.2 The School of Human Services and Social Work proposed to introduce a new revised 120CP Master of Human Services which is AQF compliant. Proposed changes include: - Increase volume of learning from 80CP to 120CP. - Introduce a research-intensive stream to allow students a pathway to HDR studies.

This will be in conjunction with the current practice-intensive stream which includes majors: Childhood Studies; Disability Studies; Generalist-Practice (previously named ‘Non-specialised’) and Orientation and Mobility.

- Identify research components within both streams.

36.3 The proposed changes to the Master of Human Services will result in consequential changes to the Graduate Certificate in Human Services (3272) which are contained within the submission.

36.4 For admission to the Master of Human Services program, an applicant must have completed: - an undergraduate degree (level 7) in human services cognate fields such as social

or behavioural science, psychological sciences, social work, community welfare, human services, nursing, education, criminology, OR

- a Level 8 or above (e.g., Bachelor with Honours, Graduate Certificate, Graduate Diploma or Masters) qualification in a different discipline area; OR

- The Graduate Certificate in Human Services (3272) at Griffith University or another Level 8 qualification in human services cognate fields such as social or behavioural science, psychological sciences, social work, community welfare, human services, nursing, education or criminology. Successful applicants will be eligible for 40CP of advanced standing and will be required to complete 80 credit points in the program.

37.1 Programs Committee, on the recommendation of the Health Group Board (19 September 2013), considered the proposal for changes to the Bachelor of Human Services (1098/1394), as detailed in 2013/0005880, for implementation in semester 2 201.

37.2 The School of Human Services and Social Work proposed to introduce a semester 2 (mid-year) intake for the Bachelor of Human Services, for implementation from semester 2, 2014. The proposed program structure for students who commence in semester 2 is contained within the proposal. This new offering will require one core course to be offered twice a year.

Resolution

37.3 Programs Committee, on the recommendation of the Health Group Board (19 September 2013), resolved to recommend to Academic Committee the proposal for changes to the Bachelor of Human Services (1098/1394), as detailed in 2013/0005880, for implementation in semester 2 2014.

38.0 QIBT MINOR CHANGE PROPOSAL (QIBT Doc 2013/09) 9354 POSTGRADUATE QUALIFYING PROGRAM (PQP)

38.1 The Queensland Institute of Business and Technology (QIBT) is seeking the University’s

approval to temporarily suspend intake into the Postgraduate Qualifying Program (PQP, 9354), as detailed in QIBT Doc 2013/09, for implementation in semester 3 2013.

38.2 The PQP has acted as a bridge to postgraduate coursework programs at Griffith University for some years. The QIBT / Griffith Agreement provides the basis for the College to deliver this non-award program on behalf of the University. While the original PQP provided for both an academic and English upgrade, the most recently approved one-semester structure provides an English only upgrade.

38.3 As the University is undertaking an extensive review of its postgraduate coursework

programs to ensure alignment with the Australian Qualifications Framework, and together with the fact that there is now a limited market for the current model of the Postgraduate Qualifying Program (PQP), QIBT proposed that the PQP be suspended temporarily. A re-assessment will be undertaken on completion of the postgraduate coursework program revisions. At that time QIBT may make a recommendation as to the longer term model / viability of the PQP.

Resolution 38.4 Programs Committee, on the recommendation of the College Director and Principle,

Queensland Institute of Business and Technology (25 September 2013), resolved to recommend to Academic Committee the proposal temporarily suspend intake into the Postgraduate Qualifying Program (PQP, 9354), as detailed in QIBT Doc 2013/09, for implementation in semester 3 2013.

39.1 The Chair of Programs Committee, on the recommendation of the Arts, Education and Law Group Board (26 September 2013), has executively approved a proposal for changes to the Bachelor of Languages and Linguistics (1116/1398), as contained in 2013/0005474, for introduction in semester 1 2014.

The proposed changes have been executively approved by External Relations and the Acting Deputy Vice Chancellor (Academic). The proposed changes include: - Change of program name from Bachelor of Arts in Languages and Linguistics to

Bachelor of Languages and Linguistics. - Introduction of Modern Greek major online via Flinders University. - Removal of Portuguese major (withdrawn from offer by UQ). - Changes to course offerings and titles as detailed in the submission.

39.3 The degree requirements and admission requirements will remain unchanged.

40.0 LAW PROGRAM WITHDRAWAL PROPOSAL (2013/0005468) 5501 MASTER OF MIGRATION LAW AND PRACTICE

40.1 The Chair of Programs Committee, on the recommendation of the Arts, Education and Law Group Board (26 September 2013), has executively approved a proposal to withdraw the Master of Migration Law and Practice (5501), as contained in 2013/0005468, with a last admit term of semester 1 2014.

40.2 The Griffith Law School proposed to withdraw this qualification as it is not AQF compliant. Students entering the program have successfully completed the Graduate Certificate in Australian Migration Law and Practice. The School is currently developing a proposal for a new postgraduate offering of a Master of Global Law in 2015, into which these students can articulate.

40.3 Continuing students will be able to complete the program in 2014. All current students will be notified to that effect as soon as this withdrawal has been approved.

41.1 The Chair of Programs Committee, on the executive recommendation of the Dean (Learning and Teaching), Arts, Education and Law Group (8 August 2013), has executively approved a proposal to withdraw the Graduate Diploma of Primary Education (4035/4030), as contained in 2013/0005379, with a last admit term of semester 1 2014.

41.2 The School of Education and Professional Studies proposed to withdraw this qualification based on new federal government regulations that require postgraduate students to undertake a two-year program of study in education to become a registered teacher. This program is to be replaced with a 2 year Master of Teaching program from 2015.

41.3 The program will continue to be offered until the end of semester 2, 2015 to cater for continuing students and part-time enrolments in 2014. All entrants to the final year of

43.2 The Griffith Film School proposed changes to the postgraduate suite of Screen Production programs. The Graduate Certificate in Screen Production, Graduate Diploma in Screen Production and Master of Screen Production were introduced in 2012 and were deemed AQF compliant. In accord with the AQF, there is no longer a Master of Screen Production with Honours. Proposed changes include offering the Graduate Diploma as an exit only program.

43.3 Admission to the Graduate Certificate in Screen Production program, is based on:

- a Bachelor's degree in an unrelated area (or equivalent) from a recognised university; and

- a portfolio of screen production or other relevant work, which may include documented professional experience or other evidence indicating the applicant's capacity to undertake and benefit from the program, for example, screenwriting samples, films (submitted on DVD), production experiences.

43.4 Admission to the Master of Screen Production program, is based on: - a bachelor degree in Screen Production (or equivalent) from a recognised university;

or Graduate Certificate in Screen Production and - a portfolio of professional work, which may include documented professional

experience or other evidence indicating the applicant's capacity to undertake and benefit from the program, for example, screenwriting samples, films (submitted on DVD), production experiences.

- Marked-up program structures for students commencing prior to Semester 1, 2014 are to be added to the submission.
