The Director of the Queensland Conservatorium, Professor Scott Harrison, will present on activities at the Conservatorium. This will include showcasing the Conservatorium with an emphasis on the ways in which scholarship of learning and teaching is enacted in this unique learning environment.

9.0 AUSTRALIAN QUALIFICATIONS FRAMEWORK PROGRESS REPORT

9.1 At the 5 September 2013 meeting (5/2013), Academic Committee considered and

approved the AQF Implementation Plan (2013/0007111), previously considered at its 2/2012 meeting. The Plan described the status of policy compliance, program compliance, change management, communications to stakeholders, and updates to business processes and systems.

9.2 As the requirements of the AQF are to be met by 1 January 2015 a Report to

Academic Committee on the Implementation of the Australian Qualifications Framework (2014/0000504) including an updated Implementation Plan outlining progress to date is attached for the consideration of the Committee.

9.3 The Chair will introduce this item. Recommendation 9.4 The Academic Committee is asked to approve the revised AQF Implementation Plan

(2014/0000504).

10.0 NOTINGS ON ACADEMIC TRANSCRIPTS – DISCUSSION PAPER 10.1 The Academic Committee is asked to consider the attached Discussion Paper on

Notings on Academic Transcripts (2014/0000505). The purpose of the Discussion Paper is to consider whether notings for items such as academic probation, exclusion and disciplinary action should be recorded on a student’s academic transcript and if so, whether they should remain on the academic transcript permanently.

10.2 Currently the University produces two forms of the academic transcript available to students: the Official Academic Transcript and the Unofficial Academic Transcript. The University also has a third transcript type which is internal and only visible to staff.

10.3 Both the official and unofficial transcripts comprise the record of the student’s enrolment in programs and courses, enrolment status, credit awarded, the grade obtained for each course and their cumulative GPA. The Unofficial Academic Transcript may also include a more extensive range of notings related to academic progress and disciplinary findings. Notings on the Official Academic Transcript are limited to those relating to the exclusion of a student for failing to maintain good academic standing or for disciplinary reasons.

10.4 There are two key reasons as to why the University records a noting related to academic progress and/or misconduct on official academic transcripts: readmission to the University after exclusion and advice to admission offices of other universities. In certain circumstances and after a prescribed period of time, students who have been excluded may apply for readmission at the discretion of the University. The Discussion Paper considers how long a noting should remain on a student’s transcript; particularly where the noting is for exclusion due to poor academic standing.

10.5 The Discussion Paper highlights that given student records in relation to academic

standing, student misconduct and academic misconduct are held permanently in the PeopleSoft database and the data is configured to display differently on the three transcript types, the question arises as to whether all actions should be maintained on the student’s record either permanently or indeed for the same period of time. The administrative ease of maintaining a full record for all students on a database needs to be balanced with the potential impact on Griffith alumni and the possibility that notings could serve as an ‘indirect form of punishment’ if displayed permanently.

10.6 The Discussion Paper proposes three options for Academic Committee’s consideration: 1. Maintain the status quo; 2. Maintain the record for its business use; or 3. Use the record for business and external reporting requirements.

10.7 Option 3 is recommended to the Academic Committee.

10.8 The Chair will introduce this item. Recommendation 10.9 The Academic Committee is asked to consider the attached Discussion Paper on

Notings on Academic Transcripts (2014/0000505), and determine which option is to be adopted.

11.0 HLS NEW PROGRAM PROPOSAL 9355 GRIFFITH UNIVERSITY PREPARATION PROGRAM

11.1 The Academic Committee, on the recommendation of the Programs Committee

(4/2014), is asked to consider the attached proposal to introduce a new Griffith University Preparation Program (9355), as contained in 2014/0001132, for introduction from 23 June to 19 December 2014.

11.2 The 80CP Griffith University Preparation Program is a tertiary enabling program

providing a pathway for those who wish to undertake university study but lack the formal qualifications required for University entry to an undergraduate degree. This would include those who didn’t complete year 12, or did not achieve minimum university entrance requirements in Year 12, and mature age applicants who would like to undertake university study but lack confidence in their ability to achieve academically. The program is being established in response to a successful bid to the Higher Education Funding Branch of the Department of Education for the University to expand its tertiary preparation offerings. The University received approval and

funds to proceed with the development of the program, the first offering of which will run from 23 June to 19 December 2014 (26 weeks).

11.3 To be eligible for admission to the Griffith University Preparation Program, an

applicant must meet the following criteria:

At least 16 years of age on 1st March of the year you enter the program

Australian citizen, New Zealand citizen, or hold a current Australian Permanent Resident visa

Have successfully completed high school studies at year 10 level, including English. If previous schooling was not completed in English, evidence of English language proficiency will be required

Have not previously attempted university study since leaving high school. 11.4 This is a non-award program. In order to complete the Griffith University Preparation

Program, a student must successfully complete all four prescribed courses:

Introduction to Communication and Literacy

Introduction to Sciences

Introduction to Lifespan and Social Development

Introduction to Applied Mathematics and Computing.

Upon successful completion of the program students receive an Admission Rank up to 80, based on their final GPA, and may be eligible for admission to programs with an English 4SA prerequisite. Students seeking admission to programs requiring a Maths prerequisite will be directed to existing maths/science bridging courses offered by the University.

11.5 The Chair Programs Committee will introduce this item. Recommendation 11.6 The Academic Committee, on the recommendation of Programs Committee (4/2014),

is asked to approve the proposal to introduce a new Griffith University Preparation Program (9355), as contained in 2014/0001132, for introduction from 23 June to 19 December 2014.

12.0 PROFESSIONAL BEHAVIOUR FOR MEDICAL STUDENTS AND THE PROFESSIONAL BEHAVIOUR COMMITTEE

12.1 The School of Medicine recently updated the Professional Behaviour for Medical

Students and the Professional Behaviour Committee policy (2014/0005116) to reflect the change in name of the medical program and changes in National legislation in professional regulation (from 2009), which now mandates that education providers report impairment causing risk to the public to the registration body.

12.2 The Dean (Learning and Teaching), Griffith Health will introduce this item. Recommendation 12.3 On the recommendation of the Learning and Teaching Committee (1/2014), Academic

Committee is asked to approve the Professional Behaviour for Medical Students and the Professional Behaviour Committee policy (2014/0005116).

13.0 ESTABLISHMENT OF THE ENGLISH LANGUAGE ADVISORY COMMITTEE

13.1 The English Language Working Party has been in operation since late 2008 and was

responsible for overseeing the development of an implementation plan for the Griffith

English Language Enhancement strategy (GELES). In May 2012 the University Executive considered and approved for implementation the Report on GELES for Executive Group (2013/0007789) and GELES the Next Step (memorandum 11 May 2012).

13.2 At its 4/2013 meeting, the Internationalisation Advisory Committee agreed to endorse

the proposal that the English Language Working Party (ELWP) be renamed and established as a university committee that reports to the Internationalisation Advisory Committee.

13.3 At its 1/2014 meeting the Internationalisation Advisory Committee considered and

recommended the proposal to formalise the ELWP as a sub-committee of the Internationalisation Advisory Committee (2014/0005756). The Proposal and the draft Constitution are attached for the consideration of the Committee.

13.4 The Chair, Internationalisation Advisory Committee will introduce this item.

Recommendation 13.5 The Academic Committee, on the recommendation of the Internationalisation

Advisory Committee (1/2014) is asked to consider the proposal to formalise the English Language Working Party as a sub-committee of the Internationalisation Advisory Committee, as described in 2014/0005756 and detailed in the draft Constitution for the English Language Advisory Committee (2014/0005751), for immediate implementation.

SECTION III: MATTERS REQUIRING RATIFICATION OF EXECUTIVE ACTION

14.0 STUDENT EXPERIENCE OF COURSES (SEC) AND TEACHING (SET) 14.1 Over the last 12 months the Health Group has formally appointed Deputy Heads of

Schools Learning and Teaching within each of its Schools. These are senior appointments, the incumbents of which are responsible for learning and teaching quality, and program evaluation and improvement, in their Schools.

14.2 The attached Student Experience of Courses (SEC) and Teaching (SET)

2014/0005130 has been revised to allow Deputy Heads of School access to SEC and SET evaluation data.

Recommendation 14.3 The Academic Committee is asked to ratify the Chair’s executive action in approving

the revisions to the Student Experience of Courses (SEC) and Teaching (SET) as described in 2014/0005130.

15.0 UNDERGRADUATE PROGRAMS ADMISSION POLICY

15.1 The Undergraduate Programs Admission Policy (2014/0005102) has been revised to

include the following:

The addition of a definition of a ‘Genuine Temporary Entrant’ and a ‘Genuine Student’; consistent with the definition provided by the Department of Immigration and Border Protection

Environmental Design (Architecture) to Bachelor of Architectural Design from semester 1 2015 to clearly identify this program as one that is strongly structured around architectural design to deliver the 1

accreditation. This will require a new program code, but all program requirements and structure remain as approved for the Bachelor of Environmental Design (1356).

23.2 The School of Humanities currently offers a School-based Bachelor Honours Program

consisting of 80 credit points including coursework and supervised research leading to a dissertation. In order to comply with the revised Australian Qualifications Framework (AQF), from Semester 1, 2015, students will graduate with a specifically-named degree that relates to their area of study, as in the Bachelor of Communications with Honours, Bachelor of Arts with Honours or Bachelor of Journalism with Honours.

23.3 The structure of the three programs will be identical and include at least 20 credit

points of honours-level research studies courses, 20 credit points of honours-level Discipline studies courses and a 40 credit point supervised research thesis, or creative product with minor dissertation/exegesis.

24.2 The School of Education and Professional Studies currently offers two 80CP Master

of Education programs, one each at the Mt Gravatt and Gold Coast campuses. These programs have been redeveloped to become one 120CP program offered across both campuses which is AQF compliant. Changes include: - Introducing four new award majors. - Ensuring courses are offered in mixed mode, on campus, or intensive mode as

well as off campus mode to cater for international student visa requirements as well as adapting assessment tasks to an international context to ensure relevance.

25.2 The Queensland College of Art (QCA) proposes to introduce a 160CP Master of

Design Futures program suite at the South Bank campus, effective semester 1 2015. This will include a 40CP Graduate Certificate and an 80CP Graduate Diploma as an entry and exit point. The QCA currently offers postgraduate Design Futures programs in Graduate Certificate (40CP), Masters (80CP) and Masters Honours (120CP). The Graduate Certificate and Masters programs are not compliant with the strengthened AQF due to content and/or volume of learning and have been revised and replaced respectively. The Honours program was approved for withdrawal at the 6/2013 meeting of Programs Committee.

25.3 The University’s standard minimum English language requirements for entry to

57.3 To be eligible for admission to the Graduate Certificate in Aviation Management

students must hold: - A bachelor degree in any discipline from a recognised tertiary institution Professional entry will be considered if an applicant does not possess a bachelor degree from a recognised tertiary institution. Applicants will need at least three years of experience in the aviation industry at a supervisory level or above and document the reasons why they believe they should be accepted into the program. The application must include their industry history and training courses completed. People considered to be working in the industry at a supervisory level include air traffic controllers, first line managers, middle ranking military officers, and professional pilots. In light of the diversity of experience, each application will be assessed on its merits. To be eligible for admission to the Master of Aviation Management students must hold: - The Graduate Certificate in Aviation Management or - A bachelor degree with a Grade Point Average of 5.0 in the same discipline,

being ‘Business and Management’ from a recognised tertiary institution and at least 3 years work experience at a supervisory or management level or

- A bachelor degree with a Grade Point Average of 5.0 that has aviation/aerospace as the major area of study from a recognised tertiary institution. e.g. Bachelor of Engineering (Aerospace); Bachelor of Aviation and at least 3 years work experience at a supervisory or management level.

Students who have completed the Graduate Certificate in Aviation Management will be eligible for 40 Credit Points of advanced standing towards the Master of Aviation Management.

2013), has executively approved a proposal for changes to the Bachelor of Exercise Science in Pre Physiotherapy (1344), as contained in 2013/0018039, for implementation in semester 1 2015.

58.2 The School of Rehabilitation Sciences propose changes to the Bachelor of Exercise

Science in Pre Physiotherapy including a change of program title (from the Bachelor of Exercise Science (Pre Physiotherapy)) to demonstrate the congruence and alignment of the learning outcomes with the Master of Physiotherapy program, and the requirements of the Australian Physiotherapy Council which accredits the physiotherapy program.

58.3 The School also proposes to offer students who do not qualify for admission to, or

otherwise do not want to progress to the Master of Physiotherapy with the opportunity to graduate with the award title Bachelor of Exercise Science. This will be facilitated via the use of an exit point (linked to program 1171 Bachelor of Exercise Science).

58.4 To be eligible for the award of Bachelor of Exercise Science in Pre Physiotherapy

61.2 The School of Education and Professional Studies proposes to merge the Bachelor of Adult and Vocational Education and the Bachelor of Training degrees into one program with the Bachelor of Training becoming an exit point at the completion of three years in the four year Bachelor of Adult and Vocational Education. executively approved a proposal to withdraw the Research Higher Degree Qualifying Program (5361), as contained in 2014/0001103, with a last admit term of semester 1 2014.

62.2 The 80CP Research Higher Degree Qualifying Program is being withdrawn and

replaced with an 80CP Graduate Diploma. The introduction of an 80CP Graduate Diploma was the first step in a staged approach to alternative research pathways for entry into HDR programs. Each Academic Group has also developed its own Graduate Diploma award. 64.2 The Griffith Business School proposes to introduce a new 240CP Bachelor of International Tourism and Hotel Management, to be offered in Hong Kong. The School proposes to withdraw the award majors International Tourism and Hotel Management, Hotel Management and Sustainable Tourism Management from the current Bachelor of Business (Hotel Management) (1314) offered in Hong Kong and replace them with the specialist undergraduate program, Bachelor of International Tourism and Hotel Management. The proposal for the onshore offering of this program (1409, 1408) was approved at the 5/2013 meeting of Programs Committee. In order to align the offshore program with the onshore program, it is proposed to withdraw the Bachelor of Business (Hotel Management) and establish the Bachelor of International Tourism and Hotel Management in Hong Kong.

64.3 To be eligible for admission to the Bachelor of International Tourism and Hotel

Management in Hong Kong, a student will require the following: - students who have successfully completed an Associate Degree or equivalent in

title of the Bachelor of Information Technology offered at the Logan campus to Bachelor of Applied Information Technology. This Bachelor of Information Technology is distinctive in that it is structured to enable students to enter full-time employment after one year of full-time study and complete their degree part-time over a further three years. The title Bachelor of Technology @ Work has also been used to describe the program in promotional material. The School proposes to rename the program to avoid any ambiguity in the future, whilst maintaining a distinction from the Gold Coast and Nathan offerings.

68.2 The Queensland College of Art proposes changes to the Bachelor of Digital Media in

order to maximise student choice of major pathways and enhance the comprehensive and interdisciplinary nature of the program. The proposal is to upgrade the existing 60CP Elective Majors for Fashion Design and Interior Design to 80CP Award Majors and change the title from ‘Elective Major’ to ‘Major’. At present those students who wish to study Fashion Design or Interior Design must also enrol into an award major. This has proven cumbersome for students, particularly those entering the degree with credit for prior learning who wish to study further in their chosen field. The proposed changes will rectify this issue and also allow students to have Fashion or Interior Design displayed on their testamurs (but not part of the testamur title).

69.2 The Griffith Business School proposes that all classes in the Master of Accounting

and Master of Professional Accounting be offered at Nathan campus only. Currently students enrolled in the Master of Accounting are required to take their 6 CPA-related core courses at Southbank and 6 postgraduate electives at Nathan campus. The offering of the CPA-related courses on the Southbank campus was intended to make studies available to part-time students working in the city. However, there are no such students currently enrolled in the program. The majority of current students are full-time, international students, living in close proximity to the Nathan campus. In addition, students are required to take postgraduate electives in each semester of study, meaning they may be required to regularly travel between campuses.

97.2 The School of Information and Communication Technology proposes to withdraw the

Bachelor of Information Technology/Bachelor of Multimedia and replace it with the new Bachelor of Information Technology/Bachelor of Multimedia (1461/1462) program which incorporates revisions in response to Australian Computer Society accreditation conditions and Bachelor Degree Policy requirements.

98.2 The School of Education and Professional Studies proposes to withdraw this

qualification as it is not AQF compliant and will be replaced by a redeveloped 120CP program which was approved at the 26 September meeting of Programs Committee.

98.3 Students enrolled in the current Master of Education must satisfy the degree

requirements applicable at the time of entry to the program. They must complete the program by the end of 2015. Mid-year entry to the current program will not be offered in 2014 (approved 12 September Programs Committee). If they have not completed the program by that time, they will be given the option to complete the current non-AQF compliant program by December 2016 or to move to the new AQF compliant program.

5575 MASTER OF AUTISM STUDIES

99.1 The Academic Committee, on the recommendation of Programs Committee (24 October 2013), is asked to consider the proposal to withdraw the Master of Autism Studies (5575), as contained in 2013/0007218, with a last admit term of semester 2 2014.

99.2 The current Master of Autism Studies program whilst being AQF compliant has been

revised to cater for an admission requirement of the Graduate Certificate in Autism Studies only. The current program is a 1.5 year 120 credit point online program available to both domestic and international students studying in their home country. The proposed program will be 80CP over 1 year. This revised program proposal was submitted at the 26 September meeting of Programs Committee.

99.3 The amended program requirements apply only to students admitted from 1 January

2015. However, transition arrangements may be approved for students currently enrolled in the program at the time of the changes being approved. No student currently enrolled will be disadvantaged by the proposed changes.

101.2 The Australian Institute of Suicide Research and Prevention proposes to withdraw this

qualification as it is not AQF compliant. AISRAP has decided to maintain the existing structure of the Master of Suicidology with Honours program and a proposal to retitle this program as the Master of Suicidology will be submitted to a subsequent meeting.

101.3 Continuing students who enter the program prior to 2015 will not be disadvantaged,

and will be able to complete their program of study. The School will advise students to maintain at least a 20 credit point (part-time) progression which should result in a completion date at the end of Semester 2, 2015.

101.4 There are currently 9 domestic students enrolled in 5365.

105.0 CLASS TIMETABLING POLICY AND CLASS TIMETABLING PROCEDURES

105.1 The Class Timetabling Policy and Procedures (2008/0016295) document has not

been amended since 2008, and as such does not reflect current practice. The Enterprise Timetabling Upgrade Project has necessitated a number of changes to current class timetabling processes which were taken into account during the document review.

105.2 In order to simplify the current document, which is a hybrid of policy and procedure,

the document has been separated out into two distinct documents: Class Timetabling Policy, and Class Timetabling Procedures. The current Public Holidays Policy has been incorporated into the Class Timetabling Policy.

105.3 The Class Timetabling Procedures (2014/0005112) were approved by Learning and

Teaching Committee (1/2014). Academic Committee is asked to consider the attached Class Timetabling Policy as described in 2014/0005129.

105.4 The Academic Registrar will introduce this item.

106.1 On the recommendation of the Learning and Teaching Committee (1/2014), members

are asked to consider revisions to the End of Semester Centrally Administered Examinations Policy which have made to facilitate the management of examination locations for online courses.

106.2 The key change is set out below:

The on-campus examination will normally be conducted at the campus at which the examination is conducted for students enrolled in the on-campus class or at the home campus of the School if there is no on-campus class for that semester. It is proposed to change this sentence to the following: The on-campus examination will normally be conducted at the campus at which the examination is conducted for students enrolled in the on-campus class, or at the most suited campus as determined by Examinations and Timetabling if there is no on-campus class for that semester. This change will assist Examinations and Timetabling (EXT) staff to manage the examination locations for online courses. The ‘home campus’ of the School is no longer available for use by EXT as the coding for online courses was changed in 2013 from a host campus, off-campus, online to online, online, online. As a result EXT plan to use Logan campus as the default campus for invigilated examinations in on-line courses, a manual process will then be used to determine the most suitable campus. Students may still apply for alternate examination venues for example when they have another exam at another campus. The revised wording has been kept as generic as possible to allow for further developments.

106.3 Other minor changes to the policy include:

Inclusion of reference to ‘online courses’ throughout the policy.

Removal of references to the Logan Accelerated Program (i.e. trimesters).

Updated Section 12 to state that applications for alternate examination sittings must be submitted online rather than in writing to Student Administration.

The addition of the following wording to the policy description as OUA examinations are managed by a third party (Monash) – ‘this policy does not apply to OUA students’.

The second reference to online in Section 5 should also be deleted. Recommendation 106.4 The Academic Committee is asked to approve the revised End of Semester Centrally

Administered Examinations Policy (2014/0005117) to Academic Committee, for immediate implementation.
