BIA Pima Agency The mission of the Pima Agency is to provide and administer Bureau of Indian Affairs (BIA) programs and services authorized by law and executive policy. Those programs emphasize the protection of Indian trust assets and the support of government-to-government relationships within the spirit of Indian self-determination. The agency also provides services and technical assistance as may be required to assist the Indian communities in meeting its goals of economic self-sufficiency and community, educational, and social development.

The Caring House The Caring House skilled nursing facility ensures compassionate and nurturing care for the Tribal elders in their community. We provide long term care services, accept qualified sub-acute, respite care, end of life services, rehabilitation therapy cases and adult day care services. The Caring House works in concert with the tribal leaders guaranteeing that the highest level of professional and ancillary services are avilible to meet the needs of their tribal elders and the Community as a whole.

Adult Day Care Center The Caring House Adult Day Care Center offers an opportunity for adult Community Members to enjoy stimulating social and recreational programs in a safe, secure and caring environment. The Adult Day Care Center benefits family and caregivers who might need a break from the daily challenges of caring for a loved one. Participants of the Adult Day Care Center will have therapeutic services such as individual and group exercises, arts and crafts, education opportunities, intergenerational experiences, entertainment and games.

Communication and Public Affairs The role of the Communication and Public Affairs Office (CPAO) is to effectively and efficiently communicate information related to the Gila River Indian Community to tribal members, employees and the general public. The department also provides professional administrative assistance to the Community Council members and the members of the Community.

Community Services Department Community Services is a vital part of the social safety net that makes the Gila River Indian Community a caring community. The department provides a variety of programs and services to help enrolled residents of the Gila River Indian Community find the shortest route to financial and social supports. Commodity Food Distribution Program The Food Distribution Program on Indian Reservations (FDPIR), commonly known as Commodity Food Distribution Program, is a Federal program that provides commodity foods to Native American low-income families or individuals living on the Gila River Indian Community or Ak-Chin Indian Community or surrounding service areas which include: City of Coolidge, Chandler Heights Area, Town of Florence, City of Maricopa, Ocotillo Area, City of Stanfield, City of Tolleson, and Town of Queen Creek.

Elderly Services Program The Elderly Services Program is responsible for assisting the Community’s elderly residents in providing personal and professional liaison services in conjunction with community, state, and federal agencies such as BIA, AHCCCS, Social Security Administration and Gila River Indian Community Social Services. Tribal Recreation The Tribal Recreation program is responsible for coordinating the annual Mul-Chu-Tha Fair and Rodeo. The department also supports a number of youth groups, and coordinates with the district recreation programs to facilitate summer programs and sports leagues. P.O. Programs offered include personal training, circuit training classes, strength and endurance training, nutritional advice and other heath and fitness promotion programs. P.O. WIC provides nutrition information, healthy foods, and help accessing health care to moderate to low-income families. The program is available to families with pregnant women, new mothers, and children under the age of five.

Contracts and Grants The Office of Contracts and Grants (C&G) works directly with all GRIC Departments in providing technical assistance to identify grant opportunities, grant proposal development, grant writing training and on-line submission of grants. C&G also provide grant compliance and training, to ensure that Departments are adhering to State and Federal guidelines of their specific funding sources. Currently in development are plans to provide Program Evaluation and Planning for Departments.

Cultural Resource Management Program The Cultural Resource Management Program (CRMP) was formed to help interpret, protect, and perpetuate the culture and traditions of the Akimel O'odham and Pee Posh tribes. The department provides cultural resource management and compliance services to all GRIC departments and other tribal and non-tribal entities working on the reservation, or in the interest of the Community, in fulfillment of GRIC ordinances and federal and state laws and regulations. CRMP provides archaeological and cultural resource expertise for the management of archaeological sites, traditional cultural properties, and for Community artifact collections.

Defense Services Office The Defense Services Office (DSO) was established by the Community Council in 2003 to provide free legal representation to enrolled members of the Gila River Indian Community (GRIC) within the GRIC courts. The primary effort is to ensure an effective legal defense for those charged with a criminal offense or juvenile offender matters.

Department of Community Housing The Department of Community Housing (DCH) is responsible for administering a public housing program geared toward low income participants. DCH is responsible for operating and maintaining rental and homeowner housing units throughout the Community’s seven districts.

Department of Environmental Quality The Department of Environmental Quality’s (DEQ) primary focus is to protect human health and the environment. The department includes programs such as environmental education and outreach, pesticides, solid waste and water quality, air quality, hazardous waste, brownfields, underground storage tanks, environmental planning, policy analysis, community outreach and education.

Department of Housing Development The Residential Housing Improvement Program (RHIP) was established by Council Resolution GR-101-97 and replaced by GR-192-03 in order to provide enrolled GRIC community members with safe, decent and affordable housing. First priority for housing is given to the elderly and disabled enrolled members and then to other eligible enrolled members and their families based on the priority as set forth in the RHIP Interim Guidelines.

Department of Rehabilitation and Supervision (DRS) The Department of Rehabilitation and Supervision acts as the primary jail facility for the Gila River Indian Community police department and other law enforcement agencies authorized to arrest on tribal lands. DRS provides tribal court and law enforcement a full-service jail/detention program that can effectively maintain custody of most detainees and sentenced offenders from the point of initial intake up to ten years.

Department of Transportation The Department of Transportation works to develope, implement, operate, and maintain a cost effective, integrated transportation network. This network of existing and future facilities provides safe and efficient access for the movement of persons, and goods within and through the Community. This network fosters and supports current and future land and economic development while protecting the natural, cultural, and traditional environment.

Employment and Training Employment and Training serves youth ages 14-21 by providing training skills and guidance with educational plans. The department also collaborates with community departments and employers as well as outside entities such as community colleges and universities in order to ensure participants have a career plan, whether it be employment or enrollment in post secondary education.

Enrollment/Census Department The Enrollment/Census Departments main purpose is to assist Community members with new enrollments, address update forms, verification of enrollment and personal information updates. The department also continually conducts research to assure that data of each Community member’s records are accurate. P.O. The office also overseas several areas that help contribute to administrative and programmatic implementation throughout the Gila River Indian Community.

Finance Department The Finance Department maintains accurate financial records and prepares financial reports for the Community in accordance with Generally Accepted Accounting Principles, while utilizing an integrated enterprise resource planning accounting system. Finance also provides timely reporting and advisory services to the Council, Administration, and all Community departments and Districts. The department also assists the Council, Administration and Community Treasurer in financial planning, investment services and operating and capital budgeting. There are eight sub-departments which include: Payroll, Cashier’s Office, Special Revenue/Travel/Fixed Assets, Financial Reporting, Accounts Receivable and Accounts Payable.

Cashiers Office The Cashier’s Office is located at both the Governance Center and District 6 Service Center in Laveen. Office hours (with the exception of approved Holidays) are as follows: The Governance Center hours are Monday – Friday from 8 am-5 pm and the District 6 Service Center hours are Tuesday and Thursday from 9 am – 4 pm. The Cashier’s Office accepts cash, checks and/or money orders as a form of payment. In addition, the Cashier’s Office now accepts credit cards (Visa & MasteCard) as a method of payment. Please note credit card payments are not accepted by phone.

First Nations Warrior Society The First Nations Warrior Society is an independent organization with members from various tribes. The organization is responsible for organizing the annual Ira Hayes Social Pow-Wow and also works with the various military posts with in the community.

Four Rivers Indian Legal Services Four Rivers Indian Legal Services provides a full range of legal services to Community members and residents, and further, through the legal assistance provided, to educate Community members and residents on their rights and responsibilities under the law.

Gila River Gaming Commission/Tribal Gaming Office (TGO) The Gaming Commission Department/TGO was established by tribal ordinance in 1994, and is a gaming regulatory body for the Community. The Gaming Commission is governed by a five member Board of Commissioners who manages the Executive Director and support staff. The primary function of the Gaming Commission is to act as Gaming Regulators over all Class II and Class III gaming activities under the Gila River Gaming Enterprise operations.

Gila River Indian Irrigation and Drainage District The Gila River Indian Irrigation and Drainage District (GRIIDD) is responsible for operating and maintaining the irrigation delivery system that will deliver water for agriculture to lands in Districts 1 through 7. The GRIIDD also works with Community members to develop land and on-farm irrigation systems for use of the water provided as part of the Arizona Water Settlements Act. GRIIDD personnel are available for agricultural education and garden projects.

Gila River Indian Community Tribal Court The Gila River Indian Community (GRIC) Court main office is the Akimel O'Otham Loditha Kud Ki (River People's Court Building) located in Sacaton, Arizona. Their second court office is located in the west end of the Gila River Indian Community. The Westend Judicial Center provides services to Districts six and seven, in Laveen, Arizona. The GRIC Court is a full service court, exercising jurisdiction to the full extent available under federal law. Huhugam Heritage Center The Huhugam Heritage Center preserves and displays important cultural artifacts and art from the Gila River Indian Community. The museum displays materials to the public and a climate controlled repository preserves historic artifacts, cultural materials and vital records. The center also acts as a research center for tribal members.

Human Resources The Human Resources Department serves the Community to attract, select, retain and develop a diverse employee workforce while delivering exceptional customer services in a safe and productive environment. Ira H. Hayes American Legion Post No. 84 Chartered in 1972 by the National American Legion, The Ira H. Hayes American Legion Post No. 84 advocates for veterans and all active duty military personnel, and honors those who have passed on or have given their lives to preserve freedom for this country and the American way of life. Post 84 assists veterans and their families, and provides uniformed military color guard and honor guard services for patriotic and veterans events within the Gila River Indian Community, and at events at other locations. Veterans can join who served at least one day of active military duty during one of the eligibility dates and honorably discharged or are still serving.

Ira H. Hayes Memorial Public Library The Ira H. Hayes Memorial Public Library has been in operation since 1985 and is housed in Sacaton’s first school house which was built in 1929. The tribal council named the facility in honor of Ira Hamilton Hayes (1923-1955) the Marine Corporal who helped raise the American flag on Iwo Jima. Ira H. Hayes was a national icon, and a revered hero to the local community for his service in World War II. The library provides a variety of book selections and educational programming and also provides the following services for the Community: computer & Internet access, computer printing, photocopying, and faxing.

Land Use Planning and Zoning Land Use Planning and Zoning (LUPZ) consists of six sections which provide the following services. The Administrative section provides support services and assistance to departments and Community members. The GIS and Planning section provides physical addresses for residences and tribal departments, as well as land use reviews and land assignments. The Livestock and Ordinance section provides native plant reviews, assists Community members with livestock related issues and enforces applicable Community Codes. The Subdivision section helps with home site assignments and beneficiary changes for home sites. The Survey department provides boundary and topographic surveys for lands within the exterior boundary of the Reservation. Finally, Flood Control provides drainage reviews and assists with flood related mitigation measures.

Management Information System (MIS) The Management Information System (MIS) Department serves as the centralized technical support for the Gila River Indian Community. The department generally provides services such as network operations, Internet/Intranet access, security, technical service email, and technical service and support. Office of the Community Manager The Office of the Community Manager (OCM) consists of four Division Managers and one Community Manager who oversees sixty eight departments within GRIC. Office of the Prosecutor The Office of the Prosecutor serves the Community by advocating for justice. Our services are provided in accordance with the statutory and constitutional authority and discretion granted to the Office of the Prosecutor. Pee Posh Veterans Association The Pee Posh Veterans Association is a non-profit independent organization of veterans based in District Seven. We provide an array of services for the GRIC Community as well as neighboring communities which include posting of colors, flag raising ceremonies, assisting with Military wakes/funerals and also represent GRIC by marching in parades and participating in events both locally and nationally. The association also speaks with and informs youth on military experiences. The Pee Posh Veterans Association also assists veterans in obtaining information regarding veteran’s assistance and benefits.

Pima-Maricopa Irrigation Project (P-MIP) The Pima-Maricopa Irrigation Project’s (P-MIP) mission is to develop and construct a water delivery system for the beneficial use of Community water resources. Contracts Management Contract Management is a sub-division of the Property and Supply Department. The office is responsible for the development, approval and coordination and administration of the Community’s contracts. These contracts provide for Supplies, Services, Construction, Purchases, Engineering, and Professional. The approval process of service or goods contracts is determined by the type of contract that is best suited for the type of services or goods requested in the best interest of the Gila River Indian Community. All contract records for services and goods are maintained and centralized on behalf of the Community by this division.

Shipping and Receiving Shipping and Receiving provides support for Community Departments’ through the efficient warehousing and delivery of the goods and services. The department also conducts inventory of Community’s assets as well as mail service for the Community’s departments.

Tribal Education Department The Tribal Education Department provides direct services to families within the Gila River Indian Community and oversees seven programs which include: Early Childhood Education Special Services, Early Education Child Care & Development, Head Start Program, K-12/JOM Program, Off Reservation Boarding School, Student Behavior Specialist and Culture Program. Each program is unique and provides age and grade appropriate level services. Student Services Student Services provides information on the Gila River Indian Community Higher Education Program. We will assist with the application process for the Gila River Scholarship and other college/university admissions. Student Services can provide assistance with completing the Free Application for Federal Student Aid (FAFSA). We will also provide an overview of requirements for scholarship funding for Gila River members.

Tribal Employment Rights Office (TERO) Tribal Employee Rights Office (TERO) is a department that assists with temporary and full time employment opportunities for all Native Americans residing within the Gila River Indian Community. TERO works closely with all employers and contractors throughout the Community to ensure that they are in compliance with the Gila River Indian Community’s ordinances.

Tribal Historic Preservation Office The Tribal Historic Preservation Office (THPO) functions under the authority of Section 101(d)(2) of National Historic Preservation Act. The THPO ensures the identification, protection and preservation of historical sites within the GRIC and aboriginal lands of the Akimel O’Odham and Pee Posh; coordinates government-to-government consultation of activities impacting cultural resources; attends to repatriation interests under authority of tribal, state and Federal regulations; and works with Federal agencies, Arizona, other tribes, local governments to protect and preserve cultural resources.

Tribal Projects Development Tribal Projects Development (TPD) oversees a major portion of the Capital Improvement Projects, which includes implementing, managing, and providing technical assistance to the Community Departments and Districts. TPD also takes the lead in planning efforts for the future by collaborating with Districts and Departments in identifying potential future projects. The planning efforts take into consideration the Seven District Community Master Plan which guides the Capital Improvement Projects within the Community.

Tribal Social Services Tribal Social Services (TSS) provides a variety of programs designed to care, serve and protect vulnerable children, adults and elders who are members of the Gila River Indian Community or live within the community. Child Protective Services Child Protective Services (CPS) workers are responsible for crisis intervention and investigation of matters of suspected child maltreatment. CPS is responsible for providing 24-hour coverage to respond to child protective efforts to all minors domiciled within the boundaries of the Gila River Indian Community. CPS makes home and school visits to interview children, parents and other household members regarding the investigation. CPS may also place children in temporary protective custody and make court appearances to testify.

Crime Victim Services Crime Victim Services (CVS) provides services to victims of violent crime. Assistance is given to victims in a variety of areas such as: finding emergency shelter, court preparation, accessing local resources needed for safety, such as transportation to a shelter or court and assisting victims with obtaining temporary restraining orders. CVS is a partner and team member to the Gila River Fire Department (GRFD) Crisis Response Team.

Foster Care and Adoption Program The foster care and adoption program is responsible for the recruitment, retention and licensure of foster and adoptive homes within the Gila River Indian Community as well as off reservation. Children are placed in foster care when their parents or guardians are unable to ensure their well-being. These children need stable, loving homes until they can safely reunite with their families or find permanency. There is an ongoing need for Community members to become licensed foster and adoptive parents.

General Assistance and Burial General Assistance (GA) provides cash assistance to Community members and other eligible enrolled American Indians who do not have any income and are not eligible for Temporary Assistance for Needy Families (TANF). Burial Assistance is also provided.

Indian Child Welfare Act Indian Child Welfare Act (ICWA ) case managers work closely with state child welfare workers and families when children who are enrolled or eligible for enrollment with the Gila River Indian Community become involved with state child welfare system across the country. ICWA case managers attend court hearings, help find family placement within the community and ensure that “active efforts” are being made. ICWA case managers work closely with the Office of General Council and enrollment.

On Eagles Wings (Domestic Violence Shelter) On Eagle’s Wings is a 24/7 safe haven for victims of domestic violence. On Eagle’s Wings is a sanctuary that provides its residents with support necessary to heal while providing for their basic needs. The shelter provides information and referral services, crisis intervention, needs assessment, court preparations, assistance with obtaining temporary restraining orders and advocacy. A 24/7 Domestic Violence Hotline is available at 1-855-203-5849.

Residential Programs for Youth (RPY) Residential Programs for Youth (RPY) provides an immediate safe haven and a nurturing environment to children in the care of Tribal Social Services. Caring staff provides emergency, short-term and long-term shelter/ housing for children age birth to seventeen who are involved with Child Protective Services and Case Management. RPY is committed to providing quality care infused with culture and activities appropriate to each child’s chronological and development age. RPY is an important resource to keep children within their own Community.

Support Staff Services Support staff provides a wide range of support services to the Tribal Social Service (TSS) department. Each program under TSS has an assigned support staff to provide the daily clerical needs as well as the routing and formatting of correspondence. They also provide Burial and Funeral Assistance to Community members as needed. Support staff also assists with the General Assistance program.

Youth Council The Akimel O’odham/Pee Posh Youth Council is a program designed for young people between the ages of 13-21. The purpose of the program is to provide the youth a voice but also to help them to find their voice and build confidence to use their voice. The members are responsible for representing their peers at the community, state and national levels.
