1. INTROUDUCTION
The Green Climate Fund (GCF) is an operating entity of the Financial Mechanism of the United
Nations Framework Convention on Climate Change (UNFCCC). Green Climate Fund is
established to promote paradigm shift towards low-emission and climate-resilient development
pathways by providing support to the developing countries. It is expected to channel a large
share of international climate finance commitment of developed countries to mobilize US $ 100
billion by 2020. GCF is open for contributions from governments, the private sector and others.
GCF supports projects, programmes, policies and other activities in all the developing country
parties to the United Nations Framework Convention on Climate Change. Green Climate Fund is
one of the biggest funding mechanisms available within UNFCCC for least developed countries
like Nepal to address climate change challenges more systematically and effectively.
To respond to the challenges posed by climate change, the Government of Nepal (GoN) in
designing policy and supporting framework. With the operationalisation of the GCF and other
financial pledges that have been made to Nepal by various development partners, Nepal is
already an eligible recipient of additional international climate finance. For this, Nepal needs to
establish a sustainable climate finance mechanism which enables it to systematically access and
efficiently manage, sequence and monitor existing and additional climate finance.
In this context, Government of Nepal’s Ministry of Finance (MoF) in collaboration with the
United Nations Development Programme (UNDP) and the United Nations Environment
Programme (UNEP) is implementing the Green Climate Fund Readiness Programme (GCF-RP)
to strengthen its national capacities to effectively and access, manage, deploy and monitor
climate finance from the Green Climate Fund. The support is aimed towards enhancing the
capacity of the Government of Nepal to engage with the Green Climate Fund.
In case of Nepal, the International Economic Coordination Cooperation Division (IECCD) of the
Ministry of Finance serves as the National Designated Authority for GCF. NDA, the focal point
of the Fund, works as the core interface between Nepal and the GCF Secretariat, Korea. NDA is

expected to lead and coordinate Nepal’s coordination mechanism that allows for an overview of
all the concerned sectors and actors as they relate to the country’s climate change strategies and
plans.

2. MANDATE AND AUTHORITY TO NDA
According to the GCF policies and guidelines, the National Designated Authority, a focal point
for GCF in the recipient country, is the core interface between a country and the Fund. NDA is a
designated entity in the country with the authority and mandate to officially communicate and
liaise with the Fund. NDA is expected to communicate the country’s strategic priorities for
financing low-emission and climate-resilient development across its economy. As National
Designated Authority for Nepal for the Green Climate Fund, NDA works to engage national
stakeholders towards engaging the Fund and oversight on alignment of funding to national
climate change priorities along with issuance of the ‘Nomination Letters for Direct Access’ and
‘No-Objection Letters for Projects/Programmes’. Further, as a part of the readiness programme,
the NDA is responsible for in-country institutional strengthening, including strengthening the
capacities for country coordination and to meet fiduciary principles and standards and
environmental and social safeguards, in order to enable countries to directly access the Fund.
Besides, the NDA is expected to facilitate a process to develop long term vision for climate
finance in Nepal and be able to oversee and streamline Nepal’s engagement with all sources of
internal and external climate finance.
As per the GCF policy framework, NDA is mandated to:
- Place within a ministry or authority conversant with the country’s national budget,
economic policies and their interrelation with climate change-related priorities and
development plans. The country is mandated to place NDA within a ministry with
responsibility to formulate national budget and fiscal policy. As MoF is primarily
responsible for this function in Nepal, NDA is rightly placed within MoF that will allow
to mainstream climate finance in the national planning and budgeting system.
- Ideally enable the institution to work on and influence an appropriate combination of
economic policy and development planning, with appropriate leverage over climate
change, energy, sustainability and environmental resource management priorities,
strategies and plans. MoF/IECCD to coordinate and enable the concerned ministries and
agencies in Nepal such as National Planning Commission, line ministries, development

partners and private sector for harmonized policy and coherence in planning and
implementation of climate finance related activities in Nepal. NDA to influence in the
planning process if required to ensure that the activities supported by GCF are fully
aligned with the national priorities and plan.
- Lead and coordinate Nepal’s coordination mechanism that allows for an overview of all
the concerned sectors and actors as they relate to the country’s climate change strategies
and plans. IECCD to ensure that all the relevant sector and actors of Nepal are engaged in
the GCF process and their plans related to climate finance are aligned with the national
climate change policies and strategies. NDA is mandated to develop and follow an
appropriate mechanism for stakeholders coordination and collaboration.
- Represent Nepal in international forum and conventions related to climate finance
including GCF. NDA is mandated to represent Nepal in international forums and
conventions related to climate finance such as GCF forums, UNFCCC COPs etc.
- Provide nomination letters to be eligible for direct access Accredited Entities. NDA is
authorized to provide nomination letters to those potential and eligible national
implementation entities who are under the GCF accreditation process.
- Provide grant letters of no-objection for projects/programmes. NDA is authorized to
provide no objection letter for funding proposals during the process of approval from the
GCF Board.
- Assess the eligibility of the applications received for NIEs against the GCF criteria and
forward to GCF Secretariat for further process of accreditation. NDA is mandated and
authorized to develop process, criteria and procedures for NIE selection process under the
broad framework of GCF. NDA to call for interest from interested and eligible national
organizations for NIEs and receive EOIs. Further, NDA is mandated to assess the
applications received for NIEs and select and forward reasonable numbers of applicants
for the further assessment and decision making process by GCF Board. NDA is mandated
to take necessary support from experts and others in this process.

- Assess the eligibility of the funding proposals received from NIEs/potential NIEs against
the GCF criteria and forward to GCF Secretariat for further process of evaluation and
funding. NDA is mandated and authorized to develop process, criteria and procedures for
funding proposal development process under the broad framework of GCF. NDA to call
for idea note and proposals from interested and eligible national organisations and assess
the applications received. NDA to then select reasonable numbers of idea note for
developing detail proposals for GCF funding. NDA is mandated to select and forward the
fair number of funding proposals to GCF Board for further evaluation, decision and
funding purpose. NDA is mandated to take necessary support from experts and others in
this process.

3. ROLES AND RESPONSIBILITIES OF NDA
NDA is expected to perform two types of roles in GCF processes: one general in managing the
GCF process in Nepal such as strategic oversight of the fund, coordination with relevant
stakeholders etc and another specific related to the NIE accreditation and funding proposal
development.
3.1 NDA General Roles and Responsibilities:
NDA is expected to perform following general roles and responsibilities in GCF process:
i. Provide leadership on the deployment of readiness and preparatory support funding in
Nepal:
- With receiving readiness support, MoF as NDA is expected to facilitate the provision
of readiness support such as capacity development of NDA, development of system
and procedure for GCF, establishing and leading the GCF governance mechanism
for Nepal, selection of NIEs and funding proposals to other stakeholders related to
GCF such as line ministries, private sector, financial institutions and civil societies.
For this, NDA should develop stakeholders engagement framework as well as GCF
governance mechanism with defining the role and space of stakeholders in GCF
process and convene stakeholders coordination at national level. NDA to
communicate the GCF provisions and requirements to the concerned national
stakeholders.
- NDA to provide support to the National Implementation Entities (NIEs) on GCF
processes. Key aspects of support include share the information related to
accreditation procedure to wider stakeholders, guide and support potential NIEs on
the accreditation application processes, communication to the prospective/accredited
NIEs for funding proposals, orientation to the potential NIEs/NIEs on the funding
proposal development process and requirement, share national priorities, provide
technical support and guidance to NIEs in preparing funding proposals etc

ii. Provide broad strategic oversight aligned to national priorities:
- NDA to lead the GCF process in Nepal in coordination with relevant entities –
Climate Finance Steering Committee, Technical Committee, Ministry of Population
and Environment as UNFCCC NDA and GCF Board.
- NDA to ensure that projects/programmes funded by GCF are aligned with national
priorities identified by the Nepal’s policies and plan related to climate change such
as National Climate Change Policy, Reduced Emission from Deforestation and
Forest Degradation (REDD) strategy, National Adaptation Plan of Action (LAPA),
Sustainable Development Goals (SDGs), National Adaptation Plan (NAP). Please
see annex 1 for some of the key focus and priorities of national policies related
climate change and annex 2 for GCF Strategic Impact Areas and Investment
framework.
- NDA to coordinate with and take feedback from MoPE on the idea notes/concept
notes/funding proposals submitted by the NIEs/potential NIEs/Entities to ensure that
these are fully aligned with the national priorities as identified by climate change
related policies and plans.
iii. Convene national stakeholders including public, private and civil society stakeholders:
- NDA to develop SHs engagement framework and facilitate to engage relevant
stakeholders such as government, private sector, civil societies, and academic
institutions in GCF process in order to gather their inputs, bring synergy and create
ownership on GCF work as per the SHs engagement framework.
- Follow a multi stakeholder approach in GCF process and organize multi stakeholder
dialogues/workshops on climate finance/GCF to sensitize SHs on GCF process, to
create common understanding on the issues and way forward and to create enabling
environment for GCF programme in Nepal with developing and adopting SHs
engagement framework and GCF governance mechanism.

- Disseminate and share the information related to GCF including accreditation and
proposal development procedure to wider stakeholders through website and public
calls.
- NDA to convene learning and sharing events to national stakeholders on climate
finance including GCF on annual basic.
iv. Facilitate accreditation process for National Implementation Entities (NIEs) and
provide nomination letters to be eligible for direct access Accredited Entities:
- NDA to facilitate accreditation process for National Implementation Entities on half
yearly basic – two application call in a year. Following process shall be followed for
this:
o Call for expression of interest for NIEs in Nepal on rolling basic - half yearly
basic, tentatively in January and July.
o Disseminate and share the information related to accreditation procedure to
wider stakeholders through public calls and web sites.
o Make available the application information packet to the interested
organizations through website and hard copy.
o Guide and support potential NIEs on the accreditation application
processes.
o Conduct eligibility check of the applications received for NIEs against the
GCF criteria and process.
o Review the applications on half yearly basic and forward to GCF board for
further review and decision making process on half yearly basic. NDA shall
take inputs from Technical Committee and experts in reviewing the
applications.

- Likewise, NDA to provide the ‘Letters of Nomination1 to the potential accredited
entities upon request in order to be eligible to begin the GCF accreditation process
on half yearly basic.
v. Facilitate GCF funding proposals development process and the implementation of
GCF funded projects/programmes in Nepal
- NDA to facilitate GCF funding proposals development process on half yearly basic –
two application call in a year. Following process shall be followed for this:
o Call for expression of interest for concept note/funding proposal on rolling
basic - half yearly basic tentatively in January and July.
o Disseminate and share the information related to funding proposal procedure
to wider stakeholders through public calls and web sites.
o Make available the application information packet to the interested
organizations through website and hard copy.
o Conduct eligibility check of the applications received for funding proposal
against the GCF criteria and process.
o Guide and support potential NIEs on the funding proposal development
processes.
o Review the applications on half yearly basic and forward to GCF board for
further review and decision making process on half yearly basic. NDA shall
take inputs from Technical Committee and experts in reviewing the
applications.
- Process to approve projects/programmes and grant ‘Letter of No Objection’ for
GCF funding proposals/projects/programmes

- Review the idea/concept note prior to issuance of the ‘No Objection letters’ in casa of
call for idea note for funding proposal development
- Oversight the programme development process as per the GCF requirements
- Development of bankable idea note and funding proposal for GCF and other funding
purpose. NDA to call for idea note/concept note for this purpose and maintain a
roaster of bankable concept note/proposals to be prepared for international climate
finance on six monthly basis.

vi. GCF programmes/projects management in Nepal
- NDA to facilitate to provide strategic guidance and technical support to the
implementation entities to implement the GCF project in Nepal.
- Facilitate to address policy and operational issues related to GCF project in Nepal.
- Maintain database of the projects funded by GCF and potential bankable proposals
for funding.
- Lead in coordination with the line ministries, private sector, civil societies, donors in
the process o GCF projects implementation
- Facilitate monitoring of the implementation of the GCF projects by implementation
entities in coordination with National Planning Commission.
- Prepare annual progress reports on the implementation of activities under the GCF
in Nepal.
- Provide strategic oversight of the GCF funded activities in Nepal to ensure
accountability and transparency
- Ensure that the accredited entities/GCF funded projects are complied with the GCF
and national priorities and legal requirement.

3.2 Specific roles and responsibilities of NDA with respect to NIE
accreditation and GCF funding proposal development:
An Entity has to prove that they have the required ability and capacity to manage the GCF’s fund
as per their requirement and procedures through an accreditation process. An Entity should be
accredited by GCF Board as NIE in order to access the fund directly from GCF. NDA select and
nominates national entities to be accredited as NIE. There are three stages of the NIE
accreditation as follows:
I. Pre-accreditation phase
II. Review
III. Validation and final decision
NDA is expected to perform following roles in the NIE Accreditation, GCF funding proposal
development and GCF projects management process:

4. NDA COMMUNICATION AND COORDINATION WITH GCF
SECRETARIATE AND NATIONAL ACTORS
MoF, as NDA in Nepal, to ensure that IECCD/MoF does not act alone, but rather has to engage
other line ministries, stakeholders, accredited entities in GCF strategic partnership. NDA
facilitates to engage wider stakeholders in GCF process as envisioned by the stakeholders
engagement framework of Nepal. The NDA should be able to maintain regular communication
with the GCF Fund through email and letters as appropriate and should maintain the record of
such communication. The NDA should also be able to disseminate and share GCF process, key
requirement, key challenges and operational procedures of the Fund to the national actors and
stakeholders.
The NDA should also retain an overview of all funding proposals relating to Nepal and facilitate
available information on the projects and programmes through appropriate media and relevant
networks, including in local languages as possible. The NDA with guidance from the Technical
Committee (TC) and support from GCF Secretariat, is expected to have a team responsible for
coordinating and driving communication with the Fund and national actors. The NDA should be
familiar with the operations of other funds within the Nepal. Based on Nepal’s capacities, the
NDA should also drive and coordinate relevant coordination mechanisms and multi-stakeholder
engagement, as needed and appropriate.
In order to ensure consistency with the national priorities, strategies, and plans of Nepal, the
NDA should coordinate with the MoPE and other line ministries as applicable and appropriate.
The NDA should take consent from the MoPE to ensure consistency of climate finance/GCF
projects/programmes with the national plans and priorities.

ANNEX 1: Key focus and priorities of national policies related
climate change
A. CC Policy:
1. Objectives:
To enhance the climate adaptation and resilience capacity of local communities for
optimum utilization of natural resources and their efficient management.
To adopt a low-carbon development path by pursuing climate- resilient socio-
economic development.
2. Major Challenges:
Current and likely adverse impacts of climate change have to be established between
upstream and downstream areas so as to promote regional cooperation.

PART I: PROJECT INFORMATION
1. Project Background and Context:
Outline the economic, social, development and environmental context in which the project
would operate. Provide brief information on the problem the proposed project is aiming to solve.
2. Project Objectives:
List the main objectives of the project, and the proposed activities that will be carried out to meet
the objectives. How do the activities contribute to reduced greenhouse gas emissions and/or how
do they help beneficiaries adapt to the impacts of climate change?
3. Project proponents:
Please mention the entity/entities that will implement the project, as well as other
stakeholders who will contribute to the implementation. Describe the capacity of the
entity/entities that will implement the project, and whether they are already accredited by the
GCF.
4. Project Status and Financing:

PART II: PROJECT JUSTIFICATION
1. Long term effect
Describe the degree to which the proposed activity can catalyse impact in the long term,
and beyond the scope of the proposed project. For example, does your climate change
adaptation project increase climate resilient sustainable development in Nepal? Does your
mitigation project contribute to a shift to low-emission sustainable development pathways
in the long term? In answering it could also be helpful to consider the following:

Potential for knowledge and learning: does the project contribute to increasing
knowledge amongst a specific group of people on the topic addressed? For example, a
project that focuses on reducing exposure to climate risks could produce learning material
on related adaptation technologies.
Contribution to regulatory frameworks, policies and public planning
2. Sustainable development
What is the sustainable development potential of the project? Describe how the project provides
economic, social and environmental co-benefits, with particular reference to the most
vulnerable groups and communities, including gender considerations. Can you quantify the
number of people benefitting from your project? If possible, also briefly describe how the project
will avoid or mitigate any potential negative impacts. Did you already conduct a risk
assessment?
3. National policies
Mention how the project is consistent with national policies in relation to climate change
mitigation, adaptation and REDD+ and other key policies/instruments.
4. Private sector
Will your project be implemented in collaboration with the private sector, or will it facilitate
increased private sector investment in climate relevant sectors in the long term?
5. Revenues
Will the project (activities) generate any type of revenues?
