A. INTRODUCTION
This is the Terms of Reference (ToR) for the recruitment of a communication national consultant for the Sahara
and Sahel Observatory (OSS)- Green Climate Fund (GCF) project entitled « Readiness & preparatory support
project to Guinea- Bissau : preparation of Guinea- Bissau to the climate finance through GCF country programming
and establishment of GCF national designated authority ».
The project is implemented by the Sahara and Sahel Observatory (OSS) as a delivery partner in close collaboration
with the Secretariat of State of Enviornment in Guinea-Bissau representing the GCF focal point. The
project is expected to start within one month (by October 2019) with a duration of 12 months.
B. BASIC CONTRACT INFORMATION
C. CONTEXT
Guinea-Bissau consistently ranks among the most vulnerable countries in West Africa to climate change. In fact, its
degree of vulnerability to the risks of climate variability (World Risk Index, WRI) is very high (13.75%) and ranks
15th in the world.
According to the Second National Communication on Climate Changes, Guinea-Bissau is exposed to risks of floods,
coastal erosion, rainfall shortfall and salt invasion area causing mainly soils aridity, a significant reduction in major
humid zones and the disappearance of some rivers and lakes. Torrential rains and extreme temperatures are also
climate phenomena that prove and demonstrate the country’s vulnerability.
The NAPA concluded that the negative effects of climate changes in almost all productive sectors of national life,
particularly as regards its population and natural ecosystems. Among the foreseen consequences, we single out a
fall in agricultural, forest and grazing production, loss of human lives arising from gender inequality, malnutrition
and food insecurity, etc. The NAPA also highlighted that climate variability will be significantly exacerbated by
climate change in the coming decades. Response to date in preparing for the anticipated climate changes have
been mostly ad-hoc, reactive and poorly coordinated. Consequently, Guinea-Bissau is currently poorly equipped to
address the adverse impacts of climate change.
To allow Guinea-Bissau to better manage climate related challenges undermining economic growth and
development, it is essential to help it mobilize the climate financial resources from the Green Climate Fund (GCF)
to address a number of challenges. To do so, Guinea-Bissau, through its focal point, requests initial readiness
support from the GCF to build country capacity, develop multi-stakeholder consultative processes and to pave the
way for the accreditation of national entities for project funding.
The engagement with the GCF is seen as an opportunity to access significant resources to finance the
implementation of its National Adaptation (NAP), Second National Poverty Reduction Strategy Paper (PRSP II) and
it’s Nationally Determined Contribution (NDC).
In the context of country capacity building, Guinea-Bissau requests assistance to create a Nationally Designated
Authority (NDA), who will be responsible for evaluating proposed projects and developing a well-balanced pipeline
of adaptation and mitigation projects. Within its strategic development framework, Terra Ranka, Guinea Bissau

requests assistance building up its private sector which is almost entirely dependent on natural resources and
agriculture and therefore very sensitive to fluctuations in climate. Developing a successful multi-stakeholder
consultative process that meaningfully incorporates the private sector and encourages public/private partnerships
will be a key ambition in Guinea Bissau’s readiness support with the GCF.
These aspects will be prospected in this readiness project in order to identify the private sector needs in terms of
preparation to climate finance access.
Guinea Bissau's commitment to the Green Climate Fund (GCF) will enable it to access to the financial resources
needed to build its political, strategic and institutional framework for adaptation to climate change. It will also be
an opportunity to upgrade, in terms of climate finance, both the public institutions that are involved in the climate
change issue and the financial institutions that are likely to be involved.
Account taken to these aspects, Guinea Bissau requested the GCF support to conduct a project for preparation to
climate finance “Climate Readiness”. The request was accepted and will contribute to bridging gaps in terms of
capacities and to strengthening the effective commitment of the concerned stakeholders.
The mobilization of the various stakeholders concerned (DNA members, officials of the General Environment
Authority, finance ministries and key sectors concerned) in the project process requires the elaboration of a
communication strategy adapted to the country’s national context in order to achieve the objectives set in terms
of mobilization. It is for that reason that a national call for application will be launched for the implementation of
this particular activity in order to facilitate interactions among stakeholders and take into account the needs of
national actors.
D. OBJECTIVE
This consultancy aims to develop a communication strategy and action plan to ensure the dissemination of the
project activities and GCF procedures in Guinea- Bissau. This will allow to sensitize the different categories of
actors for the mobilization of available climate finance resources.
E. DUTIES AND RESPONSIBILITIES
In the framework of the climate finance preparatory project, the consultant is required to:
- Meet with national stakeholders (Ministries and technical services, media, private sectors, delivery
partner, GCF Africa Regional Advisor, accredited entities) involved in climate change-related programs and
projects to identify their communication needs
- Participate in the organization of GCF workshops and events as part of the project in coordination with
other consultants involved in the project activities to facilitate meetings with stakeholders and better
target their needs
- Analyse the specific needs in terms of knowledge sharing on "climate finance" issues based on collected
information to propose a coherent and accepted communication strategy by all stakeholders
- Identify the target audience and propose appropriate communication tools to achieve the project
objectives
- Define relevant messages in relation with climate finance issues, to engage a wide range of stakeholders
including the private sector
- Develop the communication strategy and translate it into an operational action plan, focusing on priority
actions at national and local levels and the deadlines for their implementation, budget, etc
- Identify the human and material resources needed to deploy the actions planned by the communication
strategy and the action plan

- Facilitate working sessions with stakeholders as well as the validation workshop of the communication
strategy and action plan
- Propose measurable indicators for monitoring and evaluating the implementation of the communication
strategy
- Comply with the administrative hours of her/his duty station
F. EXPECTED OUTPUTS AND DELIVERABLES
During the mission implementation, the consultant will have to provide the following products:
- Proposal of the outline of the communication strategy
- Complete document of the communication strategy and the action plan
- Plan for the implementation of the communication strategy, including an estimated budget
- Report of the strategy and plan validation workshop
- PPT presentations
NB : All the deliverables should be validated by the focal point and the OSS and established in english and
portuguese.
G. APPLICATION PROCESS
1. Qualifications, skills and abilities
The consultant responsible, mainly, for developing the communication strategy and action plan of the project and
the GCF activities must have a solid experience in the field of communication on Multilateral Environmental
Agreements (MEA) and multimedia and in the dissemination of information on latest progress in terms of climate
finance. In addition s/he (she) must have the following qualifications:
Academic Qualifications
- University degree (Licence, Master, PhD) in communication, media sciences, journalism and / or any otherrelated area
Experience
- At least five (5) years of professional experience in the field of communication in the environmental area
- Wide knowledge about climate finance and climate change issues in Africa/ Guinea- Bissau as well as the
GCF procedures would be a major asset.
Competencies
- Proven experience in the innovation and promotion of new communication approaches and techniques
(social media, online communication, etc.)
- Have competence in the development of communication strategies related to Multilateral Environmental
Agreements MEAs or climate finance
- Have a good knowledge of the media environment of Guinea- Bissau
- Excellent communication skills
- Be able to fulfil responsibilities within the prescribed deadlines
- Good command of data processing and information production methods and tools
Languages
- Excellent command of the Portuguese language (written and verbal)
- Fluency in spoken and written English and French languages are an asset

2. Duration, payment modalities and specifications
The total duration of the consultancy is fixed at 45 days starting upon signature of the contract. The overall effort
is estimated at 20 man/days, distributed over 45 days with a daily rate fixed at USD 400.

The payment of remuneration will be made by OSS to the consultant account upon the validation by OSS of the
due tasks and missions.
The consultant payment will be conducted in accordance with the terms and conditions applied by OSS for
consultants.

The consultant selection method will be based on the (SQC) qualification.
