1) The Chief Transport officer, GHMC o/o. the Addl. Commissioner (Tr.)on

behalf of the Commissioner GHMC is inviting e-procurement tender for the

following work from the SHG/DWACUA/DWACRA groups registered

under relevant act.

2) Each SHG/ DWACRA/ DWACUA is eligible to deploy only one vehicle.

3) The bidder should have owned/ leased vehicles as mentioned in scope of

work (with model not older than ]anuary 201,4) and should have RTI

registration/permit in Telangana state valid for the contract duration.

4) Each Tractor is required to make 3 trips per day with its fullcapacity and should deploy at Transfer Station and wherever required

as per instructions of GHMC officials

PART-A (COVER-A) (i.e., Technical bid) should contain Documents as per

eligibility criteria, while COVER-B is Financial bid and shall contain only the quoted

No., Name of the work shall be written on all the covers. The Technical Bid (PART-

A) will be opened initially and evaluated.

GHMC reserves the right to amend or withdraw any of the terms and

conditions contained in the Bid Document or to reject the tender without

gtving any notice or assigning any reason. The decision of the Addl'

Commissioner (Tr.) in this regard shall be final and binding on all.

The Bidder is expected to examine all instructions, terms and conditions in

the Bid Document. Failure to furnish all information and documents required

as per the Bid Documents or submission of bids not substantially responsive

to the Bid Documents in every respect will be at the Bidder's risk and shall

result in rejection of the bid.

SECTION I : INSTRUCTIONS TO BIDDERS

L) Introduction:a) Collection and Transportation of Municipal Solid waste (garbage) generated

in the circles of LB Nagar zor:.e, GHMC using Tractors through

SHG/DWACUA/DWACRA.

2) SCOPE OF WORK:

a) The bidder shall deploy the vehicle(s) at field in respective Circle along with

4labour and l driver and required tools for lifting of garbage.

b) The vehicles shall be deployed in the respective circles in the Zone as per the

instruction of the concerned officer(s)

c) The garbage shall be lifted from the points shown by the concerned officer

/staff designated for the purpose including from slums. Each vehicle shall

perform 3 trips per day.

3) ELIGIBILITY CRITERIA :

a) The bidder should be a SHG registered under MACCS Act-1995Cooperative Credit Society) and the.

b) All SHG members shall be women only with minimum of r0SHGNo member should hold dual membership and should not be a member in morethan one SHG.The SHG status should be certified by the concerned Dy. project officer of theUCD section

e) Copy of Latest Minutes Book of the activities of the Self Help Group/DWACUA/ DWACRA should be submitted.

f) The details of each SHC member along with Aadhar Number and MobileNo./Phone No. (if any) to be provided. (Annexure)

g) Bank Account number of the SHG and Pass Book copy of the same should be

submitted.

h) Minimum 08 years working experience in providing Tractors for MSW clearance

in GHMC. A certificate of experience issued not less than AMOH rank should be

submitted.

The bidder shall enclose the following copies of the original certificates/

documents as a proof of the conditions as mentioned in Eligibility criteria for

submission of technical bid :

i. Registration Certificate issued by the District Co operative Officer.ii. All SHG members shall be women only with minimum of l0 members in

each SHG (relevant Documentary proof)iii. No member should hold dual membership and should not be a member in

more than one SHG.iv. SHG status should be certified by the concerned Dy. Project Officer of the

UCD section & relevant documentary proof should be submitted.v. Copy of Latest Minutes Book of the activities of the Self Help Group/

DWACUA/ DWACRA should be submitted.vi. The details of each SHG member along with Aadhar Number and Mobile

No./Phone No. (if any) to be provided. (Annexure)

vii. Bank Account number of the SHG and Pass Book copy of the same should

be submitted.

viii. A certificate of experience issued not less than AMOH rank should be

submitted.

b) Financial bid:

i. Bidders shall quote the rates as per Annexure-Ill and enclose the same

through Cover-B.

ii. The rate specified by the bidder shall be inclusive of FueI charges,

Wages of Driver and Labour, Maintenance Charges, all taxes and

other incidental charges applicable as per norms/rules for the

services.

iii. Any bids submitted without the financial quotation (or) quoting with

zero or incredibly low rates compared to the prevalent rates, will be

rejected.

Note : Since this work comes under Services category and GHMC willexempt the bidder from paying GST as per the Notification No. 72/2017-

Central Tax (Rate) dated 28th June, 2017, }r/;trristry of Finance Department

of Revenue) GoI. Bidders shall make a note of this while their rate.

c) Last date for Submission of Bids

The bidders are advised to submit their tender documents well in advance

as per schedule failing which the bids will not be accepted after later date

and time as specified in the data sheet at Tender Notice. GHMC shall not

entertain and take any responsibility in case of delay under any

circumstances.

5) PERTOD OF CONTRACT:

The time period of contract is upto 31".03.2020.

6) BID SECURITY OR EMDa) The Bidder shall furnish, as part of the Bid, Process fee for an amount of ffi

l;QgQ.OQ,/. through DD drawn in favor of the Commissioner, GHMC.

b) Any bid not accompanied by an acceptable DD shall be considered as non-

responsive and rejected.

6) BrD VALIDITYa) Bids shall remain valid for a period of not less than (90) days after the

deadline date for bid submission specified in Bid Data Sheet. A bid valid for a

shorter period shall be rejected and considered as non-responsive.

b) In exceptional circumstances, prior to expiry of the original time limit, the

GHMC may request that the bidders may extend the period of validity for a

specified additional period. The request and the bidders' responses shall be

made in writing. A bidder may refuse the request without forfeiting his Bid

Security. A bidder agreeing to tl're request will not be required or permitted to

modify his bid, but will be required to extend the validity of his bid security

for a period of the extension.

7) EVALUATTON OF BrDSa) Evaluation procedure for in case bidders participated in more than one

packages:

i. The bids will be evaluated in the following sequential order of

packages as all the 6 (six) packages were called simultaneously

which are having similar eligibility criteria.

ii. Only one package/work will be allotted to one group

iii. GHMC will have authority to hold the evaluation of any package

and proceed with the evaluation of the further packages.

GHMC will evaluate the technical bids first and qualify the responsive bids

and the financial bids of those bids who are qualified in the technical bids

shall only be opened and further evaluated for selection of the successful

bidder.

Comparative statement for the rates quoted by the agencies will be prepared

in and the L1 agency will be selected and invited for entering into

agreement.

d) During the evaluation when deemed necessary, GHMC may seek

clarifications on any aspect of their bid from the agency. However, that

would not entitle the agency to change or cause any change in the

substance of the tender submitted or price quoted. This would also not

mean that their bid has been accepted.

e) GHMC may waive any minor informality or non-conformity or

irregularity in a bid, provided such waiver does not prejudice or affect the

relative ranking of any other agency.

0 Any effort by agency to influence the bid evaluation, bid comparison or

contract award decisions may result in the rejection of the agency's bid and

forfeiture of the agency's EMD. Further, any decision taken by the Addl.

Comrnissioner (Tr.) in this regard is final and binding.

g) Addl. Commissioner (Tr.) reserves the right to accept any bid, and tocancel/abort the Tender process and reject all bids at any time prior to

award of Contract, without thereby incurring any liability to the affected

agencies or agencies and of any obligation to inform the affected

agencies of the grounds for GHMC's action and without assignin g trty

reasons.

8) AWARD OF CONTRACT:On receipt of Letter of Acceptance (LoA) from GHMC, the successful bidder

shall deploy the vehicle(s) and conclude the agreement within 7 days of such

communication.

SECTION II: TERMS AND CONDITIONSL) PERIOD OF CONTRACT:

On receipt of Letter of Acceptance (LoA) from GHMC, the successful bidder /agency shall deploy the vehicles immediately and conclude the agreement within

7 days of such communication. After expiry of the extended period the contract willautomatically come to an end and no separate notice will be given.

2) Service to be provided:

i. Bidder shall deploy the vehicle(s) as per instructions of the concerned

GHMC official/ staff with in the Zone and shall make (3) trips per day on

average.

ii. The vehicles shall collect the waste from designated collection point(s) and

transport the waste to their full capacity to the designated transfer station(s).

The collection points and transfer stations may vary as per requirement with

in the Zone.

iii. Each rractor is required to make 3 trips per day with its fullcapacity and should deploy at Transfer Station and wherever

required as per instructions of GHMC officials

iv. The concerned officer/ staff shall certify the trips accordingly on the basis

volume of waste until weight bridges are established at the respective

transfer stations. After establishment of weight bridges the trips shall be

certified accordingly on the basis of weight of waste.

v. the vehicles shall be provided as per the program given by the AMOH/ Dy.

Commissioner of G.H.M.C. (o.) as directed by any other designated

Department Officers.

3) A11 the vehicles shall be in good condition and shall be of model not older than

January 2014 and should have RTI registration/permit in Telangana state valid

for the entire contract period.

4) The bidder shall appoint a supervisor providing a cell phone with sufficient

balance to co-ordinate with the concerned official/ staff of GHMC to take the

instructions on daily basis and to deploy the vehicles accordingly to the

prescribed place / fine in various circles of the Zone.

5) The vehicle should travel strictly in the prescribed route map only for collection

of waste and transportation to the transfer(s) station. The vehicles shall be

accompanied with R.C. Book. The driver of the vehicles shall accompany with RC

book and log book along with a cell phone with sufficient balance forcommunication.

5) In case of the bidder is found engaged in doing any work other than the workassigned shall attract the penalty as specified.

4 The bidder should follow all the RTA Rules f Labour rules including minimumwages act and all statutory rules in force in respect of the service provided.

8) All the vehicles shall be covered and provided with Nylon nets and Tarpaulinsheets to cover the garbage while transporting to avoid spillage of garbage.9) The SHG should submit monthly report after certification by respective concemed

officer for making payment.

10) The Drivers, deployed with vehicles, by the bidder shall possess a validDriving License issued by the competent authority.

11) The SHG should provide one driver and four workers on each vehicle. Spare driversshould also be kept in reserve to ensure smooth running of the vehicles uninterruptedly.

12) All the vehicle shalr be fitted with the Gps devic e / gad,getby the agency.The distance travelled and running hours of engine will directly be extractedfrom the DATA provided from the GPS system and the number of trips will bestrictly regulated as per the DATA. It will be prime responsibility to thecontractor / agency to safeguard and upkeep these Gps gadget mounted ontheir vehicles' Any damage / loss / theftwill be viewed seriously and heavypenalty will be imposed, apart from termination of contract. The penalty will be

recovered from the amounts payable to the Agency.

13) The Cost of fuel, Repair charges, driver salaries, Betas, labour charges, cost oftools, all taxes, fee, levy, insurance and any other incidental charges should be

borne by the bidder.

14) Alternate vehicle shall be provided immediately when there is vehicle

breakdown and within 2 hours and in any case the work should not suffer and

all repair charges shall be borne by the contractor only.

15) GHMC is not responsible for any d,amagef accident/ theft/ fire or any

incidence etc. All the vehicle shall be insured comprehensively. No claim fromGHMC is entertained.

16)The bidder or any of his employees is found at any time after award of

contract , to be such a person who had not obtained the permission of the

Government as aforesaid before submission of the tender or engagement in

the Contractor's service is ineligible to tender.

17)AII the vehicles shall be insured comprehensively. No claim on insurance from

GHMC is entertained.

l8)lt will be the responsibility of the SHG to have insurance coverage to their operating

staff.

19)GHMC will supply GPS tags. Tags are to be fixed to vehicles so as to register the

vehicle movement and the SHG/ DWACUA/ DWACRA group will be responsible

for maintenance of GPS tags. Trips rnade by the vehicle without GPS tags will not be

considered.

20)The SHG should weigh the Garbage vehicle to be dumped at Transfer station before

dumping and the same should be certified by Vehicle [nspector/Asst. Engineer/officer

concerned of Transfer station.

2l)All the vehicles should be in good working condition. Copies of R.C. Books of each

vehicle shall be produced before the AMOFVother officers as and when required for

scrutiny.

22)The SHG shall maintain log book / trip sheet and get signed by the AMOH / AE

23) PAYMENT TERMS

a) The Payments to the agencies will be made on the basis of number of actual

trips made subject to verification of trips. Proportionate deduction will be

made as per minimum volume/ minimum weight as recorded at the

transform station by the concerned authority.

b) The data obtained through GPS system is criteria for making payment to

the agency. No payment on hired vehicles will be entertained without GPIS

device installed to each vehicle.

c)All payments to agency will be made subject to deduction of TDS (Tax

deduction at Source) as per the income- Tax Act, 1961,/

d)Payment will be made once in a month based on the GPS report and original log

book/ trip sheet.

14) lf the Condition of the Vehicle is not found fit and Road worthy and if the

Vehicles are not placed as per the Time Schedule the Addl. Commissioner (Tr.),

GHMC has every right to terminate the engagement of such vehicle as and when

it is felt necessary.

The following penalties shall be levied in the case the agency fails to fulfill the

conditions.

24) Incase if GHMC found continuous short comings in the service for a period of

more than a week, the agency which will be treated as "Deficiency of Service

"and terminate the contract with prior notice of 10 days.

25) As regards to any mishap / accident occurring on the road or at site, the bidder

shall have complete responsibility of the same, right from registration of police

complain! lodging / follow up of the insurance claim and facing the court trials

etc. The agency shall be solely responsible for any consequences under laws,

arising out of any accident caused by his vehicles, equipment or his employees.

26) The corporation shall not entertain any claim / compensation by the agency that

may arise due to damages / niwy / death / ptlfieruge to the vehicles,

equipments, property, staff and any third party or the property under any

circumstances as the agency is made responsible for payment of the same.

27) Ttte selected agency will not outsource the work to any other associate

/franchisee / third party under any circumstances. Failing which forfeiture of

the security deposi! revocation of bank guarantees (including the ones

submitted for other work orders) and termination of the Contract for default.

28) The contract shall stand terminated at the end of the contract period unless

extended by the corporation.

29) TNDEMNITY

a) The bidder shall indemnify GHMC of all legal obligations, arises ifany during the contract period, of its workers / employees deployed for

the work.

b) The bidder shall indemnify GHMC on account of death or injury

sustained by the labour/ employees of the bidder during the

performance.

30) TERMTNATTON FOR DEFAULT

a) Default is said to have occurred

i. If the agency fails to deliver any or all of the services within the time

period(s) specified in the agreement or any extension thereof granted by

GHMC.

ii. If the agency fails to perform any other obligation(s) under the contract /work order.

b) If the agency, in either of the above circumstances, does not

take remedial steps within 24hours after receipt of the default

notice from GHMC (or takes longer period in spite of what GHMC

may authorize in writing), GHMC may terminate the contract f work

order in whole or in part. In addition to above, GHMC may at its

discretion also take the following actions

c) The Commissioner,GHMC may transfer upon such terms and insuch manner, as it deems appropriate work order for similar

support service to other agency and the defaulting agency will be

liable to compensate GHMC for any extra expenditure

involved towards support service to complete the scope of work.

iii. The Commissioner,GHMC may by written notice sent to the selected

agency/ terminate the work order andf or the Contract, in whole or in part at

any time. The notice of termination will specify that termination, the extent towhich performance of work under the work order and f or the contract is

terminated, and the date upon which such termination becomes effective. The

Commissioner, GHMC reserves the right to cancel the remaining part and pay to

the agency an agreed amount for partially completed Services.

31) TERMINATION FOR INSOLVENCY

The Commissioner , GHMC may at any time terminate the work order fcontract without giving written notice to the agency, without any

compensation to the agency, if the agency becomes bankrupt or otherwise

insolvent.

32) FORCE MAJEURE

a) Force majeure clause will mean and be limited to the following in the

execution of the contract /purchase orders placed by GHMC :-

o War / hostilities.

o Riot or Civil commotion.

o Earthquake, flood, tempest, lightning or other natural physical

disaster.

o Restriction imposed by the Government or other statutory bodies,

which is beyond the control of the agencies, which prevent or delay

the execution of the order by the agency.

b) The agency will advise GHMC in writing, duly certified by the local

Chamber of Commerce, the beginning and the end of the above causes of

delay, within seven days of the occurrence and cessation of the force

majeure conditions. In the event of a delay lasting for more than L5 days,

if arising out of clauses of force majeure, GHMC reserve the right to

cancel the order without any obligation to compensate the agency in any

manner for what so ever reason.

The agreement will be governed by the laws and procedures established by

Govt. of India, within the framework of applicable legislation and enactment

made from time to time concerning such commercial dealings /processing.
