The Guangdong-Hong Kong-Macao Greater Bay Area (Greater Bay Area) development is a major national scheme of Mainland China. Hong Kong stands to play a key role in the creation of this economic and innovation powerhouse.

One of the most open and economically vibrant regions in Mainland China, the Greater Bay Area consists of nine prosperous cities in Guangdong Province and the two special Administrative Regions of Hong Kong and Macao, encompassing an area of 56,000 square kilometers. The Greater Bay Area is an enormous market with a population of about 71 million, similar to that of the United Kingdom, and with a Gross Domestic Product (GDP) of Us$1.6 trillion in 2018, roughly double that of switzerland. Its GDP is forecast to reach Us$4.6 trillion by 2030.

The Greater Bay Area is a globally significant economic cluster with each of the cities having their own strengths, in manufacturing, technology, tourism, finance, and other areas. The Greater Bay Area development plan is to combine their complementary advantages to develop an international first-class bay area for living, working and travelling, as well as a globally influential innovation and technology hub.

New driver of economic growth for Hong Kong

Hong Kong’s strengths as a highly international city complement the advantages of the nine Mainland cities within the Greater Bay Area, such as the size of their market, an all-rounded industry system, and their relative strength in technology. The Greater Bay Area

development can help generate new areas of growth for Hong Kong and foster the diversified development of its economy and industries.

Hong Kong’s pivotal role as a leader in international services was endorsed in an outline development plan for the Greater Bay Area development, unveiled by the Central Government on 18 February 2019.

This blueprint identifies five “strategic orientations”, including closer integration between Mainland China, Hong Kong and Macao, while upholding the governing principle of “one country, two systems” for the two special Administrative Regions.

It confirms that Hong Kong, Macao, shenzhen and Guangzhou would be the four key cities of the Greater Bay Area and the core engines for regional development.

The outline development plan supports Hong Kong’s efforts to consolidate its position as an international finance, transport, maritime, trade, aviation and arbitration hub, in tandem with the development of high-end and high-value-added financial, commercial, trading, logistics and professional services. It backs Hong Kong’s steps to boost its innovation and technology capabilities, with local institutes promised the same level of R&D funding as their Mainland counterparts.

Tea House Theatre Experience(3 April to 25 August 2019)

The Xiqu Centre’s Tea House Theatre Programme, Tea House Theatre experience, is specially designed to introduce new audiences to Chinese traditional theatre. The 90-minute performance, presented by the centre’s

Tea House Rising stars Troupe, showcases a selection of short excerpts demonstrating a range of vocal and music styles. It also includes narration by an expert moderator to help newcomers gain insight into the history of the art form.

To recreate the atmosphere of Hong Kong’s early 20th century tea houses, audiences are also served traditional tea and dim sum during the show.

Aside from being a performing art for public entertainment, Cantonese opera

can serve as religious drama presented as part of the ritual of thanksgiving to

the deities, and at Taoist jiao festivals.

Cantonese operaCantonese opera is a type of Chinese traditional theatre mainly found in the Cantonese-speaking regions - Guangdong, Guangxi, Hong Kong and Macao. In each opera production, the story is told through the “four basic skills” of singing, acting, delivery of spoken lines and martial arts, enhanced by stage makeup, costumes, props and the percussive beats on gongs and drums. The presentation format is a fine mixture of literature, drama, ballad singing, dance and martial arts. The singing style, role types, makeup, stylised movements, libretti and singing scores are all rich in artistic value. Cantonese opera was inscribed onto the first national list of Intangible Cultural Heritage in 2006, and onto UNesCO’s Representative List of the Intangible Cultural Heritage of Humanity in 2009.

Hong Kong has extended its network of Mutual recognition of Funds (MRF) agreements. Hong Kong’s market regulator, the securities and Futures Commission (sFC), signed Memoranda of Understanding (MOUs) with the regulators of luxembourg and the netherlands on 15 January and 15 May 2019 respectively.

The MRF is a bilateral regulatory framework which allows mutual funds of two markets to be distributed to retail investors in each market through a streamlined authorisation process, offering investors greater choice and diversification in their investments.

Previously Hong Kong had signed MRF agreements with Mainland China, switzerland, France and the united Kingdom (UK). Through the schemes, fund managers in Hong Kong can gain access to a large pool of international investors. Inversely, investors from France, switzerland, the UK, Luxembourg and the Netherlands can increase their exposure to Asian markets benefitting from the expertise of local fund managers. For swiss, French, Luxembourg and Dutch asset managers, the MRF complements the Undertakings for Collective Investment in Transferable securities (UCITs) funds framework. The MOUs also establishes a framework for exchange of information and regulatory cooperation in relation to the cross-border offering of eligible Hong Kong public funds and UCITs funds.

Luxembourg’s Minister of Finance, Mr pierre Gramegna, who was in Hong Kong to speak at the plenary session of the 12th Asian Financial Forum held in January 2019, said the MRF agreement is important for the long term development of the fund industry between Hong Kong and Luxembourg. It will allow a faster approval process of standard retail fund products and more fund choices

for investors in both markets. He underlined that a high percentage of UCITs funds sold in Hong Kong are domiciled in Luxembourg, which shows that there are strong links between the two places.

A board member of the Dutch Authority for the Financial Markets (AFM), Mr Gerben Everts, said this newly established bridge between the Netherlands and Hong Kong constitutes an important stepping stone for the Dutch asset management industry seeking to develop activities in Asia. The AFM looked forward to the opportunities this agreement will bring to its market, as well as to the enhanced cooperation between the AFM and the sFC.

The sFC’s Chief executive Officer, Mr Ashley Alder, said the sFC will continue to expand the mutual recognition of funds arrangements with other jurisdictions as part of its commitment to develop Hong Kong into an international asset management centre.

“Hong Kong has braved many challenges in the past and emerged even stronger than before each time. The magic that has enabled us to do so is the continuous openness of our society that allows free flow of people, information, capital and goods in and out of Hong Kong,” Ms Lam said.

“In 2018 we saw a 6.4% increase in the number of Mainland and overseas companies setting up in Hong Kong – the total number has now reached almost 9 000, and 17% of them use Hong Kong as their regional

headquarters or offices. Hong Kong’s rule of law and business-friendly environment provide the greatest certainty to do business. In fact, the Heritage Foundation has just named Hong Kong as the freest economy in the world for 25 years in a row,” Ms Lam continued.

Noting that more than 80 000 foreign professionals are working in Hong Kong, Ms Lam added that Hong Kong has a big pool of international talents who can be tapped by companies making investments in the city. However, Hong Kong wants to see even more talents move to

Hong Kong, she said. Ms Lam also emphasised that in the coming years, Hong Kong will continue to boost its innovation and technology sector, and the city stands to play an important role in two national strategies of Mainland China.

“I am sure our services will be indispensable for foreign participants in the Belt and Road Initiative projects,”

Ms Lam said, referring to Hong Kong’s financial and professional services, deep debt and equity capital markets, and high degree of integration with the world economy, as well as its role as an international arbitration centre. Their live drawing demonstrations gave visitors a glimpse of the creation processes and their specific skills. They also gave autograph sessions and talks. Two other industry professionals, the founder of the comics social media and publisher zbfghk, Karman leung, and comics editor Henry pang also attended the Festival.

To expand the reach of Hong Kong comics, for the first time the HKAC also had a booth at the Festival’s International Rights and Licensing Market to present Hong Kong comic books in French and in english to potential overseas publishers and professionals.

Ms Connie lam, executive Director of the HKAC, then spoke about the Hong Kong comics industry and the activities of the Comix Home Base. This was followed by exchanges with the Hong Kong artists and professionals, who interacted with the audience.

Founded in 1974, the Angoulême International Comics Festival is europe’s best-known comics festival. Hong

Kong artists first made a major impact at the festival in 2011, when the “Kaleidoscope” exhibition on the history of Hong Kong comics since the 1960s and the participation of a group of comic artists and publishers put Hong Kong comics in the spotlight. This year was the sixth time HKAC represented Hong Kong comics artists and professionals at the Festival.

The third edition of the “legends of lion Dance” exhibition was another huge success this year. Held at Antwerp’s main public library, Bibliotheek Permeke, from 18 January until 10 February 2019, the exhibition showcased Hong Kong’s cultural heritage, traditional crafts and Cantonese opera to celebrate the Chinese New Year. with the support of the Hong Kong Economic and Trade Office in Brussels (HKeTO, Brussels) and the Belgium-Hong Kong society, Tofoe Asian Events, a non-profit-making organisation established by Hong Kong second-generation community members in Antwerp, presented 12 unique lion heads made and embroidered in Hong Kong.

Visitors could learn how lion heads are made, the meaning of the lion dance, the traditions of Chinese New Year and their importance in Hong Kong culture. They could also discover the meaning of the Chinese horoscope. Moreover, on the occasion of the opening of the Xiqu Centre in the west Kowloon Cultural District of Hong Kong (see page 4-5), this year’s exhibition also introduced visitors to Cantonese Opera, with some Cantonese Opera costumes from Hong Kong being displayed in the exhibition.

Hong Kong artist Shirley Tse at the 58th International Art Exhibition - La Biennale di Venezia, until 24 November 2019

M+, at the west Kowloon Cultural District, and the Hong Kong Arts Development Council (HKADC) are presenting the exhibition Shirley Tse: Stakeholders, Hong Kong in Venice as Hong Kong’s Collateral event at the 58th International Art exhibition – la Biennale di venezia.

This marks the fourth collaboration between M+ and the HKADC, presenting the best of Hong Kong contemporary art and curatorship to a wide international audience in Venice, Italy.

Over the past two decades, Los Angeles-based Hong Kong artist Ms shirley Tse, the Robert Fitzpatrick Chair in Art at the California Institute of the Arts since 2001, has addressed the various meanings and possible interpretations of materials and things. The exhibition in Venice presents a new body of site-responsive work by Ms Tse that contemplates a model for how we relate to each other, in ways that counter the logic that has produced our tumultuous times. In line with the overarching theme of this edition of the Biennale - titled

May You Live in Interesting Times and curated by Ralph Rugoff – Ms Tse uses the medium of sculpture to translate her thought process into physical form with two large-scale works: Negotiated Differences and Playcourt.

The exhibition is curated by Ms Christina li, an internationally active curator based in Hong Kong and Amsterdam. This is the second time M+ has appointed and engaged a guest curator from the rapidly growing community of contemporary art practitioners. In the previous edition of the Biennale in 2017, Mr ying Kwok was the guest curator for the solo presentation of the work of Mr samson young.

Officiating at the inauguration of the exhibition, Mrs Cherry Tse, Hong Kong’s Permanent secretary for Home Affairs, Mr wilfred wong, the Chairman of the HKADC, and Mr Duncan pescod the Chief executive Officer of the west Kowloon Cultural District Authority were joined by the special Representative for Hong Kong economic and Trade Affairs to the european Union, Ms shirley lam.

Mrs Cherry Tse said Hong Kong is emerging as an arts and cultural metropolis. To promote diversity and creativity, the Hong Kong special Administrative Region Government has put in place a rich range of funding, support, and exchange programmes that benefit artists both directly and indirectly through collaboration with non-governmental agencies such as the HKADC. “with the concerted effort of the Government, private sector, and numerous arts organisations, a vibrant arts and culture ecosystem is in place where artists can continue to grow and flourish,” she said.

Mr Duncan Pescod noted that this edition is the west Kowloon Cultural District and M+’s last presentation in Venice before the opening of the permanent home of M+, Hong Kong’s museum of twentieth- and twenty-first-century visual culture in the district, at the end of 2020 or in early 2021.
