Paroma Enterprises Limited Uganda for the last 5 years have been promoting practical entrepreneurship mainly extending practical and business skills to emerging, potential and existing entrepreneurs whereby through their services over 50,000 people have benefited with their services.However most of the beneficiaries have been coming to their centers for the services and concentration being mainly in the Central Region.According to the research made by this team, we realized even people in upcountry districts need these services so that they create alternative sources of income, acquire new skills in modern Agricultural projects, value addition, industrial processing, resources utilization, modern trade & general trade, international trade requirements, branding, sales & marketing for the sake of jobs creation, control or rural urban migration and encouragement of rural technological development.This project covers all sectors in Micro, Small, Medium Enterprises (MSMEs) in Uganda and East Africa.Topics during this Programme:

Program objectives

To create sources or alternative income for the people To reduce levels of redundancy and unemployment among the

people especially youth To establish market linkages among sector players in order to

expand the market base and innovativeness of the products made during trainings

To encourage, good branding, packaging and producing of quality and high standard products.

To change the mindset of people and encourage them in doing small industrial cottages for income generationIn summary this project seeks to (a) equip the participants with

entrepreneurial skills to enable them initiate, run and sustain their business. (b) To promote Entrepreneurship culture among the grassroots communities so that they are able to start and successfully manage their own businesses as a lifetime career option. (c) To promote access to finances for participant entrepreneurs through local commercial financial institutions like banks, microfinance and SACCOs. (d) to sensitize the grassroots people on the need for self-employment, adaptable and practical entrepreneurship skills with an aim of starting small and medium scale enterprises.

Products/services to be offered

Business inspiration speeches through using prominent successful business entrepreneurs

Practical training at least four for each forum- Quail Rearing, bar soap, Garlic growing/Onions/Ginger, liquid soap, Fish farming technology, bleach, Cow horn products, hand wash , hair shampoo, Bee keeping/Honey packaging, toilet disinfectants, Poultry keeping/animal feeds, sweet making, candle, Recycling waste plastics and synthetic fibres, yoghurt, Vaseline , lotion, oils and glycerine, mushroom growing and value addition, perfumes, animal husbandly and many more

Linking the participants to available resource systems in their communities

Supporting the participants with the technical experts in various fields and value chains like finance, production, product development, processing, storage and marketing

Engaging commercial financial institutions to provide funding through micro loans according to the formulated business plans of the participants.

Approach Sensitization and mobilization through local leaders, churches, local radios, Charity organizations, business organizations and security network(Uganda police)

At least 500 participants shall attend the training in each region conference especially who disseminate the information back to their communities.

100 new jobs shall be created in each conference from the trainings offered.

Improved production and productivity through attitude changes towards love for practical trainings

5 people from each conference who would have started the business after 6 months shall be awarded

women, unemployed and underemployed people in all categories, organizations willing to extend the same skills to their beneficiaries

Employed people willing to start the trained enterprise as an alternative source of income

The project will cover: All selected districted districts nationally.

2. Key Result areaThis project will focus on enhancing inclusion of youth and marginalized groups and communities in socio- economic issues.

3. Problem Analysis

The youth is a critical segment in the society and yet they are not central in social economic agenda. They form 70% of the Uganda populace and majority of who are out of school and unemployed. The Uganda education system orients its graduates towards white collar jobs or wage employment. Rampant unemployment therefore is as a result of youth looking down upon self-employment. There is worrying level of idleness among young people that make them fall prey to political manipulations and as a result they are the major combatants in violent situations.

Unemployed young people among the ages 15 to 24 has been recorded at 83 per cent in Uganda according  to the report of  Africa Development Indicators (ADI) 2008/09, focusing on the youth and employment in Africa.

According to the report, Uganda’s population also has the highest dependency ratio in Africa — registered at 1:1. (Dependency ratio is the ratio of people younger than 15 or older than 64 to the working age population).

The report says youth unemployment is 68 per cent in Zimbabwe and 56 per cent in Burkina Faso, the other two countries that face challenges similar to Uganda.

According to the   UNDP Resident Coordinator Theophane Nikyema Report Uganda managed to reduce poverty from 56 per cent in 1993 to 24.5 per cent in 2010 but Unemployment has still remained a big challenge.  According to the World Bank Statistics of 2008/9, unemployed youth make up to 83 percent of the total unemployed people in Uganda.

This project therefore seeks to sensitize the young people & communities on adaptable and entrepreneurship skills with an aim of starting small scale enterprises (MSMEs). 200 youth leaders will be trained on adaptable skills on detergent making, bleach making, candle making, shampoo making, fish farming, Garlic growing, Onions, Tomatoes, Quails, poultry keeping and many other products to enable them to initiate small businesses to generate income. The project will also empower them on entrepreneurship skills. The TOT will provide them will minimal capital to start then disseminate information to the youth groups in their districts.

4. Direct beneficiaries

This project will reach approximately 201,085 youths through radio programs, public sensitization campaigns, TOT Trainings, youth dissemination forums and training workshops.

5. Working partnerships

The main partners during this project include: Sponsoring Funding agency.

6. Implementation Methodology/approach

The project will employ different approaches in its implementation approaches this will include; Development and distribution of IEC materials, training, dissemination forums for youth leaders, video recording and photography, public sensitizations through sports which include volleyball and netball. The group will use the sports activities to pass the information on Youth venture capital fund.

The participants will be drawn from youth groups from the districts across Uganda. It will also work closely with the District youth officer, the local provincial administration and the media. The different approaches employed will create an opportunity for the youth to network, exchange ideas and to be empowered on socio economic issues.

8. Monitoring & Evaluation

Monitoring & Evaluation will be done through a set of indicators. This include field reports, number of training sessions , number of public sensitization campaigns , number of radio talk shows held, number of participants who successfully complete the training sessions, review meetings & random field visits.

9. Lesson Learning

Lesson learning will be a key component of the project. This will be done through surveys, experience sharing and structured feedback with the youth leaders. The lessons learnt will be used to improve on the project.

10. Capacity Building

The project will build capacity of 200 Youths resource persons, 100 Youth leaders and approximately 200,000 youths at the community level through radio programs. The project will also avail Manuals on Resources Utilization for jobs creation which will be available in all forums.

11. Budget

This budget will cost UGX 26,170,000/= each forum. The budget is attached to this proposal.

12. Communication of results

Achieved results will be captured in activity report forms, photo pictures, case studies, survey reports, media documentaries and periodic reports.

13. Risk and Risk management

The project is likely to face resistance from politicians who may not want the youth to be empowered on social economic issues. This is because of the fact that youth are the major combatants in violent situations. Hostility among communities living in the project area is also a challenge to this project.

To manage this there is need for advance preparedness and analyze the information received for purposes of devising proper remedial plans. There will be also need to exercise dialogue, diplomacy and tolerance during project implementation.

14. Sustainability

The youths are a major stake in the community and the entire country. They occupy an important position in the society and cannot be wished away. This visible presence sustains regular discussions around issues being advocated by the project and this also gives them a vantage position to be utilized by other likeminded actors to propagate the same. The youth will be at the disposal of the community who will benefit from their technical know-how for this generation and future generations.

Knowledge and skills acquired will improve and sustain civic competence of the communities. The IEC materials distributed will be useful documents for future reference.
